RE: Draft Report –2021 PFAS Management Program – Phase 2 – Eastern Iowa Airport
Foth Infrastructure & Environment, LLC (Foth) is submitting a draft report summarizing the
investigation results for the 2021 PFAS Management Program – Phase 2 groundwater
monitoring project. The contents of this draft report are in accordance with the record-keeping
procedures listed in the Sampling & Analysis Plan (Foth, 2021).
1. Introduction
The Eastern Iowa Airport (CID) is a commercial service airport located on the southwest side of
the City of Cedar Rapids, Iowa. The facility consists of approximately 3,300 acres of land situated
west of Interstate 380 and south of 76th Avenue SW. The main terminal entrance on Arthur
Collins Parkway SW is accessible from Wright Brothers Boulevard.
The facility opened at its present location in 1947, and the existing passenger terminal was
completed in 1986. The airport is owned by the City of Cedar Rapids and operated by the Cedar
Rapids Airport Commission. Landside operations include the airline passenger terminal complex,
rental car facilities, air cargo facilities, general aviation facilities, Federal Aviation Administration
(FAA) air traffic control tower, Airport Public Safety, an airport administration building, and
maintenance facilities.
Aqueous film-forming foam (AFFF) is a fire suppressant that is very effective in extinguishing
flammable liquid-based (Class B) fires and depriving fires of the ability to reignite. AFFF is
typically created by combining hydrocarbon surfactants, solvents, fluorosurfactants, polymers,
and other additives. Per- and polyfluoroalkyl substances (PFAS) are contained in some AFFF
formulations. Due to its superiority in effectiveness and the priority of firefighters to protect life
and property, the use of PFAS-containing AFFF has been mandatory in the United States military
and civilian airport industry for decades. Part 139 certificated airports, including CID, are required
to utilize PFAS-containing AFFF that meets specifications contained in MIL-F-24385 (MIL-SPEC)
via 14 Code of Federal Regulations (CFR) Part 139. CID has purchased, stored, and utilized PFAS-
containing AFFF in accordance with these regulatory requirements.
Historically, low volume releases of AFFF have occurred on CID property to test firefighting
equipment in accordance with FAA regulations. In 2020, CID purchased a no-foam dispensing
system, which assists the airport in conducting testing without the need to dispense AFFF onto

the ground. CID does not have a history of active training on-site, which requires periodic, high-
volume discharge, and has not had an aviation-related emergency requiring the release of AFFF.
In 2016, the United States Environmental Protection Agency (USEPA) established a Lifetime
Health Advisory Level (HAL) of 70 parts per trillion (ppt) for two individual PFAS compounds,
perfluorooctanoic acid (PFOA) and perfluorooctane sulfonic acid (PFOS). Health advisories are
non-enforceable limits but serve as technical information for regulatory agencies to create and
enforce regulations.
As part of ongoing multi-year efforts, CID is voluntarily initiating testing to determine whether
PFOA and PFOS are present in the soil and groundwater near the current and former Airport
Public Safety buildings. This draft report summarizes the investigation results for the 2021 PFAS
Management Program – Phase 2 groundwater monitoring project conducted in August and
September of 2021. The goal of this investigation was to identify baseline conditions near the
current and former Airport Public Safety buildings at CID as the USEPA, FAA, and Iowa
Department of Natural Resources (Iowa DNR) continue to develop guidance and regulations
associated with PFAS. The study area for this initial investigation is depicted on Figure 1 in
Attachment 1.
2. Field Methods
Soil investigation and monitoring well installation activities were conducted between August 10
and 23, 2021. Groundwater monitoring activities were conducted on September 29, 2021. The
monitoring well locations are depicted on Figure 2 in Attachment 1. EB Solutions, Inc. conducted
drilling, monitoring well installation, and well development activities. Foth provided oversight of
drilling and well installation, logged the soil borings, and collected soil and groundwater samples.
Laboratory analysis was performed by Eurofins located in Lancaster, Pennsylvania.
Additional description regarding the field methods is provided in the sections below. Unless
otherwise noted, investigation activities were conducted in accordance with the procedures
outlined in the Sampling & Analysis Plan (Foth, 2021).
Borings were advanced using hollow-stem auger technology with continuous soil cores collected
for logging and soil sample collection using five-foot core samplers. During drilling for monitoring
well installation, soil samples were collected for laboratory analysis from the 0-1 and 5-6-foot
intervals. A summary of the soil borings, samples collected for laboratory analyses, and analytical
methods is provided in Table 1. Soil boring logs are provided in Attachment 2.

