3.1 CHAIRMAN
3.1.1 To call regular meetings with the Emergency Response Team throughout the year.
3.1.2 To relay updates with regards to the contingency plan to top management.
3.1.3 To give instruction/s and/or approval of the same prior to implementation or cascading it down to the employees during an emergency.
3.1.4 To keep the top management informed of the developments during an emergency.
3.1.5 To oversee all activities before and after the emergency.
3.1.5.1 After the fire is out, he/she will decide whether it is safe to go back to work or if it will be suspended.
3.1.5.2 After an earthquake, he/she will determine whether work can resume or not after inspecting the plant and the equipment.
3.1.5.3 In case relocation needs to be done, he/she will work with all the committee heads to find and approve new work areas for those who are
displaced.
3.1.6 To submit the consolidated and final post-emergency report to top management.
3.4 FIRE BRIGADE COMMITTEE. They will be the ones to mainly respond in case there is fire.
3.4.1 To train and get certified as a fire marshal.
3.4.2 To know and regulate possible sources and causes of fire.
3.4.3 To control or contain fire when there is one.
3.4.4 To provide assistance to the local fire department when needed.
3.4.5 To ensure that the fire is completely extinguished and has no possibility of re-ignition in the affected area.
3.4.6 To coordinate with the Facilities/ Site Management Committee for clean-up and restoration works.
3.4.7 To inform other committees (preferably the committee heads) of the developments.
3.4.8 To prepare a written report regarding the fire, its origin and extent, and the procedures done to extinguish it to the Communications Committee.
3.5 FACILITIES/SITE MANAGEMENT COMMITTEE. They will be the ones to mainly respond in case there is flooding or earthquake that causes damage to
plant properties.
3.5.9 To prepare a written report regarding the recovery and/or relocation activities to the Communications Committee.
3.5.10 To recommend a contract with construction companies for plant restoration.
3.6 HAZARDOUS MATERIAL/CHEMICAL MANAGEMENT COMMITTEE. They will be the ones to mainly respond in case there are spills or release of
chemicals or hazardous materials, as well as if there would be problems with solid waste management.
3.6.1 To know the characteristics, properties, proper storage and disposal of all chemicals used inside the plant.
3.6.2 To control or contain spills or release of a chemical or hazardous substance when there is one.
3.6.3 To ensure that the spilled substance will not react with the affected area and nearby materials.
3.6.4 To instruct on proper clean-up and disposal of used cleaning materials.
3.6.5 To coordinate with the Facilities/ Site Management Committee for clean-up and/or restoration works.
3.6.6 To inform other committees (preferably the committee heads) of the developments.
3.6.7 To inform DENR-EMB when the spill reaches a body of water or a piece of land.
3.6.8 To prepare a written report regarding the spilled chemical or hazardous material and the actions taken to the Communications Committee and to
DENR-EMB.
3.10 SEARCH AND RESCUE COMMITTEE. In case there would be missing person/s after the evacuation, they will be the ones to locate and rescue them.
3.10.1 To know and be familiar with the evacuation routes inside the plant.
3.10.2 To know the proper PPE and equipment to be used in performing a search and rescue.
3.10.3 To assist the Security Committee in evacuation efforts.
3.10.4 To locate and rescue missing person/s upon knowledge thereof.
3.10.5 To inform the Security Committee of the developments.

3.5.2 To identify specific priority equipment or tools to be saved or recovered first during an emergency upon consultation with the management.
3.5.3 To turn off the powerline when it is deemed necessary.
3.5.4 To assess the damage and advise the Chairman of its extent.
3.5.5 To oversee the overall management of recovery and salvage operations.
3.5.5.1 To supervise the staff and volunteers during recovery efforts.
3.5.5.2 To locate specific priority items to be saved or recovered first.
3.5.5.3 To supervise delivery and installation of equipment needed in recovery efforts.
3.5.5.4 To advise whether the salvaged items need to be dried or are not worthy of being recovered.
3.5.5.5 To supervise the processing of all damaged materials whether they’re for recycle or for disposal.
3.5.6 To supervise in-house cleaning and drying of the plant premise and properties.
3.5.7 To restore all utilities (such as electricity and water) when safe and appropriate.
3.5.8 To inform other committees (preferably the committee heads) of the developments.
3.5.9 To prepare a written report regarding the recovery and/or relocation activities to the Communications Committee.
