1. INTRODUCTION

In this report we over the importance of using AutoCAD for designing a basic
plan of a residential building. AutoCAD is the original CAD software used by
millions around the world. It can be used to create precise 2D and 3D drawings
and models, as well as electrical diagrams, construction drawings, and more.
Planning and estimation of construction of a residential building using laws
1. These bye laws may be called as the Karnataka Municipalities Model
Building Bye-Laws 2017
2. They shall come into force from the data of their final publication is the
official Gazette.
3. All the mandatory Master Plan or Zonal Regulations regarding use, land
use, coverage, FAR, setback or open space, height, number of stories,
parking standards etc.
Building estimation is determining the probable cost of buildings before the
construction proceeds, in order to achieve success in the project. Building
Estimation is also beneficial for passing tenders. To justify the investment from
cost benefit ratio.
To ascertain the necessary amount of money required by the owner to
complete the proposed work, to obtain administrative approval, allotment of
funds and technical sanction
To calculate number of different categories of workers, to fix up the
completion period of project

2.DESIGN PLAN USING AUTOCAD SOFTWARE

� AutoCAD is a computer-aided design software developed by the


company Autodesk
� AutoCAD is 2D and 3D modelling software it is an U.S.A based company
widely used for 2D drawing and 3D modelling
� There is a co-ordinate system used in AutoCAD, every drawing shows its
coordinate
� The AutoCAD world is 3 dimensional. However, if we want to draw a 2d
object, such as a plan or a section we will use 2 dimensions (x and y)
� There is WCS (World coordinate system) which is a default system and
UCS (User coordinate system), it enables the user to draw 3 dimensional
objects
� AutoCAD provides a whole range of dimensioning tools which can be
used to quickly dimension any drawing without the need for
measurement
� Most of the commands in AutoCAD are automatic for example adding
blocks which can be easily be edited or erased as necessary; and
hatching as it used to add shaded patterns to objects and shapes
� It is used to quickly create designs and improved quality over hand
drafting
� Easily modified and more accurate, easy to transfer, long durability,
introduces a way to transparency
VERSIONS OF AUTOCAD: AutoCAD software was firstly launched by
Autodesk company in December 1982. It comes in India in 1988. The first
version of AutoCAD was R1 after that R2, R3, R4……... And so on. In 2000
Autodesk launched a version of AutoCAD 2000 after that 2001,2002……so on.
The latest version available in AutoCAD is 2023 Latest version is easy to use
and overcome the difficulties of old versions.

HOW AUTOCAD WORKS


AutoCAD works in layers with vector images, although bitmap images can also
be imported, which makes us think directly of Photoshop or Illustrator style
programs. However, its entire interface is designed for the design of plans and
structures, and is divided as follows:
• Graphic Area: where we will make our designs
• Options Ribbon: where we will locate the most common actions in our work
environment
• Pull-down menu bar and toolboxes
• Status bar, in which we find information about coordinates, grid control
buttons or orthometric mode, among others, in vector form.
• Command line, used to interact with the program by commands to get
calculations or information that we may need and that AutoCAD automatically
collects. There is a co-ordinate system used in AutoCAD. Every drawing shows
its co-ordinate.
In above next slide the line shows its co-
ordinate that (9,6) and (-1,-4).There is many
commands like copy, move, rotate, mirror in
2D, path array, rectangular array, polar array
and more. Different types of drawing can be
made in the same time by using a command
that is LAYER Using line, arc, circle, rectangle,
ellipse and polygon, so many drawing of
different type can be made. Everything that we
draw in AutoCAD is exact. All object drawn in
screen is based on simple X-Y coordinate system. AutoCAD it is known as world
coordinate system(WCS).We are drawing a line, so we have two points A(-10,-
4) and B(9,6).As shown in the figure.

Currently, AutoCAD is refining its features for 2D and 3D design, its interaction
with the cloud and its compatibility with other programs, expanding its
functionalities. 2D Design In the latest version, AutoCAD has substantially
improved the functions for 2D design, refining the accuracy of the tools by
improving some options

How to set UNITS:


To set the drawing units, go to the drop down window at the top let side of the
AutoCAD 2013 screen labelled as format or just press Alt + o key to do so. And
from this menu select units. A pop-up window appear that will set our drawing
units

BUILDING PLAN SANACTION
Building plan sanction are classified into two:-
1. High rise building sanctions
2. Low rise building sanactuon
HIGH RISE BUILDING SANCTION GENERAL CONDITION
This Plan Sanction is issued subject to the following conditions

