0. INTRODUCTION

This Specification is intended to supplement the purchase description shown on the purchase
requisition. If the purchase description differs from, or is in conflict with any requirements
of this Specification, then the purchase description shall govern.

1. SCOPE

This Specification defines the minimum requirements for material purchase,inspection and
testing of Pipes as bulk material or as a part of an equipment package to be used for
Refineries or distribution depot.

2. REFERENCES

Throughout this Specification the following dated and undated standards/ codes are
referred to. These referenced documents shall, to the extent specified herein, form a part
of this Specification.
For undated references, the latest edition of the referenced document (including any
supplements and amendments) applies. For dated references, the edition cited applies.
The applicability of changes in dated references that occur after the cited date shall
mutually be agreed upon by NIOEC and the vendor/contractor.

3. UNITS
International system of units (SI) shall be used in accordance with NIOEC-SP-00-10, unless
otherwise specified.

4. MATERIALS

4.1 The Steel of Seamless, Electric Resistance Welded or Electric Fusion Welded Carbon
Steel pipe shall be made by the open-hearth, basic-oxygen or electric furnace process.
NIOEC-SP-50-04 defines when electric resistant pipe is acceptable for use.

4.2 Unless otherwise specified, the straight grades of type 304, 316, 321 and 347 stainless
steel shall have a minimum carbon content of 0.4%,these correspond to 304H, 316H,
321H and 347H..

4.3 Threaded and Coupled Galvanized Steel pipe shall be furnished with API Galvanized
Steel Line Pipe Couplings with taper threads in accordance with ASME B1.20.1.

4.4 All types of 321 and 347 stainless steel materials shall be heat-treated and stabilized.

4.5 For seamless pipes specified as sour or NACE, the sulphur content shall not exceed
0.01%.

5. SUBSTITUTIONS

5.1 Permissible substitutions, without prior NIOEC Piping Engineering approval.

5.1.1 Steel pipe to ASTM-A106 GR.B in place of A-53 GR.B.

5.1.2 Seamless pipe in place of welded pipe.

5.2 Permissible substitutions, subject to prior NIOEC Engineering approval.

5.2.1 Carbon steel pipe to API-5L (of equal grade) in place of ASTM-A53.

5.2.2 6” to 18” Electric Resistance Welded (ERW) steel pipe in place of seamless pipe
of equal grade (in terminals projects & pipeline plants only).

5.2.3 20” to 24” Electric Fusion Welded (EFW) steel pipe in place of seamless pipe of
equal grade (in terminals projects & pipeline plants only).

5.2.4 Electric Fusion Welded Alloy pipe, ASTM-A 691 class 22 in place of ASTM A
335 seamless pipe of equal grade.

5.2.5 Electric Fusion Welded Stainless pipe, ASTM-A358, Class I (all grades) in
place of ASTM-A312 Seamless or ASTM-A409 Welded (all grades).

5.2.6 Type 316 Stainless Steel pipe in place of Type 304.

5.2.7 Type 304L stainless steel pipe in place of Type 304, provided that the minimum
tensile and yield strength is equal to or greater than that specified for Type 304.

5.2.8 Type 316L stainless steel pipe in place of Type 316, provided that the minimum
tensile and yield strength is equal to or greater than that specified for Type 316.

5.2.9 Wall thicknesses which are heavier than specified, provided end use is known so
that other problems of fitting will not arise are acceptable.

5.3 Grade A pipe shall not be substituted for pipe specified as Grade B.

6. HARDNESS (Welded Seam or Jointer)

6.1 Maximum hardness of welds and the heat affected zone, after heat treatment, shall not
exceed the following:

6.1.1 225 BHN for P1, P3 and P4 materials.

6.1.2 241 BHN for P5 and P6 materials.


(Refer to ASME B31.3 for listing of P-Number Materials.)

7. LENGTHS

All pipes 2" and larger shall be supplied in double random length. Sizes 1 1/2" and
smaller may be supplied in single random lengths. However, individual lengths shall not,
in any case, exceed 12 meters. Quotations shall clearly specify the length offered for each
item description (single random or double random).

8. ENDS

8.1 Unless otherwise specified in the item description pipe ends shall conform to the
following:

8.1.1 Pipe 1-1/2" and smaller – plain end cut square Seamless pipe in place of welded
pipe

8.1.2 Pipe 2" and larger – plain end beveled.

8.2 Thread end shall conform to ASME B1.20.1.

9. DIMENSIONS AND WEIGHTS

9.1 Pipe indicated as Schedule 5, 10, 40, Std Wt, Ex Strg, etc, shall be in accordance with
ASME B36.10M or API-5L as applicable.

9.2 Pipe indicated as Schedule 5S, 10S, 40S and 80S shall be in accordance with ASME
B36.19M.

NOTE: When stainless steel or non-ferrous pipe such as monel, aluminum or nickel
is indicated as schedule 40 or 80 (without the suffix "S") it shall be in
accordance with ASME B36.10M not B36.19M.

10. FINISH

Unless otherwise specified in the item description, carbon steel pipe shall be Furnished
with a black finish.

11. REPORTS

11.1 The following applies to alloy steel, stainless steel and carbon steel pipe specified as
ASTM in the item description:
The supplier shall furnish certification of compliance with the referenced ASTM
Specification. The certification shall include purchaser's Purchase Order number
and shall be signed by the supplier's authorized personnel.

11.2 The following applies to all pipe specified as ASME in the item description:
The supplier shall furnish certification of compliance with the referenced ASME
Specification. The documents shall include Purchase Order number and item Code
number and shall be signed by the supplier's authorized personnel.

12. PROTECTION

12.1 All austenitic stainless steel materials shall be protected from exposure to salt water
or salt spray during shipment or storage.

12.2 Exposed threaded ends of pipe shall be fitted with a thread protector.

12.3 Carbon steel, carbon moly and chrome moly pipe and tubing shall be coated with
Eloma 50A*, a transparent hard drying rust preventive. Galvanized pipe need not be
boated. Rust preventive shall not by detrimental to welding.

* Eloma A is a product of the Humble Oil and Refining Company. Comparable


coatings, such as Shell Petroleum Company "Esis" products, are acceptable.

12.4 Suitable bevel protectors shall be used at both ends of pipe to protect the bevels from
damage under normal handling and transportation condition.

13. COLOR CODING

13.1 Pipe shall be color coded according to NIOEC-SP-50-27.

13.2 Color coding is intended to supplement, not replace, normal identification marking
required by API, ASTM, MSS or other standards and Specifications.

13.3 The paint shall be resistant to salt water atmosphere, tropical or freezing climates or
similar attack. It shall not in itself cause corrosion of the pipe to which it is applied.

13.4 Each length of pipe shall be painted for identification over the entire length with a
1/2" to 1-1/2" wide stripe.
Color coding shall be in accordance with NIOEC-SP-50-27 dentification of piping
material.

13.5 Paint shall not be applied to:

13.5.1 Inside of pipe

13.5.2 Threads

13.5.3 Weld bevels

13.5.4 Symbols or markings which would obliterate identification.
