ANNUAL ACCOMPLISHMENT REPORT


(January to November 2021)

I. EXECUTIVE SUMMARY

This report contains the details of operational and administrative


accomplishments and other significant activities/events undertaken by Libmanan
Municipal Police Station. Likewise, peace and order advocacies by this station are
constantly disseminated to the community for them to be aware of the importance of
law enforcement and its benefits to the society. It also presents the moving forward
of this office to ensure that the required target of every activity was comply and
strategies were implemented.
The crime situation in the municipality is considerably peaceful.

The common incidents recorded were vehicular and traffic accidents


caused by the increasing number of vehicles travelling in all roads and highways and
aggravated by the on-going widening, repairs and constructions of roads and
highways in some parts of the municipality. The crimes of robbery, theft, physical
injuries and rape were also noted high during the period. The increase of the crime
against property could be attributed to the longtime problem called poverty and
decreasing demand for illegal drugs – some pusher may have shifted to robbery and
burglary. Some crimes of rape were also noted perpetrated by relatives of the victim.

To minimize, if not to stop said incidents, this station intensified its


campaign against criminality and illegal activities, strengthen its Enhanced Managing
Police Operations through strategical analysis to address the increasing number of
such incidents.

The existing program on Police Integrated Patrol System (PIPS),


Target Output Policy Charlie, PROJECT “DOUBLE BARREL”, and other proactive
stance of the PNP are also being implemented by this station.

The intensified implementation of PNP Anti-illegal Drugs Campaign


made a great impact not only in the reduction of drug pushers and users but also
lessen the other illegal activities that are usually committed by public in the
municipality of Libmanan. The strategic campaign made also a great connection to
the community to become more cooperative and vigilant of illegal activities in their
areas.

III. LEARNING AND GROWTH

RECRUITMENT PROGRAM

At about 8:00 A.M., August 10, 2021, under the supervision of PLTCOL
JONATHAN S ALAYAN, OIC, PLT ANTOLIN P SAN JUAN together Pat Queenny L
Galicia, Asst. Admin, attended Panel Deliberation for ADHOC to PNP applicants
conducted by DILG Libmanan and LGU Libmanan at Libmanan Municipal Hall,
Libmanan, Camarines Sur.
PROMOTION PROGRAM

On April 19, 2021, Libmanan MPS personnel NUP Terryrose C


Toledano promoted from Administrative Aide VI to Administrative Assistant I.

SPECIALIZED TRAINING PROGRAM

1. On August 9-11, 2021, PLTCOL JONATHAN S ALAYAN, OIC of this


MPS, conducted Field Immersion at Iriga City, Camarines Sur in line with his
ongoing Investigator Officer Basic Course (IOBC) as a competency course
conducted by Regional Investigation and Detection Management Division 5 (RIDMD
5).

2. PLT ALBERT A JOVEN and PMSg Arnel D Beriso attended and


completed Field Trainig Officer Course (FTOC) PCO and PNCO Batch 1 CY 2021
conducted by Regional Special Training Unit 5 (RSTU 5) from August 9-31, 2021.
LIVING THE PNP CORE VALUES

The Libmanan MPS Personnel brought vegetable seeds for the


implementation of Urban Gardening at Tampuhan Elementary School on September
10, 2021.

conducted police presence and attended Holy Mass at St James the Greater
Parish,today 4:00PM November 21,2021

Under the supervision of PLTCOL JONATHAN S ALAYAN, OIC. At about


8:00AM of November 3,2021 PCAD Section personnel implemented Duterte Legacy
Caravan towards National Recovery together with the NUP distributed food packs to
indigent families.
MORALE AND WELFARE PROGRAM

PLTCOL JONATHAN S ALAYAN, OIC discussed with the 22 violators of not


wearing of facemask the threat of COVID-19 Virus and disobeying the IATF
Guidelines shall be funished under the Libmanan IATF guidelines and reminded the
importance of wearing of facemask and BIDA (Bawal walang Facemask, Isanitized
ang mga Kamay, Dumistansiya ng Isang Metro at Alamin ang Totoong
Impormasyon) Solusyon sa COVID -19 held at Libmanan MPS,today, 9:20AM
September 15,2021