1. Sanction is accorded for the --------------- Building at -------------------, Bangalore.


a) Consist of BF+GF+ ----- UF ( ------- upper floors) only
2. Sanction is accorded for -------------- use only. The use of the building shall not be deviated to
any other use.
3. -------------- area reserved for car parking shall not be converted for any other purpose.
4. Development charges towards increasing the capacity of water supply, sanitary and power main
has to be paid to BWSSB and BESCOM if any.
5. Necessary ducts for running telephone cables, cubicles at ground level for postal services &
space for dumping garbage within the premises shall be provided.
6. The applicant shall construct temporary toilets for the use of construction workers and it should
be demolished after the construction.
7. The applicant shall INSURE all workmen involved in the construction work against any accident /
untoward incidents arising during the time of construction.
8. The applicant shall not stock any building materials / debris on footpath or on roads or on drains.
The debris shall be removed and transported to near by dumping yard.
9. The applicant / builder is prohibited from selling the setback area / open spaces and the common
facility areas, which shall be accessible to all the tenants and occupants.
10. The applicant shall provide a space for locating the distribution transformers & associated
equipment as per K.E.R.C (Es& D) code leaving 3.00 mts. from the building within the premises.
11. The applicant shall provide a separate room preferably 4.50 x 3.65 m in the basement for
installation of telecom equipment and also to make provisions for telecom services as per Bye-
law No. 25.
12. The applicant shall maintain during construction such barricading as considered necessary to
prevent dust, debris & other materials endangering the safety of people / structures etc. in &
around the site.
13. The applicant shall plant at least two trees in the premises.
14. Permission shall be obtained from forest department for cutting trees before the commencement
of the work.
15. License and approved plans shall be posted in a conspicuous place of the licensed premises.
The building license and the copies of sanctioned plans with specifications shall be mounted on a
frame and displayed and they shall be made available during inspections.
16. If any owner / builder contravenes the provisions of Building Bye-laws and rules in force, the
Architect / Engineer / Supervisor will be informed by the Authority in the first instance, warned in
the second instance and cancel the registration if the same is repeated for the third time.
17. Technical personnel, applicant or owner as the case may be shall strictly adhere to the duties
and responsibilities specified in Schedule – IV (Bye-law No. 3.6) under sub section IV-8 (e) to (k).
18. The building shall be constructed under the supervision of a registered structural engineer.
19. On completion of foundation or footings before erection of walls on the foundation and in the
case of columnar structure before erecting the columns “COMMENCEMENT CERTIFICATE”
shall be obtained.
20. Construction or reconstruction of the building should be completed before the expiry of five years
from the date of issue of license & within one month after its completion shall apply for
permission to occupy the building.
21. The building should not be occupied without obtaining “OCCUPANCY CERTIFICATE” from the
competent authority.
22. Drinking water supplied by BWSSB should not be used for the construction activity of the
building.
23. The applicant shall ensure that the Rain Water Harvesting Structures are provided & maintained
in good repair for storage of water for non potable purposes or recharge of ground water at all
times having a minimum total capacity mentioned in the Bye-law 32(a).
24. The building shall be designed and constructed adopting the norms prescribed in National
Building Code and in the “Criteria for earthquake resistant design of structures” bearing No. IS
1893-2002 published by the Bureau of Indian Standards making the building resistant to
earthquake.
25. The applicant should provide solar water heaters as per table 17 of Bye-law No. 29 for the
building.
26. Facilities for physically handicapped persons prescribed in schedule XI (Bye laws – 31) of
Building bye-laws 2003 shall be ensured.
27. The applicant shall provide at least one common toilet in the ground floor for the use of the
visitors / servants / drivers and security men and also entrance shall be approached through a
ramp for the Physically Handicapped persons together with the stepped entry.
28. The Occupancy Certificate will be considered only after ensuring that the provisions of conditions
vide Sl. No. 23, 24, 25 & 26 are provided in the building.
29. The applicant shall ensure that no inconvenience is caused to the neighbours in the vicinity of
construction and that the construction activities shall stop before 10.00 PM and shall not resume
the work earlier than 7.00 AM to avoid hindrance during late hours and early morning hours.
30. Garbage originating from Apartments / Commercial buildings shall be segregated into organic
and inorganic waste and should be processed in the Recycling processing unit ----- k.g
capacity installed at site for its re-use / disposal (Applicable for Residential units of 50 and above
and 5000 Sqm and above built up area for Commercial building).
31. The structures with basement/s shall be designed for structural stability and safety to ensure for
soil stabilization during the course of excavation for basement/s with safe design for retaining
walls and super structure for the safety of the structure as well as neighbouring property, public
roads and footpaths, and besides ensuring safety of workman and general public by erecting
safe barricades.
32. Sufficient two wheeler parking shall be provided as per requirement.
33. Traffic Management Plan shall be obtained from Traffic Management Consultant for all high rise
structures which shall be got approved from the Competent Authority if necessary. .
34. The Owner / Association of highrise building shall obtain clearance certificate from Fire Forece
Department every Two years with due inspection by the department regarding working condition
of Fire Safety Measures installed. The certificate should be produced to the Corporation and
shall get the renewal of the permission issued once in Two years.
35. The Owner / Association of highrise building shall get the building inspected by empanelled
agencies of the Fire Forece Department to ensure that the equipments installed are in good
and workable condition, and an affidavit to that effect shall be submitted to the Corporation and
Fire Force Department every year.
36. The Owner / Association of highrise building shall obtain clearance certificate from the Electrical
Inspectorate every Two years with due inspection by the Department regarding working condition
of Electrical installation / Lifts etc., The certificate should be produced to the BBMP and shall get
the renewal of the permission issued that once in Two years.
37. The Owner / Association of the highrise building shall conduct two mock – trials in the building,
one before the onset of summer and another during the summer and assure complete safety in
respect of fire hazards.
38. Payment of license fees for sanction of this plan is subject to result of W.P.No. 4906/2008 &
2993/2008.
39. If any owner / builder contravenes the provisions of Building Bye-laws and rules in force, the
authority will inform the same to the concerned registered Architect / Engineers / Supervisor in
the first instance, warn in the second instance and cancel the registration of the professional if
the same is repeated for the third time.
40. The Builder / Contractor / Professional responsible for supervision of work shall not shall not
materially and structurally deviate the construction from the sanctioned plan, without previous
approval of the authority. They shall explain to the owner s about the risk involved in
contravention of the provisions of the Act, Rules, Bye-laws, Zoning Regulations, Standing Orders
and Policy Orders of the BBMP.
41. In case of any false information, misrepresentation of facts, or pending court cases, the plan
sanction is deemed cancelled.

