Manila Mayor Ramon Fernandez filed criminal and administrative charges against Conley, but Governor Wood intervened in the trial and got Conley acquitted of all charges. Jose P. Laurel refused Governor Wood's order to reinstate Conley to his job and pay him during his suspension due to the trial. This led Laurel to resign, starting the Cabinet Crisis of 1923 where most cabinet secretaries under Governor Wood resigned in protest of the unjust dismissal of charges against the American detective.
