with on-load tap changers and automatic voltage control equipment. These shall be used to
control the intake substation switchboard voltage.
Inter-tripping and interlocking requirements shall be considered as part of the protection scheme.
Custody metering shall be provided to meet AREI requirements.
Since the incoming power supplies from Elia may be out of phase, check synchronisation facilities
shall be provided on all incomers, bus ties and bus section circuit breakers.
Dead bus closing facilities shall be fail-safe.
10.1 General
Plant high voltage distribution system (36kV) shall have high impedance earthing through neutral
earthing resistor to limit the earth fault currents; exception can be the systems where motive loads
are not directly connected to the busbars. Isolated neutral (IT) earthing shall be provided for low
voltage power distribution system to process drives and AC UPS. Solidly grounded neutral
earthing system (TN) shall be provided for low voltage power distribution system to non-process
and non-critical loads. For IT systems an Insulated Monitoring System shall also be provided.
Neutral earthing of incoming power supply from ELIA shall meet AREI requirements.
The integrity of the earthing shall not depend on using cable armour. Independent earthing
conductors shall be enough to achieve safety. All earthing conductors shall be duplicated such
that the failure of one conductor shall not leave any plant unearthed. All metal parts shall therefore
have at least two earth points.
The 380kV and 150kV systems shall be solidly earthed. 36kV systems shall be resistance
earthed.
Earthing shall be in accordance with the Electrical Earthing Philosophy Drawing (7650-8530-77-
100-0001).
Detailed earthing drawings shall be provided.

To ensure that no potential difference will exist between modules, equipment, vessels etc., an
earth continuity system shall be designed. The design shall be such that no component can be
subject to and sustain a dangerous voltage from the plant earth.
Refer to specification Control of Static Electricity, 7650-8530-SP-100-0017.
Lightning protection shall be applied to tall structures, buildings including substations, control
rooms, administration buildings, production buildings etc.
For protection against lightning and the accumulation of static charges, reference is made to Ineos
Group Guidance Note (IGGN) OPS-SHE-15. For the purpose of facilitating a low-impedance
lightning discharge path to earth, earth electrodes shall be located near the base of elevated
structures requiring lightning protection.
Risk assessment due to lightning shall be carried out as indicated in Lightning Risk Assessment
Procedure (7650-8530-PR-100-0001).
Earthing shall be in accordance with Electrical Earthing Philosophy Drawings (7650-8530-77-100-
0001).
Plant lighting shall be carried out using Light Emitting Diode (LED) type lighting fittings. The
lighting system shall consist of the following:
Floodlights installed on floodlight masts for illuminating all general areas on the plant.
Installations shall be completed before all other installation work in the construction of the
plant.
Road lighting installed on all peripheral roads not covered by the flood light system shall be
completed before the installation work in the construction period.
Local lighting installed on all workstations in the process area, in all substations, local
equipment rooms, etc. giving sufficient lighting for operations according to the design
specification, and according to working environment requirements.
Emergency lighting fixtures shall be powered from an emergency source. The emergency
lighting system shall be an integrated part of the normal lighting system. Emergency lighting
in all areas shall cover approximately 20% of the plant lighting requirements.
Lighting and small power installation on modules shall be identical to the design for stick-built
areas.
Energy saving measures such as automatic lighting controlled by motion and presence
detectors and photocells shall be used.
Lights on high structures shall have PIR-type devices which are normally switched off and
only switched on when people are climbing them.
