Definition of key words

Mission

A mission statement is a concise explanation of the organization's reason for existence. It describes the
organization's purpose and its overall intention. The mission statement supports the vision and serves to
communicate purpose and direction to employees, customers, vendors and other stakeholders
A mission statement defines the organization's business, its objectives, and how it will reach these
objectives. A vision statement details where the organization aspires to go
Vision
Is a mental perception of the kind of environment an organisation aspires to create within a broad time
horizon and underlying conditions for the actualization of the perception.

Vision

To become a reliable and sustainable higher education revolving fund.

Mission

To manage loans and grants for needy and eligible Tanzanian students for higher tertiary education.

Strength of HESLB Mission

1. The mission explains the reasons for existence of the organization and defines current

The mission defines the current HESLB activities which involves management of loans and grants for
needy.

Higher Education Students’ Loans Board (HESLB) was established under Act No. 9 of 2004 (as
amended) CAP 178 and commenced operations in July, 2005 in the United Republic of Tanzania. The
HESLB is Parastatal Organization currently under the Ministry of Education, Science and Technology.
The objective of the Board is to assist, on a loan basis, needy students who secure admission in
accredited higher learning institutions, but who have no economic power to pay for the costs of their
education within and outside the country. The Board is also entrusted with the task of collecting due
loans from previous loan beneficiaries to have a revolving fund in place to make the Board
sustainable.

The mission statement identifies the unique purpose of the organization which is management
of loans and grants for needy and eligible Tanzanian students for higher tertiary education

The mission highlighted the boundaries of its current function by identifying that loans and
grants are issued to needy and eligible Tanzanian students for higher tertiary education who

secure admission in accredited higher learning institutions, but have no economic power to pay
for the costs of their education within and outside the country.

The mission conveys that HELSB is dealing with loans and grants to needy and eligible Tanzanians
students.

Weaknesses of the HELSB mission statement

1. The mission statement is too general; statement should highlight the specific activities that are
carried by the organization instead of using the word manage. The activities performed are as
listed below.

 Control and management of all loanable funds as vested in the Board;

 Formulating the mechanism for determining eligible students for payment of loans
together with administering and supervising the whole process of payment and repayment
of loan;

 Keeping register and other records of students’ loan beneficiaries under the Board; and

 Advising the Minister on matters of policy and of the law concerning provisions and
recovery of loans granted

Strength of HESLB Vision

The vision statement is realistic meaning that because the organization

• It should be Realistic:

• Based on reality to meaningful for organization,

- Should not be merely day-dreaming, but a dream to be converted into reality

- Idealistic enough so that it cannot be achieved without stretching

- Well articulated and easily understood by those who are responsible to convert into practice

• Firm’s value and philosophy.

• It communicates shared expectation among employees.
