STATEMENT VE E FE NE I
1.R.A 10054 aims to protect motorcycle drivers, back-riders
as well as pedestrians from injuries and death cause by
accidents.
2.The R.A 10054 greatly reduce fatalities in road
accidents.
3.The law would also foster a sense of discipline in all
motorcycle riders.
4.It mandates that all motorcycle riders, including drivers
and back riders, shall wear standard protective motorcycle
helmets at all times while driving, whether long or short
drives, in any type of road and highway.

5. The law aims to secure the safety of motorist,


passengers, ad pedestrians through the mandatory
enforcement of the use of standard protective motorcycle
helmet.

Degree of problems encountered by the PNP-HPG/LTO Personnel and Motorist in the

1.Non cooperative on the part of motorist.
2.Some of the motorist cannot afford to buy helmet because
of their short income.
3.Unable to fine motorist because of motorists’ financial
difficulties.

Personnel.
7. Supervising style/ management style of the PNP-HPG/LTO
Personnel.
8.Lack of commitment of the PNP-HPG/LTO personnel in
performing their duties.
9. The PNP-HPG/LTO personnel were performing their duty
while under the influence of alcohol.
10.Impatience and low tolerance of PNP-HPG/LTO personnel to
the motorist.
