General Specification for Indian Navy DSV

1. SCOPE:

This document covers specifications of XXXX as defined in the RFP issued by Indian Navy for 2 X Diving
Support Vessel. The detailed technical specifications of the system are placed at Annexure-I. If any
clause of general specification conflicts with the Annexure-I, Annexure –I shall prevail. The Equipment
supplied should meet the requirements confirming to the Vessel Classification, Classification Society
rules, Naval Engineering standards and statutory requirements.

2. GENERAL INFORMATION:

2.1. VESSEL DESCRIPTION:

The Diving Support Vessel would have the following approximate main particulars:

a) Length overall : Not more than 120 m


b) Beam : About commensurate with Tonnage and Draught m
c) Maximum Draft : Not more than 6 m
d) Deep Displacement : About commensurate with Tonnage and Draught T

2.2. COMPLEMENT:

The envisaged complement of the ships comprises a total of 168 personnel as given under:

a) Officers - 13
b) Senior sailors - 43
c) Junior sailors - 82
d) DSRV Kit operators - 30

In addition, 02 Marine medical specialists (submarine) will also be embarked on as required basis.
Additional accommodation of 45 submariners catered.

2.3. PLANNED OPERATIONAL PROFILE:

a) Speed:
i) Maximum ship speed not less than 18kn in full load condition, at 85% MCR at ambient
temperature of 350 C.
ii) Economical Speed – 15 knots.

b) Endurance: Minimum 5000 NM @ 15 knots speed.

c) Service Life: Planned service life of the Ship is 25 years. The exploitation of the ship would be at
least 4500 hours per engine during the period of 12 months.

d) Mission duration: The Diving Support Vessel (DSV) must be able to undertake a 60 day mission

worldwide. All machinery, weapons, sensors must have reliability and maintainability to support
this requirement of mission duration. Workshops and equipment are to be positioned on board for
first line maintenance, to enable the ship to be self-sustained for the mission duration.

e) Dynamic Positioning System: DP 2 notation.

f) Sea Worthiness: The sea worthiness of the ship should be as follows:-

i) Sea worthy for transit on all headings up to Sea state 7 and survivable on best headings at
Sea State 8.

ii) Capable of operating Helicopter in Sea State 6 on best heading.

iii) Capable of conducting Diving Operations up to Sea State 4.

iv) Capable of Dynamic Positioning operations up to Sea State 4.

v) The scope and limiting criteria for sub para above f) (i) and (ii) are indicated in NCD 0102.

2.4. CLASSIFICATION:

The vessel is to be designed and built under the classification of one of the following IACS
(International Association of Classification Societies) approved Classification Societies, having prior
experience on DSV with DSRV capability:-

IRS/GL/BV/LRS/ABS/DNV/RINA

The vendor shall provide the materials, equipment and items required for the ship to operate in
compliance with regulatory body requirements. The vendor shall provide all required certificates
(statutory, class, and others) which are required for the vessel to operate in accordance with
regulatory requirements.

2.5. APPLICABLE RULES & REGULATIONS:

The Vessel and its equipment shall be designed and built in accordance with international shipbuilding
standards with respect to general hull, marine engineering, and electrical equipment, International
Rules and Regulations, and comply with the below mentioned as a minimum. Rules which may come
into force prior delivery of the vessel shall be treated as modification.

a) International Convention for Safety of Life at Sea (SOLAS).


b) 1972 International Convention for Prevention of Collision at Sea.
c) International Convention for Prevention of Pollution from Ships (MARPOL) along with IMO
regulation MEPC 159/55 and latest MEPC resolutions in force.
d) ICOS (IMO- International Code of Signals).
e) Rules of Navigation and Tonnage Regulation for Suez and Panama Canal Authorities, including
Measurement.
f) ISO 9943 - Ventilation and Air-Treatment of Galleys and Pantries with Cooking Appliances.

g) International Convention on Load lines, 1966 and the International Convention on Tonnage
Measurement.
h) Effluent/Emission treatment for overboard and under water discharges and funnel discharges,
commensurate with the International Convention for the Prevention of Pollution from ships 1973,
Protocol 1978.

