1.0 INTRODUCTION
The Gbaran Integrated Oil and Gas node, situated in the seasonal fresh-water swamp
The Gbaran-Ubie Central Processing Facility (CPF) came on stream in year 2010. It
currently has a Gas production capacity of 1.2 Bscfd and oil production capacity of 120
Mbpd. There are remote field manifold locations at Zarama, Kolocreek, Gbaran and
Koroama for NAG well manifolds. The Gbaran CPF gas production capacity was
debottlenecked to to 1.2 Bscfd in 2013 and then 1.25 Bscfd in 2017. Current project
scope includes a CPF capacity upgrade to ca 1.4 Bscfd.
Uzu is a green field, but near Zarama, a producing field and 15km NE of Gbaran CPF.
Uzu field was discovered in 1971 and located in OML 28. Uzu appraisal well was drilled
from Zarama location (tagged ZARA015 well) thereby providing opportunity to utilize
existing facilities and RoWs in the Zarama area.
SPDC JV with Shell as operator of OMLs 16, 17, 21, 22, 27 and 28 on behalf of the joint
venture partners, embarked on the Gbaran Phase 3B - Uzu with CPF Upgrade project
which aims to develop 815Bscf (UR) of gas and 11.5MMbbls (UR) of oil & condensate to
meet SPDC’s commitment to sustain NLNG gas supply obligation and grow oil
production.
The project scope includes infill drilling involving 5 NAG wells and 1 oil well, flowlines, test
line and a NAG bulk line from the Uzu field to the Gbaran CPF. The facility upgrade scope
at the Gbaran Central Processing Facility include installation of a 200MMscfd TEG
dehydration train, ancillary units and brownfield tie-ins.
All six wells to be drilled as part of this development will be from two existing Zarama 15
and Zarama 08-11 NAG well locations. Three NAG wells will be drilled and one existing
well will be completed at Zarama 15 location. At the Zar 8-11 location, 1 NAG well and 1
Oil well will be drilled.
The Uzu NAG fluids will be evacuated via the existing 20-inch Zarama bulkline to the
Koroama Slug catcher at Gbaran CPF. A connection will be provided from the new Uzu-2
manifold (at Zarama NAG manifold location) to the existing Zarama bulkline. The existing
Zarama NAG wells will be evacuated to the CPF via a new 16” x 10km 1500# CS bulkline
connected to the Zarama slug catcher via the LP (compression) manifold.
The Gbaran Central Processing Facility (CPF) collects Non-Associated Gas (NAG) from
the reservoirs at Gbaran, Zarama, Kolo Creek and Koroama as well as Oil and
Associated Gas (AG) from Etelebou, Kolo Creek, Gbaran Oil Manifold and Zarama. As
part of Phase 2A, NAG from Epu and additional NAG from Gbaran and Koroama will be
collected. Each field has its own remote well location(s) & bulkline(s) to the CPF. At the
CPF, each field has its own slugcatcher. NAG from the slugcatchers enter at ~100bar into
the 2 x 600 MMscf/d dehydration trains via the “dehydration inlet manifold”.
Non-Associated Gas (NAG) enters the plant at around 100 bar and is routed directly to
dehydration and then export via the new EGGS2 (Eastern Gas Gathering System-2)
pipeline to NLNG.
Oil and Associated Gas (AG) from XHP/HP wells enter the plant at the XHP header on
the Inlet manifold, the separated AG is compressed to the dehydration system pressure
using the main AG compressors. Oil and condensate are stabilized using the standard
flow station processes of staged pressure let down. Off-gas from the LP vessel and surge
vessel in the oil stabilization train is boosted to the main AG compressor suction pressure
using a reciprocating booster compressor.

In general, the scope of this contract includes the FEED Verification, update and taking
ownership thereafter; Detailed Engineering Design, Procurement, Fabrication, Testing,
Construction/Installation, Pre-commissioning, Commissioning and Start-up, Performance
and Reliability Testing, and Handover of the new facilities and spares at the Gbaran CPF,
Zarama 15, Zarama 8-11 well locations, Uzu 1 manifold location (adjacent to Zarama 15),
Uzu -2 manifold (at Zarama NAG manifold) and Zarama oil location.
