This guide contains generally recommended emergency responses

TROPICAL CYCLONE

Upon Detection of the Tropical Cyclone:


Identification of the forecast track of the TC using PAGASA, DILG CODIX and other
meteorological agencies.

SCENARIO 1: If the track shows that the eye of the TC will not pass the
municipality/province (negative to DILG CODIX as well)

1. Inform the Punong Barangay of the current situation.


2. Continue to monitor the track of the TC and other relevant data such as gale
warning, tide level, rain, stream levels and advisories.
3. Information dissemination to the public via social media accounts, SMS to
BDRRMC members.
4. Formulate recommendation based on the data gathered.
E.g.

SCENARIO 2: If the track shows that the eye or outskirts of the TC will hit the
municipality/ province (positive to DILG CODIX)

Inform the Punong Barangay of the current situation.

TROPICAL CYCLONE TRACKING PROCEDURES:

 Using the cyclone position as indicated in the Bulletin released by the


PAGASA, the approximate tropical cyclone track can be plotted on a tracking
chart and google earth. The tracking chart has a longitude and latitude and
oriented on north. The tracking chart shall be plotted on a hard copy and in a
softcopy. In google earth, longitude and latitude are indicated in the place
mark.
 The Bulletin mentioned name of the cyclone, diameter, place name, compass
orientation, coordinates (longitude and latitude), maximum sustained winds,
gustiness, direction of movement and speed of the cyclone.
 The tracking chart can be plotted once the coordinates are present marked by
a colored dot with date, time, direction and speed.
 As new information (bulletin) comes to hand, re-plot the current position of the
cyclone on the tracking chart and connect the previous dot to the current dot.
And shall be disseminated to the public using different means of
communication (internet, text, bandillo, etc.)

 To further identify and determine the possible track of the cyclone, it is also
advisable to use other typhoon warning agencies like the Joint Typhoon
Warning Center (JTWC) and others found in Typhoon2000.com. These
agencies have their own predictions on where the cyclone may be directed.
 It is also advisable to identify the level of preparedness (Alpha, Bravo and
Charlie) by visiting the DILG Codix in Facebook.

TROPICAL CYCLONE CLASSIFICATION

Tropical Strom (TS) 62-88 kph

Severe Tropical Storm (STS) 89 – 117 kph

Typhoon (TY) 118-220 kph

FLOOD AND HEAVY RAINS

Pre-Disaster Phase

Within 24 hours of continues rainfall and with the notification/broadcast of flood


warnings from the PAGASA and other agencies such as DOST and DENR-MGB:
 The BDRRMC must be put on heightened alert to monitor the amount of
rainfall in the municipality via rain gauge sensors and conduct ocular survey
on areas that are prone to flooding.
 Inform and update the public via of all means of available communication
about flooding status.

 If the rain continues and the BDRRMC identified an area(s) that flooding will
be imminent, Convene/Organize the members of the BDRRMC and response
teams and put them on a heightened alert, if necessary;
 Undertake an area-wide warning through stationary or portable alert system
on the possible flooding area. It can be through sounding of sirens and bells
or “bandillo” in the case of barangays.
 On the affected area, assign an auxiliary command post, staging area for
search and rescue and critical routes.
 Identify all possible evacuation centers and validate it to the master list of
official evacuation in the contingency plan.
 See to it that resources such as relief goods, medicines, backup power
supplies, rescue equipment/gadgets are secured;
 Enforce pre-emptive or force evacuation if necessary;

During Disaster Phase


 Activate the disaster command and auxiliary command post and deploy the
Emergency Response, Rescue and Medical Teams.
 Activate the designated evacuation centers. See to it that each center is
manned by a social welfare officer, medical teams and security officers.
 Ensure a systematic distribution of relief goods and medicine in the
evacuation centers.
 Conduct a search and rescue procedures base on available and verified
information gathered.