2.6. STANDARDS:

a) The stability of the ship is to be in accordance with DEF STAN 02-109, for ship's stability. The ship is
to be designed as "Vessel Designed to MoD Standard with No Military Role". All openings below
the V-Line should be water tight. All other openings may be Air/ Weather tight depending on the
design. Red Risk Line" is to be indicated as given in DEFSTAN 109.
b) Shock protection as per NSS II.
c) It should be designed and built under classification of a reputed Maritime Classification Society,
which is a member of International Association of Classification Societies (lACS) and has prior
experience on DSV with DSRV capability.
d) Such other standards as are prescribed against respective items subsequently.
e) The air conditioning system should be designed to comply with DEFSTAN 02-102.
f) All engineering machinery and system will be accepted as per DME Specification 303 D.
g) In addition, following standards are to be complied :-

(i) DEFSTAN 1004 Requirements for the design and testing of equipment
to meet environmental conditions.
(ii) MIL-STD-167 Mechanical vibrations of Shipboard equipment.
(iii) MIL-STD 1474-D, MIL-STD-740-2 Airborne and Structure borne Noise measurements
and acceptance criteria of shipboard Equipment.
(iv) JSS 55555 Environmental Test methods for Electronic & Electrical
Equipment.
(v) MIL-STD-461 E/F Electromagnetic Emission and Susceptibility
Requirements for the Control of Electromagnetic
Interference
(vi) ISO 12063(1987) Classification of Degree of Protection provided by
enclosures of Electrical equipment.

2.7. ENVIRONMENTAL CONDITIONS: (unless otherwise specifically stated at Annexure-I)

The main engines are to be capable of operating under environmental conditions as specified in
DEFSTAN 02-1004 for extreme tropical conditions. All equipment shall be suitable for continuous
operation in the following ambient conditions:
a) Machinery spaces 55° C

b) All other spaces 45° C

c) Sea water temperature 35° C

d) Relative humidity 90% at 32° C

(i) Ship motion: Roll ± 30°, period of roll 10 secs.


(ii) Pitch angle: 7° fore and aft of centerline. Period 6 secs.
(iii) All the equipment/machinery shall be capable of continuous operation when fitted at any
direction up to an angle of 30° from the vertical plane passing through the centerline of the
equipment.

2.8. NOISE & VIBRATION LEVELS:

The standard engineering practices to reduce noise generated from various machinery and equipment,
and propagation thereof should be incorporated for better habitability and machinery durability. The
design for noise, lighting and vibration should be in accordance with Navy Order 19/07. Selection of all
machinery would be carefully considered with a view of minimizing airborne noise, structure borne
noise and vibration, thereby improving habitability. The following standards are to be adhered to in
respect of Noise and Vibrations for all machinery during their FATs /Harbor Trials/ Sea Trials:-

a) Hull Vibration - ISO 6954(1984)

b) Equipment Vibration -ISO 10816

c) Airborne Noise -IS:13161 (part 3)

d) Vibration limits in accommodation spaces and other work areas are to conform to ISO
6954:2000.

2.9. POWER SUPPLY AVAILABLE ONBOARD:

The ship will generally use "AC 3 Wire Floating Neutral System" as per the requirements of
classification society. However, 4 wire system is to be used for domestic supplies. Power will be
generated at 415V, 50 Hz, 3 Phase and unless required otherwise will be converted and distributed to
different loads at voltages/frequencies as given below: -

Note: In case of any special power requirements other than the standard voltages mentioned above,
OEM has to ensure means of generating the same within his system from the available power and
system to be cost accordingly.

