TURNKEY TENDER
Construction of composite gravity dam (maximum two dams) on river Dhasan of
least gross capacity of 301.50 MCM on turnkey basis (with maximum submergence of
503.54 Ha Forest land, 3645.13 Ha Private land and 548.45 Ha Government land)
comprising of preparation of Construction drawings & design ,Obtaining approval of all
construction drawing & design from the competent authority including construction of all
civil, mechanical and electrical works involved in the construction of composite dam. The
work includes survey of Head Work and Submergence with Fixing of Chainage cum
Boundary Stone, geological investigations, preparation and submission of LA cases and
Forest Case for land acquisition of dam seat and submergence area construction of
permanent all weather road, Concrete Overflow block, Non-overflow blocks earthen dam
(main and saddle) which includes Ogee spillway with surplussing arrangement having flood
capacity of 5920 Cumecs and radial gates with hoisting arrangements and Energy
Dissipation arrangement, Gantry crane, Stop log arrangements, Deck slab bridge and foot
bridge etc , including river diversion, river training and construction of coffer dam, 2 nos
environmental sluice, including removal of defect for 60 months in defect liability period,
model study of the project Construction, Planning & Design of control room ,Residential
and Office Building and maintenance for five years after completion of the project,
including foundation stone laying ceremony and inauguration ceremony and as directed by
the Engineer-in- Charge as per details given in scope of work
Construction of a Pipe Canal system to supply water through the Rising/Gravity mains
by pressurized pipeline system for micro irrigation to deliver at farmers 1 ha chak upto 1 ha
with a duty of 0.35 lit/sec/ha and maintained up to 30 ha chak, keeping the discharge of
minimum 10 times the duty at one hectare and at least 20 Meter Residual Head at each 1 ha
chak for Micro Pressurized Irrigation (Drip/Sprinkler) by rotation without exceeding a total
power requirement of 28.00 MW in the Culturable command area of 80000 hectare, out of
gross command area 99147 hectare, fully covering the entire compact and contiguous
possible arable area and any arable area found in excess should be dropped at the tail end as
indicated in the index map for Micro Irrigation System. It includes all activities starting from
survey, investigation, designing, procurement, construction, laying, installing, energizing, etc
of pumping system, rising and gravity mains, main line, branch lines, distribution network,
controlling and regulation system etc for supply of water for irrigation under pressure with
SCADA and automation. The work also includes Management, Operation and Maintenance
(MOM) of Unit-I & II for the period of 5 years after completion and MOM and 60 months of
defect liability period will run simultaneously.

A. GENERAL
The objective of the project is to increase production of agriculture and improve the
living standard of farmers in the project command area by providing irrigation system
utilizing limited water resources efficiently and ensure equitable assured water supply
to the designed command area.
Present Status
The construction of BANDA composite concrete dam and its pressurized pipe network
system is yet to be started and tender is floating.

1.1.2 Codes and Guidelines: The concrete Gravity dam section, the
surplussing arrangement, energy dissipation system, earthen dam,
gates, their hoisting operational arrangements, stop log gates, monorail
and all other components construction shall be as per relevant IS Code/
Departmental guidelines and duly vetted and as approved by the
competent authority.
3.3 Instrumentation: All required instrumentation as per BIS and
departmental guidelines.
3.4 Grouting: Consolidation, Curtain Grouting and percolation test in
Concrete Gravity dam and Earthen Gravity dam to obtain lugeon value as
specified in IS codes.
3.5 After fixing of permanent bench mark by double fly leveling from G.T.S
bench mark ,all principal levels (Unit I &II) needs to be revised & get
approved from competent authority before submission of any proposal
with Fixing of Standard Bench Mark as per type design no.8 of WRD
3.6 The payment shall be regulated as under: -The foundation level of all the
concrete blocks (i.e. Over Flow, Non Over Flow) has been established at
level shown in GAD, if the foundation is to be laid below that level, the
additional quantities for excavation, concrete and steel will be paid at
clubbed rate plus/minus quoted percentage of the bidder. Similarly if the
foundation is required to be laid above that level than the difference in the
cost of excavation, concrete and steel shall be deducted at clubbed rate
plus/minus quoted percentage of the bidder. Except for this additional
payment/deduction in the case of foundation alone, as mentioned above,
no other extra payment will be made for any variations in any quantity
anywhere as this is a Turn Key bid.
3.7 Variation in Dam Site Location: The bidder may change the dam site
location by 200 M. on upstream/ downstream of the site fixed by the
department subjected to the fulfillment of following requirements: -
i. Gross, Live and Dead water storage capacity should not be less
than 301.51 MCM, 282.82 MCM and 18.69 MCM Respectively.
ii. The submergence area under the dam should not be more than
4697.12 Ha (Forest Land 503.54 Ha and Maximum Private land
3645.13 Ha)with no increase in private land. If submergence area
is increased beyond 4697.12 Ha due to change in location of dam,
then the cost of the additional forest & private land shall be borne
by the bidder and same will be deducted from the agreement
amount.
iii. Surplusing arrangement should be designed such that minimum
flood discharge of 5920 cumecs pass safely. The flood routing is
permissible with the approval of BODHI.
iv. If alternate site chosen detailed geological survey and
investigation is must at contractor cost to achieve most suitable
strata for foundation and the final approval of foundation level
shall be given by the concerned chief engineer on the advice of
geologist of GSI or any other competent authority as deemed
necessary by the chief engineer. Then the above criteria
mentioned in para 1.1.6 will not be applicable for any kind of
variance.
