Section1:
This bill will incentive environment-friendly methods of transportation for individuals such
as hybrid, electric cars, walking, biking, or using public transportation by giving people tax
breaks for having a low carbon footprint through transportation so the number of carbon
emissions by cars can be reduced and taxing people that own cars that have a large carbon
footprint. This will tak eon climate change and global warming as

Section 2:
Global warming is conquering the earth with the aid of our continuous emission of
greenhouse gases such as Carbon Dioxide. As of 2019 there was a total of 6,558 million metric
tons(Climate Change Indicators: U.S. Greenhouse Gas Emissions) and 20% of that comes from
cars and trucks(Car Emissions and Global Warming). This exceedingly large amount of
greenhouse gases affect the climate in a number of negative ways. Greenhouse gases trap the
radiation from the sun, thus raising global temperatures. The rise in temperature will result in
different climates changing negatively. Global warming can cause altered weather events such
as severe droughts, stronger hurricanes, and higher sea levels that flood coasts(Global
Warming 101). In 2017, over 300 million dollars were cost by tropical storms in the
U.S(Global Warming 101) and that is only one of the devastating effects caused by global
warming. This law will will take on climate change and prevent these tragedies from
happening again. Intrest groups such as the Sierra Club and 350.org would support this bill as
it coincides with their goals of stopping climate change. 350.org states on their website that one
of their goals is to completely migrate to renewable energy sources(350.org). This bill will be a
step in that direction as some people will turn away from oil run automobiles and find
environment-friendly alternatives. With the high demand in oil pipeline leaks occur very often
with there being over two million oil spills from 1986-2013 as there is such a large amount of oil
protecting the ecosystem and seeks to prevent spills as the oil damages ecosystems and kills
wildlife which they are dedicated to preserving(SIERRA CLUB STRATEGIC PLAN). This tax will
lower the demand for petroleum as people move away from petroleum consuming vehicles so
the oil spills will decrease with less oil needing to be transported, and the wildlife will be saved.
Car companies will also be motivated to develop renewable sources for their vehicles which will
eradicate oil usage which is one of 350.org’s goals(350.org) and the Sierra Club’s( SIERRA
Section 3:
The Clean Car Act of 2022 will give people who travel in environmentally friendly ways
tax breaks while simultaneously increasing vehicle taxes on those who use gas vehicles. This
tax will incentivise people into changing their transportation method by switching to not owning a
vehicle or a electric or hybrid car. Vehicles that operat eprimarily on gas or diesel fuels will be
counted as harmful to the environment and will be subject to an increased vehicle tax. The
vehicle tax will be 0.5% of the sale price of the vehicle that is not environment friendly. This is so
that the people get motivated to switch to an environment friendly option. The tax break will
have peoply pay 99.95% of the taxes they would havey payed before this tax comes into affect.
These numbers will have a marginal impact on people as the difference in their taxes will
change very slightly, yet people will feel they are obligated to switch methods of transportation
as they will be motivated by either the potential loss or gain. As People are primarily motivated
by either fear or opportunity this bill will achieve the highest amount of people switching
Enacting this bill will reduce the amount of carbon emissions from vehicles and take on global
warming.
