Role of IMRAN KHAN Govt in maintaining peace in Pakistan.

Introduction
Imran Ahmed Khan Niazi HI PP ( born 5 October 1952) is the 22nd and current prime
minister of Pakistan. He is also the chairman of the Pakistan Tehreek-e-Insaf (PTI).
Before entering politics, Khan was an international cricketer and captain of the Pakistan
national cricket team, which he led to victory in the 1992 Cricket World Cup. He was
chancellor of the University of Bradford in the United Kingdom from 2005 to 2014.

While proudly presenting “achievements” of the Pakistan Tehreek-i-Insaf-led coalition


government over the past three years, Prime Minister Imran Khan on Thursday vowed to
help the country stand on its feet with dignity through progress and self-sustainment.

In an hour-long speech at the launch of the three-year performance report of his


government, the prime minister said on assumption of power in August 2018, the PTI
faced numerous ‘inherited challenges’ including financial instability, poverty, and
inadequate education and health facilities. But currently there were several feathers in
the cap of his government, particularly tackling the challenge of Covid-19 through its
‘smart lockdown strategy’, he said, adding that Pakistan had been recently ranked by
The Economist as the ‘third-best performing country’ for handling the pandemic.

“When we came to power current account deficit was $20 billion but today it has
declined to $1.8bn. In 2018 foreign reserves were $16.4bn which are now over $27bn.
Total tax collection in the previous government was Rs3,800bn and now it is Rs4,700bn.
Similarly, foreign remittances were $19.9bn in 2018 and now they are $29.4bn,” he said.

“We will have to make Pakistan stand on its own feet and will not let this country be
used by anyone for anyone else’s war,” PM Khan emphasised.

The launching ceremony, which was held at Jinnah Convention Centre, was attended by
the four governors, chief ministers of Punjab, Khyber Pakhtunkhwa and Balochistan,
speaker and deputy speaker of the National Assembly, federal cabinet members,
parliamentarians and PTI youth.

At the ceremony, federal Minister for Information and Broadcasting Fawad Chaudhry
presented the Report 2018-21, which has been compiled by the ministry, to the premier.

A documentary on the 22 years of Mr Khan’s political struggle and his three years in
power was also screened on the occasion.

The 251-page report gives an outline of the achievements of 44 public bodies including
ministries, divisions and departments. Besides defining the baseline of each sector, it
focuses on key objectives, updates on initiatives, long-term strategies, legislative policy
framework and the projects in the pipeline.

The report focuses on the government’s accomplishments despite the global economic
recession in the wake of the coronavirus pandemic.

While discussing salient features of the government achievements, Prime Minister Khan
compared his tenure with the previous regimes of Pakistan Muslim League-Nawaz
supreme leader Nawaz Sharif and Pakistan Peoples Party co-chairman Asif Ali Zardari.

To uplift common man, he said, the government launched projects such as Naya
Pakistan Housing Programme for affordable accommodation to low-income groups,
Ehsaas programme for social security and the Kamyab Jawan Programme for imparting
skills to youth to help them get employment.

Also to help poor and vulnerable segments of society, 54 laws were enacted including
the Code of Civil Procedure (Amendment) Act, 2020, Enforcement of Women Property
Rights Act, 2020, and Legal Aid and Justice Authority Act, 2020, he added.

The main initiatives taken by the government for maintaining peace are as under:

1. Ensuring Pakistan is Business Friendly

The Prime Minister has worked tirelessly to encourage inward investment from wealthy
governments and individuals. During his recent trip to the USA for a meeting with
President Donald Trump he invited overseas businessmen and investors to benefit from
the economic and business opportunities afforded by Pakistan’s strategic location and
the connectivity to the broader region.

He met a group of prospective investors led by Javaid Anwar, a leading Pakistani-


American businessman, at the Embassy in Washington DC.

Prior to that he wrote to UAE President, Sheikh Khalifa bin Zayed Al Nahyan. The letter
addressed bilateral relations between the two countries. It suggested ways in which they
could work together to address a number of issues of common concern, as well as the
latest regional and international developments.

The emir of Qatar, Sheikh Tamim bin Hamad Al Thani, came to Islamabad to hold talks
with Imran Khan. Sheikh Tamim is the latest Gulf leader to visit and promise financial
investment in Pakistan’s economy.

Leading Chinese firms have told Imran Khan they will invest USD 5 billion in various
sectors over a period of three to five years.

The commitments were made by a Chinese delegation that comprised over 55


executives and heads of leading companies when they met Mr Khan and other high-
ranking officials from the Pakistan government.

