Why managing environmental
events?
Environmental accidents can happen anywhere, at anytime, and
cause important damage.

The 5 levels of environmental
events
Analogy with security:
17
The drum example
18
The drum example
The drum containing a polluting product falls from its retention, but
hopefully without leak or release.
19
The drum example
The drum containing a polluting product falls from its retention. The
release is limited to the site activity areas and requires only the
implementation of internal means of cleaning.
20
The drum example
The drum containing a polluting product falls from its retention and
causes a release which remains within the site activity areas, but
requires the intervention of an external company for the cleaning
(external means).
21
The drum example
The drum containing a polluting product falls from its retention and
causes a release outside the site activity areas, impacting the local
river. There is a media impact and an intervention of the authorities
(appearance before a court).

impact?
First, one has to look if the EvE really caused an environmental impact or if it
is about an EvE that may have caused one.
There was an environmental impact if:
➢ the EvE caused a negative modification of the environment
➢ and this impact doesn’t belong to the environmental impacts resulting from
the normal operations of the site and/or respecting the limits authorized by
the site’s permits.
If potential impact, then go to the slide 28.
26
How to classify an event in one

Examples of environmental impacts:

27
How to classify an event in one
of the 5 levels?
The EvE generated no environmental impact but could have produce one or
may produce one in the future. It is then necessary to look if an event
occurred.

The 5 levels of environmental events
and associated criteria
❖Formal demand for action by the authorities or a statutory proceeding that requires
action by the plant or business.
❖Environmental impact outside the activity areas of the site that requires the
deployment of an existing emergency plan or that causes a major pollution or
contamination.
❖Impact on international or national media or NGOs.
❖Statutory nonconformity requiring a declaration to the authorities.
❖Environmental impact outside the activity areas of the site that does not require the
deployment of an existing emergency plan and that does not cause major pollution or
contamination.
❖Environmental impact within the activity areas of the site requiring the deployment
of an emergency plan or the use of unplanned internal means or external means.
❖Impact on local media or NGOs or complaints from the neighborhood shown to be
linked to the site’s activity.
❖Statutory nonconformity not requiring a declaration to the authorities.
❖Environmental accident that is neither a major accident (MaA) nor a significant
accident (SA).
❖Undesired event which, under slightly different circumstances, could have resulted
in an environmental accident.
❖Conditions or behaviour that could cause the occurrence of an environmental
accident.
❖Nonconformity with the internal standards or the site’s environmental management
system.

It is necessary to
specify if the impact
takes place outside the
activity areas of the
site.
65
How to declare an environmental
event?
For the events having an impact
outside the activity areas, it is
possible to determine the severity of
the impact. This assessment is
optional and depends on the
instructions of the Sectors and
Activities.
66
How to declare an environmental
event? For the events having an impact
outside the activity areas, it is
possible to determine the severity of
the impact. This assessment is
optional and depends on the
instructions of the Sectors and
Activities.
The simple filling of the total
quantity and hazard level of
discharged products allows the
automatic calculation of the
severity.
67
How to declare an environmental
event?
If the severity
calculated is ≥1, the
impact corresponds to
a major pollution.
68
How to declare an environmental
event?
In addition, it is also
possible to realize an
advanced assessment
of the environmental
severity if the result is
≥2.
This complementary
evaluation is also
optional and under the
responsibility of the BU
directives.
69
How to declare an environmental
event?
Then, it is necessary to
fill in, if need be, the
media impact of the
event.
Finally, it is compulsory
to fill in the statutory
impact.