SWIM Squad Leaders of this together with the Life Coaches attended Weekly
Squad Meeting via Zoom conducted by the Provincial Life Coaches in connection
with the Internal Cleansing Program of the PNP.
PERSONNEL ENHANCEMENT PROGRAM

Station Project – Project I, C.A.R.E “I, Cut unhealthy habits, Aim a good
health and Reduce weight thru Exercise” (Best Practice)

In line with the implementation of PNP P.A.T.R.O.L. Plan 2030 and OPLAN
SINAGTALA, the Libmanan Municipal Police Station has initiated an activity that will
help to boost the confidence of personnel and uplift motivation to maintain their
physical fitness to serve the community with full of compassion and dedication.

This program of Libmanan Municipal Police Station will comprise a 3-months


of physical activities like Military Exercises (Army Dozen), Zumba Dance, Badminton,
Lawn Tennis, Jogging and Walking which will help to build up the camaraderie of
each personnel, maintain body posture and good health to prevent from any illness
and body disorder.

The physical and sport activities of this program will serve as the preparation
for the Physical Fitness Test (PFT) and Annual Physical Examination (APE) of
personnel to evaluate the readiness of the body and health before undergoing PFT
and APE, likewise, it will also provide the personnel a maintenance of physically and
mentally fit to do different physical exercises/activities.

- Mr. Aljan H Imperial, MAC member gave his insights to PNP Libmanan:

“Since I became a member of Libmanan PNP Advisory Council, I


witnessed how this institution became proactive in the Province of Camarines Sur.
You are actively implementing the policies on its past operation with to maintain
proper order during the peak of COVID-19 Pandemic. The TAKATAK Amazons
(Curfew) has been one of the major accomplishments of PNP Libmanan. It is also
worth mentioning that you did an excellent job for giving briefings to Barangay
Officials, Barangay Police, etc. With these, I saw how institution honor your promise
duty as the law enforcers to our country. I hope that you will never get tired of
serving Libmaneños. As one of MAC Members, Thank you for the selfless service
and congratulations to all the accomplishments for the past year.”

renovated Police Clearance Section which was already serviceable and
accommodating for those securing police clearance and other transactions in this
office.

a. Mr. Jesus F. Camara – one (1) sack of rice.


b. Hon. Gerardo M. Atienza Jr. – 200 pcs hollow blocks utilized in the
construction of Mess Hall.

II. Further, Mr. Aljan H. Imperial, MAC member rendered his duty at
Quarantine Control Point (QCP)/SUMVAC Information Desk.
a. Mr. Aljan H. Imperial – represented the youth during Brgy.
Assembly at Brgy Bigajo Sur and discussed the Implementing rules and Regulation
for MGCQ and IATF Guidelines, likewise, he encouraged Out of School Youth to
enroll in Alternative Learning Center.

(LINK with Mr. Huertas) conducted ZUMBATENIKS to all incoming and outgoing
duty personnel of this office on November 10, 2021 in relation to Project I, C.A.R.E.
dubbed as “I, Cut unhealthy habit, Aim a good health and Reduce weight thru
Exercise”.

- (Mr. Huertas) PWUD’s Coordinator, conducted the General


Intervention to the SIBOL Advocates which they topic the different types of illegal
drugs and its ill effects to our body the 4 sessions finished discussed to the
advocates.

HIGHLIGHT OF THE ACCOMPLISHMENT


1. The renovation of Police Clearance Office and construction of Mess
Hall was the joint project of MAC and TWG Members of this office. It was
inaugurated and blessed last March 11, 2021 and this will also serve as the Year-
End Project of MAC to Libmanan MPS for CY 2020.