3.8 Survey: Complete survey of submergence up to 3meters above MWL/FRL
and preparation and submission of LA cases village wise with Fixing of
Chainage cum Boundary Stone as per type design no.4 of WRD. Property
survey in submergence area village wise including videography &
photography and preparation submission of rehabilitation & resettlement
plan. Getting clearance from the revenue department with the assistance
of the department in LA awards and R&R plans. Preparation of additional
forest cases as per requirement and obtaining its clearance .
3.9 Hydraulic model study: Hydraulic model study at departmental research
Centre at Hathaikheda, Bhopal (M.P.), the cost of which shall be borne by
the contractor within his bid amount.
3.10 Control Room cum residential cum office building: Construction,
Planning & Design of well furnished, control room ,residential and office
building of 500.00 sqm area i/c lighting, Water, Sewage and sanitary
arrangements at dam site, command area and Sagar as decided by deptt.
3.11 River Diversion work: River diversion works i/c coffer dams and dewatering is
included in the scope of the work and no separate payment shall be made.
3.12 RCC work: RCC work in all piers, RCC Deck Bridge with neoprene bearing,
energy dissipating arrangement. slope protection and treatment of the spill
channel.
3.13 Construction of Earthen Dam: Construction of main earthen dam 710 mt
long across Dhasan river, with saddle dam of length 1200 m. (the lengths
shown are indicative). Construction of Approach road from nearest Village to
dam site & service road along the pressurized irrigation system. The section of
the earthen dam should be designed as zonal/homogeneous section. The
earthen dam construction excavation and filling of cutoff trench etc. as per
relevant IS codes and department specification.
3.14 Provision of Gates: Providing and fixing of Radial gates for surplussing
arrangements and stoplog gates. The Radial gates and its allied work shall be
carried out by the contractor/JV Partner if the contractor/JV Partner is having
cost will be directly borne by the water resources department. However cost of
the all other in line structures such as village road crossing, PMGSY road,
district road crossing, river crossing, Nalla crossing etc. shall be borne by the
contractor. The contractor shall include such cost in his BID price.
ii. Distribution Pipeline Crossing: Wherever the Pipe line for distribution network
(except gravity main) crosses national/state highways, the contractor has to
prepare, necessary proposals for seeking all statutory permissions of concerned
authorities at his own cost. Such letter will be issue to the respective authorities
by the Engineer in charge. The contractors will have to keep the follow up and
obtain timely clearance from the concerned authorities. The cost of these works
including the construction cost will be borne by the contractor. Cost of the all
other in line structures such as village road crossing, PMGSY road, district road
crossing, river crossing, Nalla crossing etc. shall be borne by the contractor. The
contractor shall include such cost in his BID price.
1.2.10 Regulation and Monitoring: The monitoring up to 30 ha from rising main shall
be done by supervisory control and data acquisition (SCADA) and supported by
automation through single control room at suitable location and equipped the
same shall be established by contractor for each scheme.
1) For this purpose, the SCADA unit shall be established at 30 ha chak with one flow
meter and pressure monitoring for 30 ha outlet (downstream side of the strainer) and
remote on/off control valves communicating remotely with automation for each 6 ha
rotation area. At 6 ha sub chak outlet, the bidder will provide pipe network for
distribution system upto 1.0 ha. The outlet for every 1 ha sub chak shall be provided
with a manual on/off valve.
2) The Control System at 30 Ha shall consist of Hydraulically Operated Self Actuated
Control Valve, measuring and monitoring of flow, monitoring of pressure,
communicating remotely with automation to main control center and shall be called as
Outlet Management System (OMS). The System should be capable of Uniform
Distribution of Water to the Outlets irrespective of its location, elevation and distance
from the water source. The Minimum Pressure of 20 m has to be maintained at 1 ha
with discharge of ten times the specified duty.
3) The distribution beyond 30 hectare chak shall be carried out by providing SCADA
operated valves to each pipe serving approximately 6 ha sub chak. This Control
System shall consist of remote ON/OFF control valves communicating remotely with
automation to main control center and shall be called as Rotation Management
System (RMS).The System should be capable of delivering water with rotation to
facilitate drip and sprinkler irrigation as per required water quantity suitable for the
size of sub chak to be served. Each outlet at RMS shall be provided with Manual
ON/OFF valve. The minimum diameter of pipe at outlet of 1 ha shall be 63 mm (OD)
and shall also confirm to requirements as per "National Mission on Micro Irrigation",
Operational Guidelines, GOI 2017. Control system should be able to record, monitor
and control the cumulative quantity delivered to the Outlets without any external
Electric Energy and with minimum recurring cost for Communication with RADIO.
Radio Communication should be on License free band to reduce the recurring cost.
4) The Automation system used in Distribution for Control at 30 Ha shall be capable
to synchronize with Pumping Station SCADA for smooth working of entire irrigation
system. Protective Enclosure should be provided for OMS & RMS of suitable material
which shall not interfere in remote communication and shall be approved by Chief
Engineer.
5) Randomly selected five samples out of preferable lot of 500 ON/OFF control
valves (minimum five samples if the lot size is less) shall be tested for 1000 ON/OFF

above, details of pipe, length and diameter of pipeline static and dynamic head
calculation in details used for design of entire system, work methodology,
construction schedule backed with details of planning and deployment of
construction equipment with sufficient details to demonstrate the adequacy of
bidder’s capacity to design and complete the project work in accordance with the
specifications and within the stipulated time period. The extract concept of the
departmental proposal for sample area is appended for the guidance of the
bidder. However the details of work as conceived by department stated above
and appended is for general guidelines and reference to bidder and the bidder is
free to adopt any new concept/ design/methodology which serves the purpose
indicated in scope of work subject to approval of the department and shall satisfy
the basic parameters.