Wellhead platforms around the 4 nos. wells at Zarama 15 and 2 nos. wells at the
Zarama 8-11 location.
4 nos 8” 1500# DSS flowlines from the NAG wells at the Zarama 15 location and
tie them in to the new Uzu-1 NAG manifold.
Uzu 1 remote NAG manifold complete with piping headers, wet-gas meters, vent
stack, closed drain vessel, transformers, transformer rectifiers, and utilities.
55 kPa blast resistant FAR and Substation packages at Uzu-1 NAG manifold
location.
Corrosion Inhibition Packages at Uzu-1 and Zarama NAG manifold locations.
Telecommunication systems
Wellhead control panels at Zarama 15 and Zarama 8-11 locations.
1 no 8” 1500# DSS flowline from the new NAG well at the Zarama 8-11 location
and tie-in to the new Uzu-2 NAG manifold.
Uzu-2 remote NAG manifold with piping headers, wet-gas meters and chemical
injection system.
Tie-in the new Uzu-2 NAG manifold to the existing vent stack, closed drain vessel
and other utilities at the existing Zarama NAG manifold location.
2nos 6” x circa 0.5km CS oil flowlines and accessories from the new oil well at the
Zarama 8-11 location.
Pig traps and associated piping systems, including connections to the new and / or
existing drains and vents at the Uzu 1, Uzu 2 and Zarama NAG manifolds, and
CPF.

5.0 PURPOSE OF DOCUMENT
The purpose of the Project Execution Statement is to describe and define the
logic of inter-relationship for the implementation of SEFLAM’s Project Execution
Plan for GBARAN PHASE 3B - UZU WITH CPF UPGRADE- PKG 2 FACILITIES.
The PES shall specify an overview of how the project will be executed; how
project performance will be monitored, controlled, and updated. The Project
Execution State though a standalone document shall be supported by the project
execution plan and shall refer to other management plans; SPDC and Project
specification; procedures, codes, and standard were applicable.This document
shall be subject to project change control document procedure.
SEFLAM shall carry out the entire project 100% in country and in house and will
not go into any joint venture or partnership to carry out any part of the scope of
work and has not gone into any consortium or joint venture with any
company/firm/business/establishment and has no plans doing so going forward.
SEFLAM shall engage third party vendors directed by COMPANY as specified in
the contract and sub-contractors in line with SEFLAM Local Content Plan.
SEFLAM’s scope shall include all the mechanical equipment and piping at
Zarama 15 well location and UZU- 1 manifold location to the interface point with
P1 Contractor. This shall include all the flowlines from wellhead, process, piping
and utility piping related to the closed drains, vent, open drain, NAG well
equalisation system, Corrosion inhibition injection system, blowdown and relief
platform, utilities and the following specific items:
• All interconnecting process and utility piping, valves, headers and fittings
necessary to connect
the bulkline and pig launcher.
• Cathodic protection systems for buried equipment
• Installation of all interconnecting pipe works between equipment.

9.4 CORROSION MANAGEMENT & MATERIAL SELECTION
SEFLAM scope shall include all new remote site telecom work related to the new
facilities including the following specific items;
1. All the remote site telecommunication system and equipment, including CCTV,
LAN/WAN, TETRA system and other Telecoms infrastructures as detailed in the
scope of work.
2. All Ex-telephones and other telephone systems in designated areas within the
Remote Location
9.7 ELECTRICAL
SEFLAM scope shall include all site civil and structural work related to the new
facilities, and the following specific items:
• Site preparation work including clearing the site of natural vegetation and organic
material,
levelling, placement and compaction of engineered fill with appropriate coarse
graded sand
SEFLAM scope shall include all the mechanical equipment, flowlines, piping, and
interconnecting pipework from the wellhead, all the way through to the interface
point with P1 Contractor. This includes all the process piping and utility piping
related to the drains, chemical injection, closed drains, vent, open drain, NAG well
equalization system, blowdown and relief platform and the following specific
items:
• All interconnecting process and utility piping, valves, headers and fittings
necessary to
connect the bulk line and pig launcher and receiver.
• Cathodic protection systems for buried equipment
• Modification works to the existing piping within Zarama NAG Manifold.