2. The Installation of one (1) Set of LED TV with 32 GB SB as Year-End


Project of Municipal Advisory Council of Libmanan MPS for CY 2019 at the waiting
area of Police Clearance in connection with the Project INFO-TV that was approved
by MAC Member and PNP Libmanan as one of the developing Best Practice of this
office.

This Television will serve as information dissemination method to those


individual securing Police Clearance to this office.

LAW ENFORCEMENT

I. CAMPAIGN AGAINST ILLEGAL DRUGS

1. On January 9, 2021, at about


3:40 PM this station conducted buy-bust at
Zone 1, Brgy Bahay, Libmanan, Camarines
Sur against Diosdado Sulit y Delmo a.k.a
"Dado", with live-in partner, laborer, 36
years old, of Zone 7, Sagrada Familia,
Brgy Penafrancia, Naga City and Vergilio
Adan y Mancilla, 46 years old, married,
farmer of Zone 7, Sagrada Familia, Brgy
Penafrancia, Naga City. Confiscated during
the operation from Diosdado Sulit y Delmo a.k.a "Dado" (Included in the resumption
list) are the following: a.) One (1) piece heat sealed transparent plastic sachet
containing white crystalline substance suspected to be Shabu (buy bust item) with
estimated DDB value of Php 500.00; b.) One (1) transparent plastic sachet; c.) One
(1) piece heat sealed plastic sachet containing white crystalline substance suspected
to be Shabu; d.) One (1) piece heat sealed plastic sachet containing white crystalline
substance suspected to be Shabu; e.) One (1) piece five-hundred-peso bill used as
buy bust money with serial number EA272024 and from Vergilio Adan y Mancilla are

cases for Violation of Sec. 5 and 11, Art II of R.A. 9165 are being readied for filing in

estimated DDB value of Php 3,500.00, one (1) piece five hundred peso bill used as
buy bust money with serial number NM890026 and three (3) pieces one thousand
peso used as boodle money.

3. On January 14, 2021 at


about 9:30 p.m. this station conducted
buy bust operation at Zone 4, Brgy. San
Pablo, Libmanan, Camarines Sur that
resulted in the arrest of Benjamin Rubio y
Albus a.k.a “Pilay”, 55 years old, married,
farmer and a resident of Zone 4, Brgy.
San Pablo, Libmanan, Camarines Sur
wherein the poseur buyer was able to purchase three (3) pcs. small size heat sealed
transparent plastic sachet containing white crystalline substance of suspected
Shabu, worth of one thousand five hundred pesos (Php1,500.00). During body
search confiscated from the possession of the suspect were one (1) pc medium size
heat sealed transparent plastic sachet containing white crystalline substance of
suspected Shabu, one (1) pc of five-hundred-peso bill with serial no. CT349584 used
as buy bust money and two (2) pcs of five-hundred-peso bill boodle money.
4. On January 14, 2021 at about 9:40 p.m. this station implemented
search warrant against Mario Rubio y Albus a.k.a. “Jopol”, 48 years old, married,
jobless, at his residence at Zone 6, Brgy. Poblacion, Libmanan, Camarines Sur and
resulted to the arrest of the same, confiscated during the operation were: a. one (1)
piece Marlboro cigarette pack (kaha) color red/white; b. one (1) piece unsealed
transparent plastic sachet; and c. fourteen (14) pieces small heat sealed transparent
plastic sachet containing white crystalline substance suspected as Shabu with
estimated DDB value of fourteen thousand pesos (Php14,000.00).

5. On January 15, 2021 at about 12:55 a.m. this station implemented


search warrant against Benjamin Rubio y Albus a.k.a. "Ben Pilay", 55 years old,
married, farmer at his residence at Zone 6, Brgy. Poblacion, Libmanan, Camarines
Sur and resulted to the arrest of the same, confiscated during the operation were: a.
one (1) piece Fortune cigarette pack (kaha) color green/white; b. one (1) piece
unsealed transparent plastic sachet; and c. five (5) pieces small heat sealed
transparent plastic sachet containing white crystalline substance suspected to Shabu
with estimated DDB value five thousand pesos (Php5,000.00).

