Please refer to Ministry of Health & Family Welfare, Govt. of India O.M. no:- S- 6252/2003-
2004-R&H/CGHS/CGHS(P) dated-15/06/2004. In this context, all ministries and Departments have
been requested to ensure that all such government servants who are contributing towards the CGHS
are issued with CGHS cards.
During the course of audit of medical bills, it is seen that some officials posted at CGHS
station are not applied for CGHS card and submitting their claim without supporting of CGHS cards.
Further, it is also observed that some officials are not applying for transfer of CGHS cards on
their transfer from one CGHS city to another CGHS city whereas Ministry of Health & Family
Welfare, Govt. of India vide their letter no-215025/108/2017/DIR/CGHS/EHS dated-17/01/2018 has
stated that serving employees on transfer from one CGHS city to another CGHS city are required to
be transfer of their CGHS cards.
The context of the circular may please be disseminated among all officials for strict
compliance.

Sub:- De-empanelment of Galaxy Hospital Bhopal from the panel of CGHS Bhopal.
With reference to the office Memorandum of even number Dt. 13.02.2018 the empanelment
of Galaxy Hospital 25, Banjari, Near Jain Mandir, Danish Kunj, Kolar Road, Bhopal (M.P) – 462042
is discontinued with the panel of Central Govt. Health Scheme Bhopal w.e.f. 03.02.2021 on the
request of the hospital vide their Letter No. nil dated 04.01.2021.
Central Govt. Health Scheme Bhopal, Ministry of Health & Family Welfare has no objection
in withdrawing the name by the hospital and as per the rule Performance Bank Guarantee Rupees .
10,00,000/- ( Rs. Ten Lac only) will be released within one month from the date of de-empanelment
of hospital which was submitted by the hospital.

Office Memorandum
Subject: Facility for downloading of Index Card and Validity of CGHS Card- Regarding.
It has been the endeavor of CGHS to provide more on-line facilities for its beneficiaries
especially during COVID times. As a step further in this direction, the facility to download and print
the Index Card is now available to the CGHS beneficiaries. 0n verification of the CGHS card
application by Additional Director of the CGHS city/headquarters, an SMS would be sent to the
registered mobile number of the main card holder, following which the Index Card would be
downloadable by the main card holder and his dependents. The beneficiary will no longer be required
to visit the Office of Additional Director of the city/headquarters at Delhi to collect the paper Index
Card. The beneficiary can use the downloaded lndex Card (e-lndex Card)) to avail all CGHS facilities
in CGHS units as well as at empanelled hospitals and diagnostic Centre‘s.
On receiving the SMS regarding verification of card application, the beneficiary would be
required to go to ―Beneficiary login‖ at www.cghs.nic.in and login using his Beneficiary ID and
password. An OTP will be sent to the registered mobile number as well as email of the beneficiary for
authentication, following which the beneficiary would be able to download the e-lndex Card.
Earlier, CGHS cards of serving beneficiaries and their dependents were valid for 05 years from the
date of being printed. This often resulted in differing card expiry date of main card holder and his
dependents, for instance, in case of addition of a new dependent.
To remove this anomaly, henceforth, in case of all new/renewed serving CGHS cards, the
validity period of the Plastic Card, e-lndex Card, as well as ―Print your own Card‖ will be the same
for main card holder and all their dependents i.e.,05 years from the date when the department has
approved the application for plastic card of the main card holder‘ This will be irrespective of the date
when their card is printed. ln addition, the e-‗lndex Card and ―Print your own Card‖ facility would be
available during this 05 year validity period only.
The existing plastic cards will however continue till their 05 year validity period ends.
ln case of pensioner cards (except whole life card),the e-lndex Card / plastic card/‖Print your
own card‖ validity and download facility would be from date of approval on the application for plastic
card by Additional Director of the city/Headquarter in Delhi, till the period covered by the
subscription deposited by the pensioner.
The plastic card printing agency will henceforth print CGHS cards of main card holder and
dependents with the same ―Valid upto‖ date, as captured in the database of the main CGHS card
holder (exception being whole life pensioner cards where ―whole life‖ is to be printed in place of
‖valid upto‖ date).
Beneficiaries would be able to apply for renewal of plastic cards 03 months from expiry date
of existing card. The new e-Index Card valid for 5years from date of approval by department/ CGHS
as the case may be, would be available for downloading after SMS confirmation from CGHS.
It is reiterated that in case any of the beneficiaries [main card holder or dependent) becoming
ineligible for availing CGHS facilities, it shall be the responsibility of the main card holder to
immediately inform the Additional Director /CMO l/C either through the department (in case of
serving beneficiaries) or directly (please see at www.cghs.nic.in FAQs at serial numbers 1 and 4 to 9
for details). It is also reiterated that in the event of the main card holder‘s failure to inform CGHS
about change in the eligibility status, then CGHS facility to the beneficiary and his dependents is
liable to be withdrawn in addition to any other action as deemed fit by CGHS/ appropriate authority
(including disciplinary proceedings against serving beneficiary under CCS (CCA) Rules, 1965).
Department will be responsible for retaining and getting deleted from Database the CGHS cards of its
employees transferred to non CGHs covered areas/organizations or on resignation/retirement.
The information regarding the new e-lndex card facility would be disseminated to the main
card holders through SMS.

