    TO WHOM IT MAY CONCERN:

    This is to certify that during the Registry System for Basic Sector in Agriculture conducted from
    October 1-31, 2012 at Barangay Balili, Mankayan Benguet Philippines there are two sitios refused to
    registered as farmers and Farm laborers, from the actual census of the Barangay Health workers sitio
    Pasnaan has 73 household 17 were registered and 130 household of Sitio Am-am 31 households
    registered due to their reasons that it was their precautions or afraid that this programs “ MIGHT BE”
    connected to the FAR SOUTH EAST GOLD RESOURCES COMPANY which is now operating in the
    Municipality of Mankayan which the residents were protesting and others just ignored the field
    interviewers and refused to sign the forms.

    This certification is issued to support any documents regarding the Registry System for Basic
    Sector in Agriculture (RSBSA) for any legal intent and purposes it may serve.

    NARRATIVE REPORT

    On September 17-20, 2012 Registry System for Basic sector in Agriculture conducted by the
    RSBSA Municipal Team in coordination with the Provincial Statistic office conducted a training attended
    by the Barangay Captains, Barangay Secretaries, Barangay Chairman on Agriculture and the Field
    Interviewers from the Barangays.

    On October 1, 2012, the field interviewers started to go house to house to interview and
    registered all the Farmers and Farm Laborers, Fishers and Fishermen’s to their respected Barangays, but
    as the Field interviewers of barangay Balili go on they encounter some problems because majority of the
    of the farmers and farm laborers of sitio Am-am and sitio Pasnaan refused to be interviewed and
    registered as farmers and farm laborers due to their reasons that it is their precautions or they afraid
    that this program might be connected to the Far South East Gold Resources company which is now
    operating in the Municipality of Mankayan which the residents were protesting because according to
    them it will destroy the agricultural area of Barangay Balili and others refused to be interviewed but
    don’t tell their reasons although our field interviewers tried to explain that this is a national program
    and it has no connected to the said company because it is a government program but still others don’t
    want to be interviewed and singed. We ask the assistance of the Barangay Kagawad area sector of sitio
    Am-am to accompany the Field interviewers in the person of Kagawad Pascual Gulongan but still
    majority refused because from the actual census of the barangay health workers of sitio Am-am there
    are 130 households but only 30 were registered and 73 households of Sitio Pasnaan only 17 households
    registered. Some of the residents agreed that whatever outcome or any benefits that will provide by this
    program they will not blame the Field Interviewers and the Barangay Council of this Barangay through
    verbal. We then reported this problem to the Punong Barangay Pacito K. Donato and Area Sector of sitio
    Pasnaan Barangay Kagawad Limbert Mitas but they said that we cannot forced them to signed because
    it was their choice or freedom so we referred to the RSBSA Municipal Team, ARAS and to the Provincial
    Statistic Officer they told me to make a refusal certificate to be signed by the Punong Barangay . RSBSA
    registration end October 31, 2012 and majority of the farmers and farm laborers were successfully
    registered by the field interviewers.