Special Condition as per Labour Department of Government of Karnataka vide ADDENDUM


(Hosadaagi Hoodike) Letter No. LD/95/LET/2013, dated: 01-04-2013

1. Registration of Applicant / Builder / Owner / Contractor and the construction workers working in
the construction site with the “Karnataka Building and Other Construction workers Welfare
Board”should be strictly adhered to .
2. The Applicant / Builder / Owner / Contractor should submit the Registration of establishment and
list of construction workers engaged at the time of issue of Commencement Certificate. A copy of
the same shall also be submitted to the concerned local Engineer in order to inspect the
establishment and ensure the registration of establishment and workers working at construction
site or work place.
3. The Applicant / Builder / Owner / Contractor shall also inform the changes if any of the list of
workers engaged by him.
4. At any point of time No Applicant / Builder / Owner / Contractor shall engage a construction
worker in his site or work place who is not registered with the “Karnataka Building and Other
Construction workers Welfare Board”
Note:

1. Accommodation shall be provided for setting up of schools for imparting education to the children
of construction workers in the labour camps / construction sites.
2. List of children of workers shall be furnished by the builder / contractor to the Labour Department
which is mandatory.
3. Employment of child labour in the construction activities strictly prohibited.
4. Obtaining NOC from the Labour Department before commencing the construction work is a must.
5. BBMP will not be responsible for any dispute that may arise in respect of property in question.
6. In case if the documents submitted in respect of property in question is found to be false or
fabricated, the plan sanctioned stands cancelled automatically and legal action will be initiated.

37. In case of any false information, misrepresentation of facts, or pending court cases, the plan
sanction is deemed cancelled.

Special Condition as per Labour Department of Government of Karnataka vide ADDENDUM


(Hosadaagi Hoodike) Letter No. LD/95/LET/2013, dated: 01-04-2013

1. Registration of Applicant / Builder / Owner / Contractor and the construction workers working in
the construction site with the “Karnataka Building and Other Construction workers Welfare
Board”should be strictly adhered to .
2. The Applicant / Builder / Owner / Contractor should submit the Registration of establishment and
list of construction workers engaged at the time of issue of Commencement Certificate. A copy of
the same shall also be submitted to the concerned local Engineer in order to inspect the
establishment and ensure the registration of establishment and workers working at construction
site or work place.
3. The Applicant / Builder / Owner / Contractor shall also inform the changes if any of the list of
workers engaged by him.
4. At any point of time No Applicant / Builder / Owner / Contractor shall engage a construction
worker in his site or work place who is not registered with the “Karnataka Building and Other
Construction workers Welfare Board”
Note:

1. Accommodation shall be provided for setting up of schools for imparting education to the children
of construction workers in the labour camps / construction sites.
2. List of children of workers shall be furnished by the builder / contractor to the Labour Department
which is mandatory.
3. Employment of child labour in the construction activities strictly prohibited.
4. Obtaining NOC from the Labour Department before commencing the construction work is a must.
5. BBMP will not be responsible for any dispute that may arise in respect of property in question.
6. In case if the documents submitted in respect of property in question is found to be false or
fabricated, the plan sanctioned stands cancelled automatically and legal action will be initiated.
II. NOC Details