Sub: CGHS Rates for 21 Treatment procedures/ Investigations in continuation of 2014 CGHS
rates.
With reference to the above mentioned subject the undersigned is directed to draw attention to
the Office Memoranda No S- 11011/09/2019/Addl.DDG(HQ)/CGHS dated 14.01.2020 and
03.06.2020 vide which CGHS rates have been notified by the Government for 15 and 25
investigations and procedures respectively for treatment at CGHS empanelled Health Care
Organizations (HCOs) and to state that it is now decided to notify CGHS package rates for another 21
investigations/ treatment procedures as per the details given under and shall be treated as part of
CGHS package Rates 2014.
2. The rates for investigations from S.No 1 to S.No 21 are for NABL/NABH Accredited The
rates for non-NABL/non-NABH Accredited HCOs shall be 15% less.
3. The rates shall come into force from the date of issue of O.M.
4. This issues with the concurrence of Integrated Finance Division, MoHFW vide CD No 2643
dt 08.02.2021.

Subject Notification for continuous empanelment of Health Care Organizations (HCOs) under
CGHS, Guwahati.
The undersigned is directed to state that MOH&FW has initiated continuous empanelment of
Health Care Organizations (HCOs) under CGHS cities vide letter No.S.11045 /36/2012-CGHS (HCO)
dated 26.12.2017 and on the basis of the responses received from the hospital & diagnostic
Centre/laboratory for empanelment under CGHS Guwahati as per terms and conditions of
empanelment and MOA signed between CGHS and HCOs, the following HCO is empaneled under
CGHS Guwahati.
The empanelment shall be for a period of two years from date of issuance of this order as per
2014 CGHS Guwahati rate list and modified in time to time or new empanelment, whichever is
earlier. The HCOs already on the panel of CGHS, which do not find their names in annexed list of
empanelled HCOs are allowed to continue on CGHS panel as per CGHS 2014 rates to facilitate the
patients who are already admitted/permitted to continue with their treatment course.

Subject: Guidelines for issue of Oxygen Concentrator for Post COVID patients.
The undersigned is directed to refer to the OM No. S.1 1011/4/2014-CGHS (P) dated
05.03.2014 in which the procedure for grant of permission /post facto approval and reimbursement of
the cost of CPAP/BIPAP/Oxygen concentrator etc. were prescribed and OM No.1-19/2018/CGHS
(HQ)/R&H/EHS dated 03.06.2019, wherein the rates for the abovementioned Respiratory appliances
were revised.
2. In view of absence of any laid down guideline/criteria for use Oxygen Concentrator in
domiciliary settings by Covid-19 patients discharged from hospital, it has been decided that in
addition to the existing guidelines for prescribing Oxygen concentrator, domiciliary Oxygen therapy
(including use of Oxygen Concentrator) may be prescribed by the treating physician to a COVID-19
patient on discharge after ABG (Arterial Blood Gas) estimation in room air with the finding of arterial
PO2 at or below 55 mm Hg or arterial oxygen saturation at or below 88% taken at rest.
3. Other terms and conditions and rates in the above mentioned OMs remain unchanged.

