The l"epresentative dimension of the new liberal political orders designed to protect
individual rights, appeared as the best mechanism for actualizing popula1· rule or
soi;. ereignty - mdeed democracy. As a 1·esult., it is more beneficial to assess the meaning and
value of '1ights 1 as historical and political practices, rathe1· than conceptual forms
(especially as counterparts to \rirtue' . In this :respect, the discourse of rights reflected a
new official mode of combining ethics and power for political conduct. But t he formally
equal treatmen · of citizens belied a 1·eiatively arbitrary element, for the involvement of the
citizenry in shaping the conduct of their representatives was left to elite influenced election
prooedures, qualifications and voluntary participation. Still, representation became the
mythical means of transposing the authorizing power of the people to the new authorities in
government. After all, 1>ep1·esentatives had more time and money to pe1·fect their virtue and
skill in conducting then· work and were not supposed to be c01~rupted by the power that
attended thei1· offices. They were supposed to be bette1· guardians and agents of public
virtue than ordinai'Y citizens as 1·epresentation became institutionalized in the new states.
The state wielded power over the pe.ople. diversifying rathe1· than restricting the problems
of demagoguery in ancient democracy that modern 1·epublics were supposed to correct

Instruction : Please read. the following passage and answer t he questions 91 - 95.

Tropical cyclones are closed low - pressurn systems, generally about 600 km m diameter,
which bring violent ,vinds, tOl'rential rainfall and thunderstorms. Generally, they contain a
central region t he eye, with a diameter of about ten kilometres with light winds and more or
less lightly clouded sky. In orde1· for cyclones to develop various conditions need to be fulfilled.
There must be a plentiful .supply of moisture and for this 1·eason distribution of cyclones iB
closely !'elated to those regions where the highest se."l - surface temperatures are found. i.e.
the western portions of the tropical oceans in late summer with temperature of at least 27°G.
This moisture provides the necessary latent heat to drive the storm and to provide the
rainfall. Tropic-al cyclones tend to occur mainly in between the Tropic of Ga-pricon and Tropic
of cancer except the equatorial region i.e.5° on both side of the equator because closer than
that to the Equator the Coi'iolis parameter approaches Zero. The main cyclone activity in the
orthern Hemisphere is in late summer and autumn during, the time of the ·e quatorial
trough's northern displacement.
