Management of Change - Objectives

 There are two major objectives for MoC


process::
 To identify changes, risk assessment and risk
management of change process. This facilitates
timely decisions regarding risk control.

 To record changes in a change register for historical,


accountability and auditing purposes; and

Change Criteria

 Changes shall be considered only if they meet one or more of the


following Change Criteria. The change is essential:
 to continue maintain health, safety, environment and security standards;

 to comply with legislation or results from a change in legislation;

 for system or component functionality or operability;

 for the implementation of the project, due to variation in original


assumptions or change in technology;

 for increased productivity or plant capacity;


 for change in feedstocks or products specifications; and

 for process optimization and efficiency.

Change Categories

 Changes categories are:


 Permanent Change
 Temporary Change
 Recurring Change
 Secondary Change
 Emergency Change

 Exclusions from MoC:


 A change that results in an asset or a piece of being replaced
by another that is the same (like-for-like) is not subject to MoC.
 Temporary changes are exempted from the application of MoC
only through appropriate review and approval.