• Installation of all interconnecting pipe works between equipment.
• All piping support structure
10.5 ELECTRICAL
SEFLAM scope shall include all site civil and structural work related to the new
facilities, and the following specific items:
• Site preparation work including clearing the site of natural vegetation and organic
material,
levelling, placement and compaction of engineered fill with appropriate coarse
graded sand
to the required site elevation that sufficiently eliminates flooding at the location.
• Topographical survey, probing for underground facilities in accordance with
Specifications.
• All structural steel works including pipe supports, access platforms and integrity
SEFLAM scope shall include mechanical equipment and piping at CPF to the
interface point with P1 Contractor. This shall include all process piping and utility
piping related to the tie-in of the pig receivers to the slug catchers, LP header,
closed drains, vent, open drain, blowdown and relief, utilities and the following
specific items:
• All interconnecting process and utility piping, valves, headers and fittings
necessary to connect
the bulkline, slug catcher and pig receiver
• Piping materials for the new facilities shall be in accordance with the piping class
designation
for the project and in alignment with the Materials Selection Report and the
PEFS/UEFS
• All dissimilar materials interfaces shall be duly insulated using insulation kits.
• That corrosion under insulation is prevented. SEFLAM shall ensure that any
personnel
protection/lagging material complies with specifications.
• All buried on-plot piping/vessel or equipment shall be protected adequately from
external
corrosion by sacrificial anode system in line with the specifications and drawings.
• Preparation and implementation of Risk-Based Inspection (RBI) including Threat
& Barrier
Matrix (TBM).
• Preparation and implementation of Corrosion Management Framework (CMF).
• Preparation and implementation of Corrosion Management Drawings.
• Assess the availability of spare capacity of the cathodic protection hardware for
protection of
sections of the 16” x10 km CS bulkline.
• Provision of connection cable for the hook up (by others) of the bulkline to the
cathodic
protection system.
• All new installed above ground bulk line, structures, etc., shall be painted
according to SPDC
painting specification DEP.30.48.00.31-Gen. (Protective coatings for onshore and
offshore
facilities).
11.4 ELECTRICAL
SEFLAM scope shall include all site civil and structural work related to the new
facilities, and the following specific items:
• Site preparation work including clearing the site of natural vegetation and
organic material,
levelling,
• Topographical survey, probing for underground facilities in accordance with
Specifications.
• Interpret existing geotechnical survey reports
• All structural steel works (complete with all accessories) including piping
supports, access
platforms and integrity checks/modification of existing pipe racks, gantry crane,
shelters, etc.
• Foundations for the new equipment Pig Receiver, Gantry crane, battery
enclosure piping
supports, shelters, platforms, etc.)
• Pig restraining wall.
• Miscellaneous concrete foundations for all free-standing equipment and fixtures
indicated
in the project specifications, such as in-plant phones, CCTV, Fire & gas detectors,
lighting
poles etc.
• Provision of Protective coating for all new sub and super structural members and
vessels
exposed to environmental impacts.
• Shelters for equipment that requires protection from rain and direct sunlight.
SEFLAM scope shall include all new telecom SCOPE related to the new facilities
at the Zarama Oil and Uzu locations including the following:
A new Telecoms infrastructure and integration with existing Telecommunications
systems
Upgrade of existing Telecoms facilities at Zarama Oil for seamless Integration of
LAN/WAN, Telephones and other systems from UZU Locations.
12.3 ELECTRICAL
HV discreet power cable termination by P1 contractor.
Materials Selection has been done in accordance with DEP 39.01.10.11 –Gen
“Selection of materials for life cycle performance – Materials Selection Process”
and DEP 39.01.10.12 –Gen “Selection of materials for life cycle performance –
Upstream Equipment”. Documentation can be found in Section X - Technical
Information.
On-plot piping and flowlines are mostly corrosion resistant alloys (CRAs) while the
bulk lines are carbon steel material. SEFLAM shall generate Materials Selection
Reports and Diagrams for material specifications. To ascertain the integrity of
Duplex Stainless-Steel fittings and to assure that inter-metallic phases are not
present; SEFLAM shall carry out ferrite meter reading on all fittings. Any duplex
component (base metal) with ferrite meter readings of less than 40% without any
metallographic test indicating the absence of inter-metallic phases shall be rejected.