After Disaster Phase


 Provide continuing relief assistance, including medical and psycho-social
counseling services to families or individuals in need;
 If the relief goods are not sufficient, request assistance from other
sectors/organizations.
 See to it that affected areas are no longer dangerous to evacuees prior to
their return;
 Cause the collection of garbage and the total clean-up in the locality within 24
hours after the calamity;

 Conduct an initial damage assessment on (a) local gov’t. owned facilities,


buildings and infrastructures; (b) damage to life; ( c ) damage to properties;
 Conduct Rapid Damage Assessment and Needs Analysis (RDANA)

EL NIÑO

MAIN EFFECTS:
1. Damage and losses to crops
2. Livestock deaths and disease
3. Outbreaks of diseases, especially cholera, malaria and others

 Conduct collective analysis and early sharing of information to identify areas


and communities that will be affected once El Niño strikes.
 Harmonize early action planning based on the analysis conducted and
allocate resources for preparedness on the main effects of El Niño.

Damage and losses to crops:

 Allocate resources for the establishment of structural projects that will prevent
crop damages and losses due to water shortage such as water pump system
and irrigation.
 Allocate resources for stock piling of seedlings and fertilizer to be used after
the drought.
 Conduct skills development seminars and trainings of farmers to further equip
them in their livelihood during drought.
 Provide insurances to those farmers that will be affected by the drought.

Livestock deaths and disease:

 Allocate resources for immunization and health management of livestock


farms that will be affected by drought.

 Conduct skills development seminars and trainings of livestock farmers to


further equip them in their livelihood during drought.

Outbreak of diseases:

 Ensure timely detection of El Nino associated epidemic threats through


strengthening of early warning systems at community and health facility levels
 Improve the timely access to good quality emergency health services
including preventive and curative health care
 Strengthen institutional capacity for health emergency preparedness and
response
 Conduct RDANA.

EARTHQUAKE

MITIGATION

It is generally acknowledged that earthquakes cannot be prevented, however to


ensure preparedness, activities must be done to reduce the impact of earthquake
and this activities will focus on the development of sound multi-agency planning at
the strategic and operational levels. These plans recognize the responsibilities that

emergency service organizations, local governments, power and utility companies,


other government agencies have to their customers and the broader community.
Preparedness activities should include the conduct of exercises to test preparedness
and response plans.

These plans shall be done by a specific committee that focuses in response control
or incident management and response, coordination of resources, response support
and recovery management, public information and impact assessment.

Public Utilities

Water Supply, Electricity and Communications


 Ensure the survivability of essential infrastructure such as filtration
plants, distribution stations, pumping stations, water mains etc.
 Take steps to ensure the survivability of essential infra- structure such
as power–generation plants, distribution stations, electrical mains and
the like.
 Stockpile materials and equipment to facilitate a speedy restoration of
its service in an emergency.

Public Transportation

Roads
 Designate some main roads as emergency transportation routes and
indicate their priority with respect to route clearing activities
 Institute measures to protect main routes from hindrances such as
falling utility poles, sign boards, etc.
 Encourage the making of agreements with private construction
companies regarding the provision of personnel and equipment needed
for road-clearing, heavy-lift and other works following the occurrence of
an earthquake

Hazardous Materials
 Examine the safety of facilities that handle petroleum, high-pressure
gas (e.g. LPG) and toxic chemicals
 Require that the administrators of such facilities prepare emergency
plans and conduct simulation exercises to ensure a smooth response
in the event of an earthquake
 In collaboration with facility administrators, ensure that a system is in
place to prevent the outbreak of fires and the leakage of toxic or
otherwise hazardous materials
 Require of such facilities that they prepare a manual for the handling of
their differing materials in case of an emergency.

Liquefaction and Landslide


 Map the location of steep slopes, noting their location, land use, degree
of danger posed, expected level of damage, and the like
 Based on this list, notify the general public of the areas having
dangerous slopes and shall discourage development in these areas
through the use of regulations, taxation, zoning, etc.