In accordance with the procedures outlined in the Sampling & Analysis Plan (Foth, 2021), drill
cuttings and excess soil from continuous soil sampling were thinly spread to match the existing
surface grading to the extent practicable near MW-101. Foth surveyed the boundary of this area
upon completion of drilling activities.
Monitoring wells MW-100 through MW-105 were installed in the uppermost groundwater bearing
unit, with the screened interval straddling the water table to the extent practical. Well construction
details are provided on the Monitoring Well Construction Documentation Forms in Attachment 2.
Monitoring wells MW-100, MW-101, MW-102, MW-103, and MW-105 were installed as stick-up
monitoring wells surrounded by three brightly colored bollards. A flushmount completion was
utilized at MW-104 due to its proximity to the taxiway located to the south.
Well development activities were conducted by EB Solutions, Inc. on August 23, 2021, which
allowed one week for the wells to stabilize and the grout to set after well installation. Water level
and well depth measurements were collected prior to and after development at each monitoring
well. Development was conducted by surging and purging three well volumes from each well until
the wells were free from sediment. Well development information is provided on the Monitoring
Well Construction Documentation Forms in Attachment 2.

Well depths were measured after completion of purging and sampling activities to eliminate
potential turbidity impacts from silt or sediment accumulation in the bottom of the well. In
accordance with the procedures outlined in the Sampling & Analysis Plan (Foth, 2021), purge
water was discharged to the ground surface adjacent to each monitoring well upon completion of
sampling and allowed to reinfiltrate back into the ground surface.
Field blanks were used to detect potential background or method contamination and consisted of
pouring lab-certified PFAS-free deionized water directly into empty blank sample containers at a
frequency of one blank per day during the soil and groundwater investigations.

In addition, equipment blanks were also collected during the soil and groundwater investigations
to evaluate the potable water sources utilized for decontamination. For the soil investigation, the
City of Cedar Rapids potable water source for decontamination of the drill rig and equipment was
sampled. For the groundwater investigation, the store-purchased distilled water utilized for
decontamination of the water level indicator was sampled.
The results of the field and equipment blanks are provided in Table 3. The laboratory analytical
reports are provided in Attachment 3.

The field blank results from the soil and groundwater investigations were non-detect for PFOA
and PFOS indicating that background or method contamination was not biasing the investigative
sample results.
For the potable water sources, City of Cedar Rapids potable water (i.e., EB-1_08_2021) had ultra-
low-level detections of PFOA and PFOS (i.e., J-flagged concentrations, which are detections
above the laboratory minimum detection limit but below the laboratory practical quantitation
limit). These ultra-low-level detections are negligible in terms of biasing the investigative soil and
groundwater sample results. The store purchased distilled water (i.e., EB-1_09_2021) was non-
detect for PFOA and PFOS indicating that using store-purchased distilled water as the
decontamination fluid was not biasing the investigative groundwater sample results.

The non-detect results for EB-2_09_2021 indicate that the decontaminated water level did not
contain PFOA and PFOS concentrations prior to use during groundwater monitoring. The
equipment blank results collected after use and decontamination of the water level indicator at
each monitoring well (i.e., EB-3_09_2021 through EB-8_09_2021) identified one ultra-low-level
detection of PFOA and ultra-low-level to low-level detections of PFOS. While these results indicate
potential low-level bias due to incomplete decontamination procedures, the blank results are
insignificant compared to the PFOA and PFOS concentrations identified in the investigative
groundwater samples.
For lab report 410-57410-1, PFOS was detected in the method blank (MB 410-178832/1-A) at a
concentration of 0.557 J ng/L. The investigative samples from the same laboratory prep and
analysis batches (i.e., EB-1_09_2021 and EB-2_09_2021) were non-detect for PFOS, indicating the
potential bias identified by the PFOS detection in the method blank did not impact the associated
investigative PFOS sample results.