2.10. MOTORS:

a) The applicable specifications for the AC motors are EED-Q-071 (R4) for IHQ nominated equipment
and classification society norms for balances motors. Enclosures of the motors will be IP-57 in the
weather/exposed deck areas. Motors, generally of squirrel case induction type as per EED-Q-071
(R4) having class 'H' insulation, continuously rated, on 415V, 3 phase. Motors efficiency must be
90%( Efficiency type 2). Each motor will have Thermistor / corresponding relay in starter panel.
b) In the machinery spaces, motors will be selected to meet the class rules. The motors will have
class 'F' insulation. The motors and its enclosures will be as per applicable Classification standards
and will be selected to suit load requirements of various auxiliaries.

2.11. STARTERS:

a) All the starters & controllers provided will be of totally enclosed marine type as per EED - Q- 071
(R4). They will have in addition, protection as per Class rules and push buttons for start/stop with
indicator lamps for running/failure. Provisions for remote start/stop along with indications will be
made as applicable. The control panel for various auxiliaries will incorporate necessary
contactors/control devices for efficient and sequential control of motors. Motors below 10 KW
will be provided with DOL starters. Motors above 10 KW will be provided with Star-delta starter
having protections of Over current, Single phasing/phase failure, Earth fault, Thermal (thermister)
protection and under voltage.
b) The ingress protection in Machinery spaces it will meet class requirements and on the weather
deck watertight enclosures (IP-57) will be provided.

c) Emergency stop push buttons for machinery room ventilating fans and fuel oil transfer pumps will
be located near the machinery room entrance.
d) The system manufacturer would be required to procure the motor and its starter through a single
source i.e the motor manufacturer. The motor manufacturer in turn will procure the starter
through IHQ MoD(N) approved vendor and will integrate the motor starter, as well as freeze its
settings. The motor manufacturer is to ensure completion of starter motor integrated trials and
implementation of all required protections will be the responsibility of the motor manufacturer.

2.12. FACTORY ACCEPTANCE :

Supplier shall provide FAT report. FATs of equipment/system will be undertaken as per Def Stan
stipulation or as approved by IN. The trials will be attended by shipyard and IN reps. The boarding &
lodging costs would be borne by Shipyard & IN reps. But other expenses (if any) has to be clearly
mentioned in the commercial offer in separate headings.

2.13. WARRANTY:

The seller warrants for a period of 12 months from the date of acceptance of the Vessel by the Buyer,
that the vessel and the associated equipment and service supplied under this contract and each
component used in the manufacture there of shall be free from all types of defects / failures. In case
of systems/equipment, which have not completed trials prior delivery, the warranty of that particular
system/equipment and service would commence from the day of successful completion of trials.

2.14. SHIP LEVEL REPAIRS/MAINTENANCE:

The Vessel would be maintained by the crew/operators during the operational cycle, who are required
to carry out the ship level repairs. These tasks pertain to minor repairs and replacement of
components and minor assemblies that can be carried out on board the vessel without the use of
highly specialized tools or test equipment. The requirement of spares and tools are indicated in
succeeding paras.

2.15. YARD LEVEL REPAIRS/MAINTENANCE:

The repairs which are beyond the scope of ship’s staff are carried out by trained technicians during
periodic refits by naval dockyards/repair organizations. The supplier is required to provide the
quantity & specifications of these spares, special maintenance tools & Test equipment, technical
documents etc to carry out such repairs as broadly indicated in Paras below. The B&D Spares required
by Refit Agencies are inclusive of replenishment of OBS as well as to meet requirements of unit level
repairs on board.

2.16. ON BOARD SPARES(OBS):

Manufacturer Recommended List of Spares (MRLS) is required to be provided for onboard spares
(OBS) required for servicing and maintenance including breakdown maintenance till two years after

completion of warranty period. Class recommended spares also to be provided. OBS lists are to be in
Manufacturer's Recommended List of On board Spares, Tools & Software (MRL-OBS) format provided
at Enclosure 1.