1.2.16 Aim of the Project: The ultimate aim of the scheme is to irrigate 80000 ha of
land (CCA) within 99147 ha GCA, as shown in index map attached in the tender
document, which shall not be less than 90000 ha of said GCA by drip / sprinkler
system. 80000 Ha area shall be irrigated in Banda, Malthone, Shahagarh and
Baxwah Tehsil.
1.2.17 Special Requirement of work: For fulfilling the PQ requirement of Technical
proposal, the bidder is required to submit his concept design keeping in mind the
design criteria & methodology mentioned in 1.2.1 to 1.2.16 above and which
should also include following design parameters, in absence of which the bid will
be treated as non–responsive.—
1) Coordinates of Junction point, length and static heads and discharge in each
stage and irrigated command in Rabi shall comprise of 80000 ha area with not
less then 80 % area covering in each Tehsil within 99147 Ha GCA in Tehsil
Banda, Malthone,Shahgarh and Baxwah as depicted in detail in the map
attached with tender document. Lifetime of the pipeline shall not be less than
50 years.
2) Layout of the main pipelines and a Sample layout for 300 ha supplied from
main pipeline. The sample layout of the disnet for 300 ha down to 30 ha chak
and 6 ha sub chak including Sample layouts for Micro irrigation system
supplied by the 1 ha outlets.
3) The bidder shall provide for Micro irrigation system such that Sprinkler/ drip
connections at the 1 ha chak can be used in such a manner as to allow the
farmers in this area to use their sprinklers and drip directly by connecting a
flexible pipe to the last pipe of the micro irrigation system provided under this
bid. This means that the bidder shall be required to provide sufficient
connection outlets for sprinkler pipe on the 1 ha. outlet to allow the farmer to
connect his sprinkler directly at different places.
4) The residual head at the sprinkler connection at 1 ha should be 20m for 80000
ha. Residual head at the outlet of 30 ha chak point should suitably maintain to
provide the required exit gradient as designed.
6) “For M.S. pipes in Rising Mains, Gravity Mains and Distribution Network, pipe
thicknesses shall not be less than as specified in the table below:
MS pipes in Rising Mains, Gravity Mains and Distribution Network, the thickness
of pipe shall be calculated as per the design requirements and allowances
stated in AWWA (American Water Works Association) Manual M11- For steel
pipes and IS 5822. In no case the final thickness arrived can be less than as
mentioned in above table”.
Note-
1.The thickness of Intermediate diameter pipe not provided in above shall be
interpolated between the immediately lower & higher category subject to such
other restrictions as the Chief Engineer, BODHI may decide.

as per MP Underground pipe line, cables and duct act 2012 (number 5 of
2013). For pump houses, distribution chambers, other permanent
arrangements/accessories and residential & non-residential buildings,
permanent land acquisition cases shall be prepared. The work components
requiring permanent land acquisition should preferably be constructed on
govt. land available to minimize acquisition of private land. In case the
permanent acquisition of private land is unavoidable, then private Land
acquisitions is to be carried out by the contractor with the help of department.
Necessary proposals\letters to concern department will be issued by the
Engineer in charge; further follow-up for timely acquisition is to be done by the
contractor. Such land shall be handed over to the State Govt. under
provisions of MPLRC after completion of the work along with other assets.
Pursuing the land and property acquisition cases, getting the award\approval
from competent authority, within the time shall be the whole responsibility of
the contractor, the land required for Construction before award will be
arranged by the contractor to ensure timely completion of the scheme for
which no claim shall be entertained from the contractor. The delay in this
process of land acquisition, if any shall not be attributable to the State/WRD.
B. The cost of forestland, if any required permanently for the construction of
different components of the scheme, should be borne by the Govt. The
turnkey agency has to prepare the proposals for forest land and will be
responsible to get the clearance in scheduled time from the GOI or GOMP as
the case may be. The department will only help the turnkey agency in getting
the clearance from the competent authority. The delay in clearance of the
forest land will be attributable to the turnkey agency. Costs incurred in
preparing proposals and getting clearances shall be borne by the agency and
the costs of forestland and the cost of compensatory aforestation, if any, shall
be paid by department.
1.2.19 Monitoring:The monitoring up to outlet (30 ha) from gravity main shall be done
by Supervisory Control and Data Acquisition (SCADA) through single control
room at suitable location and equipped the same shall be established by
contractor. The Contractor will obtain necessary permissions from GOI for use of
required frequency for Operation of SCADA and the cost on this account shall
be borne by the contractor. The complete system of outlet control shall be
protected against sabotage by suitable protective enclosure of RCC.
1.2.20 Documents and Maps: The contractor shall prepare all documents, maps and
forms required as per Madhya Pradesh krishakon ki bhagedariadhiniyam 2000
and its rules amended up to date, for formation of water users associations
(WUAs) under the Culturable command area (NOT less than 80000 ha irrigation
area of the gross command area of 99147 hectares) served by the pressurized
irrigation system to be constructed under contract.
1.2.21 Disposal of Material: Disposal of surplus excavated material after refilling of
pipe trenches shall be spread on nearby low lying Govt. land after due
permission from competent authority.
