SCOPE OF WORKS FOR CONTRACT CR110

2.1 General

2.1.1 The purpose of Contract CR110 is to design, obtain all necessary


approvals and construct all civil, structural, architectural, plumbing,
sanitary mechanical, electrical and drainage works for Cut and Cover
Tunnels at West of Paya Lebar Air Base (PLAB West C&C), Cut and
Cover Tunnels at East of Paya Lebar Air Base (PLAB East C&C)
integrated with the Facility Building 3 (FB3), a Large Diameter Bored
Tunnel and its associated works suitable for the Authority’s use in the
Cross Island Line Phase 1 (CRL1) as defined by the Contract
Documents. The purpose of the Contract includes making provision
for the Authority’s other contractors to satisfactorily complete their
works associated with the Cross Island Line.

2.1.2 The CR110 Scope of Works are as shown in the Authority’s


Drawings and described in the Authority’s Requirements. The brief
description of the Works included in this Contract given below is non-
exhaustive and reference shall be made to Authority’s Requirements
and other Contract documents for the details of scope of works,
types of materials and quality of workmanship, to General Conditions
and Preliminaries for the conditions affecting the whole of the Works
and to General Preambles for the Agreed Schedule of Rates for the
Works for pricing factors. The Contractor shall be solely and fully
responsible to investigate and ensure that the actual extent and
nature of the Works in this Contract are understood. No claims
relating to understanding of the scope of Works will be acceptable.

2.1.3 The Scope of Works includes but is not limited to following:

a) Design and supply of One (1) Earth Pressure Balanced Large


Diameter Tunnel Boring Machine (TBM), for the construction
of Large Diameter Bored Tunnel as shown in Authority’s
Drawings;

b) Design and construction of PLAB East C&C Tunnel. The cut


and cover tunnel shall serve as the launching shaft to facilitate
the launch of one (1) Large Diameter TBM drive towards Defu
Station (CR111);

c) Design and construction of a 2-storey high FB3 with 5-levels


of underground basements located above the PLAB East
C&C Tunnel including ventilation shafts, other structures and
facilities;

d) Design and construction of PLAB West C&C tunnel as


indicated in the Authority’s Drawings to facilitate the pull

through of the Large Diameter TBM arriving from PLAB East


C&C and relaunch towards CR111;

e) Design and construction of Large Diameter Bored Tunnel from


the PLAB East C&C to the contract boundary with CR111
including provision of the interfacing works with CR111 and
CR109 as specified in Clause 7, and the tunnelling works
according to Clause 18 of the Particular Specifications;

f) Design and construct centre wall, down-hang wall and over-


track slab within the bored tunnel, including all connections to
the lining, and any openings required within the wall;

g) Design and placement of first stage concrete in bored tunnel


and cut and cover tunnel;

h) Design, supply and construct all sliding doors including


ironmongery that are to be installed within the dividing wall to
meet the required safety standards, including the landing
connecting the walkways in each bound;

i) Design, coordinate and provide future underground


infrastructure (FUI) connection works at PLAB East and West
C&C;

j) Design and construction of adits and cross passages to


facilitate for the FUI connection works;

k) Tunnel drainage sump located at PLAB West C&C;

l) Plan and carry out investigation to determine the type, extent


and depth of the foundations for vehicular and cable bridge at
Sungei Serangoon Canal, structures within PLAB that located
directly above the bored tunnel;