6. On February 23, 2021 at around 10:15 PM this station conducted buy-


bust operation at Zone 4, Brgy. Libod I, Libmanan, Camarines Sur that resulted to
the arrest of Alexis Purification y Callo
a.k.a. Hanz, single, laborer, 20 y/o of
Sitio Visita, Brgy San Isidro, Libmanan,
Camarines Sur. Confiscated during the
operation are the following: a. Two (2)
pieces heat sealed transparent plastic
sachet containing white crystalline
substance suspected to be Shabu (buy
bust items) with estimated DDB value of

a.k.a. “Jojo”, married, habal-habal
driver, 38 years old of Zone 4, Brgy
Tambo, Pamplona, Camarines Sur
(included in the Resumption List).
Confiscated during the operation were
the following items: a. One (1) piece
heat sealed transparent plastic sachet containing white crystalline substance
suspected to be Shabu (buy bust items) with estimated DDB value of Php 3,000.00;
b. One (1) piece five-hundred-peso bill genuine money used as buy bust money with
Serial Number BV072544; c. One (1) piece five-hundred-peso bill used as boodle
money; d. Two (2) pieces one-thousand-peso bill used as boodle money; e. One (1)
piece SIM card container color red and blue with trademark TM 5G; and f. Two (2)
pieces heat sealed transparent plastic sachet containing white crystalline substance
suspected to be Shabu. Inventory was conducted at the place of incident in the
presence of the suspect and witnessed by mandatory witnesses namely; Punong
Barangay Edwin J Aycardo and Brgy Kgwd Ariel A Fabricante, and Mrs Rowena M
Castañeda- DOJ Representative. Further, cases for Violation of Sec. 5 and 11 Art II
of R.A. 9165 are being readied for filing in court against the suspect.

8. On March 11, 2021 at around 2:54 AM this station implemented the


search warrant against Antonio Moscoso y Araquil, 52 years old, single at his
residence at Sitio Surrender, Brgy Poblacion, Libmanan, Camarines Sur (Included in
the Resumption List). Confiscated during the operation were the following: a. one (1)
piece Mighty cigarette pack color green; b. eleven (11) pieces heat sealed
transparent plastic sachet, containing white crystalline substance suspected shabu;
and c. three (3) pieces crumpled aluminum foil.

9. On April 10, 2021 at around 12:55 AM at Brgy. Bahay, Libmanan,


Camarines Sur this station conducted buy-bust operation against Elcer Peñaredondo
y Porsona, 37 years old, with live-in partner, unemployed, resident of Brgy. Loba-
Loba, Libmanan, Camarines Sur for selling one (1) piece heat-sealed transparent
plastic sachet containing white crystalline substance suspected to be Shabu worth
Php 48,000.00 using one (1) piece genuine Php 1,000.00 with Serial No. RN073408
together with the boodle money. After the transaction was consummated, the
suspect noticed the presence of the police officers prompting him to draw his .38
caliber firearm and fired upon the police operatives that resulted to armed
confrontation.
10. On April 19, 2021 at
about 6:30 p.m. this station
conducted buy-bust operation at
Brgy. Libod 1, Libmanan, Camarines
Sur that resulted to the arrest of
Anthony Puso y Capritso, 33 years
old, married, pedicab driver and a
resident of Brgy Libod 1, Libmanan,
Camarines Sur. Confiscated during
the operation were the following: a. one (1) piece heat sealed transparent plastic
sachet containing white crystalline substance suspected to be shabu (buy bust
items) with estimated DDB value of Php 500.00; and b. one (1) piece five hundred
peso bill genuine money used as buy bust money with serial number GB624454.

