10.0 MISCELLANEOUS
10.1 All components parts and auxiliary equipment such as bushings, tap changing gear, etc.
shall be routine tested as per relevant Indian Standards.
10.2 The manufacturer shall have the necessary laboratory grade instruments and equipment
for carrying out all routine and type tests and get these calibrated at frequent intervals.
10.3 The transformers (including tap change gear) shall be capable of withstanding without
damage the thermal and mechanical effects of short circuits at the terminals of any
winding or the periods as provided by latest IS:2026/Part1. The manufacturer shall
supply the calculation for short circuits in case required by purchaser.
B. SPECIFICATION FOR 3.3 kV Switchgear (VCB) Panel

2.0 DESIGN CRITERIA


2.1 The switchgear board shall be indoor metal clad, single front, single tier, fully
compartmentalised construction comprising of a row of free standing, floor mounted
panels. Each circuit shall have a separate vertical panel with distinct compartments for
circuit breaker, main bus bars, current transformers cum cable compartment and low
voltage compartment. Each compartments of individual cubicle shall be segregated by
earth metallic sheet. Cubicle should be type tested for internal arc in all the
compartments for 25KA for 1sec as per IEC 62271-200
2.2 The Switchgear and component thereof shall be capable of withstanding the mechanical
and thermal stresses of short circuit listed in ratings and requirements clause without any
damage or deterioration of the materials.
2.3 For continuous operation at specified ratings temperature rise of the various Switchgear
components shall be limited to permissible values stipulated in the relevant standard and
/ or this specification.
2.4 The equipment offered shall be suitable for continuous satisfactory operation as per site
condition specified elsewhere.
3.0 SPECIFIC REQUIREMENT
3.1 The requirement of 3.3KV, 25 KA VCB type indoor Switchgear panel is as under.
i) Two Numbers Incomers each of 3.3kV, 630 Amps rated Vacuum Circuit Breaker,
ii) One number Bus coupler of 3.3kV, 630 Amps rated Vacuum Circuit Breaker and
iii) Six numbers each of 3.3kV, 630 Amps rated Vacuum Circuit Breaker outgoing
feeders,
iv) Insulated bus bar along with VTs and CTs for metering and protection of respective
feeder equipment. It shall have arrangement for terminating up to 300 mm² 3.3 KV, 3C
XLPE cables.
3.2 TYPE OF SHEET STEEL & CUBICLE
The cubicle shall be of bolted construction with minimum thickness of 2.0mm and for
other non-load bearing members such as inter compartment partition etc can be of 1.5
mm. Sheet steel used for fabrication shall be cold rolled carbon annealed only and
fabrication shall be done through CNC turret punch press and CNC bending machine.
Sheet steel shall be of Aluzinc material without painting however the front sheet and rear
sheet covers can be of CRCA powder coated painted. All covers & doors shall be of
folded design type with viewing window at rear cover (box type) of polycarbonate.
3.3 CIRCUIT BREAKER
3.3.1 The circuit breaker shall be mounted on a withdrawable truck which shall roll out
horizontally from service position to isolated position with ease and it shall also be
possible to take out the breaker truck from cubicle smoothly on to the floor. Circuit

prevent opening of door in the event of internal arc in breaker compartment. Isolation
shall be horizontal.