Demolish the existing three lanes vehicular and cable bridge


at Sungei Serangoon Canal that over-crosses Tampines Road
(East Bound) including pile extraction works that affects the
bored tunnelling works and the tunnel alignment. The
Contractor shall coordinate with CR111 for site handover to
facilitate the construction of new vehicular bridge as shown in
Authority’s Drawings;

m) Design and supply the continuous tunnel belt conveyor for


spoil removal from the excavation face to the ground surface
for bored tunnelling;

n) Removal of all temporary structures constructed and installed


by the advance works contractor (CR1079) at PLAB West
C&C including all ERSS;

o) Coordinate with CR111 Contractor for site possession to


retrieve the TBM from the retrieval shaft constructed by
CR111 and hand over the retrieval shaft back to CR111;

p) Design, implement and construct the temporary traffic


diversion scheme and provision of temporary roads and
associated facilities for PLAB East and West C&C
construction;

q) Reinstatement of the utilities as specified in Clause 16 and


Appendix Z of the Particular Specification;

r) Design, implement, construct and complete all Temporary


Works required for the completion of the project including but
not limited to the ERSS wall systems, struts, walers, runner
beams, bracings, kingposts, temporary traffic diversions,
temporary traffic diversion decking, and the required support
systems, temporary traffic safety measures inclusive of
temporary collision barriers required, temporary drainage
systems, ground treatments and other temporary elements
that are required for the completion of the Works and all other
associated works within this Contract. The Contractor shall
also be responsible for the removal of all temporary works,
ERSS and slopes upon completion of the Works;

s) Design and construction of temporary and permanent


diversion of all affected existing utilities, sewers, drains and
box culverts. The Contractor shall be responsible for
supporting and protecting the utilities that may be affected by
his Works, including any diversion required by the Utility
Agencies. The Contractor shall coordinate and submit the
details and method statement to the relevant authorities /
agencies for approval prior to the construction. The supporting
structure and all necessary submissions shall be endorsed by
a Professional Engineer;

t) Design, construction and removal of all formwork, falsework,


temporary staging or scaffolding, temporary construction
access and construction decking;

u) Additional soil investigation (SI) works as necessary for the


design and construction of the Works;

v) Additional site investigation works as required to determine


the nature of the site and the surrounding infrastructure,
utilities, facilities and buildings;

w) Design and installation of all ground improvement zones


required;

x) Landscaping and external works, relocation and reinstatement


works including bus shelters, footpaths, drains, park
connectors, turfing and other affected commuter facilities. Bus
shelter design shall comply with the requirements in
Appendix AU of the Particular Specification;

y) Design and implement all Temporary Traffic Management


(TTM) diversion schemes based on the Contractor’s proposed
construction methods including associated Traffic Impact
Assessments (TIA) studies where necessary;

z) Design and reinstate affected roads, roadside facilities and


street furniture including upgrades to at grade road system as
shown on the Authority’s Drawings;

aa) Design, supply and install uPVC ducts with draw wire and
uPVC ducts warning tile, foundations, mounting facilities,
cabling ducts crossings, connection points or openings for
temporary and permanent public lighting, traffic lights, VMS
and flashing beacons for zebra crossings for permanent and
temporary diversion of traffic;

bb) Provide temporary replacement of all affected accesses,


covered linkways, facilities, driveways, gates, boundary walls,
fencing, carparks, bicycle parking and other facilities etc. of
any adjacent development/properties including its
maintenance, removal and final reinstatement;

cc) Carry out the relocation, protection and reinstatement of


facilities affected by the Works with the approval from relevant
agencies and property owners;

dd) Coordinate with relevant agencies and authorities to relocate


any affected red light cameras and speed cameras to a
location designated by relevant agencies and authorities;

ee) Coordinate with LTA Intelligent Transport Systems Operations


(ITSO) to relocate any affected Junction Eye Camera,
including its necessary cable diversions works;

ff) Carry out earthworks including necessary site clearances,


grubbing and preparation of the site, removal and disposal of
all debris, transportation and disposal of all excavated
materials, backfilling, protection of exposed earth surfaces
and other related works as required by the Works;

gg) Design, construct, maintain and remove Project Office and


Portable Offices in accordance with Clause 5 of the Particular
Specification;

hh) Design, supply and install waterproofing system to all


structures including ventilation shaft structures, interfaces,
bored tunnels and all other subsurface structures;