The meeting took place at the Prime Minister’s Office (PMO) and China’s Ambassador
to Pakistan Yao Jing also participated.

The Chinese delegation represented key sectors including construction, power,


transportation, information technology, and technological research.

Later, a press statement from the PMO said that executives of the leading Chinese firms
“expressed confidence” in the business-friendly policies of the Pakistan government and
pledged to invest USD 5 billion in the next three to five years in several small and
medium-size industrial sectors.

One reason for the renewed confidence in Pakistan is Imran Khan’s assertion that
Gwadar port, restored, developed and fully-functioned under the China Pakistan
Economic Corridor, has given a strategic position to Pakistan in the region, enabling it
to attract investors from across the world.

He said that it is the first time in Pakistan’s history that a big number of investors are
showing interest in seeking business opportunities in Pakistan because they know they
will be able to make money from the Gwadar port which has improved connectivity and
shrunk distances.

He added that his government has created a board of investment working in the prime
minister’s office under his direct supervision.

2. Making Pakistan Green and Clean


This is one of Imran Khan’s major visions for the
country. His Government’s reform agenda is
focusing on the economic sector and
environmental protection. Water, solar and wind
energy production has the highest priority in the
renewable energy policy. The Prime Minister has
launched a coordinated strategy involving several
government departments. The aim is to explain
through education the issues affecting climate
change, including lifestyle choices, sustainable
production methods and consumption patterns.

Production of green energy will increase by 60 percent till 2030. The Prime Minister
believes Pakistan’s young people have a critical role in making it happen. The
government wants youth to play an effective role to save Pakistan from the negative
effects of climate change. Student networks are being asked to increase awareness.
Young people will be made environmental champions in their own communities.

A recent seminar in Islambad, organised jointly by Muslim Aid Pakistan and National
Council of Social Welfare, recognized the Prime Minister’s vision for a green and
sustainable future. It brought together experts from different walks of life who discussed
the effective participation of youth in these initiatives.

More than 300 prominent social activists, parliamentarians, representatives of civil


society, youth organizations, students, civil servants and other stakeholders attended the
seminar.

3. Improving life in Balochistan

Balochistan is the largest province of Pakistan,


covering 44% of the country’s area but with only
5% of the total population. It is also the poorest
region, although its strengths lie in its wealth of
natural resources, a coastal belt which is 1100 km
in length and the rich mineral deposits.The China-
Pakistan Economic Corridor, which runs through
much of the province is a game changer for
Balochistan. It is a major stimulus, promising rapid economic growth and massive

infrastructure development.

It is home to the port of Gwadar, which lies at the southern tip of the CPEC and is
regarded as the jewel in the crown of the $62 billion project. Imran Khan’s government
has recently launched a number of major initiatives which will benefit the area. The first
is the distribution of health cards providing generous health insurance for the families
who live in Gwadar. In addition, the government said it is planning to install a new
desalination plant. Both were announced at the groundbreaking ceremony for Gwadar
International Airport. The construction of the airport, the biggest in Pakistan, will be
completed within three years at the cost of $256million.

4. Increase stability in the region

“We are confident that this visit will help in ushering in an era of stability and prosperity
in South Asia and the broader region. In this common objective, both Pakistan and the
United States will be joint beneficiaries,” said the foreign minister,” Foreign Minister
Shah Mehmood Qureshi, while addressing a seminar about Pakistan-US Relations. He
was speaking about Imran Khan’s visit to meet Donald Trump.

Mr Qureshi added, “Mr Khan in his talks with President Trump will explore the
possibility of expansion in trade and economic ties. Mr. Qureshi said this was aimed at

achieving “long-term economic growth, stability, and human development in


consonance with the vision of Naya (New) Pakistan”.

Further evidence of Imran Khan’s desire to roll out his policy of a peaceful
neighborhood and a vision of peace, progress and prosperity emerged when it became
known his invitation to meet Donald Trump was arranged by Saudi Crown Prince
Mohammed bin Salman.

Imran Khan hopes he will leave the USA with renewed trust and much-needed foreign
investment. A senior member of Khan’s Cabinet confirmed the role of the crown prince
in setting up the meeting, saying that he had used his personal friendship with Jared
Kushner, Trump’s son-in-law.

Kushner’s friendship and support for Crown Prince Salman has been one of the most
important bonds that has helped draw Trump into the embrace of Saudi Arabia as one of
his most important international allies. Now the friendship seems to have come in handy
for Pakistan.