3.3.2 The circuit breaker shall be operated through a common motor wound spring charged
mechanism (or) any other suitable mechanism of proven technology with electrical
release coil for closing and shunt trip coil for tripping. Operating mechanism must
have manual charging, closing and tripping facility with the provision locking facility
in push to close & push to trip mechanical push button. The mechanism shall be such
that motor will automatically recharge the mechanism springs after a closing operation
enabling breaker to perform OCO operation. The charging time of motor shall be
shortest making it suitable for rapid auto reclosing duty. Mechanical push to trip button
shall be provided for manual tripping with front door closed. The normal current rating
of circuit breaker shall be in panel rating.
3.3.3 INTERLOCKS
Circuit breaker can be inserted only in open position. Likewise, circuit breaker in closed
position cannot be withdrawn. Attempt to draw out closed breaker shall not trip the
breaker.
The circuit breaker shall operate only in one of the three defined positions i.e. service,
test and isolated. The breaker shall not close in any of the intermediate positions.
The circuit breaker cannot be inserted into service position till auxiliary contacts are
made. Similarly, interlock shall prevent auxiliary contacts from being disconnected, if
circuit breaker is in service position.
3.3.4 SAFETY SHUTTERS
Safety shutters shall be metallic and shall be provided to cover up the fixed High
voltage contacts on bus bar and cable sides when the truck is moved to Test / isolated
position. The shutters shall move automatically, through a Linkage with the movement
of the truck and shall be of gravity fall type only. It shall be possible to padlock shutters
individually.
3.4 CABLE COMPARTMENT
It shall be at the rear side with rear bolted box type back covers. The gland plate of
cable chamber shall be of minimum 3mm thickness MS sheet in two halves section.
Sufficient headroom shall be provided for cable termination.
3.5 LOW VOLTAGE COMPARTMENT
Low voltage compartment shall be mounted at the front on the top of breaker
compartment and shall also have hinged type of door. All wiring shall be routed
through PVC ducts and shall be terminated on to suitable terminal with plastic cover.
For current transformer terminal shall be disconnecting link type only. The wire shall
be of 1.1KV grade and suitable for 2KVrms for 1minute power frequency high
voltage.
3.6 AUXILIARY SWITCH AND AUXILIARY PLUG &SOCKET
There shall be minimum 4NOand 4NC contacts in breaker auxiliary switch. In case of
Additional contacts, the same can be multiplied through contact multiplication latched
relay. Auxiliary plug and socket shall be pin plug type and shall have scrapping earth
feature. Auxiliary contacts shall be suitable for continuous thermal current rating of

3.7 ELECTRICAL & MECHANICAL POSITION INDICATION


In addition to mechanical position indication in breaker for test and service position,
electrical indication shall also be provided through limit switch. There shall be
minimum 2NO +2 NC contacts available in each position for electrical indication and
for any other interlocking purpose.
3.8 CONTROL AND POWER CABLE ENTRY
Control cable entry shall be from front and there should be a possibility of terminating
to LV chamber from both right hand and left hand side. Power cable entry shall be
from rear bottom. Provision shall be available for entry of power cable from rear
bottom. Control cable entry in LV compartment shall be through earthed metallic
compartment segregated from HV compartments.
3.9 BUSBARS
Bus bar material shall be of high conductivity electrolytic copper or aluminum only
and accessibility of the same shall be from top only. All bus bars shall be insulated
with heat shrinkable PVC sleeves and joints shall have sufficient clearances as per the
relevant standard. Phase identification shall be made at the end by coloured tape. Bus
bars shall be mounted on integral seal off bushings.
3.10 EARTH BUS
There shall be a continuous copper/GI earth bus at the bottom of the panel. Earth bus
shall be robust and shall be capable of carrying full short circuit current for 1 second.
Doors, covers and all non-current carrying metallic parts shall be earthed through
flexible copper wires. This also includes instrument casing and cable armour which are
also connected to the earth bus. Earth bus must be tested for 25 KA for 1 sec
3.11 BUS & CABLE EARTHING
Separate earthing truck shall be provided for bus earthing and cable earthing. The
earthing truck shall be so designed that it is impossible to earth a live part. It shall be
supplied with potential indicator and audio visual alarm, in case of circuit being live.
Earthing circuit shall be suitable of carrying full fault current for 1 second. Special
electrical interlocking shall be provided for incomer earthing at cable side with
secondary plug and socket arrangement.

3.12 CURRENT AND POTENTIAL TRANSFORMER


Current transformers shall be double core window/bar primary for higher rating or
wound primary for lower rating. The VA burden of the CTs shall be sufficient to supply
the energy required by the relay for normal operation and tripping of the circuit
breaker.
Potential transformer shall be 3nos single phase with suitable VA rating per phase of
class 1.0 accuracy. Line P.T. shall be mounted in a separate draw out carriage. In case
of truck mounted breaker, line P.T. shall be provided in a separate panel. For bus
connected P.T. it shall be provided in a separate panel.

3.13 Protection Relays and Metering


3.13.1 Incomer Panel
The following numerical protection relays and auxiliary relays shall be provided.
Any other relays required for safe operation of the system shall be provided.
Non directional Over current and Earth fault relay (50, 51, 50N, 51N) with
multiple group settings
Numerical voltage relay for Line PT
Master trip relay (86)
Trip circuit supervision relay (TCS)
Auxiliary relays (Alarm & Trip) for transformer protections (Winding
temperature, Oil Temperature, Buchholtz protection, PRV etc.

3.13.2 Bus coupler Panel
Bus coupler shall have Auto/Manual changeover scheme for closing and
tripping. Hence any other relays required for safe operation of the system shall be
provided.