I am directed to refer to your email dated 06.02.2021 on the above noted subject and to say
that your petition has been examined in the Ministry. As per rule 11 of CS(MA) Rules, 1944, a
Government Servant and his/ her family members are eligible to obtain medical treatment outside
India or, as the case may be, to claim reimbursement of the cost of medical treatment obtained inside
or outside India. It is, therefore, evident that the term ‗Government Servant‘, denotes all serving
central government employees (CGHS as well as CSMA beneficiaries). Hence, the provisions of
CS(MA) Rules, 1944 are applicable in case of serving Central Government employees. Further, as
CS(MA) Rules are not applicable to pensioners, provisions relating to treatment abroad are not
applicable in their case.

The Department has been receiving various representations and grievances regarding
administration of COVID vaccine to the CGHS beneficiaries. The matter has been examined and it
has now been decided that:
1. As per the Government of India policy, the vaccination against COVID illness is being
provided free of cost to the beneficiaries at the designated government facilities. The beneficiaries are
required to pay Rs. 250/- per dose in the private hospitals only. As per the policy no reimbursement
has been provisioned if a beneficiary decides to get vaccinated at private empanelled hospitals,
therefore the referral for .the same by the. CGHS Wellness Centers to the private hospitals is not
required.
2. The planning and operational aspects for COVID-19 vaccination are in the domain of the
State Governments. The District Health authorities of the State Governments are making
arrangements for listing of the health facilities. for providing training, logistics, vaccinators and the
vaccine to the identified facilities where COVID-19 vaccination centers are being planned and started.
The CGHS does not have any role in this. A request has been made to all States to consider utilising
CGHS Wellness Centre‘s as CVC (Covid Vaccination Centre), if feasible.
3. All the beneficiaries are required to register themselves on the Co-Win app and to indicate the
name of the CVC where they would like to avail the vaccination and also the convenience of time at
which to avail the same.
People can register and book an appointment for vaccination either directly through the
CoWin portal or through the Arogya Setu app which is integrated with CoWin portal.
On CoWin portal, enter your mobile number and click on the OTP (One Time Password).
Enter the OTP received on your mobile and click on the verify button.
If registering through Aarogya Setu app, go to the CoWin tab, tap on the Vaccination tab and
the click on Proceed.
A registration page will appear where you will need to fill in the beneficiary‘s details, such as
name, year of birth and gender. You will also need to enter the photo id type.
If the registration is meant for a senior citizen, click on Register. If it‘s for a person with co-
morbidities, click on YES where the form asks, ―Do you have any co-morbidities (pre- existing
medical conditions)‖. The beneficiaries in this category need to carry a medical certificate when they
go for their vaccine appointment.
Once registered, a confirmation message will be sent to your registered mobile number.
After registration, the system will show the ―Account Details‖. On this page, you can add three more
beneficiaries by clicking on Add More button.
One person can add up to four people linked with one mobile number.
You can schedule an appointment by clicking on a calendar icon, below a column named
Action.
You will then be taken to ―Book Appointment for Vaccination‖ page where you will need to
fill in the beneficiaries‘ address details – State/UT, District, Block and Pincode. Click on the Search
button once done
.
A list of vaccination centers will appear based on the search criteria.
Upon choosing a center, the available slots (date and capacity) will be displayed.
After selection the dates, click on ―Book‖.
A confirmation page with ―Appointment Successful‖ message will be displayed.
If you want to reschedule, you can again log in with your mobile number, enter OTP and
make the changes by clicking on the edit icon below the ‗Action‘ column against registered
individuals. In case you have to move to another city, you can make changes to find the nearest
vaccination Centre as well.

