EXECUTIVE SUMMARY

It has been the goal of every LGU to provide the best for the pupils
and students of their municipality. The LGU of Lumbayanague has been
doing their best to adhere to their shared vision. School Improvement
Plan is the main vehicle through which the LGU can effectively and
efficiently manage educational services from Kindergarten to Senior
High School as mandated in the provisions of Republic Act 9155 or
otherwise known as Governance of Basic Education of 2001.

The formulation of SIP recognizes a highly participatory process


that construct and connects the partnership between and among the
school and its stakeholders.

The Enhanced School Improvement Plan of Beruar Primary


School is carefully crafted and planned that is aligned with the three (3)
DepEd’s main theme: (1) Access; (2) Quality; and (3) Governance and
integrated the Continuous Improvement Methodology using CI Tools to
better address the arising needs of the learners and attend to the needs
of the community through Home and School Community Collaboration
(H-S-C Collaboration).

The overall vision of the Department of Education (DepEd) postulated in the


DepEd Order No. 39, s.2010 which operates under the principle of “One Vision, One
Mission, Common Values, Common Goals, and Different Strategies.”

VISION

We dream of Filipinos who passionately love their country and whose values and
competencies enable them to realize their full potential and contribute meaningfully
to building the nation.

As a learner-centered public institution, the Department of Education continuously


improves itself to better serve its stakeholders.

MISSION

To protect and promote the right of every Filipino to quality, equitable, culture-
based, and complete basic education where:
Students learn in a child-friendly, gender-sensitive, safe, and motivating
environment.
Teachers facilitate learning and constantly nurture every learner
Administrators and staff, as stewards of the institution, ensure an enabling and
supportive environment for effective learning to happen.
Family, community, and other stakeholders are actively engaged and share
responsibility for developing life-long learners.

CHAPTER II. Local School Board

A. ADMINISTRATION AND CREATION OF LSB

Education governance reform, with local authorities playing a lead role, is a


recent phenomenon in the Philippines. Public education in the Philippines is a
centrally managed service delivered through the Department of Education (DepEd).

At the local level, the DepEd maintains schools’ districts corresponding to this
municipality. The districts in turn supervise elementary (Grades I to VI) and high
schools (1st to 4th year) that comprise the basic education system in the country.

A local school board (LSB) is a special body created by virtue of Republic Act
No. 7160, popularly known as the Local Government Code of 1991 (LGC 91). Its
main duty is to allocate the Special Education Fund (SEF) to meet the
supplementary needs of the local public school system. The SEF is an additional 1%
levy that is collected with real property taxes paid to the local government.

In the case of a municipality, such as Lumbayanague, the code provides for


an eight-man LSB that is chaired by the city mayor, co-chaired by the schools
division superintendent, and made up of the following members: the chair of the
education committee of the Sangguniang Panlalawigan , the municipal treasurer, a
representative of the Sangguniang Kabataan (youth council), and duly elected
representatives of the municipal PTA league, the municipality’s teachers'
organization, and the non-academic personnel of municipal public schools.

B. SUPPORT TO EDUCATION

Due to COVID-19, education issues in the Philippines have increased and


received new challenges that worsened the current state of the country. With the
sudden events brought about by the health crisis, distance learning modes via the
internet or TV broadcasts were ordered. Further, a blended learning program was
launched in October 2020, which involves online classes, printouts, and lessons
broadcast on TV and social platforms. Thus, the new learning pathways rely on
students and teachers having access to the internet.

In this regard, a strategic policy advocacy for calibrated decentralization of


public education services in this locality, based on local demand, institutional
capacity, and financial capability, is worth pursuing for the long-term. Our bottom line
is for the devolution of the responsibility and the resources for delivering basic
education to local governments with accredited LSBs, or those that have
demonstrated leadership in education governance and whose work has led to
improvement in learning outcomes.

The Local Government Unit of Lumbayanague have used the Special


Education Fund or SEF to support distance learning by spending on communications
and producing learning modules, among others.

In a joint circular, the Departments of Budget and Management, of Education,


and of the Interior and Local Government enumerated education-related
expenditures allowed to be charged to the SEF.

The 2017 circular limited the use of the fund to items provided in Republic Act
7160 (Local Government Code) such as the operation and maintenance of schools;
construction and repair of school buildings, facilities and equipment; educational
research; purchase of books and periodicals; and sports development.

In addition to the payment of cost and expenses for the acquisition,
production, reproduction, and printing of learning materials, the LGU have purchased
external storage devices and cover the budget needed to distribute and retrieve the
learning materials. Among the expenses covers load for mobile communication and
WiFi connection, as well as subscription fee for video conferencing or remote
communication tools.

In addition to that, it was also used to pay for the honoraria and allowances of
locally hired personnel, as well as for training of teachers and non-teaching
personnel, school leaders, parents, facilitators, and community volunteers.

The SEF was also used for health and sanitation expenses, including
personal protective equipment, medical devices such as thermal scanners, vaccines,
vitamins, food supplements, hand sanitizers, alcohol, cleaning equipment and
provision of psychosocial first aid.

C. COMMUNITY INVOLVEMENT

So far, there is no children reported as victims of abuse and violence


(physical, verbal and sexual). We couldn’t bank on that probability because maybe
they are afraid of exposure, or the children victim were don’t know how to do. If there
is any violence or abuse committed, then we let the authority do it and we will focus
on child’s welfare so we could do some counseling and others.

The formulation and implementation of the SIP involved the active


participation of all education stakeholders in the school and community such as the
school heads, teachers, parents, community leaders themselves, among others.
Some of the programs implemented was the on-site school feeding program in which
the implementer was the UN-WFP. This program started way back in 2013 up to
present. Their target was to eradicate hunger for the students to learn well because
they have high energy with them.

CHAPTER IV. Monitoring and Evaluation

The quarterly conduct of the Local School Board meeting through


monitoring, evaluation and fine-tuning is a way of measuring the status of
execution of every Priority Improvement Areas (PIAs) and accounting all
physical outputs as bases for evaluation which will serve as learning guides
in making modifications or adjustments.