Imran Khan took a high-level delegation to Washington, which includes ministers of his
Cabinet, commerce adviser, financial advisers, the foreign minister and, in a first, the
country’s powerful army chief, head of intelligence and military spokesperson.

The purpose of Khan’s visit is to take Pak-America relations out of the cold storage and
request the US to reimburse the $800 million owed to Pakistan.

5. Growing the Economy


Imran Khan believes that industrialization will help the country generate capital through
exports, create employment and lift people out of poverty. “We are following China to
strengthen our industrial base, by seeking their guidance and help in several sectors,” he
said.

Due to the lack of industries, Pakistan’s economy mainly depends on agriculture, but
production in this sector is far less than in many other countries. Most Pakistani farmers
use old techniques to raise their crops and animals. Khan revealed that his government is
going to announce an agriculture policy soon to benefit farmers, under which the
government will acquire modern technology from China to develop the sector.

“China’s per acre production in the agriculture sector is three-times higher than that of
Pakistan, we want to adopt their technology and for this, we have signed a
Memorandum of Understanding with China,” said the prime minister.

He added that his government is focusing on strategic sectors to augment economic


growth including academia, policymakers and technical experts from the education and
skills development.

8. Lauds armed forces


Prime Minister Khan during his speech lauded the Army and Air Force for giving robust
response to India after Pulwama incident. “It is because of our forces we warned
Narendra Modi (Indian prime minister) of dire consequences in case of any
misadventure,” he added.

While declaring that Islamabad would not become a part of anyone else’s war, Mr Khan
said the country would not allow the killing of its own people as had happened in the
US-Taliban war after the 9/11 attack.

He said “mistakes” had been committed by the army, the judiciary and politicians in the
past, but a specific segment of society along with international elements was blaming
the Pakistan Army for current situation in Afghanistan.

The prime minister urged the entire world to help Afghan Taliban establishing an
inclusive government in Afghanistan after had they announced general amnesty,
protection of human and women rights and vowed that their land would not be used
against any other state. This showed they agreed to what the world had been
emphasising in Doha talks. “Don’t make assumption that they (Taliban) will back out
from their commitments and let them form an inclusive government which is imperative
for the regional peace,”

9. Information technology

During the past 3 years, Pakistan’s IT sector has made significant progress, the report noted.
“The number of IT companies have increased to 4,641 as of June 2021 compared to 1,762
in June 2018 while the IT & IT-enabled Services (ITeS) export remittances comprising of
computer services and call centre services are expected to reach US$2 billion by the end of
FY 2020-21.” The government aims to transform Pakistan into a knowledge-based
economy to drive innovation and entrepreneurship by investing in startup incubators and
setting up special technology zones across the country.

10. Industries

During the fiscal year 2021, the growth in the industrial sector has been estimated at 3.6 per
cent with “remarkable growth of 9.3 per cent in large scale manufacturing and 8.3 per cent
in small scale.” The government is facilitating mobile device manufacturing, auto industry
development to achieve efficient, sustainable and inclusive industrial development.

11. Trade and commerce

PM Imran Khan is pushing the “Make in Pakistan” goal with incentives for manufacturers
and business-friendly initiatives. The government aims to drastically reduce the import bill
and boost export. In the fiscal year 2021, Pakistan exported goods worth US$25.3 billion -
the highest-ever export of goods in the country’s history.

12. Affordable housing

The government launched low-cost housing schemes for deserving families under which
they can avail financial assistance upto PKR 500,000/- through Akhuwat Islamic
Microfinance. Funds amounting to Rs 7 billion have been released to Akhuwat. At least
7,000 houses and units have been complete as of June 2021.

13. Social protection programmes

The government’s Rs203 billion Ehsaas Emergency Cash initiative provided a one-time
cash grant of Rs12,000 ($78) to 15 million families (nearly 109 million people) at risk of
extreme poverty and those experiencing economic hardship. The launch of 17 Panagahs
(shelter homes) has offered bed and breakfast facilities to over 1.8 million beneficiaries.
Khan also launched soup kitchens program under the hunger-free initiative would offer free
ready-to-eat meal to the needy

14. Education sector


One of Imran Khan's government's primary focus is on upgrading the educational
scenario of Pakistan. Since more than 50% of our population is below thirty years, it is
crucial to make education easily accessible for everyone, without compromising on the
quality. Imran Khan, himself is a highly educated man and has hired exceptionally
knowledgeable and capable members in his government - hence, people are hopeful that
he will make reforms that will bring about a positive change in field of education.