3.13.5 All the numerical relays shall have;


front/rear port for local communication with Laptop and RJ45 ports to
communicate on native IEC61850 protocol for future integration. No protocol
convertors shall be acceptable.
Internal memory to record oscillographic disturbance records.
Selectable current input for both 1A and 5A.
Free software for programming and analysing the disturbance records
3.14 AUXILIARY SUPPLY
Control supply for all interlocks, closing and tripping shall be 220 Volts D.C.
Two 220V DC sources will be provided from the existing DCDB by NLCIL. A
DC Changeover or Parallel DC with diode blocking shall be employed.
230 Volts single phase A.C. supply shall also be available for D.C fail
indication and cubicle space heater.
3.15 OVERALL DIMENSION
Overall dimension of the 3.3kV switch gear panel shall be maximum 8800mm
(Length) x 2200mm (Depth). 33kV Switchgear room layout drawing is attached.
3.16 PAINTING
The surface of all metallic parts shall be thoroughly cleaned, scrapped and degreased
preferably by shot blasting or any other treatment. The exterior surface shall be given
two coats of rust resisting red oxide primer conforming to IS 2074:1992 and final two
coats of weather resisting battleship grey enamel paint. The paint shall withstand the
operating conditions described above and equipment shall not show any sign of the
rust formation.
3.17 SECONDARY WIRING
The secondary wiring supplied for the equipment shall consist of non-deteriorating
fireproof superior grade stranded copper PVC wires suitably coloured and fitted with
numbered ferrules at both ends. The cross section of the wires shall be 4 mm² for CT
and 2.5 mm² for others. Following colour codes shall be used for wiring.
C.T.: Red, Yellow, Blue, Black, D.C. Circuit: Grey, Earth: Green,
A.C. Circuit: Black.
Wiring shall be terminated with ring type ferrules with ferrule numbers marked at
both ends of wiring. CT wiring shall be marked with additional distinct Red tags on
both ends. All secondary wiring shall be terminated by using reputed make terminal
blocks.
3.18 LIFTING, LABELING
Removable eye bolts shall be provided to facilitate the handling of the switchgear
panel.

3.19 MANUAL
The bidder has to supply the complete set of manual for the operation and maintenance
of the following

3.20 PREFERRED MAKE OF BOUGHT OUT MATERIALS
VCB: SIEMENS, ABB, GE, L&T, SCHNEIDER, CGL
All other bought out materials such as Relays/ Contactors/ Switches, MCB, Meters
shall be of reputed make viz.: SIEMENS, ABB, GE, L&T, SCHNEIDER, SEL,
AREVA, ALSTOM, ERL, C&S, AE, IMP, MECO, KAYCEE, SALZAR
C. SPECIFICATION FOR LT SYSTEM
1.0 General
Each LT compartment shall be suitable to house following equipment,

2.0 EQUIPMENT SPECIFICATION

2.1 Air circuit breaker (ACB)


These shall be Draw out type with electrically and manually operated mechanism. The short
circuit and breaking capacity shall be supported by test certificate. The test certificates should
be from CPRI / any Govt. approved recognized test house / laboratory.

The circuit breaker shall be fitted with CT operated overload and short circuit releases devices
for current rating.
a) Overload releases should be settable from 50% to 100% of the rated current.
b) Ambient temperature compensated type and there should not be de-rating of ACB current
carrying capacity at 40 degree C. The testing of ACB for the temperature rise shall be
carried out by the manufacturer as per the prevailing, IS / IEC or any other international
standards.

16) The ACB shall have the provision to lock the operating mechanism in off position.
17) The operating mechanism should be on front and the compartment should have the
degree of protection IP 54.
18) Separator shall be provided between all phases inside. ACB enclosed to prevent travel of
arc during short circuit.
19) The CTs mounted for thermal overload release shall have secondary winding inaccessible
including tripping mechanism of O/L and magnetic releases to avoid tampering CTs
should also have provision of separators.
20) The bus bar size shall be confirming to relevant IS and the neutral bus bar shall be of
same wire of size as phase bus bar and should be suitable for connecting neutral.
21) The ACB shall be tested in accordance with the provision of IS 13947 Part I or relevant
IEC
2.2 Interconnecting bus bar
Bus bar shall be of high conductivity copper/aluminum supported on insulators made of non-
hygroscopic, non-inflammable material with tracking index equal to or more than that defined
in BIS. The main bus bars shall have uniform current ratings throughout their length as
specified in data sheet / job specification. The current rating of the neutral shall be half that of