11. On May 30, 2021 at about 10:00 AM this station implanted a search
warrant against Raymund Rios y Biclar, 40 years old, single, with live-in partner,
small businessman at his residence at Zone 3, Brgy. Handong, Libmanan,
Camarines Sur, the items recover during the search from his control and custody
were one (1) piece red Winston cigarette pack marked NTN 5/30/2021 with signature
and eight (8) pieces heat sealed transparent plastic sachet each containing white
crystalline substance suspected “shabu” subsequently marked NTN-1 5/30/2021 to
NTN-8 5/30/2021 respectively and each with signature.

three (3) pieces transparent plastic sachet containing white crystalline substance
with markings RPL-2 signature and date 7/12/21; e. Three (3) pieces heat sealed
transparent plastic sachet containing white crystalline substance believed to be
shabu with markings RPL-2A, RPL-2B and RPL-2C signature and date 7/12/21; f.
One (1) piece improvised water pipe (toother) with markings RPL-3 signature and
date 7/12/21; g. One (1) piece aluminum foil strip with markings on attached masking

14. On November 19, 2021 at about 1:12 A.M. this station conducted buy-
bust operation against Ricky Botin y Salva, 39 years old, married, jobless and a
resident of Zone 3, Brgy. San Isidro, Libmanan, Camarines Sur who was arrested for
selling one (1) piece heat-sealed transparent plastic sachet containing white
crystalline substance suspected to be shabu with estimated market value of
Php1,000.00. Furthermore, during the conduct of body search on the suspect, in the
presence of the mandatory witnesses, the following items were recovered in his
possession: one (1) piece brown synthetic leather wallet; three (3) pieces heat-
sealed transparent plastic sachets containing white crystalline substance suspected
to be shabu; and two (2) pieces Five-Hundred-peso bills used as buy-bust money
with serial nos. CT521465 and GB000463.

II. CAMPAIGN AGAINST


ILLEGAL GAMBLING

1. On January 7, 2021 at
around 9:00 PM this station conducted
anti-illegal gambling operation which
resulted to the arrest of Reynante
Nañoz y Eboña, 50 years old, married,
Venerando Nañoz y Eboña, 60 years
old, married, Danilo Diestro y Naval, 56 years old, married, Rochelle Beren (no
middle name), 22 years old, single, Angeline Abainza y Nañoz, 19 years old, single,
Cindy Beren (no middle name), 18 years old, single, Charlie Butial Jr. y Grencio, 16
years old (DOB:July 8, 2004), Julius Nañoz y Gelua, 16 years old (DOB: July 30,
2004), and Carlo Berin y Correa, 15 years old (DOB: Sept. 8, 2005), all residents of
Zone 1 Brgy. Labao, Libmanan, Camarines Sur who were caught in the act engaging
in illegal gambling activity while playing Tong-Its in the wake involve money bet.
Recovered from their possession were three (3) sets of playing cards, three (3)
plastic tables and cash money bet amounting to two hundred and sixty-eight Pesos
(Php 268.00) in different denominations.

2. On February 13, 2021 at


around 3:55 PM this station conducted
anti-illegal gambling operation which
resulted to the arrest of Emily Torente
y Bodota, 40 years old, single, jobless;
Eden Llonado y Ferrer, 48 years old,
married, jobless; and Jenelyn Austero
y Alenio, 35 years old, single, jobless,
all residents of Brgy. Candami,
Libmanan, Camarines Sur who were caught in the act while engaging in illegal
gambling activity (Tong Its) and recovered from their possession were the following:
52 pieces playing cards and money bet amounting to ninety-eight pesos (Php 98.00)
in different denominations.

3. On March 4, 2021 at around 10:20 PM this station conducted anti-


illegal gambling operation in Zone 3, Brgy. Taban-Fundado, Libmanan, Camarines
Sur which resulted to the arrest of Romeo Tongol y Noqui, 53 years old, married,
mason, of Brgy Taban, Libmanan, Camarines Sur (Bet Taker) and Richard Nimo y
Dela Cruz, 35 years old, married, vendor, of Zone 1, Brgy Puro-Batia, Libmanan,
Camarines Sur (Bet Taker) who were caught in the act while playing illegal gambling
known as “Cara y Cruz”. Recovered during the operation were three (3) pieces of
one-peso coin used as plaything (pamato), cash money bet amounting to six
hundred thirty-two pesos (P632.00) in different denominations and one (1) piece
square cemented block (ulantuhan). The suspects and confiscated items were under
the custody of this station for proper disposition.