◼ Depoliticizing All Educational Institutes


As implemented through his governance in Khyber Pakhtunkhwa, Imran Khan is
striving to cut off all political influences on every educational institutional level. In this
manner, Imran Khan hopes to provide some form of autonomy to the respective
educational institutes so that their aims are strictly restricted to providing quality
education without imposing personal, political interests.

◼ Reconstruction of Earthquake Impacted Schools in KPK


With a hefty amount of right billion rupees being invested in the reconstruction of
schools in KPK, Imran Khan aims at providing accessible education once again in the
areas that have been deprived of it since the devastating earthquake. Although the
former government made a similar promise, but failed to get substantial results. The
reconstruction project of seven hundred and sixty schools will open doors for several
students who have been displaced from their dilapidated school buildings.

◼ Bridging the Gap Between Public and Private Educational Institutions


One of Imran Khan’s most ambitious dreams is to bridge the educational gap between
the public and private sector. A general nonchalance and substandard quality of
education is seen in public institutions – this can partly be credited to the fact that the
government teachers are duly paid their salaries without any vigilantes keeping check of
their presence. Quite remarkably, Imran Khan wishes to chance this dynamic and has
also successfully managed to do so in KPK; where a surprising number of 32,000

students willingly transferred from private institutions to public – since the level of
education, in the latter, had been significantly improved without any difference in the
fees.

◼ Incorporating the Use of Technology in the Educational System


Our educational system is already far behind as compared with global standards. While
Imran Khan’s government is striving to help our public institutions to stay abreast with
the private ones, he also wishes to create a more technologized PhD educational learning.
Moreover, Imran Khan wishes to make significant reforms in the fields of science,
technology and mathematics since these three basic subjects can help make significant
breakthroughs in developing our economy. Imran Khan is smart enough to realize that
investing in education – by providing a more interactive and advanced manner of
learning – will simultaneously upgrade the economy. Also increasing the literacy rate.
These “smart school” ideas must be effectively piloted in localized areas so that once
they are known to bring out the desired results, the maybe implemented everywhere in
Pakistan.

◼ Improving Skill Development and Technical Training


Imran Khan’s educational reforms are not merely restricted to upgrading the basic
quality of education, but they explore all dynamics of making more competent and
knowledgeable individuals. Hence, he has additionally focused on the technical training
and skill development of graduates and undergrads so that they are well equipped to
perform better within their capacity and respective fields. This is a highly crucial
requirement since students tend to study in rote learn manner and graduate with bookish
knowledge which hampers them from instantly exceling in their practical field. Thus, if
the teachers are already more focused upon building the students’ skill set rather than
taking frequent tests, the students will be able to learn the necessary skills required in
the professional field better.

◼ Youth Development and Employment Opportunities


Imran Khan has always appealed to the younger generation, since his days as a
successful cricketer. Hence, it is no surprise that he has been advocating for youth
development programs. In most of his speeches he also directly addresses the younger
audience and abets them to seriously take up the responsibility of improving Pakistan’s

economic situation. After all, they are the inevitable future of Pakistan and it is only
better that they must be sensitized about this issue earlier.

Moreover, since Imran Khan’s reforms are largely revolving round investing in and
improving the economy and education of Pakistan, he is also working on the collective
goal of increasing job opportunities for both fresh graduates and experienced workers.
Hence, by providing the students with an advanced skill set will help them secure better
jobs.

Although Imran Khan’s government has a very reassuring and an optimistic approach,
there are still many challenges that he must overcome before he can attain substantial
success. Only recently, the sudden high rates of inflation and the increase in taxes has
caused a disagreement amongst the people who believed Imran Khan would achieve
quite the opposite of this. Petrol prices are increasing and the dollar has become
equivalent to one fifty rupees – there is a profound amount of pressure on Imran Khan to
reverse our economic situation just as he promised.

But here is the catch, since Pakistan has been in debt since years now, the sudden
inflation is actually helping us pay back this loan. It will be a tough year for Pakistanis,
but we must strive to bear this time with sagacity and patience – by investing in local
markets and buying local products. Students should be dedicated towards their studies
and instead of fleeing abroad for better employment opportunities, start working here by
running smaller social setups or enterprises. If you are already established abroad, it
would be a favor if you were to offer to teach the skill set you learnt from there – if not
entirely forsake your job.

Under Imran Khan’s strong leadership, it is our responsibility as a nation that we


perform whatever tasks we can within our capacity so as to work towards our joint goal
of improving Pakistan’s educational standard and economy.

establish a cancer hospital in Pakistan . He established a cancer hospital known as
Shaukat Khanum Memorial Cancer Hospital and Research Centre. It started to function