Sub: Clarification regarding eligibility of the family pensioners who are beneficiaries of
BSNLMRS to migrate to CGHS and reimbursement of one time CGHS subscription fee paid by
the BSNL employee to the CGHS authority.
In reference to the above captioned subject representations are being received from various
employees Unions/ Associations, BSNL circles, retired employees regarding clarification on
migration to CGHS by BSNL family pensioners (Dependents of the deceased retired BSNL
employee) who are availing BSNLMRS facility and reimbursement of the life time subscription to
CGHS as one-time payment.
2. Vide BSNLCO letter NO: BSNL/Admn.1/14-15/09 (Pt) dated 02.04.2014 (Copy enclosed),
the decision of extension of CGHS facilities to retired BSNL employees who are in receipts of Central
Civil Pension/Pro-rata Pension was conveyed.
3. Vide BSNLCO letter No: BSNL/Admn.I/14-15/09 (Pt) dated 29.07.2016 (Copy enclosed) ,
Approval of the Management Committee of BSNL was conveyed for reimbursement of one time
CGHS subscription fee, paid by the BSNL employee to the CGHS authority. This was applicable to
only those BSNL employees who surrender BSNLMRS facility and opt for CGHS facility.
Further, it was also decided by the MC that the retired BSNL employees and their dependents
are not eligible to opt BSNLMRS facility in future, once they migrate to CGHS facility.
5. Vide BSNL CO letter No: dated: 24.09.2004 & 15.01.2021 (Copy enclosed), Clarification on
eligibility of Spouse and dependents of deceased BSNL employees were issued.
6. In continuation and context of above subject, the matter is examined and following is
clarified:-
The family pensioners (Dependents of the deceased retired BSNL employees) who get the
CGHS facility by surrendering BSNLMRS card/facility are also allowed for one time reimbursement
of CGHS subscription fee paid to CGHS authority for migrating to the CGHS facility.

CIRCULAR
In view of the Corona Virus Disease(COV1D-19) , all out efforts are made by the
Government to contain its impact by instituting measures at community as well as at individual level.
2. In this regard the undersigned is directed to draw attention to the various Office Memoranda
and circulars issued in this regard and to state that in view of the resurgence of COVID-19 cases it has
been decided to reiterate the guidelines issued from time to time to the Additional Directors and Staff
and for extending healthcare services to the beneficiaries for urgent and strict compliance and for
necessary action.
4. As far as sanction of leave to the CGHS Staff is concerned . the Additional Directors CGHS
shall decide the matter on a case to case basis and as per the exigencies so that CGHS Staff members /
CGHS beneficiaries are not put to inconvenience.
5. Copies of the circular along with enclosures may be circulated to the CGHS Wellness
center‘s for compliance.

Specialists/ other Govt. Specialists/ Specialist of empanelled hospital) till 28th February 2021,

With reference to the above subject the undersigned is directed to state that this Ministry is
taking several measures to contain the resurgence of COVID-19 cases. In this regard this Ministry is
in respect of the difficulties faced by CGHS beneficiaries in availing treatment / investigation
facilities for COVID-19 patients under Homecare treatment. There is also need to minimize the
exposure of normal CGHS beneficiaries / CGHS Staff to COVID-19 +ve / suspected COVID-19 cases
. The matter has been reviewed in the Ministry and the undersigned is directed to state that it is now
decided to take the following measures to simplify the procedures for investigations and treatment
related to COVID-19:
i) The CGHS beneficiaries, both Primary Card Holders and their dependent family members,
who are suffering from symptoms suggestive of COVID-19 illness, shall not visit the CGHS Wellness
Center for permission of RT-PCR/ RAT. They are advised to send the request by e-mail to CMO i/c
of CGHS Wellness Centre, who shall recommend and refer the beneficiary to any empanelled HCO
for the test by e-mail to beneficiary on the same day of receipt of request. All the diagnostic labs and
other HCOs shall provide the facility of testing for RT-PCR/ RAT on credit basis to the pensioner
beneficiaries and the other eligible category serving employees of the CGHS/ DGHS/ MoHFW. The
other serving employees shall pay for the test as per the rates notified by the State Government and
claim reimbursement from their respective offices subsequently.
The beneficiaries also have the option to undergo RT-PCR/ RAT test done directly at any of
the Central Govt./state Government COVID Test Centre‘s, where no prescription is required
ii) CGHS beneficiaries who are tested positive and have been permitted for Home Quarantine by
local authorities / DISO have the option to avail Tele-medicine services with Government specialists
under CGHS through the e-Sanjeevani portal. They can also avail tele-consultation services with
Govt. Specialists on e-Sanjeevani portal, run by different State Governments.
iii) In case, any beneficiary further investigations for inflammatory markers like CRP, D-Dimer,
IL-6, or any other routine or specialized investigation like HRCT etc, no permission is necessary for
investigations having a CGHS rate. If there is no CGHS rate for any investigations, the beneficiary
shall apply for approval from concerned Additional Director, enclosing a copy of advice on Tele-
consultation and CGHS Card. Permission shall be granted by CGHS, preferably on the same day by e-
mail to the beneficiary (in respect of all CGHS beneficiaries).
iv) Essential medicines advised for Home isolation treatment can be purchased from Market
during the period of isolation and the bills may be preferred to the respective Ministry / Departments /
concerned Autonomous body in case of serving employee and CGHS beneficiaries of Autonomous
Bodies and to CGHS in case of Pensioners, ex-MPs, etc., as the case may be for reimbursement.
Medicines like Remdesivir, Tocilizumab are reserved only for patients who are hospitalized and
therefore, no reimbursement shall be permitted for such medicines which are not to be administered to
Patients in Home isolation. Food supplements and such other inadmissible items shall however, not
be considered for reimbursement.