Data Quality Indicator Evaluation
Method Criteria Review of the methods and analytes requested, chain of custody and sample receipt
forms, sample conditions upon receipt, case narrative, and holding times indicated that
samples were collected, preserved, shipped, and analyzed within the method protocols.
Precision Field duplicates were collected at the frequency of one duplicate per 10 investigative
samples during the soil and groundwater investigations in accordance with the
Sampling & Analysis Plan (Foth, 2021). The precision evaluation of the parent and field
duplicate samples is provided in Attachment 4.
The relative percent differences (RPDs) between the parent and field duplicate samples
were within the duplicate sample validation criteria, except for SB-101_0-1_08_2021 and
field duplicate SB-FD-1_08_2021. For SB-101 collected from 0-1 feet below ground
surface (bgs), the parent sample PFOA and PFOS results were greater than the
duplicate sample results and exceeded the low-level duplicate sample validation
criteria.
Laboratory precision was evaluated through laboratory control sample (LCS) and
laboratory control sample duplicate (LCSD) RPDs. LCS/LCD quality control samples are
not required for this project. Where analyzed and reported by the laboratory, the
LCS/LCSD RPDs were within control limits.

Accuracy Acceptable accuracy is defined as achieving % recovery within the recovery limits
established by the analytical laboratory for the method utilized. With the exception
identified below, the % recoveries for surrogates, isotope dilution samples, or LCS/LCSD
samples were within the recovery limits.
The C8PFOS isotope dilution recovery for MW-102_09_2021 of 262% was above the
surrogate recovery limit (i.e., 49-126%), indicating potential high bias in the PFOS results
for the groundwater sample collected at MW-102. Eurofins reported in the case
narrative that the isotope dilution recovery exceedance occurred due to matrix
interference.
Representativeness Soil and groundwater monitoring were conducted in accordance with the sample
collection procedures described in the Sampling & Analysis Plan (Foth, 2021).
Comparability Consistent sampling techniques and measurement methods were utilized for collection
of the soil and groundwater samples. Despite the confining conditions anticipated by
the glacial till geology, recovery was acceptable for conducting low-flow groundwater
monitoring at all six monitoring wells. Analytical methods and reporting adhered to the
most recent USEPA protocols for analysis of PFOA and PFOS in soil and groundwater.
The same analytical method was utilized for the samples collected.
Note: since these were the first soil and groundwater samples collected, there are no
historical techniques, procedures, or methods to compare to. If additional monitoring is
conducted in the future, consideration will be given to adhering to the techniques,
procedures, or methods used during this investigation to the extent practicable.
Methods of sample collection and analysis may differ due to changing geologic and
hydrogeologic conditions (i.e., at new locations, seasonal variation, etc.). In addition,
analytical methods for PFAS compounds are being updated, and consideration must be
given to using the currently approved USEPA protocols for analysis.
Completeness Valid analytical results exceeded the 90% target. No results were rejected.
Sensitivity Sensitivity measures 1) the ability of the analytical method to detect an analyte and 2)
the concentration of the analyte that can reliably be quantified. A sensitivity measure
was not established for soil samples since there are no regulatory limits or advisories
for PFOA and PFOS in soil matrices. Eurofins adhered to current USEPA protocols for
analysis of PFOA and PFOS in the soil samples and utilized the lowest possible
minimum detection limits (MDLs) and practical quantitation limits (PQLs).
For groundwater, the Sampling & Analysis Plan (Foth, 2021) indicated that sensitivity will
be achieved if the MDL and PQL are less than the USEPA HAL of 70 ppt. Except for MW-
102_09_2021, the MDLs and PQLs for the groundwater samples were below 70 ppt. At
MW-102_09_2021, a 100x dilution was necessary due to the elevated concentrations of
PFOA and PFOS in the sample. As a result, analysis was less concerned with the ability
to detect PFOA and PFOS and more concerned with reliably quantifying the actual
concentrations. Therefore, the elevated reporting limits for MW-102_09_2021 are
accepted for sensitivity.
Based on the data quality indicator evaluation, the data reported are of good quality and are
considered suitable for their intended use. No evidence of gross contamination or significant
issues with the method criteria, precision, accuracy, representativeness, comparability, or
completeness were identified. 100% of the data is usable for project DQOs.

4. Investigation Results
As a reminder, the goal of this investigation was to identify baseline conditions near the current
and former Airport Public Safety buildings at CID as the USEPA, FAA, and Iowa DNR continue to
develop guidance and regulations associated with PFAS. Task-specific goals include establishing
baseline PFOA and PFOS concentrations in soil at two shallow depth intervals, establishing
baseline PFOA and PFOS concentrations at six groundwater monitoring wells screened across
the uppermost water table, and determining groundwater flow direction in the vicinity of the six
monitoring wells (Foth, 2021).