 Convene/Organize the members of the Barangay Disaster Risk Reduction &


Management Committee and response teams and put them on a heightened
alert;
 Activate Response Teams (BERT);
 The first responder agencies shall notify the Incident Commander of resultant
damages;
 The IC will determine the level of response required;
 Preventing confusion resulting from rumors or false reports, encouraging
appropriate decision-making and action-taking by transmitting correct
information to both victims and the rest of the population;
 Securing means of emergency transportation by controlling vehicular and
pedestrian traffic to support smooth rescue, medical assistance and fire-

MOTOR VEHICULAR COLLISIONS AND CRASHES

Incident management Team is activated in MVC if a mass casualty incident had


occurred. Mass Casualty Incident is any incident, which because of its physical size,
the number and criticality of its victims, or its complexity, is likely to overwhelm those
resources, which would typically be available.

Operational Consideration

 Safety should be foremost in the mind of the officer concerning emergency


personnel.
 Always observe scene safety before engaging to the scene.
 Responding EMS team must be in complete EMS uniform; must be mentally,
physically, emotionally and psychologically prepared to perform their tasks.
 Ask the patient, relative and/or property authority for permission to take
photos for documentation.
 Edit the photos to be used by placing a black bar over the eyes to hide the
identity of the patient or victim.
 Officer in charge should coordinate with police personnel concerning traffic
control, crowd control, and any other police function required.
 All obviously deceased victims shall be covered completely and at no time
shall they be placed in the ambulance.
 Use caution, air bags do not immediately disarm after disconnecting the
battery some take 15 seconds.

2. The EMS Team performs the following en-route to scene:


 Reports to dispatch-confirm response and record time.
 Simultaneous flashing of warning lights and sirens.
 Practices safety and fasten seatbelt.
 Wears EMS vest and don PPE.
 Prepares equipment (portable oxygen tank, responder kits, scoop
stretcher/backboard, flashlight, X-collar, BVM, CPR mask, AED).
 Prepares Patient Care Report (PCR).

ACTUAL/ DURING

For safety, the Transport Officer ensures that:


 The ambulance is parked in a safe location (30ft away, uphill and upwind).
 Allow access for fire and other support vehicles.

 EMS Crew alighting from ambulance brings with them prepared equipment

1. Members responding in personal vehicles shall not impede emergency


vehicle access and are responsible for securing their own vehicle.
2. The Team Leader introduces self and asks for consent before engaging to the
patient.
3. At no time shall a crew member come in contact with downed wires. The
incident commander or EMD is responsible to request notification of the
proper utility.
4. Prior to rescue personnel entering vehicle, stabilize the vehicle using cribbing,
chock blocks, ropes, vehicle emergency brake, etc.
5. The crew member turns off the ignition key. For automatic transmissions,
place the gear shift to PARK and for manual transmission, use hand break.
6. Do not disconnect battery cables if flammable vapors are present.
7. If unable to stop leak by crimping fuel lines, patching or plugging, you may be
able to fill fuel tank with water to level of leak so only water runs out.
8. The Team Leader or crew conducts proper assessment, places X-collar if
needed, and if patient is pinned down.
9. The team leader should supervise the extrication operation.
10. If auto glass needs to be broken or removed, all occupants shall be covered
with a blanket or tarp for protection.
11. During the use of extrication tools the EMS crew shall make every attempt to
stabilize and protect the occupants from any further harm.
12. The Team Leader or assigned crew conducts proper assessment, initiates
treatment or medical management within the scope of the level of training and
standard of care.
13. The communication officer documents all interventions given in the PCR.
14. The Team transports the patient, if necessary.
15. Coordinate with the EMD for the advance call to the receiving facility.
16. The EMS Team endorses the patient and PCR to emergency room personnel.

1. Pre-Disaster

Urban flooding has become an annual problem for San Mateo, Isabela. There are also isolated
rural areas that experience flooding due to rains brought by tropical cyclones and local
thunderstorms.

