Reaction Paper on Republic Act No.

11131

It has been 67 years since Plaridel Education Institution was established in 1954. It is

presently known as the Philippine College of Criminology (PCCR), the first Criminology School

in Asia and the Pacific. Since this college is known to offer the pioneer Criminology program in

our country, the major question in my mind is that why did the school management decide to

build their branch in Sta. Cruz, Manila only and not open other branches in strategic locations in

the country. Being the mother school for the Criminology program, if they built several branches

across the Philippines, I think there would be a greater number of Criminology graduates and

professionals and the program could have been recognized earlier by the government. It was

only when the Pres. Rodrigo R. Duterte’s administration that the law enforcement was given

much value when he implemented the increase in salary of the law enforcers, particularly the

Philippine National Police (PNP).

Since the creation of the Plaridel Education Institution, the Philippine Board of Examiners

for Criminologists enacted the Republic Act No. 6506, otherwise known as “An Act Creating

the Board of Examiners for Criminologists in the Philippines” in 1972, which accounts to 18

years. However, due to political turmoil in the country brought about by the Martial Law, 14

years were wasted because no Criminology Licensure Examinations were initiated. But then,

our great leaders in Criminology education revisited the program in coordination with the

Department of Education, Culture and Sports (DECS), which is now known as the Department

of Education (DepEd). Since then, the first board examination was given.

It is nice to hear that the Republic Act No. 6506 is already amended by Republic Act No.

11131, otherwise known as the Philippine Criminology Profession Act. It has been 46 years

since the creation of Republic Act No. 6506 and is already obsolete. It is crystal clear that the

Criminology profession is in its Golden Era right now because the importance of Criminology

Profession in the Philippines is instituted in the new Law.

Criminology programs became more popular. However, the standardization and

regulation of Criminology education and supervision needs to be measured because many

Colleges and Universities in the Philippines offer BS Criminology just to earn money, and thus,

compromising quality. Students were oriented that working as a law enforcer entail receiving

high salary and security of tenure at work, however, the quality of teaching was not good.

Graduates who have taken the Criminology licensure examination were not expected to pass

the exams because some teachers or professors were themselves not Board passers or

Master’s degree holders, which are minimum requirements for teaching this course. Criminology

schools should produce quality and globally competitive students. The Law should strictly

implement quality education across all schools offering BS Criminology.

In terms of Board Examination, it is upright to set high standards for taking the

examinations because the board examination results are the reflection of the education received

by students within their four-years stay in college and the overall performance of the concerned

colleges and universities. For those who failed, it is decent that they be given another chance

and abide by a high standard of compliance in retaking the board examination. It is good to

know that the release of the board examination results has been improved from 90 days to 10

days.