Government to contain its impact by instituting measures at community as well as at individual level.
2. In this regard the undersigned is directed to draw attention to the OM of even number dated
27.03.2020, 29.04.2020, 29.05.2020 , 24th August 2020 , 30th September 2020 , 29.12.2020 and
15.04.2021 vide which an option has been provided to CGHS beneficiaries getting medicines for
Chronic diseases, to purchase medicines based on the prescription held (prescribed by CGHS Medical
Officers/ CGHS Specialists /other Govt. Specialists/ Specialist of empanelled hospital) till 28th
February 2021 and from 15.04.2021 till 31.07.2021, Irrespective of Non-Availability certificate from
CGHS or otherwise. Since, then this Ministry is in receipt of representations from CGHS beneficiaries
for covering the intervening period from 1st March 2021 to 14th April to provide the option to
purchase OPD medicines and claim reimbursement for treatment of chronic diseases.
3. The matter has been reviewed by the Ministry in view of the representation received in this
regard and the undersigned is directed to convey the decision of this Ministry to allow reimbursement
of cost of OPD medicines purchased for the treatment of the chronic illnesses during the intervening
period from 1.3.2021 to 14.04.2021 on the same conditions as per the earlier OM dated 27.03.2020.

With reference to the above subject attention is drawn to OM of even Number dated 21st July
2020 vide which guidelines were issued for payment of CGHS subscription online through
Bharatkosh and to state that this Directorate is in receipt of the difficulties faced by central
government pensioners in obtaining CGHS Cards.
The matter has been taken up with the Office of Chief Controller of Accounts, Min. of the
Health & Family Welfare and on the basis of clarifications received , it is now decided to issue the
following clarification which may be read in continuation of the OM dated 21.07.2020 to provide
hassle free services to beneficiaries:
Issue of CGHS Card on the basis of a provisional receipt received from NTRP:
GTR6 / GTR7 Receipt can be accepted for consideration of issue of CGHS Card. Provisional
receipt is not acceptable.
It is clarified that in NTRP two kind of receipts generated GTR6 and GTR7.
GAR6 – when transaction on NTRP is successful and the amount is successfully received
through payment gateway. It gets generated the moment transaction is successful. GAR6 may be
accepted if a successful online transaction made by the user through Credit Card, Debit Card, Net
Banking or UPI.
GAR7 (Challan) – Amount received by The NTRP payment gateway has been accounted for
in PAOs accounts & deposited in Consolidated funds of India (CFI). It gets generated the moment
Scroll is received and CFI is credited (Transaction +2 days as per CAM). Copy of Challan (GAR 7)
Receipt is considered for providing service for transactions through NEFT/ RTGS mode.
Provisional receipt is generated only in case of payment made through NEFT/ RTGS mode.
However, the accuracy of the UTR entered is only verified once the scroll is received from RBI &
consumed and the challan (GAR7) is generated.
Hence, for transactions through NEFT/ RTGS mode, copy of challan (GAR 7) receipt is
considered for providing service
ii. User remits the CGHS subscription towards incorrect PAO inadvertently
It is clarified that NTRP receipts paid to other CGHS unit /DDO can be accepted by the
Additional Director, CGHS for issue of CGHS Cards to beneficiaries and take up the matter with
PAO and on the receipts of details from CGHS, same can be adjusted between the PAOs. This will
reduce the hassles to beneficiaries.

