EMERGENCY RESPONSE AND PREPAREDNESS PLAN

1.4 Roles, Responsibilities and Authorities of ERT

Members of the ERT are detailed in Appendix A. The team is led by the Emergency Manager who
is responsible on ensuring overall safety of the employees and the site. The ERP is initiated by
the Incident Controller. At the scene of the emergency, the Incident Controller is responsible for co-
coordinating the response strategy and he will take immediate actions to reduce or eliminate the
threats of the emergency. The roles and responsibilities for other members of the team are detailed
in the following section.

3 Evacuation 1. In-charge of evacuation.


Controller 2. Be present at Fire Control Room.
3. Coordinates with fire / floor marshals
4. Ensure headcount is done.
5. Update occupants of incident
4 First-Aid Team 1. Assemble at Casualty Handling Area.
2. Standby with First Aid Kits
3. Responds to the injured as requested by EM
4. Assists in diagnosis.
5. Treat injured persons.
6. Prepare victim for rapid evacuation.
7. Assists ambulance personnel on their arrival.
5 Fire Fighting / 1. Ensure equipment readiness
Search & Rescue 2. Fight fire or rescue as instructed.
Team
3. Reports status to Incident Controller.
6 Chemical Spillage 1. Move away to a safe distance from the release source. Isolate any
Team ignition sources if it is safe to do so.
2. Identify spill material. The first responder should take note of the
following:
3. Label in the container if material is in drums or MSDS of the spill
chemicals.
4. Tank location, spill location.
5. Smell and color of the material if no visual information is available; and
6. The immediate effects of the spill (e.g. Was it spreading? Was it
corroding any structure?)

7. Alert others either verbally of in healer. Notify the OSC or security
personnal of the incident;
8. Seal of the area to keep other people away from the hazard, always
keeping a safe distance away from the release. Warn fellow workers
about the danger and prevent others from entering into the spill area;
and;
9. Provide first aid to any injured personnel, if able to do so.
7 Maintenance Team 1. Assemble near Fire Control Room.
2. Ensure fire equipments are in good order.
3. Accompany FIRE /SAR teams
8 Security & Traffic 1. In-charge of building security.
Controller 2. Operates from Fire Control Rooms.
3. Ensures vehicle movements are stopped.
4. Ensure clear access for emergency service.
9 Historian / 1. Operates from Fire Control Room.
Recorder 2. Ensures all incidents are recorded in Incident Book.
3. Ensure Incident Book & Training Log are updated.

10 Public Relations 1. Operates from Fire Control Room.


Officer (PRO) 2. Deals with media / reporters.
3. Ensure no unauthorized information being released to the media.
11 Isolation Team (IT) 1. Ensure Isolation room in ready mode to use when ERT activate.
2. It also must be erected in safe distant for others and facilities.
3. To ensure no unrelated parties at Isolation Room.

12 Medical Team 1.Collaboration with Isolation Team (IT).


(Med.T) 2.To ensure all related Personal Protective Equipment and sanitizing
tools / materials available to use.