2.17. BASE & DEPOT (B&D) SPARES:

Quotes for B&D spares- comprehensive Part Identification List(PIL should be submitted in MRLS-B&D
format placed at Enclosure 2 to this enquiry, at the time of submitting your technical offers for the
main equipment itself. B&D spares to be provided for 5 years. The Seller is to arrange supply of MRLS-
B&D spares for five years of exploitation, up to 15%(including levies, taxes, and handling charges) of
the Basic Cost of the vessel. This would be based on the likely consumption rate and exploitation
pattern of the equipment. The seller would seek the comprehensive priced part identification list of
spares from all sub vendors along with the technical offer of main equipment and forward it to the
Buyer. This list would contain price, description, pattern no. and quantity fitted on each equipment in
respect of various parts/ components.

2.18. SPECIAL MAINTENANCE TOOLS AND TEST EQUIPMENT :

The general purpose maintenance tools, test equipment and software used for maintenance on board
would be supplied as per MRL-OBS route. In case of additional Test equipment for onboard/shore
maintenance would be supplied as special tools. Requirement of any special tools and equipment
required for installation/ commissioning/ maintenance should also be stated in the format provided at
Enclosure-3.

2.19. LIFE OF EQUIPMENT:

All equipment and associated accessories supplied are required to be of the latest manufacture and
must have 100% of the defined life at the time of delivery.

2.20. TRAINING:

Training on the operations and maintenance is required to be imparted to the ship’s crew and
maintenance personnel in the shipyard premises as per OEMs standard training program. The training
may be planned during installation & commissioning phase of the equipment. Cost of such training to
be included in commercial offer under separate heading. The format for submitted required training
aids and aggregates is placed at Enclosure – 4.

2.21. MAINTENANCE SCHEDULE

A detailed Maintenance Schedule, recommended based on the past experience of exploitation of


similar equipment is required to be provided within two months of equipment supply. The
exploitation of the ship shall be for about 4500 hour per year, and a minimum mission time of not less
than 60 days at a stretch. All machineries/equipment are required to have maximum reliability for
such exploitations. Wherever calculations, data, explanations are required, the same should be
placed.

One copy of all relevant instruction and maintenance manuals are required to be supplied by the
manufacturer of equipment within two months of supply of equipment in IETM Level 4 format. Such
copies will be in the English language and in good condition. The manuals will be provided in
accordance with Supplier standards. The manuals will comprise of the following:-
a) Operation Manual
b) Technical Description Manual: Including operating procedures, part numbers, material
specifications, system/sub-system wise component wise drawings and details of
equipment.
c) Maintenance & repair Manual: All documents up to fourth level (dockyard/repair agencies)
of maintenance is to be provided in IETM/ CALS format, in addition to hard copy. The IETM
level 4 will be the standard for the documentation unless otherwise specified. Enclosure-5.
d) Comprehensive Part Identification List: CPL/PIL with list of all changeable / replaceable
parts.
e) Manuals are to be provided as per Distribution List placed at Enclosure-5.
2.23. CERTIFICATION

Necessary class approvals as per the class notation are required to be obtained from the Classification
Society and submitted along with the equipment. Type approvals, where required, should be
submitted along with the quotation. Details of certification requirements shall be provided in the
Functional Specifications.

2.24. INSTALLATION AND COMMISSIONING:

OEM shall provide supervisory support for installation, commissioning & during HATs/SATs. (Unless
otherwise specifically stated at Annexure-I)OEM has to provide a detail schedule of installation and
commissioning of their equipments along with the technical offer. The cost for the same has to be
clearly mentioned in the commercial offer in separate headings.
2.25. LIFE TIME SUPPORT:

Equipment suppliers to provide Product Support for a minimum period of 25 years, except electronics
where the minimum period shall be 10 years, after delivery of the DSV. In case the equipment is likely to
become obsolete, the manufacturer should be committed to give a clear two year notice Indian Navy.

