SCHOOL RULES AND REGULATIONS

CONDUCT AND DISCIPLINE

Enrollment is contractual in nature. When a student enrolled and admitted, it shall be presumed that
he or she:
1. Agrees to recognize, accept and comply with all existing rules, regulations, policies and requirements
concerning his/her school duties.
2. Rules of good order concerning classroom behavior must be observed by every student whether the
teacher is present or not in the classroom.
3. Students may leave the classroom during classes only with the permission of the adviser or subject
teacher.
4. In accordance with the DepEd regulation, the Norala National High School reserves to itself the right to
transfer any student whom the school environment could no longer be healthy and helpful to him/her .
The student may be recommended to transfer when he/she, with all considerations, still fails to give
satisfactory evidence and active cooperation in all requirements of good and proper conduct.
5. A major offense is one which merit suspension or recommendation to transfer to other school with the
approval of the school principal.

SANCTIONS / FUNCTIONS

MAJOR OFFENSE:
1. First Offense Call the adviser, subject teacher and parent
2. Second Offense Last chance (with agreement)
3. Third Offense Suspension/Recommendation to transfer as approved by the
Principal

MINOR OFFENSE:
1. First Offense Warning/ to be noted by the adviser or subject teacher
2. Second Offense Call the adviser, parent and subject teacher
3. Third Offense Last chance (with agreement)
4. Fourth Offense Suspension/ Recommendation to transfer as approved by the
Principal

OFFENSES SUBJECT FOR RECOMMENDATION TO TRANSFER


1. Using, Processing, and Selling of Prohibited Drugs
2. Drunkenness within school jurisdiction
3. Caught bringing deadly weapon such as knife, guns, etc.
Note: Any offense or misbehavior by a student must be noted in the required Anecdotal Record by the adviser
or subject teacher.

Section 1. Authority to Maintain School Discipline (D.O No. 92, s. 1992 pages 22-33)
Every school shall maintain discipline inside the school campus as well as outside the school premises when
pupils or students are engaged in activities authorized by the school

1.1 Imposition of Disciplinary Action


1.1.1 School officials and teachers shall have the right to impose appropriate and reasonable disciplinary
measures in case of minor offense or interactions of good discipline. However, no cruel or physical
harmful punishment shall be imposed or applied against any pupil or student.

1.1.2 Suspension/Expulsion (Section 145 – 151, Part VI Chapter III, Service Manual 1960)
 For first and other offenses which are not very serious in nature, a suspension from the
school not to exceed three (3) days may be authorized by the principal without the prior
approval of the Division Superintendent. However, parents must be informed by the teacher
or the school principal of any misconduct on the part of their children which disciplinary
action is necessary.
 For the persistent offender or one guilty of a serious offense, a suspension for not more than
one (1) year may be imposed subject to the approval of the Division Superintendent.
 Suspension for a school year or more expulsion from the school can be ordered only by the
DepEd Secretary.
 In all cases of suspension, a written promise of the future exemplary conduct signed by the
pupil/student and countersigned by his/her parents or guardian shall be required as a
condition for readmission and must be required in the case of suspension for more than
three (3) days.
 Offense punishable by suspension or expulsion depending on the seriousness of the offense.
 All major offenses must be submitted and record at the office of the prefect of discipline.

1.1.3 Disciplinary Measures on Bullying Incidents or Retaliation (DepEd Order No. 55 s. 2013;
Implementing
Rules and Regulations (IRR) of Republic Act No. 10627 otherwise known as The Anti-Bullying Act of
2013)
 The School Head, considering the nature, gravity or severity, previous incidents of bullying or
retaliation and attendant circumstances, may impose reasonable disciplinary measures on
the bully or offending student that is proportionate to the act committed.
 Written reprimand, community service, suspension, exclusion or expulsion, in accordance
with existing rules and regulations of the school or of the Department for public schools,
may be imposed, if the circumstances warrant the imposition of such penalty, provided that
the requirements of due process are complied.