The minimum acceptable range for ferrite readings shall be 40-60% for base
material and Heat Affected Zone (HAZ) and 35-65% for weld area. SEFLAM shall

service.

SEFLAM scope shall include following at all work locations (i.e Zarama oil, Uzu-1, Uzu-2
and
CPF):
• The specification, procurement, layout design & installation of F&G devices
based on the
results of a detailed Fire and Gas Detection Mapping study. The mapping study
shall be
SEFLAM shall procure, install and (pre-) commission an SPDC local area network
(LAN) at the new remote locations FARs and a modification of the existing Zarama
Oil manifolds LAN/WAN to accommodate the new installed systems. The IP DATA
NETWORK implementation shall be deployed to conform to the COMPANY
Information Security Standard and will be a sub-network to the SPDC corporate
LAN. The network equipment to be deployed will be capable of handling VOIP
requirements. Reference should be made to the LAN/WAN Interface specification;
SEFLAM shall fabricate and install equipment packages and Pre-Assembled Units
(PAUs) in
accordance with approved for construction drawings, using pre-inspected materials
of approved
grade; on-site or off-site fabrication shall comply with technical safety requirements.
For
brownfield, fabrication shall be offsite. Installation of passive fire protection shall be
based on the outcome of FERA and/QRA report.
17.4 FOUNDATIONS
SEFLAM shall construct all equipment foundations with all materials inspected and
tested
prior to being used. Shallow foundations shall be built in line with the specification &
standards.
SEFLAM shall supply, install and connect adequate earthing and surge protection
system for all field instrument devices and equipment, marshalling cabinets, system
cabinet,
HMI workstations, instrument stands, Junction Boxes, and panels. All installations
shall be
tested and commissioned by SEFLAM to the satisfaction of COMPANY.
SEFLAM shall be responsible for maintaining all site access roads during the
construction
activities, and at the completion of construction activities, prior to demobilisation.
This shall include watering of the roads as may be required to control the effect of
dust on personnel working on site. SEFLAM shall be required to repair all damage
to roads and other infrastructure and facilities (including protection of the site
embankment slopes) because of the WORK and return the roads to their original
state, same as at the beginning of the construction activities.
24.0 DATUM
All spatial definitions (co-ordinate and elevation) for the WORK at Gbaran CPF and
all remote locations shall be based or referenced to COMPANY approved datum.
Where the engineering design needs to be based on local or plant co-ordinate
system, then a transformation co-relation shall be established between
COMPANY’s national grid and plant grid co-ordinate system.
SEFLAM shall provide temporary civil facilities (including temporary access roads
to and
within the remote locations), to support construction activities. All such facilities
shall be demolished and removed from site at the completion of construction works.
SEFLAM shall ensure that the principles and best practice in Human Factors
Engineering
(HFE) are applied. SEFLAM shall adopt a suitably balanced strategy for HFE
compliant with DEP 30.00.60.10-GEN Human factors engineering in Projects,
covering design, testing, construction, commissioning,
29.1 OPERATIONS AND MAINTENANCE.
SEFLAM shall maintain an auditable record of activities demonstrating compliance
29.2 EQUIPMENT
Piping and Piping Supports
SEFLAM shall be responsible for engineering, procurement, fabrication,
certification, transportation to site, storage and preservation, installation, testing,
precommissioning
and commissioning of all piping and piping supports required to complete the
PERMANENT WORK.
Piping materials for the new facilities shall be in accordance with the piping class
designations
indicated on the PEFS/UEFS.
Where existing piping materials (and supports) are to be retained and re-used as
part of the
PERMANENT WORK, SEFLAM shall be responsible for all activities associated
with
ensuring the integrity of the PERMANENT WORK.
SEFLAM shall ensure that line pipes are protected with end caps to prevent ingress
of
moisture and foreign matter from the time it leaves the mills to the time it is welded.
During
installation, each open end of piping shall be securely capped off at the end of each
day to
avoid ingress of moisture, debris and animals. To meet this requirement, SEFLAM
shall
provide sufficient spare end caps. All piping shall be protected from internal
corrosion during
installation.