1.2.22 Campus, Road: The Contractor has to construct and maintain BT road from
nearest road to control room, Junction point and other necessary haul roads as
per PMGSY Specification. The Contractor shall also construct a control room
cum visitor room cum Residential and office building at dam Site,
command ,Sagar of approximate size 500 sqm, along with all necessary
furnishing for which Government land shall be provided by the department. The
facility shall include sanitation, water supply, electrification, approach and
internal roads etc.
1.2.23 Basic Amenities: Necessary fire fighting arrangements, canteen, washrooms,
retiring room shall be established in the Pump Houses.
1.2.24 Sign Board: Necessary safety sign boards will be displayed at work site on
suitable location as per directions of the Engineer in-charge.
1.2.25 Vetting of Design, Drawing: The contractor shall get vetted design of typical
structures, surge analysis and protection, SCADA and any other component as
desired by department from IIT Delhi/IIT Kanpur/ IIT Mumbai/IIT Madras/IIT
Roorkee/ IIT Kharagpur/ IISc Bangalore. The cost of such vetting shall be borne
by the contractor.
1.2.26 Manhole Arrangement: For cleaning purpose all the pipe lines should be
provided with manhole arrangement for flushing-off at suitable locations
preferably at every 2 km.
1.2.27 Capacity Building of Farmers: Contractor shall provide support to building
farmer capacities with a view to increase irrigation efficiencies and water
productivity at farm level through
(i) a comprehensive participatory training program,
(ii) development and effective use of farm demonstration sites,
(iii) establishment of Farmer Services Centers (FSCs) and conductance of
Farmer 1 ha chak Schools (FFSs) for advisory service and capacity of
farmers, and
(iv) provisions of supporting infrastructure including buildings, service
equipment and facilities. These activities will be done in a collaborative
relationship with relevant government agencies including the “Krishi
Vigyan Kendras” (KVKs).
(v) Training initiatives conducted in the farmers’ 1 ha chaks organized by a
community mobilizer where farmers share their experiences with each
other and are guided in learn-by-doing activities by specialists in
agronomy, irrigation or post-harvest technologies. Sessions with the
same group of farmers on a regular basis to exchange views and reach
consensus on incremental lessons learned through their own shared
experiences. Demonstrations and 1 ha chak trials (e.g., irrigation
scheduling, new seed varieties, disease control methods, etc.) are
arranged in coordination with the FFS groups and their WUAs (Water
Users Associations).
1.2.28 The scopes of work for Contractor during the Design Build period are as
follows:
The scope of the work given above is only indicative and as an advance information to
assist the bidders.
4.1 If an individual makes the application, it shall be signed by the individual above his full
name and current address.
4.2 If proprietary firm makes the application, it shall be signed by the proprietor above his
full name of his firm with current address.
4.3 If the application is made by a firm in partnership it shall be signed by all the partners of
the firm, above their full type written names and current addresses or by a partner
holding valid power of attorney for signing the application in which case a certified copy
of the power of attorney shall be enclosed with the application. A certified copy of the
partnership deed, current address of all the partners of the firm shall also be enclosed
with the application.
4.5.1 Bids submitted by a joint venture 1 of two or more firms as partners shall comply with the
following requirements :
a. one of the partners shall be nominated as being Lead Partner, and this authorization shall
be evidenced by submitting a power of attorney signed by legally authorized signatories of
all the partners;
b. the bid and, in case of a successful bid, the Agreement, shall be signed so as to be legally
binding on all partners;
c. the partner in charge2 shall be authorized to incur liabilities and receive instructions for and
on behalf of any and all partners of the joint venture and the entire execution of the
contract, including payment, shall be done exclusively with the partner in charge;
d. all partners of the joint venture shall be liable jointly and severally for the execution of the
contract in accordance with the contract terms, and a statement to this effect shall be
included in the authorization mentioned under [c] above, as well as in the bid and in the
Agreement [in case of a successful bid];
e. The joint venture agreement should indicate precisely the role of all members of JV in
respect of planning, design, construction equipment, key personnel, work execution, and
financing of the project3. All members of JV4 should have active participation in execution
during the currency of the contract. This should not be varied/modified subsequently
without prior approval of the employer;
f. The joint venture agreement should be registered 5, so as to be legally valid and binding on
all partners; and
g. a copy of the Joint Venture Agreement entered into by the partners shall be submitted with
the bid6.
4.5.2 The figures for each of the partners of a joint venture shall be added togetherto determine the
Bidder’s compliance with the minimum qualifying criteria required for the bid. All the partners
collectively must meet the criteria specified in full. Failure to comply with this requirement
will result in rejection of the joint venture’s bid.
4.5.3 The performance security7 of a Joint Venture shall be in the name of the partner
Lead Partner/joint venture.
4.5.4 Attach the power of attorney8 of the partners authorizing the Bid signatory(ies) on behalf of the
joint venture
4.5.5 Attach the agreement among all partners of the joint venture [and which is legally binding on
all partners], which shows the requirements as indicated in the Instructions to Bidders’.

Note-
1. Joint Venture is an arrangement in which two or more parties undergo an agreement for the purpose
of executing a specific task/project and all parties shall be jointly and severally responsible to incur all
the liabilities under that task/project, if awarded.
2. Partner in charge - i.e. Lead Partner.
3. This agreement shall also mention the NIT No./System I.D., Name of work, Name of Joint Venture
Firm, lead partner and other partners.
4. The lead partner and the other partners shall have minimum 51% and 20 % stake respectively in the
Joint Venture.