The baseline soil analytical results identified PFOA and PFOS concentrations in shallow soil at the
monitoring well locations. Except for MW-102, concentrations of PFOA and PFOS were higher in
the 0-1 feet bgs sample than the 5-6 feet bgs sample, preliminarily indicating higher
concentrations at the surface and decreasing with depth.
Currently, there are no Iowa or Federal standards or advisories for PFOA and PFOS in soil.

baseline investigation at CID are significantly lower the Wisconsin DNR soil industrial direct-
contact RCLs. Currently, there are no groundwater protective soil RCLs for PFOA and PFOS in
Wisconsin.
The Minnesota Pollution Control Agency (MPCA) has developed soil reference values (SRVs)
which are used as a screening tool used to evaluate potential human health risks from exposure
to contaminated soil. The commercial-industrial SRV for PFOA is 3 mg/kg (or 3,000 ng/g) and for
PFOS is 0.54 mg/kg (or 540 ng/g). Similarly, the soil concentrations identified during the baseline
investigation at CID are below the commercial-industrial SRVs for PFOA and PFOS. Note that
PFOS concentrations at MW-102 (both 0-1 and 5-6 feet bgs) were close to the commercial-
industrial SRV.
Comparison of the baseline soil concentrations identified at CID to the Wisconsin and Minnesota
soil screening levels indicates that the shallow soil PFOA and PFOS concentrations identified are
not likely to impact human health through direct-contact exposure with soil.

The baseline groundwater analytical results identified PFOA and PFOS concentrations at the six
groundwater monitoring wells screened across the uppermost water table in the vicinity of the
current and former Airport Public Safety buildings. The highest concentrations were identified at
MW-101, MW-102, MW-103, and MW-104, which directly correlates with locations where AFFF
equipment testing was historically conducted. Lower concentrations were identified at
downgradient wells MW-100 and MW-105.
Currently, there are no Iowa or Federal standards or advisories for PFOA and PFOS in
groundwater. However, USEPA is currently investigating maximum contaminant levels (MCLs) for
PFOA and PFOS in groundwater. As reported in Section 1, USEPA has established a non-
enforceable Lifetime HAL of 70 ppt for PFOA and PFOS in drinking water. This HAL is a limit for
each compound individually or the sum of both compounds. Except at MW-105, the groundwater
PFOA and PFOS concentrations identified during the baseline investigation at CID are above the
USEPA HAL. Note that individual PFOA and PFOS concentrations at MW-100 are below the
USEPA HAL; however, the sum of the two compounds exceeds the USEPA HAL.

Analytical test results meet all requirements of the associated regulatory program (e.g., NELAC (TNI), DoD,
and ISO 17025) unless otherwise noted under the individual analysis. Data qualifiers are applied to note 3
exceptions. Noncompliant quality control (QC) is further explained in narrative comments.
·QC results that exceed the upper limits and are associated with non-detect samples are qualified but further 4
narration is not required since the bias is high and does not change a non-detect result. Further narration is
also not required with QC blank detection when the associated sample concentration is non-detect or more 5
than ten times the level in the blank.
·Matrix QC may not be reported if insufficient sample or site-specific QC samples were not submitted. In these
situations, to demonstrate precision and accuracy at a batch level, a LCS/LCSD is performed, unless otherwise

specified in the method.
·Surrogate and/or isotope dilution analyte recoveries (if applicable) which are outside of the QC window are 7
confirmed unless attributed to a dilution or otherwise noted in the narrative.
Regulated compliance samples (e.g. SDWA, NPDES) must comply with the associated agency 8
requirements/permits.

Measurement uncertainty values, as applicable, are available upon request.

Test results relate only to the sample tested. Clients should be aware that a critical step in a chemical or
microbiological analysis is the collection of the sample. Unless the sample analyzed is truly representative of 11
the bulk of material involved, the test results will be meaningless. If you have questions regarding the proper
techniques of collecting samples, please contact us. We cannot be held responsible for sample integrity,
however, unless sampling has been performed by a member of our staff. Times are local to the area of activity. 12
Parameters listed in the 40 CFR Part 136 Table II as "analyze immediately" and tested in the laboratory are not
performed within 15 minutes of collection. 13
