Bill of Rights:
1. Research at least three violations of the fundamental human rights under the Duterte administration.

"If the enemy is holding a gun, kill them. Kill them right away. Ignore human rights. That is my
order," President Duterte said, talking about communist insurgents. The overt disregard for human
rights of the Duterte administration engendered the following violations:

1. Denial of the Right to Life (Alleged Extrajudicial Killings)


President Duterte's inciting rhetoric and uncompromising approach are stoking the fires of violence in
the murderous "war on drugs," which has killed thousands of Filipinos since July 2016. Police and
militia groups are, furthermore, not held accountable for their questionable actions. Such negligence is
a sheer rejection of the government's responsibility to investigate transgressions of the right to life and
the right to freedom from extrajudicial killing. Although the present administration is not directly
responsible for authorizing the extrajudicial executions, the president's rhetoric and the government's
lack of investigation explain the abrupt increase in deaths. The killings of tens of thousands of
Filipinos, including Journalists, constitute violations of the right to life and freedom from execution by
extrajudicial killing.

2. Deprivation of the Right to Freedom of Speech and Peaceful Protest. (Anti-Terrorism Act)
Attack on media freedom by the administration became increasingly apparent after threatening the
closure of Rappler.com and convicting its CEO, Maria Ressa. Rappler is a company known for its
critical reporting on the Philippine government—something the administration has been actively
stifling through its instigation of several cases against media voices. On the 26th of June 2020, police
arrested at least 20 protesters opposing the Anti-Terrorism Act during a Pride march in Manila. The
arrest reinforced the notion that the law will eliminate legal protection, exacerbating protesters'
concerns about it, and understandably so. 

3. Subjection to Arrest Without Due Process of Law


As though what transpired in the previously mentioned Pride arrests weren't awful enough, the police
didn't explain the reason for arresting them, merely informing them that their actions were "prohibited
by law." They subsequently charged the LGBT+ protesters under the Public Assembly Act (1985) and
the Law on Reporting of Communicable Diseases (2019). However, the protesters followed the
necessary COVID-19 transmission and protective measures (i.e., social distancing protocols and
wearing masks). The authorities should not exploit the COVID-19 pandemic to stifle or suppress
dissent and deliberately misuse public health restrictions as a pretense for rights violations.

4. Official in trouble for repeating flag ceremony. "An official of a government-run sanitarium has
found herself in a legal bind for ordering a repeat of a flag ceremony, claiming it was held too early and
that she didn't want to be marked absent. Dr. Gemma Suelo, chief of the medical professional staff of
Western Visayas Sanitarium (WVS) in Santa Barbara town, Iloilo province, is now charged in court for
alleged violation of a law on respect and reverence to the national flag."
