Secretary: Good afternoon distinguished officers and members of the Oriental Mindoro Society
of Young Parliamentarians, our first regular meeting is about to commence, may we therefore
request everyone to please all open their cameras and mute their microphone. Hon. Noel C.
Cirujano, presiding.
PO/JVM: The 1st regular meeting of the Oriental Mindoro Society of Young Parliamentarians is now called to
order. May we request Hon. ___________________________ please lead the invocation?
Secretary: Just open your microphone and say present after I call your name. (Calls the roster of
officers and members). Mr. Presiding Officer, __ out of the __ officers and members of this body is
present here today we have a __% attendance.
PO: Thank you, Mr. Secretary. There being a quorum, let us start with the order of business. May
we therefore request our floor leader to start with the order of business?
FL: Yes, Mr. Presiding Officer. Good afternoon. Considering that this is the first regular meeting of
the organization, we have no written minutes of the meeting yet so we will now proceed to the next
item which is the privilege hour.
FL: Does anyone want to avail the privilege hour? Seeing and hearing none, we will now move
to the First Reading and Referral of Measures and Communication. May we therefore request
our Secretary to read all the resolutions, ordinances, and transmittal letters coming from the
Executive President?
PO: Mr. Secretary please read the items under the First Reading and Referral of Measures and
Communication.
Secretary: Yes, your honor. Under the First Reading and Referral of Measures and
Communication, item number one letter A is A PROPOSED RESOLUTION FORMULATING
THE CODE OF CONDUCT OF YOUTH PARLIAMENTARIANS PROVIDING PENALTIES FOR
VIOLATIONS THEREOF AND FOR OTHER PURPOSES Sponsored by Hon. John Vincent
Galigao
PO: Approved on first reading and respectfully referred to the Committee on Rules, Privileges,
Accountability, and Ethics.
FL: Mr. Presiding Officer, Hon. John Vincent Galigao would like to be recognized.
Hon. Galigao: Thank you Mr/Madam Floor Leader. Mr. Presiding Officer, I move to include item
number one letter A under the calendar of business business for the day as item number one.
PO: There is a motion from Hon. Galigao to include item number one letter a from the first
reading and referral of measures and communications to the calendar of business, business for
the day as item number one, any second to the motion?
PO: Seconded by _________. Any objection? Hearing and seeing none, the motion is
approved.
FL: Thank you Hon. Galigao. Since there is no item under the committee report we will now
proceed to the calendar of business business for the day item number one.
Hon. Galigao: Mr. Presiding Officer I move for the approval of the resolution formulating
the code of conduct of youth parliamentarians providing penalties for violations thereof
and for other purposes.
PO: There is a motion for the approval of the resolution formulating the code of conduct
of youth parliamentarians providing penalties for violations thereof and for other
purposes any second to the motion?
(B raises hand).

B: Thank you Mr. Presiding Officer and Hon. Floor Leader. I would just like to clarify
some parts of the code of conduct before we proceed to the approval. (States specific
portions of the code that are vague and irrelevant).
B: I agree to some portions of the code however I move to amend paragraph __ of the
code from _________________ to ______________________.
PO: There is a motion from Hon. B to amend the code from _____ to ______, any
second to the motion?
Hon. Galigao: Mr. Presiding Officer I do not agree with the amendment proposed by
Hon. B since this will ultimately remove the essence of the code that we are currently
passing. Considering that there is a pending motion on the approval of this code, may I
move for the division of the house on whether we will approve the code as written or we
will defer its adoption?
PO: There is a motion from Hon. Galigao to divide the house in order to determine the
majority vote on whether we will approve the code as written or we will defer its
approval. I am requesting our secretary to count the affirmative and negative votes.
Please open your camera and raise your hand to signify your vote. Those who are in
favor of the approval of the code as written please raise your hand (secretary counts the
vote). Those who are for the deferment of its approval please raise your hand (secretary
counts the vote).
Secretary: Your honor, the number of affirmative votes are ___ and the number of
negative votes are ___. The affirmative has it.
2. PO: Thank you Mr. Secretary. With this, the PROPOSED RESOLUTION FORMULATING
THE CODE OF CONDUCT OF YOUTH PARLIAMENTARIANS PROVIDING PENALTIES FOR
VIOLATIONS THEREOF AND FOR OTHER PURPOSES is now approved.
FL: That would be all Mr. Presiding Officer, now we will proceed to the announcements. Any