ii) Design, coordinate, supply and construct architectural works/


finishes and associated works including commuter facilities
and external architectural works/finishes in accordance to
Clause 10 of the Particular Specification;

jj) Design, coordinate, supply and installation of all ironmongery


and its associated accessories;

kk) Design, supply, install, testing and commissioning of all


signages including road and traffic signages;

ll) Design, coordinate, supply, installation, testing and


commissioning of water services, irrigation system, fire
hydrant system, sewerage and sanitary, plumbing works,
drainage sump pumping systems and all pumping systems;

mm) Design, coordinate, supply, install, testing and commissioning


of earthing system including earth mat. The design shall be
submitted to the Engineer for approval before taking delivery
and installation of the earthing system;

nn) Design, coordinate, supply and install cable


containment/cable support system for earthing cables. The
design shall be submitted to the Engineer for approval before
delivery and installation of the cable containment;

oo) Design, coordinate, supply, install, testing and commissioning


of stray current corrosion protection electrodes, insulating
sleeves and pipe spool at PUB meter. The Contractor shall
ensure that the stray current corrosion protection electrodes
are installed and tested prior to the commencement of Track
Related Installation Programme (TRIP);

pp) Design, supply, coordinate, install and testing of lifting and


pulling facilities (e.g. overhead runway beams, eye bolts,
lifting hooks, pulling hooks, lifting beams and chain blocks and
the like) including submission of valid MOM lifting appliance
certificates to the Engineer prior to equipment delivery and
handover to the operators;

qq) Provision of temporary access openings from ground level


including sealing up and making good after use, for SWC
delivery of material, plant and equipment to the trainway and
other areas of the FB3 and C&C tunnels;

rr) Provision of temporary sleeves and accesses from ground to


track level for trackwork concreting including sealing up and
making good after use;

ss) Design, construction of manholes, inspection chambers,


sumps and chambers pits and laying of services pipes and
ducts as shown on plumbing and drainage, E&M and utilities
Drawings, which included sewer, watermain and telecom, etc.
All relevant submission and approval charges imposed by the
respective agencies shall be borne by the Contractor;

tt) Design and construction of 6m wide box covered drain located


at PLAB East C&C;

uu) The Contractor shall relocate, reinstate and/or rectify all


existing structures or facilities which are affected during the
course of his works. These existing structures or facilities shall
include but not limited to bus stops and taxi bays, pick-
up/drop-off bays, OG boxes, advertising panels/signages,
covered linkway facilities, E&M facilities, cycling path, park
connectors, turfing and other affected commuter facilities. The
Contractor shall ensure that all relocation, reinstatement and
rectification works including the associated architectural and
E&M works such as power, lighting, lightning protection,
testing and commissioning shall be carried out and handed
over to the satisfaction of the Authority or relevant authorities.
Please refer to Appendix AH of the Particular Specification
for the requirements regarding provision or affected First-Mile-
Last-Mile FMLM facilities;

vv) The Contractor shall comply with all Circulars, Advisory Notes
and Notices issued by Statutory Boards, authorities and
MINDEF that is applicable to his scope of works;

ww) The Contractor shall engage an Aerodrome Specialist to


conduct an Aviation Safety Risk Assessment. The Aerodrome
Specialist shall be proficient in aerodrome standard
requirements, aerodrome safety and operation experience;

xx) The Contractor shall design, coordinate and provide the


required Civil provisions for the PV (Photovoltaic) System at
the Facility Building’s (FB3) roofs with the Authority’s M&E
Consultant and SWC. The Contractor shall ensure the Facility
Building’s design arising from the PV system shall comply with
the latest prevailing fire code requirements;

yy) Design and installation of pipe roof below three (3) sewer lines
constructed by the advance works contractor (CR1079)
adjacent to the CR111 end wall;