With reference to the above subject directed to say that the work for on boarding on NHA IT
platform for paperless clearing of hospital bills has been on for some time. NHA has now informed
that they have moved their IT platform on the production mode. In view of above It has been decided
that CGHS bill processing system shall be onboard the NHA Platform w.e.f. 1st June 2021 and the
HCOs empanelled under CGHS shall utilize this platform for uploading the bills pertaining to
pensioner CGHS beneficiaries in a paperless environment. However, as a measure of abundant
caution and to ensure that CGHS beneficiaries do not face any problems in availing treatment
facilities from empanelled facilities during this period it has been decided that both NHA and UTI-
ITSL platforms shall run concurrently till midnight of 10/11 June 2021, after which NHA Platform
shall takeover completely.
All Additional Directors CGHS are directed to inform the HCOs empanelled under CGHS to
take necessary steps to shift to the NHA platform. They should also ensure that CGHs beneficiaries do
not face any problems and there is no delay in starting the treatment.

Subject: On boarding of CGHS empanelled HCOs on NHA IT Platform for paperless Hospital
Billing
CGHS has initiated the process of transitioning of Hospital Billing from UTI-ITSL to
National Health Authority (NHA) IT platform to make the entire process smooth and paperless. The
hospital bill submission and processing related to CGHS empanelled hospitals and diagnostic centers
(also called Health Care Organizations or HCOs) is being implemented through National Health
Authority (NHA) IT platform in a phased manner.
To achieve the above, all currently empanelled HCOs are required to register themselves with
the NHA. The HCOs are required to provide their details on Hospital Empanelment Module (HEM)
https://hospitals.pmjay.gov.in/empApplicationHome.htm?actionVal=loginPage]. On submission of
the HCO details on HEM, it shall be forwarded online to the CGHS Additional Director of the
city/HQ for approval. Post approval, HCOs shall receive the login for onboarding the Transaction
Management System (TMS) [https://cghs.nha.gov. in/CGHS/loginnew.htm].
As an extension of the existing system for issue of permissions and referral from CGHS Wellness
Centre‘s for OPD consultations, listed investigations, listed procedures and follow-up, the system has
now been made online and shall be accessed through the TMS, by the HCO where the beneficiary
wishes to avail services. Each OPD consultation /investigation/procedure/follow -up or a set of
consultations/investigations/procedures/follow -up issued to a beneficiary would be tagged to a
system generated unique referral D. On entering the referral ID in the TMS, the HCO would be able
to access the components of the referral ID and the accompanying remarks entered by the doctor in
the CGHS Wellness Centre.
In case the doctor in the Wellness Centre issues online permission on his/her own, it would be
termed as ―referral‖ and in case the doctor issues online permission based on prescription issued by an
empanelled hospital specialist, it would be termed as ―endorsement‖.
As per existing CGHS guidelines, when the beneficiary visits the empanelled HCO of his/her
choice, he/she is expected to produce the following documents: i. the valid CGHS plastic card/Index
card/print out of e-CGHS card : it is mandatory to produce any one of these ii. the CGHS issued
printout of the referral having the online generated Referral D or valid prescription(s) from Specialists
of Government hospitals or valid prescription issued through eSanjeevani portal (these documents are
not required in case of emergencies or in case of beneficiaries of age 75 years and above). In the event
of power failure/ net connectivity issues at the Wellness Centre, offline endorsement/referral issued
by a Wellness Centre shall be accepted by the HCO.
In addition, as an initial step, the HCOs would be required to verify the beneficiaries on the
NHA platform through the Beneficiary Identification System (BIS)
[https://bis.pmjay.gov.in/BIS/mobileverify] as a one-time measure, using the CGHS beneficiary ID or
Aadhar Card. Beneficiary would be given the option by the HCO to undergo the Aadhar
authentication, as that would ease the delivery of service. Subsequent visit of the beneficiary to any
HCO would not require verification on the BIS.

