SAFETY

PROGRAMMING
The module on “Safety Programming” specifically
deals with the intricate requirements on how to set
up an organization’s safety program.

It discusses the elements of a well planned, as well


as well managed safety program and on how the
various program elements interacts to promote
safety in the workplace.
A safety program is a plan or outline of activities to
promote consciousness among management and
workers in workplaces in order to eliminate or
minimize accidents and/or illnesses to the lowest
reducible level.

Safety program organization is the method employed


by management to assign responsibility for accident
prevention and to ensure performances under that
responsibility.

I. GUIDING PRINCIPLES:
• All employees working on our installations and facilities expect safe
work conditions and each has a duty to contribute to such conditions
with responsible behavior.
• We regard Safety as a core business value being integrated in the
overall business performance of the company.
• Every accident resulting from employment is avoidable and
preventable with the appropriate system of work, equipment, training
and supervision.
• All our operations must continuously improve their Safety
performance
• Safety is a Key Performance Indicator.

II. KEY ROLES AND RESPONSIBILITIES

• It is up to every Manager and Supervisors at every level to ensure


the Safety of those people in the workplace under their responsibility.
All Managers and Supervisors must implement the safety policy and
systems within their zone of control and influence.
• All Managers have direct accountability of all accidents/incidents in
their assigned stations.
• The President and the STELSEN INTEGRATED SYSTEM INC.
Executive Committee (EXECOM) assumes this responsibility at all
level(s).
• All employees have the responsibility for the safety of others affected
by their actions.

III. SAFETY OBJECTIVES:
• Zero preventable accident at all levels.
• Reducing accident rates (Employees + contractors/service providers)
• 99% of working areas and facilities kept clean and tidy, based on 5S housekeeping
standards.
• Safety Management Systems fully implemented and audited.
• Minimum of 2 days Safety training for each employee every year.
• Establish registry for Hazardous Materials
• Clean Plant/facilities is equal to Safety and Performance
• Have a strong focus on Operations Safety and Management Safety systems
• Regular weekly safety meetings to be attended by key personnel.
• Utilize permit to work system for critical and hazardous jobs .
• Regular safety inspection to be conducted by Managers, Supervisors and Safety
Consultant/Officers.
• Require contractors/service providers to comply with the STELSEN INTEGRATED SYSTEM
INC.
• Policy, DOLE Occupational Safety and Health Standards, policies, rules and regulations.
