Enrollment is contractual in nature. When a student enrolled and admitted, it shall be presumed that
he or she:
1. Agrees to recognize, accept and comply with all existing rules, regulations, policies and requirements
concerning his/her school duties.
2. Rules of good order concerning classroom behavior must be observed by every student whether the
teacher is present or not in the classroom.
3. Students may leave the classroom during classes only with the permission of the adviser or subject
teacher.
4. In accordance with the DepEd regulation, the Norala National High School reserves to itself the right to
transfer any student whom the school environment could no longer be healthy and helpful to him/her .
The student may be recommended to transfer when he/she, with all considerations, still fails to give
satisfactory evidence and active cooperation in all requirements of good and proper conduct.
5. A major offense is one which merit suspension or recommendation to transfer to other school with the
approval of the school principal.

MINOR OFFENSE:
1. First Offense Warning/ to be noted by the adviser or subject teacher

3. Third Offense Last chance (with agreement)
4. Fourth Offense Suspension/ Recommendation to transfer as approved by the
Principal
Section 1. Authority to Maintain School Discipline (D.O No. 92, s. 1992 pages 22-33)
Every school shall maintain discipline inside the school campus as well as outside the school premises when
pupils or students are engaged in activities authorized by the school
1.1.2 Suspension/Expulsion (Section 145 – 151, Part VI Chapter III, Service Manual 1960)
For first and other offenses which are not very serious in nature, a suspension from the
school not to exceed three (3) days may be authorized by the principal without the prior
approval of the Division Superintendent. However, parents must be informed by the teacher
or the school principal of any misconduct on the part of their children which disciplinary
action is necessary.
For the persistent offender or one guilty of a serious offense, a suspension for not more than
one (1) year may be imposed subject to the approval of the Division Superintendent.
Suspension for a school year or more expulsion from the school can be ordered only by the
DepEd Secretary.
In all cases of suspension, a written promise of the future exemplary conduct signed by the
pupil/student and countersigned by his/her parents or guardian shall be required as a
condition for readmission and must be required in the case of suspension for more than
three (3) days.
Offense punishable by suspension or expulsion depending on the seriousness of the offense.
All major offenses must be submitted and record at the office of the prefect of discipline.
1.1.3 Disciplinary Measures on Bullying Incidents or Retaliation (DepEd Order No. 55 s. 2013;
Implementing
Rules and Regulations (IRR) of Republic Act No. 10627 otherwise known as The Anti-Bullying Act of
2013)
The School Head, considering the nature, gravity or severity, previous incidents of bullying or
retaliation and attendant circumstances, may impose reasonable disciplinary measures on
the bully or offending student that is proportionate to the act committed.
Written reprimand, community service, suspension, exclusion or expulsion, in accordance
with existing rules and regulations of the school or of the Department for public schools,
may be imposed, if the circumstances warrant the imposition of such penalty, provided that
the requirements of due process are complied.
A. Major Offenses
Note: In case of emergency, the student could ask help from the adviser/ subject teacher for
assistance using his/her cellphone.
B. Minor Offenses:
1.2.1 Regularly of attendance and punctuality are required in all classes. Tardiness within 20 minutes is
allowed before the first period class and 10 minutes tardiness every period is considered cutting classes.
Three tardiness is considered habitual and the parents will be called. After three (3) absences without
valid
reason, parents/guardian will be asked by the adviser to come. An excuse letter from the parent or
guardian
will be presented by the student to his/her adviser for every absent.
1.2.2 Attendance of students in school holidays, activities relative to their religion, e.g. Ramadan, shall be
allowed as approved by the School Head.
1.2.3 Student who came 8:00 in the morning and 1:00 in the afternoon should be considered absent except in
cases with valid reason. The student shall be held at the security service area while the assigned security
guard informs the adviser to contact the parent or guardian to fetch the child.
2.1 Only Bonafide students of the school shall be allowed inside the school campus.
2.2 Visitors shall be required to sign the logbook of the security service before entering the school
campus
2.3 Parents/ guardians should confer with teachers during their free time and will be waiting at the
designated area.