4. On March 4, 2021 at around 10:55 PM this station conducted anti-


illegal gambling operation in Brgy. Begajo Norte, Libmanan, Camarines Sur which
resulted to the arrest of Elizabeth San Jose y Gonzaga, 56 years old, married, Zone
6, Brgy Bigajo Norte, Libmanan, Camarines Sur; Condrado Monde y Vasquez, 54
years old, married, jobless of Zone 3, Brgy Bigajo Norte, Libmanan, Camarines Sur;
and Melvin Rico y Tantianco, 52 years old, single, pedicab driver, of Zone 3, Brgy.
Bigajo Sur, Libmanan, Camarines Sur who were caught in the act while playing
illegal gambling known as “Tong-its”. Recovered during the operation were fifty-two
(52) pieces of playing cards, cash money bet amounting to six hundred forty-five
pesos (P645.00) in different denominations, three (3) pieces color white mono block
plastic chair and one (1) piece color green plastic table. The suspects and
confiscated items were under the custody of this station for proper disposition.

5. On April 1, 2021 at about


1:45 PM this station conducted anti-
illegal gambling operation in Brgy.
Beguito Viejo, Libmanan, Camarines
Sur which resulted to the arrest of the
following persons who were caught in
the act while engaging on illegal
gambling activity commonly known as

Camarines Sur (Bettor) and; 4. Richard Pagatpatan y Flores, 43 years old, single,
farmer, of Zone 6, Brgy Tara, Sipocot, Camarines Sur (Bettor). Recovered from their
possession and control to wit; eighteen (18) pcs dead fighting cock, two (2) pcs
wounded fighting cock, eight (8) pcs gaff (Tari) with scabbard, four (4) pcs plastic
cock box, four (4) pcs bayong cockbox, two (2) pcs bandage, one (1) pc color black
electrical tape, one (1) pc color blue belt bag with Trademark Nescafe Decaf and
money bet amounting to three hundred seventy-seven (377.00) pesos in different
denomination. The suspects and confiscated items were under the custody of this
MPS for proper disposition.

6. On May 9, 2021 at about 1:00 PM this station conducted anti-illegal


gambling operation (Tupada) in Brgy. Udoc, Libmanan, Camarines Sur which
resulted to the arrest of the following persons: Jerry Bonapos y Guatis, 72 years old,
married, jobless, a resident of Zone 7, Brgy. Udoc, Libmanan, Camarines Sur
(Bettor); Siya Aco Almilla y Carranza, 36 years old, married, driver, a resident of
Zone 2, Brgy. San Pedro, Cabusao, Camarines Sur (Bettor); Ricardo Aragon y
Peralta, 57 years old, married, farmer, a resident of Zone 6, Brgy. Biong, Cabusao,
Camarines Sur (Gaffer); Zacarias Buban y Bulalacao, 42 years old, single, farmer, of
Zone 3, Brgy. Bikal, Libmanan, Camarines Sur (Bettor); Ramil Peñaredondo y
Robles, 46 years old, married, farmer, a resident of Zone 3, Brgy. Bikal, Libmanan,
Camarines Sur(Bettor); Dennis Losa y Rebillas, 26 years old, pedicab driver, a
resident of Zone 5, Nazareno St. Brgy. Concepcion Pequeña, Naga City (Bettor);
and Ricardo Ayala y Austero, 38 years old, married, and a resident of Zone 3, Brgy.
Bikal, Libmanan, Camarines Sur (Bettor) who were caught in the act engaging in
illegal gambling activity commonly known as “TUPADA”. Recovered and confiscated

who were arrested at about 12:30 PM of same date in Brgy. Mambulo Nuevo,
Libmanan, Camarines Sur for engaging in illegal gambling activity known as
“tupada”. Recovered from their control and custody were: nine (9) dead fighting
cocks; one (1) gaff (tari) with scabbard; three (3) plastic cock boxes; four (4) native
cock baskets; and cash amounting to Five Hundred Fifty Pesos (Php550.00) in
different denomination. Suspects were subjected to medical examination and were
apprised of their constitutional rights.