2.26. PRESERVATION, CARE OF MACHINERY AND EQUIPMENT:

Equipment manufacturer shall provide preservation and de-preservation procedure, and ensure that
there is no damage in transit and deterioration during the period when the item is in storage.
A log of re - preservation countersigned by the main machinery contractor is to be maintained and
presented to the naval overseer at six-monthly internal.The shelf life of the equipment shall be
stipulated in the bid.

All equipment shall be properly packed and adequately protected to ensure equipment safety during all
modes of transportation. The supplier should indicate the delivery schedule, port of embarkation &
mode of transport.

2.28. PLACE OF DELIVERY:

L&T Shipbuilding Ltd., Kattupalli Works, Chennai, Tamil Nadu (India).

2.29. MAINTENANCE:

All fitted equipment in this vessel would be having low operating expenses. All operating costs till first
MOH of the machinery / equipment are to be forwarded by the OEM. The machinery and equipment
are to fulfil the following conditions:-
a) Suitable for marine use and extreme tropical environment
b) Easily maintained with low maintenance cost
c) Low fuel oil and power consumption
d) Availability of spare parts
e) Availability of after sales services including technical consultation and training.
f) Upgradeability
2.30. OPERATIONAL CYCLE:

The ship should be designed to follow an ops-cum-refit cycle of 36 months of operations, followed by a
period of refit. Inter-docking interval to be commensurate with the refit cycle.

2.31. LIFTING ARRANGEMENT:

Lifting arrangement would be suitably provided for the equipment considering installation, removal
and maintenance activity.

2.32. REFERENCE OF SUPPLY/INSTALLATION ON WARSHIPS:

OEM/Supplier shall submit the reference list of supply of the same equipment to warships.

ANNEXURE-1
TECHNICAL REQUIREMENTS FOR HVAC

I. Air condition & ventilation:

1. This enquiry is for the complete Turnkey design, supply, installation and trials/ proving/commissioning
of HVAC system on board IN DSV.

2. Specific temperatures of Air conditioned system for extreme tropical conditions are as follows:
a) External Temperature (Tropics). 41°C Dry Bulb (DB) and 39°C Wet Bulb (WB), Surface Sea
temperature 40°C.
b) Internal Temperatures: All compartments (except Magazines and Galley) 23°C Effective (26°C
DB/19.6°C WB, RH 45-65%) Galley - 29°C Effective (34.5°C DB/26°C WB). Magazine temperature
not to exceed 27°C.
c) The external temperature (Dry bulb and Surface sea temperature) for Cold areas should confirm
to the Sub Arctic Region.
d) Electronic compartment and Command and Control Station. 23° C DB and RH 45- 65 %.

3. System should comply with following standards:


a) Def. Stan 02-102 Part-1(Issue 3, reprinted Mar 07).
b) ISO 9943 - Ventilation and Air Treatment of Galleys and Pantries with Cooking.
c) Starters and Controllers must conform to EEDQ-071(R3).
d) Motors must comply with JSS 55555.
e) Motors below deck should be IP-56 and those on weather deck to be provided with IP-57
watertight enclosures

4. AC plants should meet the shock standards NSS II.

5. Air conditioning with single cycle and HEPA filters for medical spaces.

6. Independent ventilation systems and dedicated smoke extraction systems to be provided in each zone.

7. Air Intake and Exhaust System. Air intakes from weather deck are to be provided for the main engines.
Generator engines will aspirate from engine room only. Suitable arrangements for air filtration are to
be provided. Flexible steel bellows pieces are to be fitted if necessary. Each main propulsion diesel
engine and main D.G. set engine exhaust are to be led through the engine room uptake. Dry type
spark-arresting silencers are to be incorporated in each exhaust system. Expansion joints are to be
fitted as necessary.

8. The engine / machinery room compartment, auxiliary machinery rooms and Steering Gear
compartment should be provided with adequate forced ventilation using exhaust and supply blowers
as per Classification standards and specified in the Build Specifications. Emergency stop push buttons
for machinery room ventilating fans required to be provided.