procedures/further consultations advised in such prescriptions. This process shall also be followed by
the HCO, in the event of offline endorsement/referral issued by a Wellness Centre due to power
failure/net connectivity issues at the Wellness Centre. This information would also be made available
in CGHS database by NHA.
For any deviation or addition of components by the HCO in the online referral/endorsement from the
CGHS Wellness Centre or prescription issued by government hospital specialist (including tele-
consultation through eSanjeevani ), the beneficiary would be required to visit the CGHS Wellness
Centre for online endorsement.
Permission from CGHS Wellness Centres is not required for treatment in case of
emergencies. Such cases would be auto approved by NHA at the empanelled hospital and treatment
would be initiated.
The online intimation through TMS, regarding all beneficiaries registered/admitted by 11.59pm on a
particular day, would need to be raised by the HCO by 11.59PM of the next day. A relaxation in this
timeline would be given to HCOs till 30/06/2021.
HCOs shall submit the claim on the NHA TMS online system and same will be processed by
a panel of claim processing doctors at NHA and approved for payment by CGHS sanctioning
authority through TMS. PFMS system has been integrated with NHA‘s TMS system for processing
the payment directly into the bank account of the HCOs, upon sanction by competent authority. The
provisions of this memorandum come into force on the date of issue.

Subject: Clarification on CGHS facilities to the retired BSNL/MTNL Employees who are in
receipt of pension from Central Civil Estimates.
This refers to DoT O.M. No. 4-12(11 /2012-PAT(Part) dated 31 08.2016 and O.M. No. 4-
12(12)/2018-PAT-Part (1) dated 01.07.2019 regarding CGHS facilities to pro-rata pensioners. In this
regard, it is mentioned that the matter has been examined in consultation with Ministry of Health &
Family Welfare In this regard, it is clarified that:
i. The above mapping is applicable for the Combined Service Optees who retired from
BSNL/MTNL with IDA pay scale.
ii. This mapping is not applicable for pro-rata pensioners who retired from DoT under CDA pay
scale. Also, as per guidelines issued from Directorate of CGHS, MoHFW, ward entitlement is based
on the last basic pay and CGHS subscription is based on the pay scale as mentioned in the Pension
Payment Order (PPO) of a particular retiree. Accordingly, ward entitlement and CGHS subscription in
case of pro-rata pensioners of BSNL/MTNL is to be decided based on last pay drawn in DoT before
absorption, as mentioned in their respective PPO while retiring from DoT, Govt. of India. Hence, no
mapping of IDA/CDA scale is required in case of pro-rata pensioners.

2. In view of the difficulties being faced by CGHS / CS(MA) beneficiaries, the matter has been
examined in this Ministry and it has been decided that in case of treatment procedures without
Package rates, the admissible amount is calculated item-wise at CGHS rate. Item(s) for which there
are no CGHS rates, AIIMS rates shall be considered. If there is no CGHS/AIIMS rate, actual estimate
for the procedure shall be considered.
3. The Hospital seeking advance shall provide item-wise break-up of the estimate to facilitate
processing of the requests for medical advance, 90% of the admissible rates arrived at, as per para (2)
above, would be considered for grant of Medical advance.

75 years and above were permitted to consult Specialists at Hospitals empanelled under CGHS
without referral from CGHS and to clarify that there is no provision to undergo investigations at
CGHS empanelled Diagnostic Laboratories and Imaging Centres without advice for such
investigations from Government Specialists/ CGHS Medical Officer / Specialists of empanelled
hospitals. In case of unlisted investigations, approval of Competent Authority is necessary before
undergoing such investigations from empanelled Diagnostic Laboratories and Imaging Centres .

This is for information to all eligible Central Govt. Employees, Pensioners & other stake
holders that, Central Govt. Health Scheme (CGHS), Silchar Wellness Centre is made functional from
7-30 AM of 5th October 2021 at Quarter No. D2 & D3 (Behind POPSK), Cachar Postal Divisional
Office Premises, Silchar, (O/o the Superintendent of Post Office Premises, Cachar Division), Silchar,
Assam — 788001 to provide comprehensive medical facilities.
The scheme will cover all eligible Central Govt. Employees and their dependent family members,
Central Govt. Pensioners and their dependents and others eligible beneficiaries as per CGHS
guidelines.
The beneficiaries will be able to avail the CGHS facilities through the Wellness Centre Silchar during
office hours i.e. from 7:30 AM to 2:00 PM in all working days except on Sundays & holidays.

