3.0 ROLES AND RESPONSIBILITIES


● The Emergency Response Team will be responsible for ensuring the safety of the people inside the plant and/or neighboring communities, as well as
protect or salvage its properties in case incident/s happen.
● The Chairman will ultimately be responsible for all actions and decisions made during an emergency.
● Roles and responsibility of the Committee Head:
○ He/she is responsible in disseminating information and supervising his/her committee members.
○ He/she has the authority to activate the alarm system in case of an emergency.

3.1 CHAIRMAN
3.1.1 To call regular meetings with the Emergency Response Team throughout the year.
3.1.2 To relay updates with regards to the contingency plan to top management.
3.1.3 To give instruction/s and/or approval of the same prior to implementation or cascading it down to the employees during an emergency.
3.1.4 To keep the top management informed of the developments during an emergency.
3.1.5 To oversee all activities before and after the emergency.
3.1.5.1 After the fire is out, he/she will decide whether it is safe to go back to work or if it will be suspended.
3.1.5.2 After an earthquake, he/she will determine whether work can resume or not after inspecting the plant and the equipment.
3.1.5.3 In case relocation needs to be done, he/she will work with all the committee heads to find and approve new work areas for those who are
displaced.
3.1.6 To submit the consolidated and final post-emergency report to top management.

3.2 SAFETY OFFICER


3.2.1 To ensure that the Emergency Response Contingency Plan is updated every three years or as needed.
3.2.2 To conduct regular trainings or drills related to safety and health.
3.2.3 To maintain certifications in basic first aid and fire-handling.
3.2.4 To secure renewal and application of licenses and certificates regularly.
3.2.5 To monitor fire extinguishers.
3.2.6 To oversee proper management of wastes (disposal, storage, and transport) inside the plant.
3.2.7 To test the alarm system periodically.
3.2.8 To ensure that the alarm is activated during an emergency to inform all employees of it.
3.2.9 To comply with DOLE-OSH’s requirements for a broader Emergency Response Contingency Plan.
3.2.10 To coordinate with the Chairman in all emergency situations.

3.3 COMMUNICATIONS COMMITTEE


3.3.1 To ensure methods of communication both inside and outside the plant.
3.3.1.1 To maintain an updated emergency telephone and email contact list so that employees and other appropriate people are notified quickly in
case of an emergency.
3.3.1.2 To establish regular communication strategy inside the plant.
3.3.1.3 To contact the local fire department in case of fire and other government agencies when necessary.
3.3.1.4 To inform neighboring barangays and residential areas of the emergency when needed.
3.3.2 To issue alerts, up-to-date instructions, information or warnings related to any imminent danger through any means possible.
3.3.3 To keep the Chairman or Safety Officer informed of the developments from all committees during an emergency.
3.3.4 To coordinate with the Human Resources Department to assist any employee affected by the emergency in availing the applicable company
assistance benefit.
3.3.5 To submit the consolidated and post-emergency report to the Chairman or Safety Officer.

3.4 FIRE BRIGADE COMMITTEE. They will be the ones to mainly respond in case there is fire.
3.4.1 To train and get certified as a fire marshal.
3.4.2 To know and regulate possible sources and causes of fire.
3.4.3 To control or contain fire when there is one.
3.4.4 To provide assistance to the local fire department when needed.
3.4.5 To ensure that the fire is completely extinguished and has no possibility of re-ignition in the affected area.
3.4.6 To coordinate with the Facilities/ Site Management Committee for clean-up and restoration works.
3.4.7 To inform other committees (preferably the committee heads) of the developments.
3.4.8 To prepare a written report regarding the fire, its origin and extent, and the procedures done to extinguish it to the Communications Committee.

3.5 FACILITIES/SITE MANAGEMENT COMMITTEE. They will be the ones to mainly respond in case there is flooding or earthquake that causes damage to
plant properties.

3.5.1 To maintain an updated inventory of plant properties.


3.5.2 To identify specific priority equipment or tools to be saved or recovered first during an emergency upon consultation with the management.
3.5.3 To turn off the powerline when it is deemed necessary.
3.5.4 To assess the damage and advise the Chairman of its extent.
3.5.5 To oversee the overall management of recovery and salvage operations.
3.5.5.1 To supervise the staff and volunteers during recovery efforts.
3.5.5.2 To locate specific priority items to be saved or recovered first.
3.5.5.3 To supervise delivery and installation of equipment needed in recovery efforts.
3.5.5.4 To advise whether the salvaged items need to be dried or are not worthy of being recovered.
3.5.5.5 To supervise the processing of all damaged materials whether they’re for recycle or for disposal.
3.5.6 To supervise in-house cleaning and drying of the plant premise and properties.
3.5.7 To restore all utilities (such as electricity and water) when safe and appropriate.
3.5.8 To inform other committees (preferably the committee heads) of the developments.