PLAN ACCORDING TO BUILDING BY LAWS

Restrictions on use of land for construction of buildings. - No piece of land shall


be used as a site for the construction of buildings under the following
circumstances
(a) if the site is not drained properly or is incapable of being well drained.
(b) if the Authority considers that the site is insanitary, or it is dangerous to
construct a building on it;
(c) if the building is proposed on any area filled up with filthy and offensive
matter without a certificate from the Health Officer and Municipal Engineer to
the effect that it is fit to be built upon from health and sanitary point of view;
(d) if the owner of the land has not shown to the satisfaction of the Authority
that all the measures required to safeguard the construction from constantly
getting damp are being taken; and
(e) if it violates any provisions of Section 17 of Karnataka Town and Country
Planning Act,1961 or any provisions of Zonal Regulations
Note: If the proposed use of the building on the plot does not conform to the
land use proposals of the Master plan or Zonal Regulations, permission from
the Planning Authority for the change of land use has to be furnished.
Reconstruction.- Permission under these byelaws shall not be given for
reconstruction in whole or part of a building which has ceased to operate due
to fire, natural collapse or demolition having been declared unsafe, or which is
likely to be demolished by or under an order of the Authority as the case may
be and for which the necessary certificate has been given by the Authority.
Site plan – Site plan drawn to a scale of 1:500 for sites of area up to one
hectare and 1:1000 for sites of area more than one hectare. The site plan shall
indicate the following, namely:-
a) title of drawing consisting of the property number of the site name of the
block, street or road in which the site is situated, number of the site if situated
in an approved layout, and reference number of such approval with the use of
the building;
b) the boundaries of the site and of any contiguous land belonging to the
owner thereof;
c) the north direction relative to the plan of the building;
d) the name and description of the adjacent roads, street, or lanes, if any, with
the width thereof;
e) the position of the adjacent plots whether vacant or built up;
f) the area to be occupied by the proposed building and the set backs proposed
for proper air and ventilation;
h) any physical features such as wells, drains, transmission lines, etc.;
i) natural features like existing trees, ridges, valleys etc.,
j) block levels in cases where basement/cellar floors are proposed below
ground level;
k) such other particulars, as may be specified by the Authority.
*Building plan – Building plan drawn to a scale of not more than 1:100 showing
the following particulars, namely
a) floor plans of all floors indicating north line and the
various parts of the building, sizes of rooms, position of
stair-cases and lifts, machine rooms, ramps etc., in
detail along with street elevation;.
b) use or occupancy of all parts of the building;
c) exact location of essential services viz., water
closets, baths, sinks, etc;
d) sectional drawing showing sizes of footing, thickness
of walls, spacing of columns, thickness of roof slab,
height of rooms, height of parapet, drainage and slope of the terrace roof
details of staircase showing tread, rise and landing width, railing, etc;
e) details of ventilation of all rooms;
f) open spaces or yards inside or surrounding the buildings;
g) sewerage arrangements
h) the schedule of all doors, windows, and ventilators showing sizes and
numbers;
i) dimensions of projected portions beyond the walls
like chajja, balcony, canopy, etc.;
j) in case of basement floor, position of the ramp with
respect to the entrance, ground level and building, with
a slope not exceeding 1 to 10, the drainage
arrangements in the basement floor, etc.;
k) arrangements for vehicular parking as per standards
laid down in bye-law 16.0 indicating the entry, exit of
vehicles, drive way, etc.;
l) such other particulars like, site area, plinth area of all
buildings, areas of each floor and total floor area,
building coverage, total height of building, etc. shall be
indicated;
m) The drawing must be fully dimensioned so as to have easy, quick and
accurate measurements.

adopted in estimate
� Approximate estimation : To find out the approximate cost in a short
time
� Quantity estimation: This is a complete estimate for all the items of work
required to complete the concerned project
� Revised estimation: Detailed estimate for the revised quantities and
rates of items of works originally provided in the estimate without
material deviations of the structural nature from the design originally
approved may be thought necessary for the project
� The estimate without material deviations of the structural nature from
the design originally approved for a project
� Supplementary estimation: While a work is in process some changes or
additional works due to material deviation of a structural nature from
the design originally approved may be thought necessary for the
project.Estimate is then prepared to include in all such works
� PREPERATION OF A DETAILED ESTIMATION
� Unit quantity method is followed to prepared detailed estimation.
� The rates per unit work of one item including profit are considering first
and the total cost for the item is found by multiplying the cost per unit
of rate by the number of units

� Methods for estimating building works


CENTRE LINE METHOD: In this method the total centre line length of walls
in a building is multiplied by the breadth and depth of the respective item
to get the total quantity of time.

� LONG AND SHORT WALL METHOD


In this method the longer walls in a building are considered as long walls and
measured from out to out and the shorter walls in perpendicular direction
considered as short walls and measured from in to in for a particular layer of
work