MDRRMC will convene and assess the situation as soon as warning system from the national
warning agencies is raised. Necessary announcement and advisories by the local authorities
are given and acted upon immediately to attain zero casualties.

Bgy. Disaster Action Officer will assess the situation, recommend and conduct
pre-emptive/forced evacuation if necessary. Municipal and Brgy. Emergency Operation
Centers are activated immediately when tropical cyclone signal is raised. All actions should
be recorded and reported to the MDRRMO. MDRRMO will alert all local response units, the
PNP, BFP and other response agencies. The following SOP will be followed on the
deployment of response unit.

communication system in the disaster risk reduction plan of action. As soon as the VHF
Radio Communication System will be established in the municipality, it will then be utilized.

The third thematic area of the National Disaster Risk Reduction and Management Plan
(NDRRMP) is the Disaster Response wherein the government agencies are called to establish
disaster response operations, adequately and promptly assess the needs and damages at all
levels, integrated and coordinated search, rescue and retrieval operations, safe and timely
evacuation of affected communities, address adequately the needs on temporary shelters,
address psychosocial needs of both directly and indirectly affected population, coordinate and
integrate early recovery plan and lastly, provision of basic services (food, shelter, clothing) to
affected population whether inside or outside evacuation centers. Furthermore, Outcome No.
12 of the NDRRMP under Output No. 3 states that there shall be established and functioning
system for coordinated and efficient relief operation wherein relief distribution centers/points
are activated.

System for Gathering Emergency Relief Goods and Services

The Municipality of San Mateo, Isabela has a substantial inventory of basic relief goods
like rice, canned goods (ready-to-eat meals), noodles, soap, beverages, water and clothes for
immediate delivery to affected population. The inventories on-hand are placed in a stock
room at the Women’s Center, the unfinished Senior Citizen building and the New
Community Center. These relief goods are accounted and supervise by the Municipal Social
Welfare and Development Officer together with the Municipal General Services Officer.

The LGU also conducts relief drive during major calamities and pandemic.
Announcements and appeals are announced at the LGU’s social media accounts, through
radio and television. The barangay officials were also being informed whenever there is a
relief drive. The barangay officials work hand-in-hand with the municipal government during
relief operations.

9. Barangay Relief Drive

During major calamities, the barangays also conduct their own Relief Drive Campaigns.
All barangays, through their respective BDRRMCs have their own stockpiles of emergency
relief goods.

Coordination and control on the delivery and distribution of relief goods and
emergency services

The Municipal Social Welfare and Development Office, in cooperation and coordination
with the Municipal Disaster Risk Reduction and Management Office, is responsible for the
coordination, control delivery and distribution of relief goods and emergency services to
severely affected by natural or human induced calamities.

1. In coordination with the Barangay Officials and with the MDRRM Operation Center
and other from other sources (CSO, PO, Volunteers), the MSWD Officer will get the
official report of Internally Displaced Persons (IDP’s) living inside the evacuation
centers as well as outside the evacuation centers.
2. All official reports are submitted to the Operation Center for presentation to the
MDRRMC meeting.

3. The MSWDO will prepare the List of Evacuation Centers with corresponding number
of persons and families on a daily basis.
4. The MSWDO in coordination with the Logistics and Transport focal persons will
schedule the delivery and distribution of relief goods.
5. All relief goods and emergency services provided to the IDP’s are properly recorded
to the Disaster Assistance Family Access Card of each IDP for monitoring purposes.
6. All camp managers submit to MSWDO every 4pm the activities that transpired in the
evacuation center including the following:
a. Number of Families/Persons inside the Evacuation Center
b. Number of Infant and children
c. Number of Male and Female
d. Number of PWD
e. Number of Elderly
f. Number of Pregnant and Lactating Mothers
g. Name of Donors/Relief Organizations (and contact person and number) that
distributed and provided relief goods and emergency services respectively.
h. Inventory of Food allocation.
i. Problems and concerns inside the evacuation camps.