9. The quantity estimation of ducting, valves & fittings will be in this scope of work for this enquiry.

10. The preliminary Heat Load Calculations must be submitted with the offer and the responsibility of heat
load calculation, and associated sizing of equipment, system, piping and fittings lies with the OEM.

II. Chilled and Sea water system:

1. The chilled water system design, quantity estimation of piping, valves & fittings will be in this scope of
work for this enquiry.

2. The Sea water system design, quantity estimation of piping, valves & fittings will be in this scope of
work for this enquiry.

III. Air Conditioning Plants:

1. Suitable number of Air Conditioning plants using R134a gas, utilizing semi hermetic screw compressors,
chillers, condensers and suitable number of independent chilled and sea water pumps to be provided.

2. The entire sea water cooling and chilled water system is to be cross connected with adequate isolating
valves to provide for either independent or combined operation of all plants are to be provided.

3. AC plants should have total heat load plus 50 percent reserve capacity.

4. The design should address the need of additional heat generation in equipment compartments and
heat load at sea in extreme tropical condition, envisaging dedicated chiller units interlocked with
switching ON of the system. In equipment compartments with high heat load, cooling of the AC plants
is to be supplemented by local / Marinised Air Chiller Units.

5. The AC plants should be able to be remotely started/ stopped from the IPMS console. All the chilled
water isolating valves should be able to be controlled (opened/ closed) from the IPMS panel.

6. The AC plants are to be provided with a local control panel supplied by the OEM catering for control and
monitoring under all regimes of operation. Remote monitoring is of the AC plants is to be provided
through serial link.

IV. Material:

1. The material for Sea water pumps shall be as follows.

3. Non Asbestos material shall be used for all the parts of equipment and heat Insulation.

V. Power and weight requirements:

1. The power consumption details of all equipment, chilled water system and sea water system shall
be provided along with the technical offer.

2. Individual weight including its C.O.G. for all equipment, spare parts and recommended oil
grade/quantity of Indian make, are to be described.

VI. Scope of supply:

1. An indicative scope of supply of OEM is mentioned:


a. Design, supply of all items and commissioning of the system(including harbor/Sea trials )
b. Pipes to be used for Chilled Water and Sea Water system will be in Yard’s scope.
c. The schematic drawing and block diagrams for the system.
d. Installation and Assembly drawings.

f. Yard will route the ducting in its 3D environment with the supervision of OEM reps. BOM
to be generated by the OEM on the basis of the 3D routing.
g. All accessories required for installation is to be provided.
h. All documentation related to the system inclusive of STW, Trials and operation manuals.
i. Class approval for all equipment and suitable certificate to be submitted.

2. The estimated bill of material of the system must be provided along with the technical offer.

VII. Costing:

1. The quotation for HVAC low side, AC plants, chilled water system & sea water system equipment
and fittings shall be provided separately.

2. Since this is a fairly complex project, there will be a requirement of intense liaison between the
yard, OEM and the customer. This may require presence of OEM reps at L&T’s premises from time
to time. Also, during installation and commissioning of the system, OEM personnel must be readily
available at yard so that the production and delivery schedules are not compromised.

3. Itemized List of the cost break up is required along with the commercial offer. The major cost
break ups must be:
a) AC Plant
b) Air Handling Units
c) Ventilation Fans
d) Heating Elements
e) Duct work
f) Air Coolers
g) Chilled Water Pumps
h) Sea Water Pumps.
i) Other Low end Equipment
j) Installation Cost
Further, the installation cost must be divided into:
i) Design Cost
ii) Equipment Installation
iii) Duct work
iv) Cost of Manpower

4. Details which are not mentioned in this specification, but essential for this Complete HVAC system
to be furnished in accordance with maker’s practice. Also items required by rule and regulatory
bodies referred in general requirements, to be furnished on placing of order.

5. Class Approval of all the class related equipment is in the scope of the OEM.
