Construction Supervision Consultant (CSC) - Phase I of
National Urban Water Supply Project (NUWSP)

The Government of Indonesia has applied for financing from the World Bank in the
amount of USD 100 millions toward the cost of the National Urban Water Supply Project
[NUWSP]. The Directorate General of Human Settlements under Ministry of Public Works
and Housing (DGHS/MPWH) intends to apply part of the proceeds for consulting services
namely Construction Supervision Consultant (CSC) - Phase I of National Urban
Water Supply Project (NUWSP).
This REOI for CSC Phase I is announced in the Sistem Pengadaan Secara Elektronik
(SPSE) International Competitive Bidding (ICB) Ministry of Public Works and Housing
and UNDB Online.
The key role of the CSC is to provide support and assisting project supervision to the
Provincial Project Implementing Unit (PPIU) in monitoring, supervising, managing, and
controlling the construction work of NUWSP implementation through actively
coordinating and reporting to CPMU. The anticipated duration for this consultancy
support is for 11 (eleven) months starting in FY 2021. The team consists of Team
Leader as Supervision Coordinator has the qualification bachelor degree in water
supply engineering or environmental engineering with at least has 3 years of
professional experience in designing construction supervision of water supply works;
Quality Engineer (water supply engineering) and Quantity Engineer (civil works
engineer) both must have at least has 3 years experiences. The Site Inspector Team
for each location will consist of Civil Engineer, Water Supply Engineer, and Mechanical
and Electrical Engineer.
Supervision Coordinator will reside in Jakarta and will directly report to CPMU and
PPIU, and will have close coordination with RMAC Region I/II. There would be a field
teams in each respective location (PDAM Tirtanadi, Palembang City, Sawahlunto City,
Gorontalo Regency, Gowa Regency). Each team entails quality and quantity engineers,
also site inspectors, and others as needed during the construction duration.
The DGHS now invites eligible consulting firms that have capabilities to indicate their
interest in providing the Services. Interested Consultants should provide information
demonstrating that they have the required qualifications and relevant experience to
perform the Services i.e. presenting consultant/firm profile, description of similar
assignments (including assignment title, location/country, name of employer/client, type
of services provided, period of contract, starting and completion dates and contract
value) and availability of appropriate skills among permanent staff). The shortlisting
criteria are:
a. Have successfully completed contract of supervision works of water supply
sector with value and complexity in the same field of experience in the last 10
years, January 2011 to December 2020.
b. Availability within the firm of permanent experts/professionals’ staff relevant to
the project - staffs do not necessarily have to be assigned to this contract at this
stage;
c. Provide a statement indicating that consultants have not been involved in any
fraud or corruption activities and that no remedial action has been taken against
the consultant by any contracting authority or donor national nor international as
result of fraud and corruption;
d. Have contractual with total average annual consulting services minimum USD 1
million calculated as total contract received for consulting services in progress
and/or completed within the last three (3) years (2018, 2019,2020), divided by
three (3). This financial report has to be proven based on audited financial report.
e. The Consultants with the Joint Venture, have to provide the Joint Venture
Agreement.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s
Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA
Credits & Grants by World Bank Borrowers, Jan 2011, revised July 2014 (“Consultant
Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Quality and Cost Based Selection
(QCBS) method set out in the Consultant Guidelines. Consultants may associate with
other consultant (max. 3). In case of an association, the EOI must explicitly specify the
form of a Joint Venture (all members jointly and severally liable for the entire assignment.
The member firm appointed to represent the joint venture must be clearly identified. Only
experience of lead and members of joint venture shall be considered in the EOI evaluation
process.
Interested Consultant firms are required to access the electronic procurement system
(SPSE) of Ministry of Public Works and Public Housing (MPWH) to register and to
submit EOI [ http://spseicb.pu.go.id/eproc-icb/ ]. Further information can be obtained at
the address below during office hours 09.00 to 17.00. In case of any difficulty in
registering in the SPSE system, or if you do not receive from MPWH an email
confirmation response with the access password within 24 hours of submitting the
request through the system, you may send an email to the email address below.
Expressions of interest must be submitted electronically through SPSE ICB system of
Ministry of Public Works & Housing no later than March 15, 2021, 16.00
Western Indonesian Time (GMT + 07.00).