A. Major Offenses

1. Cheating (during midterm and periodical exam)


2. Stealing
3. Cutting Classes
4. Gross misconduct
5. Gambling of any sort
6. Extortion or asking money from others
7. Fighting causing injury to others
8. Jumping in/over the fence
9. Organizing fraternities/gangs
10. Smoking inside the school premises
11. Sexual harassment/threat
12. Writing obscene words, drawing, viewing/bringing pornographic materials
13. Assaulting a teacher, any other school authority or personnel or students.
14. Hazing in any form of manner inside the school premises.
15. Violation of Republic Act (RA) No. 10627: The Anti – Bullying Act (DepEd Order No. 55, s. 2013)
16. Instigating, leading or participating in concerted activities leading to stoppage or disturbance of
classes
(demonstration, boycott, rally etc.)
17. Vandalism, writing on or deliberate destruction or destroying school properties like chairs, tables,
windows, books, laboratory equipment and other, the repair will be charged to the offender
18. Caught with cell phone, iPods, DVD portable, laptop and other gadgets.
Laptop will be allowed only when the subject teacher required the students to bring as it is needed
to his/her class. Laptops must be turned-off during other classes.
(Students Only)
1st Offense The unit will be turned over to the parent/guardian
2nd Offense Last chance (with the agreement), 1 day suspension and the unit will be
turned-over to the parent/guardian

3 Offense Suspension more than 1 day/ Recommendation for transfer as approved by
the Principal

Note: In case of emergency, the student could ask help from the adviser/ subject teacher for
assistance using his/her cellphone.
B. Minor Offenses:

1. Bald / skin head haircut


2. Cheating (during written works)
3. Improper wearing of uniform
4. Having colored hair dye
5. Speaking / uttering bad words
6. Loitering around the school campus during class hours
7. Bystander outside school premises within 100m away during class hours
8. Creating noise inside or outside the classroom without a teacher
9. Going/Staying out of the classroom during class hours without proper permission
10. Picking fruits and flowers, digging crops and other school product without permission
11. Riding bicycle/motorcycle inside the school campus (this includes the outsider)
12. Throwing in any kind of rabbis within the school campus
13. Wearing of earrings for boys and multiple earrings for girls
14. Wearing of caps/hats, tubaw and the like inside and outside the classroom (except during dismissal
or when it rains)
15. Tattooing in any parts of the body in which it is not covered by the school uniform (Permanent or
Henna)

1.2 ATTENDANCE AND PUNCTUALITY

1.2.1 Regularly of attendance and punctuality are required in all classes. Tardiness within 20 minutes is
allowed before the first period class and 10 minutes tardiness every period is considered cutting classes.
Three tardiness is considered habitual and the parents will be called. After three (3) absences without
valid
reason, parents/guardian will be asked by the adviser to come. An excuse letter from the parent or
guardian
will be presented by the student to his/her adviser for every absent.
1.2.2 Attendance of students in school holidays, activities relative to their religion, e.g. Ramadan, shall be
allowed as approved by the School Head.
1.2.3 Student who came 8:00 in the morning and 1:00 in the afternoon should be considered absent except in
cases with valid reason. The student shall be held at the security service area while the assigned security
guard informs the adviser to contact the parent or guardian to fetch the child.

1.3 SCHOOL UNIFORM


1.3.1 A school uniform shall be prescribed for all pupils / students. Shoes are considered part of the
uniform.
Students are required to wear complete uniform from Monday to Friday except Wednesday (free
uniform)
1.3.2 All students shall be required to wear the official I.D in the school campus before admission. Any
student
who does not have I.D will secure permit from the in charge (Prefect of Discipline/ CPP Coordinators)
1.3.3 The acceptable haircut for boys shall be at least one (1) inch and not more than two (2) inches in
length.
1.3.4 All girls should wear white blouse, maroon skirt, closed black shoes and white socks.
1.3.5 All boys should wear white polo with plain sando / t-shirt inserted, dark maong pants, with shoes
and socks.
1.3.6 Any student who does not wear complete proper uniform should be dealt with accordingly.
1.3.7 In case of improper wearing of uniform, the students need to present letter signed by their parents
stating the reason/s.
1.3.8 Wearing jogger, patched and tattered jeans or pants is not acceptable.

SECTION 2. CAMPUS SECURITY

2.1 Only Bonafide students of the school shall be allowed inside the school campus.
2.2 Visitors shall be required to sign the logbook of the security service before entering the school
campus
2.3 Parents/ guardians should confer with teachers during their free time and will be waiting at the
designated area.
SECTION 3. GUIDELINES AND POLICIES ON ENVIRONMENT

3.1. B SCHOOL ENVIRONMENT
a. No burning of garbage. Waste compositing is encouraged instead.
b. Electrical energy conservation must be observed. Lights, ceiling fans, wall fans, air conditioners,
computers must be put off if not in use.
c. Proper conservation of water must be observed. Faucets are for drinking use only.
d. Proper coordination with LGU’s in collection of garbage will be regularly done.