Libmanan, Cam Sur (Bettor) and 6. Rodil Rosano y Uy, 62 years old, married,
pedicab driver, of Zone 4, Brgy San Juan, Libmanan, Camarines Sur (Bettor) after
they were caught in the act while engaging on Illegal Gambling activity commonly
known as “TUPADA”. Recovered from their possession to wit: four (4) dead fighting
cocks, two (2) wounded fighting cock, one (1) plastic color blue cock box, two (2)
native cock basket, one (1) sling bag, two (2) orang thread, four (4) assorted color
cloth bandage, one (1) black electrical tape, eight (8) pcs gaffs with scabbard and
cash money amounting to seven hundred seventy pesos (Php 770.00) in different
denomination.

10. On October 17, 2021,


3:30PM this station conducted an anti-
illegal gambling operation in Zone 7,
Brgy Umalo, Libmanan Camarines Sur
which resulted to the arrest of the
following persons: 1. Santiago Valencia
y Castro, 50 years old, married,
messenger of Zone 2, Brgy New
Poblacion, Cabusao, Camarines Sur
(Bettor); 2. Eddie Castro y Albaro, 53
years old, married, jobless, of Zone 7, Brgy. Umalo, Libmanan, Camarines Sur
(bettor) 3. Alvin Mallorca y Leron, 43 years old, married, farmer of Zone 7, Brgy
Umalo, Libmanan, Camarines Sur and 4. Mark Anthony Borja y Marca, 24 years old,
single, pedicab driver of Zone 7, Brgy Umalo, Libmanan, Camarines Sur of above-
named suspects who were caught in the act while engaging on the said illegal
gambling, commonly known as "cara y cruz". Likewise, recovered during the
operation are the following items to wit: Three (3) pcs of one-peso coin used as
plaything (pamato) and bet money amounting to four hundred ninety pesos only (Php
490.00) in different denomination.

re strict implementation of RA 10591 for
the purpose of having Safe Election on
2022.

Further, at about 3:30 PM of November 19, 2021, Brgy. Kagawad Jesus


Balidoy y Agnote, legal age, married, resident of Brgy. Potot, Libmanan, Camarines
Sur turned over at this office One (1) Unit of cal. 38 revolver, no serial number, no
trademark, no documents and no ammos, which allegedly turned over by an
anonymous resident of said barangay.

V. IMPROVE CRIME SOLUTION

This office has a Total Crime Volume of three hundred ten (310) incidents
for the period of January 1, 2021 to November 23, 2021. The crime volume as
mentioned above is classified into: one hundred fifty (150) Peace and Order Index
(POI) Crimes and one hundred sixty (160) Public Safety Index (PSI) Crimes.
Out of the three hundred ten (310) cases handled by this station: seventy-nine (79)
cases were filed in court; forty-five (45) were referred to Prosecutor’s Office and are
under Preliminary Investigation; one (1) case was dismissed by the Prosecutor’s
Office; nine (9) cases were dropped by the complainant; one hundred sixty-one (161)
were extra-judicially settled; five (5) cases were closed (suspects died); and ten (10)
cases are still under investigation. Out of 310 cases handled, 300 were cleared and
221 were solved. These resulted to a Crime Clearance Efficiency (CCE) equivalent
to 96.77% and Crime Solution Efficiency (CSE) equivalent to 71.29%. The
Average Monthly Crime Rate (AMCR) for the period covered is pegged at 23.80.

The aimed is to institutionally address the family violence, gender inequity,


discrimination, and juvenile delinquency and to set up mechanism for its prevention,
among other things.