5. The joint venture agreement should be made on Rs. 1000/- Non Judicial stamp Paper, duly
Notarized /registered. Each partner of the joint venture shall be individually registered in the
appropriate class required for participation in the tender or if eligible for registration, can also
participate after having applied for registration in appropriate class.
6. The Joint Venture Agreement entered into by the partners shall be submitted originally in Envelope A
and should also be uploaded online (scanned copy) with the bid.
7. The Earnest Money Deposit and performance security of the Joint Venture shall be drawn in favour of
the concerned Executive Engineer and on Account of the partner i.e. Lead Partner/joint venture.
8. Power of Attorney shall be prepared separately on Rs. 500/- Non Judicial stamp Paper, duly
notarized and should be submitted originally in Envelope A (and uploaded online scanned copy)
along with joint venture agreement.
4.6 All witnesses and sureties shall be person of status and probity and their full names,
occupations and addresses shall be stated below their signatures.
4.7 Any change in the legal status of the applicant subsequent to submission of pre-
qualification application will render the application as non-responsive.
4.8 The particulars of the proposed work given herein are provisional and must be considered
only as advance information to assist applicant.
4.9 Deleted
4.10 If the bidder have executed the works in the past as Lead Partner (or Partner) in a Joint
Venture then the bidders, experience and physical performance will only be considered to
the extent of their share holding in those joint venture, irrespective of the actual
experiences and physical performance of the individual member of those joint venture and
irrespective of any internal understanding among the members of those joint venture(s).
4.11 The financial, experience and physical performance of sub-contractor of the bidder will not
be taken in to consideration. Also, the financial experience and physical performance of
the bidder will not be taken in to consideration for the works executed as a subcontractor.
However, the same will be taken in to consideration if the work is executed for
Government Organization /Undertaking /Municipality /Corporation and the financial
turnover of the Main Contractor is more than Rs. 100 Crore in the years of execution by
the bidder as a subcontractor.
4.12 The bid, and in the case of the successful bidder, the form of agreement, etc. shall be
signed and/or execute in such a manner as may be required for making it legally binding
on all partners (including operative parts of the ensuring contract in respect of agreement
of Arbitration etc.) on award of work, the form of agreement and contract documents shall
be signed by all partners of the Joint Venture to conclude contract agreement.

Section I -Notice Inviting Tender
9.2 The Bidder is expected to examine carefully the contents of the Bidding documents.
Failure to comply with the requirements of Bid submission will be at the bidder's own
risk. Pursuant to Clause 26 bids which are not responsive to the requirements of the
bidding documents will be rejected.
9.3 Tenderer required to procure priced publications as IS codes, IRC Publication, and
Circulars issued by the Department time to time or Govt. publications can be obtained
from respective offices of the concerned department at Bhopal or other any place in India

11.2 Any addendum thus issued shall be part of the bidding documents and shall be
uploaded online.
11.3 To give prospective Bidders reasonable time to take an addendum into account in
preparing their bids, the Bid Inviting Officer may extend, if necessary, the last date for
submission of Bids.
C. PREPARATION OF BIDS
13.3.1 The Bidder shall include in his Bid (Envelope B), a detailed construction programme of
executing the Project, describing broadly the Technology and Construction Methodology of
MEDIUM Components of the Project including survey, investigation, soil exploration,
design & Engineering, estimation, land acquisition, construction and completion of total
project, trial run of total system. The programme shall be supplemented with Master Control
Network. The copy will be submitted with the PQ Document (Envelope ‘B’).
13.3.2 The Government /WRD reserve the right to request for changes in the Master control
Network during pre-award discussions with the responsive bidder. Mutually agreed Master
Control Network shall form part of the Contract.
14.1 The Bidder shall complete the Bid Forms and schedules furnished in the bidding documents in
the manner and detail indicated therein, following the requirements of Clause 13.2 and 15.
15. Bid Currencies
15.1 All prices shall be quoted in Indian Rupees.
16. Bid Validity
16.1.1 Bids shall remain valid for a period of not less than 180 (One Hundred Eighty) days after the
last date of submission of bid.
16.2During the above-mentioned period no plea by the Bidder for any sort of modification of the Bid
based upon or arising out of any alleged misunderstanding, misconceptions or mistake or due
to any reason(s) whatsoever will be entertained.
16.3In exceptional circumstances, prior to expiry of the original time limit, the Project Director Bina
PMU WRD Sagar may request the bidders to extend the period of validity for a specified
additional period. Such request to the Bidders shall be made in writing. A Bidder may refuse
the request without forfeiting his E.M.D. A Bidder agreeing to the request will not be
permitted to modify his Bid, but will be required to extend the validity of his E.M.D. for the
period of the extension.
17.6 Interest or any other charges whatsoever, will not be payable by the Government/WRD on
the above EMD.
18.1 Bidders shall submit bids, which comply with the requirement of the Bidding Documents.
Alternative financial bids will not be considered.
20.1 The application is invited for the work as detailed in the brief note. The pre-qualification
documents in prescribed form duly completed and signed shall be submitted.
20.2 The original Bid shall be typed or written in indelible ink and shall be signed by a person or
persons duly authorized to sign on behalf of the bidder. Application should be type written and
applicants name must be appear on each page of the application. Over writing should be
avoided, mistakes should be scored through the correction incorporated and attested with the
applicants initials in ink.
All qualification documents shall be numbered and submitted as a package with the
signed. Contract obtained on the basis of fictitious documents will be nullified and the
earnest money forfeited and bank guarantee will be encashed in the favour of the
Government reserving the right to take other legal action.
The Bidder shall sign on the cover page of the documents, to confirm that he has read and
accepted all the contents and conditions contained therein, and shall affix his signature on all
pages of Volume I, Volume II, Volume III, Volume IV and Volume V as mentioned in the sub
clause 9.0
In addition, all pages of the Bid where entries or amendments have been made shall be initialed
by the person or persons signing the bid.
20.3 The Bid shall contain no alterations, omissions or additions, except those to comply with
instructions issued by the Chief Engineer, Dhasan-Ken Basin, Sagar.or as necessary to correct
errors made by the bidder, in which case such corrections shall be initialed by the person or
persons signing the bid.
20.4 The cost incurred by the applicant in preparing this application, in providing clarifications or
attending discussion, conferences in connection with documents shall not be reimbursed under
any circumstances.
20.5 Bidder shall collect all information on existing infrastructure like approach to construction
area, power telecommunications etc., and satisfy himself prior to submission of his / their bid.
The bid data should be filled and the bid seals (Hashes) of all the envelopes and the documents
which are to be uploaded by the bidders should be submitted online. The contractors shall
submit the pre-qualification information in the prescribed proforma for assessment of
eligibility in online Envelope-B with price bid in a separate online Envelope-C.
*In case of JV, ref. clause 12 of NIT, Volume-II and Clause 4.5 of Section –I, Prequalification
Document Volume-I.
21.1 The bid data should be filled and the bid seals (Hashes) of all the envelopes and the
documents which are to be uploaded by the bidders should be submitted online. The
contractors shall submit the pre-qualification information in the prescribed proforma for
assessment of eligibility in online envelope -B with price bids in form Volume II in a separate
on line envelope- C
21.2 The tenderers’ are advised to go through the pre-qualification documents carefully and
furnish the required details duly supported by documentary evidence (which must be self-
attested as well as attested by a Gazetted Officer), as their eligibility for this contract.
Prequalification shall be decided on the basis of the information/documents submitted by them
in online Envelope “B”.
21.3 The bidder shall have to submit their bids online and upload the relevant documents.
21.4 Since the bids for the tender required to be digitally signed using class III digital certificate of
the authorized representative of the firm, contractors are advised to obtained the same at the

21.5 The Earnest Money Deposit Envelope (Envelope - ‘A’) and Envelope – ‘B’ shall be opened
online in the presence of any intending contractors or their representatives, if they choose to be
present. After assessment of eligibility of the tenderers by the competent authority on the basis
21.7 If the outer and inner envelopes are not sealed and marked as above, the WRD will
assume no responsibility for the misplacement or premature opening of the tender.
22.1 The bidder shall have to submit their bids online and upload the relevant documents.
22.2 The Chief Engineer, Procurement (M.P.) may extend the dates for receipt of Bids by
issuing an amendment in accordance with Clause 11 in which case all rights and obligations of
the Project Administrator Bina PMU Water Resources Department Sagar and the
bidders previously subject to the original deadline will thereafter be subject to the deadline as
extended.
23 Late Bids
23.1 Any Tender received by the Government/WRD after the deadline for submission of bids
will not be entertained.
24.1 The Bidder may modify or withdraw his bid online prior to the deadline prescribed for
submissions of bids.
24.2 No bid may be modified after the deadline prescribed for submission of bids.
25.2 No application of the tenderers shall be entertained between the period of submission and opening
of tender
25.3 First Envelope -A shall be opened and if following found in order then only Envelope-B shall
be opened.
(a) The earnest money of required amount and acceptable mode as per clause 11.1 is found in
order,
(b) Copy of registration certificate, and
(c) Affidavit as per Annexure-4, additional affidavit as per Annexure-5

25.4 After opening Envelope-B based on the information given in the document by the
tenderer, evaluation of pre-qualification will be carried out as per norms / criteria given section
II clause 2 “Qualifying criteria” of pre-qualification document (Volume -I) Pre-qualification of
the bidder will be decided by the competent authority.
25.5 Deleted
25.6 After assessment of eligibility of the tenderers by the competent authority on the basis
of pre -qualification documents submitted by the contractors in Online Envelope-B, Envelope-
C (Price bid) of only pre-qualified contractors shall be opened online. The start date and time
and the End date and time of opening of price bid Envelope mentioned in the tender schedules
is tentative and subject to change the pre-qualified contractors shall be intimated of the final
date and time of opening separately.
25.7 The bidder who does not pre-qualify as per prescribed norms, his price bid (Envelope-
C) will not be opened. The Envelope-C
25.8 The Bidder shall furnish the clarification called for within the stipulated time and, will
be disqualified in the event of failure to do so.
26.1 If any alteration is made by the Bidder in the Bidding documents, design parameters,
specifications etc. the Bid is liable to be rejected.
b. A substantially responsive bid is one, which conforms to all the terms and conditions
of the bid document without material deviations. A material deviation or reservation is
one (i) which affects in any substantial way the scope, quality or performance of the
works or its feasibility of execution in reasonable time (ii) which limits in any
substantial way, the Employer’s rights or bidder’s obligations under the contract (iii)
whose rectification would affect unfairly the competitive position of any bidders
presenting substantially responsive bids (iv) which is incomplete or does not include
all the works covered by the scope of works.
26.2.2 Step II -Assessment
The detailed assessment for pre-qualification shall be based on the information submitted
by the Bidder with reference to prequalification criteria fixed under section II, pre-
qualification requirement. Competent authority at its discretion may pre-verify the
authenticity of the documents submitted.
28.2 Tie breaker among those bidders who submit the lowest evaluated & equally quoted Bid will be
in the following order:
a) The Bidder with higher bid capacity.
b) The Bidder with higher average annual turnover.
c) The bidder with higher Net Worth.
30.2 Any attempt by a bidder to influence the Employer in the evaluation of the bids or
30.5 The Bidders whose bid is not accepted shall not be entitled to claim any costs, charges and
expenses of and incidental to or incurred by him through or in connection with his submission of
bid, even though the Government/WRD may elect to modify / withdrawthe invitation to bids.
F. Award of Contract
31.2 The department reserves the right to accept or reject any bid or all Bids and to cancel the
Bidding process, at any time prior to the award of Contract, and shall not bear any liability for such
decision and shall not have any obligation to inform the affected Bidder or Bidders of the reasons
thereof.
32. Notification of Award
32.1 Prior to expiration of the period of Bid validity prescribed in tender document, the
Employer or his nominee will notify the successful Bidder on Departmental Website & or
by Ordinary post that its Bid has been accepted. This letter (hereinafter and in the
Conditions of Contract called the "Letter of Acceptance") shall notify the sum which the
Government/WRD will pay to the Contractor in consideration of the execution, completion
of the project by the Contractor as prescribed by the Contract (hereinafter and in the
Conditions of Contract called "the Contract Amount").The notification of award will
constitute the formation of the Contract.
33.1 Tenderer whose tender has been accepted (hereinafter referred to as contractor) will execute the
agreement with the Project Administrator ,Bina PMU WRD Sagar in the prescribed form,
within 15 days from the date of communication of acceptance or any such date extended by the
competent authority in writing. Failure to do so, will result in the Earnest Money being forfeited
to Govt. and tender being cancelled.
33.2 The signing of contract agreement shall be reckoned as intimation to commencement of work. No
separate work order shall be issued by the Employer to the contractor for commencement of work.
34.1 Within 15 days of receipt of the notification of award from the Employer, the successful Bidder
shall furnish a performance security amounting to 5 percent of the Contract Price in accordance
with the Conditions of Contract. The form of performance security provided in the bidding
documents may be used.
34.2 Failure of the successful Bidder to comply with the requirements of Clause 33 or Sub-Clause 34.1
shall constitute sufficient grounds for the annulment of the award and forfeited of the Earnest
Money
35.2 Govt./WRD will reject a proposal for award if it determines that the Bidder
recommended for award, has been engaged in fraudulent practices in competing for the
contract in question;
35.3 Govt./WRD will declare the bidder ineligible, either indefinitely or for a stated period
of time, for awarding Government-financed contract if at any time it determines that the firm
has been engaged in fraudulent practices in competing for, or in executing the contract.
SECTION -II
Pre-Qualification Criteria
General
1.1 Bidders including joint ventures should be competent & experienced contractor qualifying on the
financial and experience criteria detailed hereinafter. The bidder shall have to design and execute
the composite dam in such a way that the reservoir created by Gravity concrete dam impounds
gross storage of 301.51 Mcum by keeping the basic parameters, principal levels as mentioned in
salient features enclosed. The flood surplusing arrangement of the dam should adhere to all the
criteria adopted by CE BODHI for passing incoming flood of 5920 cumecs at FRL. In case CE
BODHI revises the flood discharge the surplusing arrangement has to be designed accordingly.
After completion operation and maintenance of the dam has to be done for three years.
1.2 This is an EPC (Engineering Procurement Contract) where Bidders are required to Design and
Implement the complete project with detailed survey investigation and design. Bidders shall therefore
submit details of technical design proposal with drawing and work method, construction schedule
backed with their planning and deployment of construction equipment etc. in sufficient detail to
demonstrate the adequacy of bidder’s capacity to design and complete the works in accordance with
the specification and time of completion. He should submit his best techno-economic design proposal
using WRD’s DPR as a guideline. This shall be evaluated as to technical feasibility and feasibility for
completion in the given time period. Only technically feasible proposal which can be completed
within the time period specified in the tender and which meets the technical standards and specified
conditions mentioned in this tender shall be considered as responsive. Bidder will be bound by those
design details that he submit for turnkey proposal. However it may be noted that certain design
criteria are fixed in this tender and the bidder has to design within the ambit of this criteria
only. This design criteria is detailed as below-
Design Criteria-
1) The composite dam is to be designed with the IS code of gravity dam and IS code for earthen
dam. Design of entire dam should be duly vetted by CE Bodhi WRD, Bhopal and shall be
approved by the CE concerned i.e. Project Director Bina PMU,WRD Sagar.
2) IS standards, latest circulars issued by CE BODHI for dam designs are to be followed by
strictly.
3) Bidders shall submit with the PQ documents, a detailed design, specifications for the laying of
M.S./DI/HDPE piped canal and disnet up to 1 ha chak to irrigate 80000 ha of CCA by sprinkler/
drip system. The scope of work requires that the pressure at each 1 ha outlet shall not be less than
20 m. in any case the total power requirement should not exceed 28 MW for requirement of
irrigating 80000 ha of CCA.
1.3 Bidders should fill in the forms given in Section – III of this document.
1.4 An affidavit should be submitted by the bidder(s) stating that all the documents submitted by
them in support of their qualification are true. In case of submission of false affidavit
suitable action as per civil and criminal law will be taken against the bidder(s) in
addition to disqualifying them from this tender at any stage even after agreement and
imposing such penalties/taking such legal recourse to recover such losses as may have
been incurred by the Government by such an act of the bidder. In case of joint
ventures, it shall be the duty of the partners to examine before submission documents
submitted by each. If the documents of a JV are found to be false then all the partners
shall be liable for action as above.
2. Qualifying criteria
2.1 The bidders should meet the following minimum criteria for pre-qualification in addition to
that required under clause 1.1,1.2,1.3 and1.4 above----
Note: In case of work executed in the past as joint ventures the certificates enclosed in
support of the qualification criteria should indicate their shareholding/specific part of
responsibility in those joint ventures. Qualifying parameter shall be taken into account
only to the extent of shareholding / specific part of responsibility mentioned in the JV
agreements of those contracts, irrespective of any certificates issued by any authority
post bid in that tender in favor of any JV partner granting him a different share of
experience in that executed work. Copies of those joint ventures agreements forming
part of those Contract Agreements should be enclosed with the pre-qualification
document failing which it shall be deemed that the bidder had zero shareholding in
those contracts cited for gaining pre-qualification.
I Financial criteria
1. The Bidder should have, in any one of the three financial
years out of 2014-15 to 2016-17 / 2015-16 to 2017-18, whichever is audited:-
1.2 Credit limit- existing total credit limit of the bidder or JV of the works including
this work equal to PAC or submit a certificate from bank located in India that
the bank shall extend a credit limit exclusively for the work to the extent of 10%
of PAC for this work.
1.3 Net Worth (paid up share capital + reserves & surplus)- Net worth of the
bidder (and each partner of JV in case of JV) of last 3 financial years should be
positive and Net Worth of the bidder or JV of last Financial Year should not be
less than 10% of PAC.
1.4 Not suffer Loss- The bidder (and each JV partner in case of JV) should not
have suffered loss in more than one financial year during last 3 financial years
due to any reasons whatsoever.
*For the purpose 3 and 4 certificate from a Chartered Accountant should
be submitted. For (2) credit limit, certificate from the banks specified
above should be submitted. It is clarified that the certificates shall be
subject to verification at the discretion of the department.
1.5 Bid Capacity- Bid Capacity of the bidder or JV should be equal to or greater
than PAC.
Evaluation of Bid Capacity:
(a) The bid capacity of the bidders shall be evaluated
using the following formula:
Bid Capacity = 1.5 A x B – C. Where:
A =Maximum value of works executed in any one year during the last
3 years (2014-15 to 2016 – 2017 OR 2015-16 to 2017-18) (10%
weight age per year shall be given to bring the value of work
executed to the price level of 2016-2017 or 2017-18).
B =Prescribed completion period in years for the subject contract
(i.e. 3 years).
C =Balance amount of contract work in hand to be executed during
the contract period.
The assessed value of Bid Capacity of bidder or JV should not be
less than amount put to tender i.e. PAC
II Physical :-
The bidder or JV should have substantially executed in last 5 financial years (i.e.
2013-14 to 2017-18) comprising of: -
1.Laying of pipe MS/DI and/or tunnel of not less than 1600 MM dia, of not less than
40.00 KM length in maximum two contracts together.
Or
2. New Irrigation canal and/or pipe network of Culturable command area (physical
arable land covered by irrigation) of not less than 10000 Hac in maximum two
contracts together.
or
3. Created storage capacity of 50 MCM in single reservoir.
2.1.1.1 Technical
The bidder has to submit his technical design of Dam and Pressurized Irrigation Pipe
Canal system to fulfill the Technical requirement as per clause 1 (1.1 Dam and 1.2
Canal) of detailed NIT Volume-II (section II). It is clarified that the design submitted
by bidder would not be binding on department and the successful bidder may be
required to revise the design as per the requirement of Engineer-in-Charge.
This is a Turn Key Contract where Bidders are required to Design and Implement the
complete project with detailed survey, investigation and design. Bidders shall
therefore submit details of technical design proposals with drawing and work method,
construction schedule backed with their planning and deployment of construction
5. If the financial turnover/ physical experience of the firm other than the title
name is included then that/those firm/firms shall also be liable for action like
suspension of registration or blacklisting in case of any default.

2 Submission by the Bidder
a) Valid bid security (Earnest Money) in one of the approved forms, laid
down in clause 11.0 of (tender document) detailed N.I.T.
b) Copy of Registration Certificate or proof of application for registration.
c) Affidavit as prescribed in Annexure-4 and a separate additional affidavit as per
Annexure-5 in original on Rs. 50/- non judicial stamp paper duly notarized.
d) Written power of attorney authorizing the signatory to sign and submit the bid
on behalf of bidder (POA)
*In case of JV, ref. clause 12 of NIT, Volume-II and Clause 4.5 of Section –I, Prequalification
Document Volume-I.
1.2 Applicant shall attach all necessary documents in Envelope-B like Technical Design,
Balance sheets, CA certificates, Experience certificates, Bank certificates, litigation history
as described in Pre-qualification document (Volume-I) Section-II and information of work
in hand etc. with prequalification documents. These format should be supported by
certificates wherever necessary signed by the officer not below the rank of Executive
Engineer.
4 .Disqualification
Even though the bidder satisfies the above requirements they are subject to be
disqualified –
(a) If the design submitted by the bidder does not fulfill the criteria in general, his
offer is liable for disqualification.
(b) If they have made untrue and false representation in the forms, statements and
attachments submitted in proof of the qualification requirement and/or record and poor

Corporation/ Board / Society under the administrative control of these departments or
state of Madhya Pradesh has, in consequences of some penal action, during the last five
