Case Study
Smith’s Cleaners provide commercial cleaning service to businesses, and employ 20 part-
time cleaners. Two of the cleaners do not speak English as their first language. They
recently won a contract to clean two floors of an office complex in a city center, Monday to
Friday. Three cleaners, working every day from 5.00 pm to 7.00 pm, clean the offices, the
kitchen and toilet areas, and machine clean the hard floors in reception. The company
sometimes use temporary workers from an agency to cover staff absences. The offices have
24-hours security cover.
Briefly explain how the risk assessment of this company can be done.
Risk assessment can be defined as the overall process of hazard identification, risk analysis, and
risk evaluation. It shows a wide range of hazards that might be present in this type of small business like
cleaning services.
According to the case study let’s assume that, the contract manager did the risk assessment to this
scenario.
The contract manager should concern about manage the risk in his business and provide advice and
guidance on employing temporary workers. It can be categorized as follows.

 What are the hazards could be faced in the working environment?


 Who might be victims and how?
 How do you plan to manage the risk?

Hazard No. 01 - Chemical Control in cleaning; Abrasives, Acids, Bleaches, Detergents, Spirit solvents, ...
Victims – Staff members who has sensible skin can be caused to skin irritation, allergies or eyes, nose or
throat irritation from direct contact with cleaning chemicals. Vapour from cleaning chemicals may also
cause shortness of breath, cough, nausea, headache, and dizziness.
Ways to manage-
Newly recruited staff are asked if they suffer from skin problems when using cleaning products.
Provide Mops/brushes and protective gloves for use.
Products are used in accordance with safety measures and PPE is used when needed.
Trained all staff members to safely use and store cleaning products and never transfer them to unlabeled
containers.
Replace ‘irritant’ chemicals with milder alternatives where possible.
Remind staff to report any health problems they think may come from cleaning products.

Hazard No. 02 – Working at height


Victims – Staff members could be fall from any height can cause bruising and fractures.
Ways to manage-
Provide adequate appropriate equipment; ladder, scaffolding
Provide safety measures how to use equipment safely.
Remind to re-position the equipment before they clean another window, to reduce the risk of an accident
from over-reaching.
Utilizing equipment in corrective manner; ladders only used for low-level, short-duration work.

Hazard No. 03 - Slipping


Victims – Staff members and sometimes clients also may be suffered from this.
Ways to manage-
Wet floor signs are always used.
Introduce a two-mop system for cleaning floors; wet mopping followed by dry mopping
Remind cleaners to wear sensible shoes with a good grip.

Hazard No. 04 – Use of cleaning machines


Victims – Staff and others risk injury from improper use of machines.
Ways to manage-
The right machines are provided for each job.
Trained the staff on how to use the machines safely.
Machines are regularly examined and maintained.
Remind cleaners not to use machines if they think they might be faulty, if so advise them to report all
faults to the supervisor immediately.

Hazard No. 05 – Use of electrical equipment


Victims – Staff could get shocks or burns from faulty electrical equipment. It can also lead to fires.
Ways to manage-
Staff are trained in basic electrical safety and do pre-use visual checks. Any defective equipment, plugs,
discolored sockets, damaged cables and on/off switches are promptly reported.
Any faulty equipment is promptly taken out of use.
Safety checks of the electrical equipment are carried out to ensure that it continues to be safe. Where
necessary this is done by a competent electrician.

Hazard No. 06 – Handling heavy equipment manually; heavy duty vacuum cleaners
Victims – Staff risk injuries or back pain from handling or moving heavy/bulky objects.
Ways to manage-
Cleaning equipment is provided on each floor and staff are trained how to use it safely.
All staff are trained how to lift properly.
Provide a new mopping system with a long-handled wringer and a bucket on wheels to reduce lifting and
carrying.