3.5.9 To prepare a written report regarding the recovery and/or relocation activities to the Communications Committee.
3.5.10 To recommend a contract with construction companies for plant restoration.

3.6 HAZARDOUS MATERIAL/CHEMICAL MANAGEMENT COMMITTEE. They will be the ones to mainly respond in case there are spills or release of
chemicals or hazardous materials, as well as if there would be problems with solid waste management.

3.6.1 To know the characteristics, properties, proper storage and disposal of all chemicals used inside the plant.
3.6.2 To control or contain spills or release of a chemical or hazardous substance when there is one.
3.6.3 To ensure that the spilled substance will not react with the affected area and nearby materials.
3.6.4 To instruct on proper clean-up and disposal of used cleaning materials.
3.6.5 To coordinate with the Facilities/ Site Management Committee for clean-up and/or restoration works.
3.6.6 To inform other committees (preferably the committee heads) of the developments.
3.6.7 To inform DENR-EMB when the spill reaches a body of water or a piece of land.
3.6.8 To prepare a written report regarding the spilled chemical or hazardous material and the actions taken to the Communications Committee and to
DENR-EMB.

3.7 FIRST AID COMMITTEE


3.7.1 To ensure that first aid supplies are stocked.
3.7.2 To maintain a list of certified first aiders.
3.7.3 To render first aid to injured personnel, if any.
3.7.4 To call an ambulance when needed.
3.7.5 To inform other committees (preferably the committee heads) of the developments.
3.7.6 To prepare a written report regarding the first aid performed to the Communications Committee.

3.8 SECURITY COMMITTEE

3.8.1 To maintain an updated list of key holders and master keys.


3.8.2 To keep records of all people inside the plant each day.
3.8.3 To inspect the belongings of each entrant to ensure that no dangerous item/s enter the plant.
3.8.4 To guide (human) traffic during evacuation, especially when fire trucks need to enter the premises.
3.8.5 To consolidate the developments from the Evacuation and Search & Rescue Committees with their own and inform other committees (preferably
the committee heads).
3.8.6 To prepare a written report regarding the guiding of human traffic, evacuation, and search and rescue activities to the Communications Committee.

3.9 EVACUATION COMMITTEE


3.9.1 To know and be familiar with the evacuation routes inside the plant.
3.9.2 To assist the Security Committee in evacuation efforts.
3.9.3 To consolidate the headcount done by each Department Coordinator.
3.9.4 To inform the Search and Rescue Committee should there be any person/s missing.
3.9.5 To inform the Security Committee of the developments.

3.10 SEARCH AND RESCUE COMMITTEE. In case there would be missing person/s after the evacuation, they will be the ones to locate and rescue them.
3.10.1 To know and be familiar with the evacuation routes inside the plant.
3.10.2 To know the proper PPE and equipment to be used in performing a search and rescue.
3.10.3 To assist the Security Committee in evacuation efforts.
3.10.4 To locate and rescue missing person/s upon knowledge thereof.
3.10.5 To inform the Security Committee of the developments.

3.4 FIRE BRIGADE COMMITTEE. They will be the ones to mainly respond in case there is fire.

3.4.8 To prepare a written report regarding the fire, its origin and extent, and the procedures done to extinguish it to the Communications Committee.

3.5 FACILITIES/SITE MANAGEMENT COMMITTEE. They will be the ones to mainly respond in case there is flooding or earthquake that causes damage to
plant properties.

3.5.1 To maintain an updated inventory of plant properties.


3.5.2 To identify specific priority equipment or tools to be saved or recovered first during an emergency upon consultation with the management.
3.5.3 To turn off the powerline when it is deemed necessary.
3.5.4 To assess the damage and advise the Chairman of its extent.
3.5.5 To oversee the overall management of recovery and salvage operations.
3.5.5.1 To supervise the staff and volunteers during recovery efforts.
3.5.5.2 To locate specific priority items to be saved or recovered first.
3.5.5.3 To supervise delivery and installation of equipment needed in recovery efforts.
3.5.5.4 To advise whether the salvaged items need to be dried or are not worthy of being recovered.
3.5.5.5 To supervise the processing of all damaged materials whether they’re for recycle or for disposal.
3.5.6 To supervise in-house cleaning and drying of the plant premise and properties.

3.6.1 To know the characteristics, properties, proper storage and disposal of all chemicals used inside the plant.
3.6.2 To control or contain spills or release of a chemical or hazardous substance when there is one.
3.6.3 To ensure that the spilled substance will not react with the affected area and nearby materials.
3.6.4 To instruct on proper clean-up and disposal of used cleaning materials.
3.6.5 To coordinate with the Facilities/ Site Management Committee for clean-up and/or restoration works.
3.6.6 To inform other committees (preferably the committee heads) of the developments.
3.6.7 To inform DENR-EMB when the spill reaches a body of water or a piece of land.

