Declaration of Frostfall

In the name of the Old Gods and the New, under their blessing and protection, and the laws, customs
and traditions of the North, in the 345th year after the Conquest and the 45th year after the Dawn, it is
decreed and declared by His Grace Robb of the House Stark, the First of his Name since the Dawn, King
in the North and King of Winter, Lord of Winterfell, Warden of the North, Shield of the Wall and
Protector of the Realm and the Free Folk, that:

I. The style and titles of the Stark of Winterfell shall be that as used in the preamble of this very
declaration. 

i) The style and title of his consort shall be that of Her Grace the Queen in the North and Lady of
Winterfell. Should the Stark of Winterfell be a woman, she shall take the same styles and titles,
appropriate for her sex, and her consort shall be styled and titled as His Grace the Prince Royal of
Winterfell.

ii) The firstborn trueborn son shall be given the title of Prince of the Wolfswood at birth. His firstborn
trueborn son shall likewise be created the Prince of Frostfall, at birth. Should either the Stark of
Winterfell or the Prince of the Wolfswood lack trueborn sons, the title shall pass to their trueborn
daughters in the line of succession, as defined by this declaration.

iii) The trueborn children of the Stark of Winterfell, the Prince or Princess of the Wolfswoods and the
Prince or Princess of Frostfall shall be styled as Princes and Princesses in the North, at birth. Their titles
are not inherited by their own children, trueborn or baseborn.

II. The Great Charter of the Blue Council, done in 344 AC in the light of Old Gods and New, is reaffirmed
as being accepted and endorsed by House Stark of Winterfell and in their domains. It is under its spirit
and principles that this declaration is celebrated.

III. House Stark of Winterfell re-affirms their fealty to the Imperial House Targaryen of King's Landing and
Dragonstone, for all eternity, in the spirits of the Great Charter of the Blue Council.

IV. The domains, realm and territory of House Stark of Winterfell and its bannermen, as understood in
this declaration and by the laws of the North, compromise all the lands within the Kingdom of the North.
From the shores of the Sunset Sea to the Shivering Sea, from the Bay of Ice to the Bite, from the Bay of
Seals to Ironman's Bay. Its northern limits and borders are marked by a straight line, from west to east,
fifty leagues to the south of the Wall. Its southern limits lie in the Neck, by the headwaters of the Green
Fork and where the bogs end, and where the Crannogmen dwell. The ultramarine territories of the
Kingdom of the North include Bear Island, Dawn Island and the archipelagos of Skagos and Skane.

V. House Stark of Winterfell shall be sovereign within its territories, a constituent kingdom of the
Empire, in accordance to the principles of the Great Charter and the laws of the Empire.
VI. The laws, traditions and customs of the North are hereby re-affirmed and sanctioned, in the name of
King Robb Stark and his heirs. The laws promulgated in the reign of his late father, Eddard the
Dawnbringer, including the ban on trials by combat in the North, are likewise guaranteed. His Grace
invites his bannermen to send representatives and wise men to Winterfell, in order to discuss and
debate the codification of a new set of laws, as well as the incorporation of certain aspects, articles and
principles of the codex formulated by Emperor Aegon I Targaryen and his counsellors.

VII. All denizens of the North, defined as such by being trueborn to Northern men and women or
permanently residing within the boundaries of the North, shall always have the hospitality and shelter of
House Stark of Winterfell during the dire times of autumn and winter, as defined by the Citadel of
Oldtown.

VIII. The holy sites of the Old Gods are henceforth placed under the eternal protection of House Stark of
Winterfell, under the penalty of death. To the denizens of the North is confirmed the right to worship
both Old Gods and New, with no fear of persecution or discrimination. The holy sites and sworn
brothers and sisters of the Faith of the Seven shall likewise be placed under the protection of House
Stark of Winterfell and House Manderly of White Harbour, in the terms established by Jaehaerys I
Targaryen, King of the Andals, and the Rhoynar, and the First Men. The Snow Septon of White Harbour
shall be the head of all religious authority of his faith in the North, subservient to the High Septon, and
invested by House Manderly of White Harbour. Holy orders of both gods old and new, military or civil,
shall only be created by a royal decree of the Stark of Winterfell, a gift than can be taken and given at
any time, at his discretion.