zz) The design of the lightning protection system for the elevated
infrastructures, POB, bus-stops, taxi stands and covered
linkways connecting to the elevated infrastructures will be
carried out by the M&E Consultant and the installation will be
by SWC. The Contractor shall coordinate with the M&E
Consultant and SWC for the lightning protection system
requirements and provide the necessary Civil Provisions as
indicated in the Authority's Drawing;

aaa) Provide and maintain temporary lightning protection system to


the elevated infrastructure, station, casting yards and
Authority’s offices including portable container offices until the
permanent lightning protection has been installed, tested and
commissioned for permanent Works. The temporary lightning
protection shall comply with Code of Practice for Protection
against Lightning SS555 Part 1-4:2017 and Code of Practice
for Earthing SS551:2009 and endorsed by PE (Electrical) and
submit the Certificate of Supervision; and

bbb) Coordinate with the System-wide Contractor (SWC) who will


supply and install the precast RC Thermal Energy Storage
(TES) tank. The Contractor shall ensure that all structural
requirements for the TES tank, including but not limited to
structural loads, support systems, foundations and
connections to the main slab are taken into consideration and
allow for in his design.

2.1.4 Responsibilities

a) The Contractor shall be responsible for the design,


construction and obtaining the necessary approvals for all the
Works.

b) Notwithstanding provisions to the contrary, the Contractor


shall provide all necessary Professional Engineers (PE), and
Qualified Persons required to complete the Works. In
particular the Contractor shall provide:
• Qualified Person (Design)
• Qualified Person (Geotechnical)
• Qualified Person (Architecture)
• Qualified Person (Electrical)
• Qualified Person (Mechanical)Fire and Life Safety
• Design for Safety Professional
• QP/PE/LEW/Licensed plumber for supervision of water
services, sanitary, sewerage and drainage systems,
electrical, and mechanical services for the Contractor’s
scope of works.

c) The Contractor shall carry out pre and post construction


condition survey of existing structures and properties within
the zone of influence of the Works as identified in Appendix E
of the Particular Specification and produce the associated
visual inspection reports.

The Contractor shall carry out impact assessment and


settlement analysis of the adjacent structures and utilities
based on his detailed construction method and Temporary
Works design for the Works. Design and build, operation and
maintenance of groundwater control system including but not
limited to recharge wells to control the groundwater drawdown
and relief wells to control the hydraulic uplift. The provisions of
groundwater control systems including the design, supply,
installation, operation, maintenance and removal costs shall
be deemed included in the Contract Price. The costs for all
water usage and/or utilities charges for the recharging shall be
the Contractor’s responsibility and shall be deemed included
in the Contract Price. The minimum recharge wells
requirements as shown on the Authority’s Drawings are
notional, and any additional installations at stakeholder
properties arising from site conditions or ordered by the
Engineer shall be deemed included in the Contract Price.

d) The Contractor shall plan, interpret and analyse


instrumentation, monitor readings, and implement necessary
preventive, rectification, strengthening and protective
measures to safeguard the existing structures in the vicinity of
the Works.

e) The Contractor shall carry out survey and identification of all


existing trees in the vicinity of the Works including trees
affected by the Works.

f) The Contractor shall carry out topographical survey for the


Works.

g) The Contractor shall carry out preservation, protection,


maintenance and repair of existing trees / shrubs not marked
for felling but within the works area, pruning of affected trees /
shrubs, transplanting of affected trees to any locations within
Singapore, felling and removal of trees / shrubs affected by
the Works with the approval of NParks and acceptance of the
Engineer.

h) The Contractor shall coordinate with and provide safe access


and attendance for all interfacing contractors, other relevant
parties, and other agencies in accordance with the
requirements stated in the General Specification and Clause
7 and Appendix A of the Particular Specification;

i) The Contractor shall plan and complete the Works so as to


meet the keydates, as schedule in Appendix B of the
Particular Specification. All necessary controlling and
mitigating measures are to be implemented by the Contractor
to ensure that all the key dates are met.

