Assistant Program Specialist

One-year contractual appointment, extendible based on satisfactory


Duration of Assignment: performance.

1. BACKGROUND:
Pakistan Vision 2025 has set an ambitious target for Pakistan to revive economic growth and
become among the world’s top 25 economies by year 2025. Knowledge economy has been
identified as one of the key pillars for growth. Higher Education Development in Pakistan
(HEDP) will contribute directly to knowledge economy by addressing these issues through the
higher education system in Pakistan. This project will directly support selected areas of HEC
Vision 2025. This project will support interventions aimed at improving quality and relevance of
second and third tier higher education institutions and encouraging research and innovation in tier
1 Universities of the country.
2. PROJECT DESCRIPTION:

The project supports the implementation of a subset of activities from the Higher Education
Commission’s (HEC’s) Vision 2025, which is in line with the broader development framework
for Pakistan as envisaged in the Government’s Vision 2025. The project will be implemented
over a five-year period of 2019/20 – 2023/24.
In essence the objectives of the project are to support research excellence in strategic sectors of
the economy, improve teaching and learning, and strengthening governance, in the higher
education sector.

3. CORE RESPONSIBILITIES:

The Assistant Program Specialist Academic will be a part of the Postsecondary education
Reform Unit (PERU), which has been established to support the implementation of the project.
The key responsibilities of the Assistant Program Specialist Academics shall include, but not
limited to the following:

• Perform tasks related to implementation of Undergraduate Education Policy 2020 (UEP).


• Assist in establishment of QECACs and QECs in universities and affiliated colleges.
• Assist in establishment of Internship offices and effective implementation of Internship
and Career Framework in universities and affiliated colleges.
• Perform a variety of standard tasks related to result management including screening,
collecting of project data, dissemination of information etc.
• Assist and manage a detailed schedule of activities, identifying major milestones and
critical tasks.
• Managing the Program activities by keeping a track record of Gantt charts.
• Plan and organize meetings and workshops related to project activities.
• Conduct necessary research on assigned tasks and perform statistical analysis of data for
policy documents.
• Liaise and Works with external and internal stakeholders to ensure that the project
remains on track.
• Acting as a liaison between different departments inside and outside organization.
• Prepare material for strengthening strategic alliances with stakeholders.
• Ensures excellent project communication and timely updates.
• Manage the assigned schedule of activities related to project.
• Provide weekly reports on the status of the assigned tasks.
• Preparing documentation for policy formulation and proofreading of office documents.
• Reserving equipment and conference rooms for presentations and in-office meetings.
• Fulfils all the necessary reporting requirements.
• Perform any other associated tasks that may arise.

4. QUALIFICATION AND EXPERIENCE

The Assistant Program Specialist will possess the following qualification and competencies:
• Bachelors/Master’s degree (16 years of education) from a reputed National or
International University.
• Two years experience of program assistance preferably in Higher Education procedures
and systems, preferably in undergraduate education, QEC and Internship processes

5. COMPETENCIES:

• Proficiency in the usage of computers desktop application MS Office (Word, Excel, and
Power Point) and experience in handling of web-based data and information management
systems.
• Ability to organize a daily workload by priorities.
• Must be able to meet deadlines in a fast-paced quickly changing environment.
• A proactive approach to problem-solving with strong decision-making skills.
• Professional level verbal and written communications skills.
