I. Rationale/Description:
In 2016, the Department of Education issued DepED Order No. 10, “Policy and Guidelines
on the Comprehensive Water, Sanitation, and Hygiene in Schools (WinS) Program.” This is
to improve access to adequate water supply, functional toilets and effective hygiene
promotion. This is in recognition of the importance of WASH in schools in achieving the
learning outcomes for our children. The goal is to ensure a safe and conducive learning
environment in school and enable children to be in best condition to participate and learn in
school.
DepED Order No. 10, s. 2016 - Policy and Guidelines for the Comprehensive Water,
Sanitation, and Hygiene (WASH) in Schools (WinS) Program stipulated that the Central
Office shall take the necessary strategies and actions for the overall execution of the WinS
program.
WASH in Schools is a first step towards ensuring a healthy physical learning environment.
Schools with quality WASH programs can lessen the spread of disease. Ensure every child
goes to a school with WASH - water, sanitation and hygiene education. Wash in schools
focuses on the standards for the promotion of a clean and safe school environment &
correct hygiene and sanitation practices among learners.
“Healthy isn't a goal. It’s a way of living". It is very important to learn how to properly take
care of your body while you are young. This way, you will be able to keep yourself clean
and healthy. When we don't take care of our bodies, we can get sick.
WinS Program advocates correct hygiene and sanitation practices among school children,
and promotes an environment conducive to learning to keep learners safe and healthy.
II. Objectives/Targets:
Reduces morbidity and mortality among school children that stem from poor hygiene and
sanitation practices and the lack of safe water and sanitation facilities. Promotes positive
behavior change among the young Improves their health, quality of life, and prospects for a

IV. Analysis/Setbacks:
All pupils/students shall have a higher awareness of correct hygiene and sanitation
practices and develop positive health behaviors.
V. Narrative Report:
Hygiene and sanitation are essential to good health. Adequate water supply and adequate
toilet and proper hand washing facilities are required to achieve good hygiene and
sanitation. There are different activities in WinS program to promote health and sanitation.
Pupils have been taught simple and basic health interventions to promote cleanliness and
prevent sickness. As the COVID-19 pandemic continues, the world turns to a simple age-
old solution to reduce the risk of disease transmission - hand washing with soap and water.
Through our WASH in Schools Program, DepEd has institutionalized actions to improve
hand washing facilities and instill hand washing behavior among learners. And now under
the new normal, our Basic Education-Learning Continuity Plan also integrates hand
washing practice as part of the required health standards. With the children continuing their
learning at home because of the pandemic, we call on families to make their homes a safe
environment to live and learn; and teach their children to make hand washing a habit.
Teachers had Parent Orientation to educate the parents about prevention of corona virus
and importance of hand washing. Teachers also included in their Weekly Home Learning
Plan some activities in Wins like tooth brushing Activity and Hand washing Activity and
waste segregation. Teachers also send videos to learners about proper tooth brushing and
hand washing. Parents and pupils send pictures and videos while doing these activities. To
save lives and reduce illness, it is vital that we combine our expertise in health, education,
communication and community knowledge to raise awareness and promote hygienic and
safe practices.
VI. Recommendations:
By addressing the hygiene and sanitation concerns affecting learners, the program will
contribute significantly to easing the plight of poor communities which are most vulnerable
to preventable diseases due to the lack of access to correct hygiene and sanitation
information, clean water supply, and adequate hygiene and sanitation facilities. Focus on
proper hand washing ensures that the practice is understood as important in order to avoid
infections and disease especially in this time of pandemic. It also seeks to develop hand
washing as a lifelong habit among learners.