Pipework shall be hydro-tested with water of acceptable quality (in accordance with
DEP
74.00.10.10 – Gen Shop and field pressure testing of piping and process systems)
and the
lines dried immediately after hydro-testing. SEFLAM proposal for this activity shall
be
30.1 ORGANIZATION
The battery limits, scope boundaries and general interfaces are identified in the
CONTRACT.
However, interface management is an ongoing process and new interfaces may be
identified
during the WORK, or working arrangement changed to suit circumstances. To
monitor and
control this process, SEFLAM shall establish a fully functional CONTRACTOR
interface
management team (CIMT), comprising interface manager, engineering manager,
commissioning manager, construction manager, and interface engineer(s).
A COMPANY-Led Joint Interface Management Team (JIMT) shall also be
established,
comprising COMPANY personnel, two (2) personnel from CONTRACTOR’s
Interface
Management Team and two (2) personnel each from P1 & P3 CONTRACTOR’s
Interface
Management Team, to manage interfaces in relation of :
• Identification of dependencies and interfaces;
• Scheduling of interdependent activities to avoid standby and downtime issues;
• Procurement (Commonality) issues
SEFLAM has the responsibility to perform process simulation and flow assurance
for the
entire pipeline/piping system from wellhead to slug catcher in Gbaran CPF using
the latest
profile information from survey.
P1 Contractor shall issue all changed or new bulk line plan and profile drawings to
SEFLAM as input to process simulations. As part of the FEED review and detailed
engineering design, SEFLAM shall be responsible for updating and/or producing all
PFS, PEFS, UFS, UEFS, Electrical key line diagrams and related high-level
diagrams for the P1 and SEFLAM scope. However, as part of the FEED review and
detailed engineering design, P3 Contractor shall be responsible for updating and/or
producing all PFS, PEFS, UFS, UEFS, Electrical key line diagrams and related
high-level diagrams for the P3 Contractor scope.
P1 Contractor shall provide to SEFLAM all updated or new drawings arising from its

CONTRACTOR shall be responsible for the detail design, procurement, installation,
testing, and
preservation of all piping, including process and utility piping as shown on the
marked-up
Pipeline PEFS and GAs showing the scope split/interface.
30.5 COMMISSIONING
SEFLAM shall be responsible for pre-commissioning/commissioning of the facilities
within its scope of work. SEFLAM shall supply and administer the CMS
(Completions
Management System) for the integration of mechanical completion and
commissioning
activities. The P1 Contractor shall provide input to all required commissioning
activities, by discipline, by system for organising and tracking the WORK for the
benefit of all parties as part of the Project flawless start-up initiative.
CONTRACTOR’s, P1 and P3 Contractors’ commissioning managers shall develop
a joint
commissioning plan for managing the commissioning of systems having interfaces,
to ensure
flawless commissioning/start-ups. P1 Contractor shall support the introduction of
well fluids into the pipelines, by providing the necessary personnel and equipment
to monitor the introduction of permanent wellhead fluids into the pipelines. P3 and
SEFLAM commissioning interface to be included
As part of the WORK, SEFLAM activities may coincide with COMPANY operational
activities or
other projects. SEFLAM shall be required to comply with existing COMPANY
procedures (e.g.
PTW) guiding concurrent activities to ensure minimal disruption. All integration
activities must follow existing change management procedure for tie-in of new
facilities. For purposes of planning SEFLAM shall take into consideration that
change approvals could
require up to two to three weeks.
SEFLAM shall recognise that the WORK may interface with the work of OTHERS
as follows:
1. Civil facilities and activities within the Well site/location (where the
wellheads/Christmas trees are located) e.g. flowline trench, well head platform,
paving, surface drainage, cellar slab and pit extension, etc.
2. Drilling activities.
3. Other Third-Party activities.
SEFLAM shall be required to accept the interfaces as part of the WORK. SEFLAM
shall be required to develop an interface management procedure detailing how the
above
interfaces and interfaces with other third-party activities will be managed.
31.3 INSTRUMENTATION
SEFLAM shall carry out integration of the new systems to the existing automation
and
control system in Zarama Oil FAR, Zarama NAG FAR and Gbaran CPF as detailed
out in section
titled “facilities systems integration” of this document.
