ANNEX A: AFTER TRAINING ACTIVITY REPORT

Title of Training Basic Incident Command System Workshop

Date (s) July 19- 21, 2022
Background Following the enactment of RA 10121, otherwise known as the Philippine
DRRM act of 2010, the Philippine government took a proactive approach to
manage the disaster consequences and reduce disaster risks by
institutionalizing various mechanisms. Among these is the Incident Command
System (ICS).

ICS is one of the flagship programs of the OCD. By the virtue of the various
NDRRMC issuances, ICS has been institutionalized as an on-scene disaster
response tool of the Philippine DRRM system. ICS is a standard, on scene,
and all hazard incident management concept introduced by the US Forest
Service that can be used by the DRRM council and emergency management
of Sipalay City.

ICS has been proven effective in managing potential and actual disaster
consequences. It has significantly enhanced the mechanisms for resource
management, reporting and documentation, promotion of responder safety,
and optimum achievement of response objectives as evident in past major
disaster response operations, including management of planned high density
population gathering.

To develop better appreciation and understanding of the ICS, there is a need


to conduct a basic level of training, which will highlight discussions on the
core principles, features, and functions of ICS.
Objectives At the end of the training, the participants will be able to obtain knowledge,
skills and attitude that there is essential for concepts and principles of ICS
in any disaster situation.

Highlights I. Day 1 Program

The program was started with an opening prayer followed by the


National Anthem. A welcome message was given to us by Sir
Nathaniel Celiz from the City Mayor’s Office. A special message
was delivered by our Honorable Mayor Gina M. Lizares followed by
the giving of certificate of recognition to the Office of the Civil
Defense VI for their active support to the LGU of Sipalay during the
onslaught of Typhoon Odette.

Right after the giving of certificate, the Office of the Civil Defense
6 resource speakers took over the program and grouped the
participants into four (4) groups and started the Training Course
with a Pre-test. The first module that was taken is the Module 1:
Introduction to Incident Command System discussed by Engr.
Joseph Paul L. Nogra, followed by Module 2: Organization and
Staffing discussed by Dr. Merijene Ortizo. During this module,
Incident Management Team was established for each team. The
team voted for members who will complete the composition of the
ICS organization. Next module that was tackled is the Module 3:
ICS Facilities discussed by Engr. Joseph Paul L. Nogra. In this
module, each team drew a map with their basic ICS facilities in it
such as Incident Command Post, Staging Area, Camp, Base,
Helispot, etc. Next module that was taken is the Module 4:
Managing Planned Events and Incidents lectured by Sir Radny
Pabon followed by the Module 5: Incident/ Event Assessment and
Managing by Objectives discussed by Sir Ranulfo Demiar.

II. Day 2 Program

The Program was started by an opening prayer, followed by an


ice breaker and a little review of the previous modules by the
assigned group for the day. The first module that was taken on the
second day was the Module 6: Organizing and Managing
Resources discussed by Sir Radny Pabor followed by Module 7:
Incident and Event Planning by Sir Ranulfo Demiar. During this
module, the participants made an Incident Action Plan as part of the
training course and was checked and approved by the instructors.

III. Day 3 Program

The day was started with a prayer and an icebreaker followed


by a recap of the previous modules. Sir Ranulfo Demiar continued
his lectures on Module 7 as well as the drafting of the Incident
Action Plan. Right after the discussion and the approval of the
Incident Action Plan, each team simulated an Orientation Briefing
using their approved (by the OCD VI instructors) IAP. The last
module that was tackled is the Module 8: Transfer of Command,
Demobilization and Closeout by Dr. Merijene Ortizo. A post-test
was given right after all the modules have been discussed to assess
whether the participants have learned something from the ICS
Training Course.

IV. Closing Program

There was an Awarding Ceremony conducted in the afternoon


of the same day. The OCD VI ICS Instructors were given a Token
and a Certificate of Recognition by the Sipalay CDRRM Council.
Also, forty four (44) Participants who completed the training course
were given a Certificate of Completion while those who failed to
complete the training course were only given a Certificate of
Attendance. Response Messages were given by the participants,
among which were Miss Eva Sabusap, Sipalay City Accountant, CG
LTJG Carla Mayang Commander of Coast Guard Station Southern
Negros Occidental, Sir Dionilo Bogtae Executive Assistant III to the
Mayor and Hon, Brgy Capt. Elir Borres. The program was ended by
Closing Remarks given by Sir Edmund Ligan, Operations and
warning Section OIC of the Sipalay CDRRMO.

Issues and • A memorandum was signed by Mayor Gina Lizares stating that
Concern Department Heads should participate in the ICS Training Course but
only representatives attended the said activity.
• Some participants failed to complete the training course due to minimal
commitment to the said activity.
Ways Forward • Formulate generic IMT structure with potential personnel
• Pass Executive Order through the LDRRMC re IMT structure,
composition and roles and responsibilities
• Pass Executive Order through the LDRRMC re IMT activation during
disasters, planned events and other complex emergencies