j) The Contractor shall coordinate with the System-wide


Contractors (SWCs) to provide recesses, openings, cast-in
items etc. for housing of E&M system and E&M services
equipment.

k) The Contractor shall coordinate with the SWCs to provide


safe access for delivery and installation of E&M systems and
services equipment.

l) The Contractor shall provide necessary attendance, including


coordination with all relevant parties, submit all necessary
documentation, etc, to facilitate the Qualified Persons and
Registered Inspectors (RI) in obtaining Temporary Fire
Permit(s) (TFP) and Temporary Occupation Permit(s) (TOP)
and Certificate of Statutory Completion (CSC), Greenmark,
buildability.

m) The Contractor shall obtain TOP and Fire Safety Certificate (in
advance of Commencement of Trial Operation) and obtain a
Certificate of Statutory Completion. The Contractor shall
provide all necessary services including co-ordination with
other parties, preparation and submission of as-built
architectural plans, as-built structural plans and as-built
foundation records to the Building and Construction Authority,
the Authority and the Operator. The Contractor and his QP
(Architectural)/ QP(D) shall lead and co-ordinate the process.

n) The Contractor shall comply with the requirements/conditions


of Master Planning Committee (MPC) and to prepare
submission plans to regularise the railway area and road
reserve, if changes to the railway area and road reserve are
necessary as a result of the Contractor’s design development
or if instructed by the Engineer.

o) Installation of Overhead Conductor Rail (OCR) shall be under


the scope of OCR Contractor. The Contractor shall coordinate
with OCR Contractor on the requirement and provide all
necessary information including the longitudinal cross-section
and re-bar details of the FB3 etc. to facilitate the OCR
Contractor in the design and installation of OCR.

p) The Contractor shall prepare Co-ordinated Installation


Programme (CIP) and all other scheduling requirements as
stated in the General Specification.

q) The Contractor shall provide all necessary attendance to the


Qualified Person (Supervision) (QP(S)), Accredited Checker
(AC) and Registered Inspectors (RI) such as provision of
drawings, calculations and other documents required by
QP(S), AC and RI to carry out their statutory and contractual
duties.

r) The Contractor shall coordinate with SWCs to ensure that the


designated routes are adequate for the delivery and future
removal of the E&M equipment for the MRT.

s) The Contractor shall prepare Preliminary, Pre-Final, Final and


Updated Final Design, As-Built, Asset Information and
Coordinated Combined Services Models (CCSM) using BIM
software, and provision of BIM facilities as required by Clause
21 of the Particular Specification.

t) The Contractor shall coordinate with the E&M System-wide


Interfacing Parties and comply with the requirements of BCA
Green Mark. The Contractor shall incorporate in his design to
achieve a minimum BCA Green Mark certification. The
Contractor shall submit his design for both BCA Green Mark
compliance and BCA Green Mark Certification. The cost for
both BCA Green Mark compliance and BCA Green Mark
Certification shall be deemed included in the Contract Price.

u) The Contractor shall attend regular Work Train meetings to


liaise with the Works Train office to apply the necessary
permits to work and/or access within the tunnels, trackways
and defined areas once these are handed over to the
trackwork contractor. The Contractor shall provide attendance
for the TFP, TOP, Civil Defence Notice of Acceptance (CD
NOA), CSC inspections, handing over to the Operator and all
related inspections by the authorities. The Contractor shall
apply and obtain permits from works train for the access to the
tunnels, trainway and defined areas for these inspections.

v) The Contractor shall provide support to the Authority for


Public Relations matter as per requirement in the Clause 37
of the General Specification.

w) The Contractor shall adopt Building Information Modelling


(BIM) and implement BIM processes in providing and
delivering the design services.

x) The Contractor shall develop the Asset Information Model


(AIM) as stipulated in the BIM specification.

y) The Contractor shall complete all other works and services


necessary, ancillary or related to the completion of the whole
of the Works in accordance with the Authority’s Requirements.
