ICS is one of the flagship programs of the OCD. By the virtue of the various
NDRRMC issuances, ICS has been institutionalized as an on-scene disaster
response tool of the Philippine DRRM system. ICS is a standard, on scene,
and all hazard incident management concept introduced by the US Forest
Service that can be used by the DRRM council and emergency management
of Sipalay City.
ICS has been proven effective in managing potential and actual disaster
consequences. It has significantly enhanced the mechanisms for resource
management, reporting and documentation, promotion of responder safety,
and optimum achievement of response objectives as evident in past major
disaster response operations, including management of planned high density
population gathering.
Right after the giving of certificate, the Office of the Civil Defense
6 resource speakers took over the program and grouped the
participants into four (4) groups and started the Training Course
with a Pre-test. The first module that was taken is the Module 1:
Introduction to Incident Command System discussed by Engr.
Joseph Paul L. Nogra, followed by Module 2: Organization and
Staffing discussed by Dr. Merijene Ortizo. During this module,
Incident Management Team was established for each team. The
team voted for members who will complete the composition of the
ICS organization. Next module that was tackled is the Module 3:
ICS Facilities discussed by Engr. Joseph Paul L. Nogra. In this
module, each team drew a map with their basic ICS facilities in it
such as Incident Command Post, Staging Area, Camp, Base,
Helispot, etc. Next module that was taken is the Module 4:
Managing Planned Events and Incidents lectured by Sir Radny
Pabon followed by the Module 5: Incident/ Event Assessment and
Managing by Objectives discussed by Sir Ranulfo Demiar.
Issues and • A memorandum was signed by Mayor Gina Lizares stating that
Concern Department Heads should participate in the ICS Training Course but
only representatives attended the said activity.
• Some participants failed to complete the training course due to minimal
commitment to the said activity.
Ways Forward • Formulate generic IMT structure with potential personnel
• Pass Executive Order through the LDRRMC re IMT structure,
composition and roles and responsibilities
• Pass Executive Order through the LDRRMC re IMT activation during
disasters, planned events and other complex emergencies
