1. OBJECT

This containment and blasting procedure is developed to provide measures needed for
proper and adequate containment of a given work area before blasting activities are
carried out; identify blasting material requirements, work methods and controls as well
stipulate measures for ensuring that all blasted particles and used grit is retrieved in a
safe manner for the maintenance works .

2. FIELD OF OPERATION

This procedure applies to FSO UNITY FRESH WATER TANK PAINTING works only,
and covers containment and blasting activities on structural members in accordance with
the contract.

5. RESPONSIBILITIES

HARRYBEAT QA/QC Lead who must be a NACE 3/2 certified Painting Inspector shall
be responsible for the preparation of this procedure and any subsequent revisions.

Responsibility for Application

Project manager:

Responsible for the planning, management and coordination of all activities in the project
lifecycle, including project management, control, execution and commissioning activities
associated with this project ensuring that:

 Projects are performed in accordance with the terms and conditions in the
relevant contract documents
 Adequate guidance and leadership are provided to the planning personnel in the
development of the project plan
 Reports on the administration of all aspects of the projects are prepared on time
and correctly
 Progress schedules are routinely reviewed with COMPANY and updated as
necessary

Project Engineer:

 Responsible to the Project Manager ensuring the implementation of this


procedure
 Responsible for monitoring and checking activities to ensure they conform to
specification requirements and for performing the required inspections and
completing the associated inspection documentation.

 Preparation of schedules, reports and presentations related to project controls,
including status reports
 Review and analysis of project control data to predict possible problems,
particularly in schedule slippage and project critical path impact.

Painting Inspector:

 Responsible to the Project Engineer; he shall ensure that the coating system is
applied according to the specification and accurately and objectively reports the
results of all inspections and observations.
 He shall interface with the Painting supervisor and TEPNG painting inspector.
 Shall follow up on any outstanding or punch list items or concerns as related to
coating and provide timely reports to project team members as required.

Safety Department:

 Responsible for monitoring and reporting of all safety issues during the painting
operations.
 Development, communication and implementation of Project HSE management
plan
 Owning the safety management processes and monitoring HSE performance
 Manage incident investigation, analysis and reporting process
 Provide technical guidance and assistance on a wide variety of HSE topics
including safe work practices, safety in design, risk management, industrial and
environmental management

6. ACTIVITIES
6.1 Certification of operator/qualification of painting process:

6.1.1 All operators to be used for this maintenance works shall be qualified with
reputable work experience.
6.1.2 Painting inspectors to be for this project shall be qualified to a minimum of
NACE CIP level 3 as per GS EP EXP COR 450 Rev 7.

6.1.3 At least 4 weeks before commencement of painting works, a simple batch


shall be qualified and all necessary integrity test carried for conformity of the
painting process this shall be witnessed by TEPNG representative and paint
supplier. It shall be documented and accepted prior to use this product.

6.2 Proposed supplier


For the purpose of this campaign, one supplier is proposed in accordance with GS EP
EXP COR 450 Rev 7/350 Rev 8 and shall be used throughout the period of this contract
except otherwise a change is requested in writing by the TEPNG Representative.

6.4 Painting Equipment


The equipment that shall be used for the application of paint shall include but not
limited to the following:

 Compressor of not less than 450cfm capacity


 Conventional Airless Spraying Machine with wet bulb
 Power and manual wire – brushes, chipping hammers, scrappers and abrasive
cleaners
 Personal protective equipment, including goggles, masks, safety shoes and hardhat,
heavy duty overall/ aprons and gloves.

Also note that all the equipment used shall be suitable for the purpose and maintained in
good condition. Before any painting operation shall commence. The equipment to be
used shall be checked to ensure that it is functional and not liable to introduce any
contamination into the paint. Compressed air shall be checked at the beginning of each
job to ensure that there is neither oil nor humidity.

6.5 Coating Materials/ Consumables

The coating materials / consumables shall include but not limited to paints, thinners and
solvents.

As per 6.2 above, one coating suppliers shall be proposed in which one shall be used
throughout the life of this project as approved by TEPNG GS EP COR 450 Rev 7/350
Rev 8. Paints shall be delivered in their original sealed containers with no visible
damage(s) and shall have manufacturer’s details documentation such as Materials
Safety Data Sheet & batch certificate.

Additionally, every paint container shall have as a minimum, Batch number, colour,
quantity, date of manufacture, shelf extension details and other relevant information.

Storage of paint materials shall be based on conditions and temperatures recommended


by the manufacturer. Paint containers shall not be opened before they are needed
except for sampling and must be approved by TEPNG representatives. Paints shall not
be thinned down, mixed or adulterated in any way, except in strict compliance with the
manufacturer’s instructions. The content of all containers shall be thoroughly stired to
even consistencies before and during use. Paints that have exceeded their shelf life
shall not be used.