With reference to the above mentioned subject attention is drawn to the Office Memorandum
of even number dated the 20th November, 2020 and to state that the following AYUSH
Hospitals/Centers have signed the new MoA and submitted the Performance Bank Guarantee (PBG)
hence. notified as CGHS empanelled Day Care Therapy Hospital/Centers on pilot basis till
30.03.2022.
The applicability of rates and terms & conditions will be as per the revised CGHS rates
contained in the OM dated 9th November 2017. These rates are applicable to NABH accredited

Sub: Advisory to follow CGHS guidelines during treatment of CGHS beneficiaries – reg.
It has come to notice that empanelled HCOs withhold original CGHS card and retain original
permission/prescription letter of CGHS beneficiaries for unwanted reason. As per CGHS guidelines,
the empanelled HCO shall obtain the self attested copy of prescription letter and CGHS card of the
patient & main card holder and can‘t ask the beneficiary to submit the original prescription letter and
CGHS card but to verify the self attested copies from the original prescription/CGHS cards.
You are hereby directed to follow CGHS guidelines in letter & spirit and not to ask CGHS
beneficiaries for original prescription/CGHS card. Similar complaint in future will attract strict action
against your HCO as per MOA.

(a) Whether the Government is aware of the fact that several private hospitals empanelled under
the Central Government Health Scheme (CGHS)/ Ex-Servicemen Contributory Health Scheme
(ECHS) have suspended cashless services to the beneficiaries of the said healthcare programme;
(b) if so, the details thereof and the pending amount to the hospitals both private and
Government Hospital; and
(c) the steps taken by the Government to ensure un-interrupted cashless services to the
beneficiaries?
ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE (DR.
BHARATI PRAVIN PAWAR)
(a) to (c): Under the Central Government Health Scheme(CGHS), empaneled Health Care
Organizations (HCOs) are required to provide cashless facilities to the eligible CGHS beneficiaries.
However, there have been reports that some hospitals are not providing cashless facilities. Suitable
action is taken against them whenever such cases come to notice. AMRI Hospital, Bhubneshwar,
CARE Hospital, Bhubneshwar, SAL Hospital, Ahmedabad, M/s Charnock Hospitals Pvt. Ltd.,
Kolkata, Rabindranath Tagore International Institute of Cardiac Sciences, Kolkata and MIOT
Hospital, Chennai have submitted notice to opt out of CGHS. Regarding Ex-Servicemen Contributory
Health Scheme (ECHS), as per the information provided by the Ministry of Defence, 174 Health Care
Organizations (HCOs) have stopped giving cashless services to ECHS beneficiaries.
Under CGHS there is no pending bill pertaining to Government Hospitals. Clearance of pending bills
of HCOs is a continuous process. During the Current Financial Year, HCOs‘‘ bills worth Rs. 1100
crore (approx.) have been paid and bills amounting to Rs. 797 crore (approx.) are received for
payment. Under ECHS, Bills amounting to Rs. 75 crore (approx.) are also received for payment.
Under CGHS, following steps have been taken to ensure uninterrupted cashless services to the
beneficiaries:
(i) Additional manpower has been mobilized to expedite settlement of hospital claims.
(ii) In June 2021, CGHS has shifted to settlement of bills in paperless mode on the IT Platform of
National Health Authority which is an attached Office of Ministry of Health & Family Welfare.
As informed by Ministry of Defence, following steps have been taken for timely payment of bills to
the hospitals empanelled under ECHS: –
(ii) Usages of IT solution for continuous monitoring for efficient processing of bills and timely
payment.
(iii) Empanelment of additional HCOs as an alternative to those who have refused services.

States other than big Metros;
(c) whether it is also a fact that the CGHS beneficiaries, retired/serving, across the country are
subjected to travel hundreds of kilometers to obtain medical facilities for want of adequate
Centres; and
(d) whether Government will contemplate any action to set up more CGHS Wellness Centres at
least in all the district headquarters of all the States so as to contain the difficulties faced by the
beneficiaries including the Parliamentarians?

(a) to (d): At present, 333 CGHS Wellness Centres are functional in 74 cities of the country covering
most of the States and Union Territories. State wise details thereof are at Annexure.
In view of the country wide network of CGHS Wellness Centres, a large number of serving Central
Government employees and pensioners are covered by it.
Serving Central Government employees residing in non-CGHS areas are covered under CS (MA)
Rules 1944. Central Govt. Pensioners residing in non-CGHS areas have the following options:
