at MD OIL & GAS have closely monitored Green Energy International Limited (GEIL) rise to prominence during the course
of our professional discharge of service delivery in the oil and gas industry of Nigeria. As per your handling of the Otakikpo
Marginal Field in OML 11 located along the prolific Niger Delta petroleum province which covers an area of 55km2 spanning
onshore & shallow water offshore area with water depths ranging from shoreline to 10 m.
MD Oil & gas recently observed that your firm has been earmarked as one of the facilities to be penalized for flaring
operations, as your facility’s CPF flare operations are done through a ground flare that is located close to the site offices
and residence of contractors at your facility.
We hereby write to propose here our services to provide for your facility at the aforementioned location with complete
engineering, procurement, construction, installation and commissioning at a minimal cost of a vertical flaring system in and
around the current system architecture available so as not to alter operations but save you from impending fines that
might come your way while still compelling you to install flaring systems that differ from what is currently obtainable at
your facility.

ABSTRACT
Oil and gas operations are key to the economic sustenance of the Nigerian economy hence the need for optimum
development and standard practices in the industry.
As the need for AG solutions and gas gathering gains prominence and its technologies become more rampant
and easier to apply, the need for flaring in production facilities of high pressure hydrocarbons cannot be over
emphasized.
A relief and flare system must be provided to ensure plant safety. Multiple flares are typically installed to allow
one flare to be taken off-line for maintenance without shutting down the entire facility. The flare must be
designed to protect against feed gas block discharge, as well as full relief loads from power failure and cooling
water failure or other major failure modes. Designs will vary considerably, depending on the type of connected
equipment and the complexity of the overall system.
This project will ensure that the current system at your facility will be harnessed and optimized to give you the
best global flaring practice that will ensure that your establishment is free from bottlenecks and bureaucratic
disturbances that could lead to losses and downtime in operations while keeping your reputation as one of the
best marginal field operators in the land.
Integrated field controls will also be employed to ensure the overall safety of the plant at a very minimal cost.

PROJECT DESCRIPTION
The OML 11 CPF owned by GREEN ENERGY INTERNATIONAL LIMITED is currently a prolific filed that
produces crude oil and associated gases at both high and medium pressures hence it is necessary to
get rid of excess gas, and occasionally liquids from the facility.
For a field that produces approximately 10,000bpd the need to get rid of this excess gasses that
emanate from the drilling operations is essential and crucial to the life of the overall plant.
This project aims at installing while harnessing already existing facilities the essential components of a
vertical flare smokeless system that will eradicate environmental hazards and optimize the production
systems in the plant for future gas gatherings and associated solutions of the facility.
The project will aim to install components that the existing flare system do not possess and or
components that cannot be integrated into the incoming system due to installation and operational
constrictions.
The components to be installed for the vertical smokeless flare system include but are not limited to;
‐ Pressure safety valves
‐ Blowdown and manual vent valves
‐ Pressure control valves
‐ Tail pipes
‐ Sub‐headers and headers inside battery limits (ISBL)
‐ ISBL flare knockout drums (KODs) and pumps
The associated components of minimal cost and high efficiency and life span will be considered
first and shall be installed when approved by company for use.

PROJECT SEQUENCE & OPERATIONAL ACTIVITIES
The project will take‐off with the field assessment of the facility and evaluation for consideration of the critical
components that can be re‐integrated into the incoming flare system.
The sequence will be detailed in a cost, time and resources (CTR) document to be forwarded to GEIL upon
endorsement of this proposal and a work schedule and breakdown structure together with key project personnel
list.