The existing control and safeguarding systems currently installed are Emerson
Delta V and
HIMA respectively. SEFLAM shall integrate the new systems seamlessly with the
existing
systems in line with company PCD/IT requirements.
All hardware, software and services required to achieve successful integration
works shall be
procured and implemented by the SEFLAM.
The existing master PAS at the CPF control room incorporates an Object Linking
and
Embedding for Process Control (OPC) server to enable its integration into the
COMPANY
corporate Ethernet TCP/IP network through a suitable firewall, the new systems
shall
integrate to the existing infrastructure in line with PCD/IT requirements.
31.8 TELECOMMUNICATION
The tie-in and testing of new control, shutdown and electrical systems to existing
facilities at
the CPF and Remote Locations can result in plant ESD. SEFLAM shall liaise with
the
Asset Team to ensure availability of Electrical and Instrument persons to minimise
such
operational disruptions.
SEFLAM personnel assigned Electrical & Instrument interface responsibilities shall
only
be those whose resume have been reviewed and accepted by COMPANY.
SEFLAM shall commence the project execution by firstly developing her project management
plan, execution plans and other management plans. SEFLAM document controller shall be the
custodian for all the generated documents and interface with SPDC document controller.
SEFLAM has developed a local content plan to manage the Nigerian Content Development and
management board goals and expectations for developing develop local content. This document
will guide local content implementation for the over project.
SEFLAM has also developed the following plans to monitor and Control the execution phase of
the entire Project, they are: - HSE management plans, Quality Management plan, Document
control procedure, Security plan, lean implementation plan and Community affairs plan.
On contract signing SEFLAM shall commence Detailed Engineering Design. Detailed engineering

shall commence with review of feed documents for Early works preparations. Early works shall
comprise of Site visits; feed verifications; Geo Technical Survey and Geo physical. Site photos
and Video shall be taken where necessary. Upon completion of early works. SEFLAM shall
commence Basis of Design, then to Model Development next Development of Work Packages
and SPDC reviews. Upon completion of any review by SPDC an AFC work package shall be
developed for the construction, fabrication, and Installation team.
SEFLAM has developed an Interface management plan to manage interface between SEFLAM
and other stakeholders. Interface shall cover every phase of the project; however, the Execution
phase shall be the most critical.
SEFLAM Procurement and Contract team shall manage procurement and contracting. SEFLAM
has developed a procurement and contracting plan. There will be foreign and local procurement.
The procurement shall be monitored using the NCDMB expense sheet supplied by COMPANY.
The NCDMB expense sheet is not limited to procurement,
SEFLAM has developed a plan for material preservation, handling, and transportation. HSE
department, Quality department and logistic team shall execute. Monitor and control these
activities.
SELAM shall pursue vigorously to obtain a freedom to operate (FTO) to commence actual sight
works. Upon acquiring of the FTO SEFLAM shall commence the Geo technical Survey/Physical
works outlined in the engineering.
SEFLAM has developed a camp management and temporary work plan to manage and carry out
Site preparation and temporary works, Camp, messing and accommodation, offices, catering,
medicals, fabrication and laydown areas. Upon temporary works completion SEFLAM shall
commence the following :-Civil Works at CPF, UZU1 & UZU 2 ; Mechanical/Piping Works at
CPF, UZU1 & UZU 2; Electrical works at CPF, UZU1 & UZU 2; Control and Instrumentation
works at CPF, UZU1 & UZU 2 & Zarama Oil Manifold and Telecoms Works UZU 1 & UZU 2 &
Zarama Oil Manifold. The details of the relationships and dates are in the level 5 Project
Schedule in the PEP. Sensitives/ Important activities of the executions phase be covered by
video coverages. Fabrications shall take place in Port Harcourt and at the work site.
SEFLAM has also Developed a pre-commission and Commissioning Plan to manage the pre-
commission and Commissioning phase. In addition, SEFLAM has developed a Flawless delivery
plan to ensure a100% delivery of a non-suspect and fit for purpose facility. Furthermore,
SEFLAM has developed an operation readiness, Training, and flawless start-up plan to prepare
the SPDC Operations Asset team to take custody / care and ownership of their new facility in a
seamlessly.
