OQ Refineries and Petroleum Industries L.L.C has invited EPC contractors to bid for EPCC works for an ITT
vide tender number 9900017143 titled “EPCC Contract for Processing of Sludge from WWTP in DCU at SR2
(Sohar)” (Project).
Vertex LLC (hereafter referred to as Vertex) has been invited by EPC Contractors to submit a techno
commercial proposal for providing Design Engineering Services (Services) for the Project. It is understood
that in the event of an award on EPC Contractor Vertex would be engaged by them as their Engineering
Subcontractor to provide Services for the mutually agreed price and scope as detailed elsewhere in this
proposal.
Vertex LLC is an approved Engineering consultant for OQ and has been carrying out design Engineering
Services for OQ projects.
1.2 Definitions
OQ Refineries and Petroleum Industries Company LLC intends to process its Refinery Sludge from WWTP,
in the Delayed Coker Unit (DCU) of SR2 Plant. The sludge from SR1 is transported to SR2 WWTP thru’
vacuum truck. Incoming sludge from SR1 via vacuum trucks will be transferred through a new sludge truck
unloading pump (1 working) to Sludge Thickener (ME8501-T-09) and Sludge Homogenization Tank (ME-
8501-T-08) for further treatment. The adequacy check for the processing of additional sludge from SR1 to
WWTP sludge handling system is already done by OQ. Treated sludge from WWTP area with 52 vol. % of
solids will be transferred to DCU battery limit through Sludge Feed pumps (1 working) for further
processing. Total sludge volume of 7,300 m3/yr. Is estimated for annual processing to Delayed Coker Unit
(DCU). The Distance between WWTP areas to DCU battery limit is 1.8 – 2 Km. the SR2 Delayed Coker Unit
(DCU). The Distance between WWTP areas to DCU battery limit is 1.8 – 2 Km. the SR2 Delayed Coker Unit
(DCU) is licensed by Chevron Lummus Global (CLG) and was successfully commissioned in 2017. The FEED
works carried out thru’ Consultant (Worley).
The Sludge processing area in SR2 for the project has been broadly divided as OSBL and ISBL. In OSBL, the
existing WWTP facility consists of the following:
Treated sludge from WWTP area with 52vol. % of solids will be transferred to DCU battery limit through
one new DCU sludge feed pumps for further processing. Treated sludge from WWTP area will be received
to DCU battery limit via pipeline. The new ISBL facility consists of the following:
The project scope has been optimized with deletion of 2 pumps, 2 filters & associated works considering
batch operation (refer table below).

2 TECHNICAL PROPOSAL
The SOW of work for this proposal will be in line with company tender documents and clarifications and
as further clarified in this proposal. Comprehensive multidisciplinary design and engineering services for
FEED verification and Detail design covering all disciplines will be undertaken to meet the Project SOW.

3 METHODOLOGY
VERTEX will be managing the entire project delivery from its Muscat based office and will designate a well
experienced “Project Manager” who will be responsible for overall coordination, and complying with
project schedule and deliverables for the scope identified in this proposal and will be supported by a
multidiscipline team consisting of Discipline Lead Engineers/ Designers / Draughtsman (Process,
Mechanical / Piping, Civil, Electrical and Instrumentation) and Project Services Personnel.

Within two weeks of the formal award of contract on VERTEX, subject to availability of the relevant Client
staff, VERTEX would propose holding the formal Kick-off meeting with Client. This key meeting is so that
the project commences on the correct footing. The key aspects that will be addressed, as a minimum, at
this meeting can be summarized as follows:
Vertex scope of services will involve a comprehensive validation of the Tender Documents received from
Client and to identify inconsistencies, deviations to standards, if any.
It is considered that if there is any change in the basic design of the facility during verification of FEED
design, same shall be brought out in the PDB (project design basis) generated for the project for
resolution between EPC Contractor and Company to commencement of detail engineering phase.
Simultaneously, a site visit will be arranged to confirm all tie-ins, space availability, details of all ongoing
interface from site and other stakeholders.

This shall be generally as per the requirements stated in the tender documents, FEED and as clarified in
this proposal.
The detailed design will broadly cover the following activities and generation of documents:
HAZOP review recommendations are incorporated in design deliverables and the AFC package will be
issued.
VERTEX’s personnel have a balance of international expertise with local knowledge which complement
with best engineering practices followed in any such leading engineering consultancy offices to provide a
value-
added solution to EPC Contractor. Detailed Project Organization chart is enclosed in company profile and
CVs of key engineering personnel are enclosed in Attachment –5.
Company specifications, procedures, guidelines and applicable standards and codes defined in C6-
Technical Specifications and Drawings of tender documents will be used for the execution of the detail
engineering activities predominantly supplemented by international codes and standards.
6 TIME SCHEDULE
The required duration for completion of EPC execution is Seventy-Two (72) weeks as per ITT requirements.
Engineering deliverables will be dovetailed with EPC schedule. It is envisaged that substantial completion
of engineering will be completed in (24) weeks. A detailed engineering schedule will be prepared and
mutually discussed and agreed with EPC Contractor after contract award.

VERTEX will continue its support to the EPC Contractor during the construction phase of the project by
providing clarifications on the design deliverables as required.
In order to adhere this schedule EPC Contractor has an obligation to make available to VERTEX all
necessary site input data, design inputs and selected vendor data as per the need list identified after
award of work in a timely manner to enable VERTEX to prepare construction deliverables as per planned
schedule.
• This schedule is based on the first issue date of activities only, not approval.
• It is assumed that once deliverables have been issued, client will have 5 days of review including
across table resolution session with all teams involved and final issue for approval will be released the
following week.
• Up to two revision cycle for all deliverables is considered for this project.
• HOLDS for final vendor information in the AFC package will be removed upon receipt of all vendor
inputs from the contractor.
7 DELIVERABLES
Design and engineering deliverables as mentioned in Attachment –1, shall be provided as part of VERTEX
scope of services. Same will be defined in detail after award of project in form of EDR (Engineering
