Narrative
On 20MAR23 I responded to a disorderly person call at Gwinnett and Long St.
While enroute the call notes updated stating "Complaint asking subject to back up and he is refusing". Anther call
note updated stating "Complaint asking subject to back up and he is refusing". A third call note updated advising
"Complaint advised subject jumped in the back of her truck...Now out of it yelling at her". Due to the scene rapidly
escalating I activated my emergency lights on my way to the scene.
Once on scene I saw a black male wearing all blue filming a code enforcement officer standing at her truck. Then
the male started filming me. Once I got out of my vehicle. I went and talked with the complaint. A City of Savannah
code enforcement officer Cary Tullos. Cary started to explain what happen.
Cary stated she was conducting her duties as a code enforcement officer picking up signs that were blocking the
right of way along the roadway. When a black male in all blue confronted her about picking up the signs. She
stated that she explained to the individual what she was doing then he suddenly ran back to his house. Cary then
got in her car and drove away.
As Cary was driving away, she stated a vehicle with the same person who confronted her chased her down the
street and pulled in front of her vehicle and stopped. She further explained that the male got out of the car and
started yelling at her. Then the male jumped in the back of the pickup truck and started throwing signs out of the
back of the truck. While talking with Cary I did notice two signs on the ground near the truck. After talking with
Cary, I went to talk with the male subject.
The male subject later identified as Malika Jones explained that he saw Savannah Code enforcement removing
the signs from the area. He went to ask why the signs were being removed. Cary the savannah code enforcement
officer explained that she was removing them from the right of way. Malika stated after he was told why the signs
were being removed. He tried to gather some of the sings but could not get them all because Cary drove off with
them in the back of her truck.

Narrative
Malika then stated he "followed" her to try and get the signs back, but he stated the code enforcement vehicle was
trying to avoid him. Malika stated that once he got up to the car, he jumped in the back of the truck to try and
retrieve the signs.
I asked Malika for he's ID, but he couldn't find it he stated that It might be in the back of the pickup truck from
when he jumped in the back of it. Or it could have been in his car, he checked his car and could not find it. Once
another officer arrived on scene, they checked the bed of the truck but also couldn't find it. Malika did ID himself
by telling me his name and date of birth.
After gathering his information, I logged it into the call and went to talk with the complaint again. When I was
talking with Cary, she stated she had a video of Malika in the back of the truck while he refused to get out of the
bed of the truck. Cary showed me the video. In the video you can see Malika get in the back of the truck and you
can hear him state "where's your supervisor" as he sits in the bed of the truck refusing to get out. In the
background of the video, you can see Malika's vehicle angled blocking portions of the roadway.
After seeing the video, I determined I had probable cause for a disorderly conduct charge 16-11-39 OCGA. Due to
Malika, jumping in the back of a city vehicle and throwing signs out of it, while intimidating a public servant. Also,
for following and positioning his vehicle forcing the code enforcement vehicle to stop moving. After determining
this, I talked with a supervisor and explained the situation he agreed and advised that based off the circumstances
probable cause of a criminal trespass charge 16-7-21 OCGA for entering the code enforcement vehicle was also
appropriate. After talking with my supervisor, I gathered more necessary information and started filling out
paperwork.
While filling out my paperwork a code enforcement supervisor arrived on scene to talk with Malika. After I filled out
my paperwork, I gave Malika a subpoena for disorderly conduct and criminal trespass. As he was given his
subpoena he asked for a supervisor. I went over the radio and requested one to come to the scene. The
supervisor arrived and talked with Malika.
While the supervisor was talking with Malika it was discovered that Malika had a concealed Firearm in his waist
band.
Once Malika received his paperwork he walked back to his car and drove off.
A Supervisor responded when requested.
Names and badge numbers were provided to Malika when requested.