3.8.1 To maintain an updated list of key holders and master keys.

3.8.4 To guide (human) traffic during evacuation, especially when fire trucks need to enter the premises.
3.8.5 To consolidate the developments from the Evacuation and Search & Rescue Committees with their own and inform other committees (preferably
the committee heads).
3.8.6 To prepare a written report regarding the guiding of human traffic, evacuation, and search and rescue activities to the Communications Committee.

3.9 EVACUATION COMMITTEE


3.9.1 To know and be familiar with the evacuation routes inside the plant.
3.9.2 To assist the Security Committee in evacuation efforts.
3.9.3 To consolidate the headcount done by each Department Coordinator.
3.9.4 To inform the Search and Rescue Committee should there be any person/s missing.
3.9.5 To inform the Security Committee of the developments.

3.10 SEARCH AND RESCUE COMMITTEE. In case there would be missing person/s after the evacuation, they will be the ones to locate and rescue them.
3.10.1 To know and be familiar with the evacuation routes inside the plant.
3.10.2 To know the proper PPE and equipment to be used in performing a search and rescue.
3.10.3 To assist the Security Committee in evacuation efforts.
3.10.4 To locate and rescue missing person/s upon knowledge thereof.

3.0 ROLES AND RESPONSIBILITIES


● The Emergency Response Team will be responsible for ensuring the safety of the people inside the plant and/or neighboring communities, as well as
protect or salvage its properties in case incident/s happen.
● The Chairman will ultimately be responsible for all actions and decisions made during an emergency.
● Roles and responsibility of the Committee Head:
○ He/she is responsible in disseminating information and supervising his/her committee members.
○ He/she has the authority to activate the alarm system in case of an emergency.

3.1 CHAIRMAN
3.1.1 To call regular meetings with the Emergency Response Team throughout the year.
3.1.2 To relay updates with regards to the contingency plan to top management.
3.1.3 To give instruction/s and/or approval of the same prior to implementation or cascading it down to the employees during an emergency.
3.1.4 To keep the top management informed of the developments during an emergency.
3.1.5 To oversee all activities before and after the emergency.
3.1.5.1 After the fire is out, he/she will decide whether it is safe to go back to work or if it will be suspended.
3.1.5.2 After an earthquake, he/she will determine whether work can resume or not after inspecting the plant and the equipment.
3.1.5.3 In case relocation needs to be done, he/she will work with all the committee heads to find and approve new work areas for those who are
displaced.
3.1.6 To submit the consolidated and final post-emergency report to top management.

3.2 SAFETY OFFICER


3.2.1 To ensure that the Emergency Response Contingency Plan is updated every three years or as needed.
3.2.2 To conduct regular trainings or drills related to safety and health.
3.2.3 To maintain certifications in basic first aid and fire-handling.
3.2.4 To secure renewal and application of licenses and certificates regularly.
3.2.5 To monitor fire extinguishers.
3.2.6 To oversee proper management of wastes (disposal, storage, and transport) inside the plant.
3.2.7 To test the alarm system periodically.
3.2.8 To ensure that the alarm is activated during an emergency to inform all employees of it.
3.2.9 To comply with DOLE-OSH’s requirements for a broader Emergency Response Contingency Plan.
3.2.10 To coordinate with the Chairman in all emergency situations.

3.3 COMMUNICATIONS COMMITTEE


3.3.1 To ensure methods of communication both inside and outside the plant.
3.3.1.1 To maintain an updated emergency telephone and email contact list so that employees and other appropriate people are notified quickly in
case of an emergency.
3.3.1.2 To establish regular communication strategy inside the plant.
3.3.1.3 To contact the local fire department in case of fire and other government agencies when necessary.
3.3.1.4 To inform neighboring barangays and residential areas of the emergency when needed.
3.3.2 To issue alerts, up-to-date instructions, information or warnings related to any imminent danger through any means possible.
3.3.3 To keep the Chairman or Safety Officer informed of the developments from all committees during an emergency.
3.3.4 To coordinate with the Human Resources Department to assist any employee affected by the emergency in availing the applicable company
assistance benefit.
3.3.5 To submit the consolidated and post-emergency report to the Chairman or Safety Officer.

3.11 DEPARTMENT COORDINATORS


3.11.1 To know and be familiar with the evacuation routes inside the plant, especially for his/her assigned department.
3.11.2 To relay important announcements to other department members.
3.11.3 To lead the evacuation of employees for each department should there be a need to.
3.11.4 To report the headcount done to the Evacuation Committee (preferably its head).
3.11.5 To inform the other committees (preferably the committee heads) of the developments.