When two or more coats are to be applied, the coats shall be of contrasting colours so
that it is easy for the painter of the later coats to see what has been covered and what
he has to do.

Full surface shall be completely dry prior to painting operations.

All paint materials must be stored in a controlled environment as recommended by the


paint manufacturer and shall be approved by TEPNG representative.

Coating materials shall include; paint, thinners, and other solvent as per GS EP EXP
COR 450 Rev 7. No materials shall be improvised or substituted without a prior written
approval of TEPNG Representative.

6.6 Inspection Equipment

The below list of equipment shall be used for this operation:

 Blotter test instrument


 Surface sensing thermometer to measure ambient temperature
 Sling Psychrometer with Psychometric Table to measure Dry air temperature and
Wet air temperature to determine dew point & Relative humidity
 Hypodermic needle pressure gauge for measurement of blast nozzle pressure

Prior to any painting/coating application, all blasted surfaces shall be inspected by TEPNG’s
.Painting Inspector to certify that the surfaces have been prepared to specification (Sa 2.5).

Surface preparation (abrasive blasting) shall not be carried out when the steel surface
temperature is less than 5oF (3oF) above the dew point of the air and RH less than 85%.

TEPNG Representative/ Inspectors shall have access at all times to carry-out inspections and
all paint materials and other consumables procured for this projects shall be subject to receipt
inspection prior to use by TEPNG and HISL. The contractor shall in no wise use any
product/consumable not inspected for this project, if this is done the company reserves right to
reject all these materials and request for removal.

PLEASE NOTE THAT TEPNG Painting Inspector shall inspect all painting/coating Inspection
tools, equipment; consumables etc and recommend remedial actions and/ or certify that they
are fit for purpose before commencement of work.

6.7 Surface Preparation

Before commencement of painting works, HISL shall ensure that the surfaces have been
blasted to Sa 2.5 and this shall be confirmed and certified by TEPNG Painting Inspector before
painting shall commence. The surface shall be inspected for contamination and other quality
impeding substances. Equipment such as electric motor, compressors, blowers etc that are not
to be painted shall be protected from abrasive blasting and coating application before
commencement of painting activity.

The surface preparation shall comprise of all designated arrears in accordance with the contract
and areas not as per the scope of work shall be exempted.

FSO UNITY is a live plant at such, if there is any equipment that falls within the area to be
painted and because it may not have to be shut down, it is the duty of HISL to house or protect

this equipment from the effects of abrasive blasting and coating application to avoid damage
and/or equipment malfunction.

6.7.1 Surface Defects

Prior to any surface preparation and during cleaning of bare metal surfaces or previously
painted surfaces, all oil, grease, salts and other contaminants and surface defects like
laminations and spatters shall be removed by solvent cleaning, by the use of files,
scrappers and grinders and any other methods approved by TEPNG; no crack is
permitted on pipe surfaces. Welding flux and spatter shall be removed by the use of
power brushes. Sharp edges and corners shall be rounded off to 2mm minimum.

6.7.2 Cleaning of Grit blasted particles

Prior to application of painting, all blasting particles shall be removed by compressed air
and recovered to avoid poor surface finish and sticking of grit and scaled particles on
painted surface.

Painting shall be carried out in a well illuminated area and over spray of paint hacked
before painting works commences.

6.7.3 Cleaning of Blasted surfaces with air

After blast-cleaning to the specified standard, all dust, debris and abrasive residue shall
be removed from the cleaned surface and in particular from pockets and corners by the
use of dry, oil-free compressed air, vacuum or brushing. The compressed air shall be
dry, free from contamination and water. Traps and water drains shall be provided and
checked and emptied always. Blotter test at the nozzle or conventional air spray paint
gun shall be performed at least daily to verify the purity of air coming from the
compressor air supply. It must be performed immediately before application of any
coatings.

6.7.4 Power Tool & Manual Cleaning

Weld-spatters, scale and any damaged coating shall be eliminated by the use of power
tool. Manual cleaning shall only be performed when the use of power tools is not

permitted or not practicable. The quality of surface cleanliness achieved by manual or


power tool cleaning shall be to SSPC SP3.

TEPNG Representative and/ or Painting Inspector shall inspect all blasted surfaces to
confirm and certify that the blast clean surfaces meet the grade of cleanliness (Sa 2.5)
and surface profile or roughness for the coating system to be applied. The TEPNG
Painting Inspector can raise a Non Conformity Report to order the reblasting and
cleaning of areas not meeting approved specifications. He/She could also authorize test
to be carried out to ascertain that contaminants present are not above threshold limits.

6.8 Coating/ Painting Application

No coating shall be applied on any surface, which is damp or dirty. Painting shall be carried out
under favourable conditions with regards to temperature, relative humidity and dust-free
atmosphere. Painting shall not be performed when the relative humidity is in excess of 85%.