Finally, the Engineer team of SEFLAM shall prepare as-built documentations while the
management team prepare handover documentations lessons learnt and closeout reports.
This Project Management describes the system to be adopted in the management of the project,
especially regarding the below listed.
Change management describes the requirements needed for proper implementation and
management of change to the project works in all SEFLAM’s operations for the UZU-CPF
Upgrade project.
Change is desirable, inevitable, and necessary if properly managed. however, uncontrolled, and
unauthorized changes can introduce new risks and create confusion leading to undesirable
results. The SEFLAM recognizes that the project will have changes during project execution in
Construction and fabrication, supply of services, maintenance of equipment, operational
procedures, design, and engineering. Such changes must be identified and evaluated to control
potential risk that might be introduced by the change.
The scope of this procedure covers minor changes i.e., changes that need justification but judged
to have no impact and do not require formal change request process and major changes that has
impact on the project such as design, project baseline documents, schedule, and contract. Full
details on how these changes are managed and executed are detailed in the Change
management plan of the PEP.
The Purpose of project control is to outline the process for planning, controlling, measuring and
reporting during the execution of Project. This project control describes how project control
functions will be fulfilled within the agreed scope of work. The main functions of Project Control
such as Scheduling & Progress Measurement, Reporting, Cost Monitoring & Control and all
interfaces are described in details.
The Project Controls and Reporting Plan document shall be the main document according to
which the project control functions shall be performed. Complementary documents may be
prepared as and when required. This Plan shall be modified as and when the need arises in due
course and issued as a new revision. By utilizing this document, it is envisaged that the Project
can be controlled by:

33.3 ENGINEERING
Engineering defines the contract specific requirements and guidelines for the execution of
engineering design methods, systems, strategies, procedures, and tools to be adopted for
UZU - CPF UPGRADE- Project executed by SEFLAM with Engineering design
subcontracted to ILF. The Engineering document shall be read in conjunction with the
other project plans as defined in the Project Execution Plan (PEP). This plan is owned by
the Project Engineering Manager.
The Engineering scope of work is described in the Draft ITT scope includes:
• Detailed Design Engineering.
• FEED verification and ownership
• Procurement /Fabrication Support
• Transportation, Construction, and Installation Support.
• Handover to COMPANY of as-built information and final documentation.

SEFLAM Logistics plan includes local deliveries, ocean/ air shipments and shipments
requiring special handling (highway permitting heavy lifts etc.) through delivery to the final
destination safely and efficiently.
SEFLAM shall coordinate and manage the equipment and materials required for this
Project.
SEFLAM shall handle export packaging, freight forwarding, documentation that is required
to import equipment and materials.
SEFLAM shall coordinate with SPDC to obtain the import duty Exemptions Certificate. We
shall be responsible for payment of all applicable fees and costs associated with customs
clearance like surcharge, ETLS, shipping and Terminal charges and local transportation to
the project site in Gbaran.
SEFLAM materials management plan and procedures for warehouse locations, materials
lay-down areas and staging areas for storing equipment and materials before they are
needed for the project.
SEFLAM plans and processes to be used for issuance of equipment and materials
purchased for the project; inspection of equipment and materials received at warehouses
and lay down areas; security measures to ensure that all materials received are properly
stored and accounted for and the provision of any special handling equipment needed for
moving equipment, modules etc.
Furthermore, the Material document also defines the essential steps to ensure that
materials and equipment procured for the Project are received (identified and tagged),
handled and stored correctly to prevent damage and their integrity preserved during
delivery/trans-shipment to the Warehouse, Project site or Client’s designated delivery
location. The material and equipment scope includes Structural, Piping and Fittings,
Mechanical/Fittings and Valves materials, Skid Packages, Pig receivers and launchers,
Vent stalks and drums, piping spools, civil aggregate, cables and Panels.

QUALITY MANAGEMENT provides a context for the different inspection and surveillance
activities that would be followed in performing the contractual requirements and for the
smooth implementation of Engineering, Procurement, Construction and Installation of Uzu
- CPF Upgrade Facilities Project, in addition QUALITY MANAGEMENT outlines activities
aimed at facilitating smooth Quality Control/Assurance activities during project execution
and shall be applied by SEFLAM PMT/Quality team to ensure flawless project delivery in
line with best practice and Client acceptance of project activities. Full details of Quality
management are covered in the Project Quality Plan and Quality control procedure detailed
in the Project Execution Plan.