At all times, the temperature of the substrate shall be at least 3 0c above the atmospheric dew
point.

It is recognized that low humidity conditions may be infrequent on site. However, site painting
shall be scheduled, as much as practicable, for the drier times. Freshly painted surfaces shall
be protected from rain until they are fully dry. Following the paint Manufacturer
recommendation, the TEPNG Painting Inspector shall confirm and certify that the ambient
conditions are good enough to commence painting application.

Relative humidity for paint application shall be as per paint manufacturer’s recommendations.

All coating shall be applied in accordance with the supplier instructions. The paint coating shall
be carried out according to the paint supplier specifications in particular regarding the intervals
between coats and environmental conditions.

Coatings shall only be applied to clean, dry surfaces that are in their specified state of surface
preparation according to the requirements of GS EP EXP COR 350 Rev 8 at the time of coating
application. Surfaces that show signs of oxidation, rust bloom, or other deterioration shall be re-
blasted to the original specified grade of cleanliness before application of coating.

The preparation and application of all paint materials shall be performed as recommended in
TEPNG Specification and in strict compliance with the paint manufacturer’s recommendation.
The paint manufacturer’s recommendations shall also be observed with regards to wet and dry
film thicknesses and time to elapse for one coat of a system to dry before the next coat is
applied.

Following specifications, TEPNG Painting Inspector shall inspect all coated surfaces for
damages and determine WFT & DFT to ensure they meet specifications and requirements of
the coating system and no holiday has been found. Where necessary, the TEPNG Painting
Inspector shall request for repairs to be effected to ensure all coated surfaces meet
specification.

It is important to note that for the splash zones, good knowledge of the tide is important hence
TEPNG representative and site integrity engineer should be responsible for tidal advice prior to
application.

After site-paint works have been completed, a punch list shall be made. Final acceptance shall
be given by TEPNG representative after all items on the punch list have been completed.

The following controls shall be observed when painting to ensure integrity of coasts:

6.8.1 Paint mixing:

A power or mechanical agitator equipped with a properly sized box-type agitator blade
will be used for mixing paint components. The use of the other devices such as stick,
broom bundle, bubbling air stream is forbidden and will not be permitted.

Thinner will not be added to paint unless it is required or recommended in the


manufacturer’s data sheet. Thinner type and amount used will be as specified in the
manufacturer data sheet. The use of other paint manufacturers thinners or excessive
amount of thinners is prohibited.

6.8.2 Spray Application:

Conventional airless spraying guns will be the preferred method of paint application
unless otherwise specified in this project procedure or approved by TEPNG. The use of
air spraying gun is not permitted without the specific approval of TEPNG.

The recommendation of the spray equipment manufacturer and the paint manufacturer
will be followed with the set up and use of spraying equipment; the selection of gun tip
size and type and the adjustment in air pressure and volume that are required to provide
optimal paint delivery rates and coverage.

Spraying methods and technique will conform to good industry practices. Passes will be
proper overlap and uniform coverage. Spray guns will be held at least twelve (12) inches
away and perpendicular to the surface being sprayed at all times. Arching of the spray
gun is not permitted.

Painters or the foremen will regularly check wet film thickness during spraying using a
wet film thickness (WFT) gauge to confirm that application methods and delivery rates
provided for the required dry film thickness (DFT).

Areas such as corners, edges and others that are difficult to reach or see may be stripe
coated prior to application to ensure proper dry film thickness (DFT) and continuity of the
coating. The need to stripe out will be at the discretion of TEPNG.

6.8.3 Paint Drying and Curing:

Painted surfaces will not be over coated until the previous surface coating has properly
dried. Drying times will conform to the manufacturer’s technical data sheet and as may
be further specified in TEPNG GS EP EXP COR 450. The movement and handling of
painted surfaces will be minimized and carefully controlled if applicable during drying to
prevent damage to the coatings. As minimum painted surfaces shall not be moved, lifted
or handled until the applied coatings is dry to be touched.

Forced drying to quicken the drying process will not be allowed without the approval of
TEPNG.

Maximum overcoat requirement as per TEPNG GS EP EXP COR 450 shall apply. If the
maximum overcoat is exceeded the surface will be re-tested.

6.8.4 Paint Coating Quality:

Dry film thickness (DFT) of each coat will conform to the requirement specified in GS EP
EXP COR 350 for each painting system.

The total DFT will not be made up in any one coat. Where film thickness does not

meet requirement within the specified number of coat, additional required coast shall be
applied.

Each coat will be free of pinholes, voids, bubbles, crackings, sags, wrinkles, runs and
other defects. The final coat will be free of any brushes or roller marks, uniform in colour,
texture, appearances.