HSE MANAGEMENT describes and defines the HSE requirements and activities to be
carried out within the boundaries of the construction Site (main working area), temporary
facilities, lay-down areas, camps, and accommodation (residential areas) for all Project
phases.
It applies to all construction activities carried out by personnel working on the Project and
visiting it during the construction phase. The Project HSSE Plan is a working document
subject to ongoing review and possible revision during the lifetime of the Project.
The Project Health, Safety, Security and Environmental Plan is the document that specifies
all HSSE activities and requirements for the promotion, development, and implementation
of the Project HSSE Management System at Site throughout all stages of the Project. The
Project HSSE Plan is part of the SEFLAM SGL’s HSSE Management System according to
statutory legislation and SPDC requirements.
SEFLAM will identify and adhere to all applicable legal requirements regarding HSE and
require SUBCONTRACTORS to do the same for their activities.
SUBCONTRACTORS will be required to demonstrate understanding of and compliance
Community affairs is a very important focus of Seflam. Our vision is to ensure that
our services are delivered according to obligations to customers, within legal
requirements and through utilizing company experience and best practice.
Seflam community relations and affairs approach incorporates programs to strength
its relationship with the community in and around areas of work execution. Our
policy shall at all-time reflect our company’s direction and focus within management
of community affairs. We work daily to ensure that the content of this policy is being
understood, implemented and actively used by all staff at all levels. The effort here
is to ensure that our values and our Community Relations Policy remain an
essential and integral part of our working culture and focus.
33.18 SECURITY
SEFLAM management is committed to channel efforts towards achieving zero Total
Recordable Cases. To achieve this will require doing EPC For Gbaran Phase 3b - UZU
with CPF Upgrade- Pkg 2 Project in accordance with SEFLAM Policies, SPDC Policies,
Government Regulations and providing guidance to Sub- Contractors on the management
of Security risks. This plan identifies the security risks and threat to the successful
completion of this project and the remedial actions needed to prevent and manage such
identified security threat. The protection of our Client (SPDC), workers, visitors, Asset,
and host community’s Health and Safety through the control of the hazards of the work
environment is the corporate responsibility of SEFLAM. The following areas have been
identified as areas that will require Security considerations on the Project.
The Local COntent outlines all the necessary ways and means to realise the Federal
Government’s directives on the Nigerian Content for the GBARAN - UZU UPGRADE project- as
proposed by SEFLAM. SEFLAM will ensure that through her execution of the contract, values are
created that will favourably impact and bring sustainability to the Nigerian Economy. This shall be
accomplished by encouraging and supporting the Development of Manpower, Acquisition of
Technology and Maximizing Opportunities to use Nigerian goods and services in this contract.
SEFLAM has developed a Local content plan with a score card to track and monitor a local
content target for the project. The local content detailed plan are detailed in the PEP.
This document describes how lean shall be implemented throughout the project phase,
focusing on waste reduction following the Last Planner System (LPS). Lean implementation
shall commence from design through Construction to start up to reduce waste;The (LPS)
ensures that each contractor and subcontractor can manage their workload during the
project execution while holding them responsible for the work they promised to complete.
Furthermore, the last planner system assists the workforce to build confidence as the task
approaches. Lean implementation is a collaboration. The Last planners are the actual
people doing the work.
The main principle of SEFLAM Lean implementation are:
Improvement in construction and supporting processes efficiency
Overall improvement of productivity of resources engaged with regular tasks
Fully controlled on the activities to minimize/reduce the cost of each resources
including process costs.

Schedule, PHASE schedule, and Six weeks lookahead shall be deployed to implement the
LPS and manage waste associated with people, information, equipment, materials,
interdependent works, space, and constraints during the project. In addition, SEFLAM will
be applying the LPS tools of Make-ready plan; Weekly Check-ins; Daily Learning Meetings
after work, Percent Plan Complete (PPC); Tasks Anticipated (TA), and lessons learned.

33.21 PLANNING