All protecting barriers or masking materials used to protect surfaces and any paint spot
or streaks that may have formed will have to be properly removed prior to final paint
acceptance of the item.

6.8.5 Time Difference between Coats

First coat of primer shall be applied on the same day that a surface was cleaned
(sandblasted, power or wire-brushed) and before the surface becomes contaminated,
rusted or wet, especially in dusty areas and where salt-laden winds and humid
conditions are encountered. Prepared surfaces exceeding four hours and exhibiting
signs of deterioration in any way shall be reworked.

6.8.6 Cleaning between Coats in a System

Great care shall be taken to ensure that each coat of paint is allowed to dry thoroughly in
accordance with paint manufacturer’s instructions before the next coat is applied.

Any grease, oil and other contaminants on the dried surface shall be removed by the use
of solvent cleaner, according to SSPC 1, and then washed with clean fresh water.

All paint works, which become dirty as a result of long exposure to contaminated
atmosphere, shall be pressure-hosed with clean fresh water prior to application of the
next coat of paint. Touch-up painting shall be done after delivery.

6.8.7 Repair & Touch-up of Painted Surfaces

In a situation where damage leads to total or partial exposure of substrate, or if there is


an obvious sign of rust, the affected areas shall be blasted or scrapped off to bright
metal. The area shall be washed down and cleaned with solvent. The edges of the
damaged area shall be feathered-off to sound application of one coat of specified paint.
The intermediate and final coats shall also be as specified. The above mentioned
method shall be applied for damages as well as for touch – ups.

6.8.8 Allowable Film Thickness & Colour

All individual layers of paint thickness in this document are minimum values. No reading
of total thickness of coating shall be less than the specified minimum total thickness.
Applicable paint colour shall be in accordance with Paint and Protective Coating
Specification by TEPNG. The primer coat, stripe coat, second coat and the finish coat
shall be as specified by TEPNG and manufacturer, based on the various colours.

6.9 Handling of Finished Paint Works

As much as possible, no coated surfaces shall be handled in any form or manner until such
surfaces are completely dry. Such handling shall be limited to the reinstatement of existing
structures, markings or coding. Surfaces that are smeared shall be touched up with the
appropriate colour and thickness.

Only appropriate lifting and transport equipment shall be used for loading/offloading and delivery
to TEPNG.

6.10 Safety Considerations


 All painting works shall be performed in accordance with the project safety plan
 During coating activities, all necessary safety measures shall be adopted in order to
prevent any unsafe condition for the personnel involved. Particular care shall be
taken when coating substrates at a height.
 Provision shall be made for safe and free movement of persons and materials
 Additional safety precautions such as barriers, signs and protective screen, warning
and restriction tapes shall be used to isolate work areas and equipment that are not
to be painted.
 Personnel shall at all times wear complete Personal Protective Coverings

safety measures are implemented and observed.

6.11 Monitoring/Control of Non – Conformity & Corrective Actions

6.11.1 Objective

The objective of this section is to establish a documented system ensuring, that non-
conformities are recorded and that corrective actions are initiated, with the purpose that
corrective actions are performed in a controlled manner and the cause of the non-
conformity eliminated.

6.11.2 Origin of Non-Conformity

Non- Conformity may be originated in the following ways:

 Through internal audits, self-evaluation or verification


 Through audits, routine inspection complaints or remarks from TEPNG authorized
TEPNG Representative
 Through operational practice and feedback

6.11.3 Treatment of Non-Conformance

Non-Conformity is identified by an audit, routine inspection or an evaluation report in


writing or verbally. In the former case, the non-conformity report shall be internally raised
as a query under the subject (supposed) non-conformity or by an inspection report. Both
documents shall then be directed to the Project Engineer.

All reported non-conformity shall be verified, as being non- conforming, by the Project
Engineer, who shall subsequently prepare and/or sign NC/CAR (Non-Conformity /
Corrective Action Report) and also instigate the Corrective Action Recommendation.

Minor, simple supposed non-conformity shall be classified and treated as “finding” and
subsequently treated as query. The Project Engineer makes the decision in such a case.
The person responsible for making the disposition is the Project Manager. The
disposition shall be based on the following criteria:

6.11.4 Distribution

All documentation shall be distributed by HISL Project Manager to the project key
personnel of all parties (TEPNG & HISL) as contained in the Quality Plan.

6.11.5 Implementation, Verification & Follow-up

The responsibility for the implementation of this procedure rests with HISL Project
Engineer. The Project Manager is responsible for the verification of implementation of
the recommendations for further prevention.

6.11.6 Filling

It shall be the responsibility of the Project Engineer to keep files of each event, including
Non-conformity/Corrective Action Report and Corrective Action Performance Records
and daily progress and weekly paint inspection report.