IX. The laws of inheritance are maintained, according to the ancient traditions of the First Men and the
laws of the North. Primogeniture shall be its cornerstone and trueborn sons shall be given preference
over trueborn daughters. Bastards are not to be considered in the line of succession, unless legitimized
by the Stark of Winterfell. In the latter case, the bastard's place in the succession line shall likewise be
decided by the Stark of Winterfell. Under exceptional circumstances, the lords of the North may appeal
to the Stark of Winterfell in order to disinherit their heirs and choose a new one.

X. All may appeal to the Stark of Winterfell for justice, but lords who feel wronged by the king's justice
may not seek out the Empire for retribution. The Stark of Winterfell's judgement is final, in accordance
and agreement to the third article of the Great Charter.

XI. The Winter Wolves are confirmed as the Royal Army of the North and their command if a gift of the
Stark of Winterfell, to be given and taken at his leisure. The Lord Commander of the Winter Wolves shall
hold no authority over the Dawnguard and the Winterwatch, both of which answer to the Stark of
Winterfell, and neither over the household guards of each lord. Nevertheless, the Lord Commander of
the Winter Wolves speaks with the King's voice and, as such, may command his banners in times of war.

XII. There must always be a Stark in Winterfell. In the physical and temporary absence of the Stark of
Winterfell, the Stark in Winterfell, defined as such by the laws of succession, shall govern the North and
manage the household in his name, where trivial matters are concerned. The Stark in Winterfell shall be
aided in his duties by the Castellan of Winterfell, appointed by the Stark, and they may or may not be
the same person. Should the Stark in Winterfell be underage, the Stark shall appoint a Regent in his
name.

XIII. Should there be an unfortunate incident that claims the life of the Stark of Winterfell and his heir is
underage, a Regency shall be established until his sixteenth year. The Regent shall be named in the will
of the late Stark of Winterfell. Should that be impossible, the nearest male and adult relative who bears
the name Stark shall be his Regent. If that is not possible, or if the blood relations are too distant, the
Stark's surviving parent shall assume the regency. If not him either, the regency will fall to the Lord
Commander of the Winter Wolves. If be is likewise non-existent, the high lords of the North shall elect
one of their peers to assume the Regency.

XIV. Incest, as defined between parent and child, brother and sister, nephew and aunt and niece and
uncle, are forever banished in the North, under the penalty of death. Children, trueborn or baseborn, of
such unions will be regarded as abominations of incest and banished from the North.

XV. All men and women must respect the king's laws and uphold the king's peace. Those who bear the
title of lord are qualified to execute the king's justice, but those that do not must turn to their liege lord
for guidance and judgement.

XVI. The use of executioners, machines and animals, as well as tactics such as exposure, starvation and
torture are forever banished from the North for enforcing the king's justice through executions. The
blood of the First Men is strong in the North, and we hold true to the belief that the man who passes the
sentence should swing the sword. If one cannot bring himself to look the condemned in the eye and
hear his last words, then perhaps the condemned does not deserve to be deprived of his life. Hangings
for common criminals are the exception to this rule.

XVII. To House Umber of the Last Hearth is confirmed the hereditary title of Warden of the Northern
Marches, to hold the command of the banners of Karstark, Glover, Mormont, Seaworth, Lake and the
mountain clansmen in the event of an invasion from Beyond-the-Wall. To House Reed of Greywater
Watch is confirmed the title of Warden of the Neck, with similar duties over the Crannogmen houses.

XVIII. The Western Marches, understood as the domains of Houses Ryswell, Ironsmith, Tallhart, Dustin
and Flint of Flint's Finger, shall be re-organized in the spirit and structure of the Riverlander marches, in
accordance to King Robb and Prince Eldarion's joint decree of 340 AC, and the lords of each
aforementioned house shall be given the title of Marcherlord. To Lord Robb Ryswell is granted the office
of Warden of the Western Marches. The domains of Houses Seaworth, Mormont and Glover shall
receive similar attention, but shall not be considered constituent regions of the Western Marches.

XIX. In the seas, each house that shares a coastline and a port is expected to contribute to Royal Fleet,
which is to be understood as all ships pledged to the North. Henceforth, the office of Lord Admiral of the
Sunset Sea and Lord Admiral of the Shivering Sea are created. By King Robb's grace, the former is given
go Dale Seaworth, Master of Sea Dragon Point, and the latter to Ser Wyam Manderly, Knight of the
Wolf's Den.
XX. Bastards born to a highborn parent and raised in the North shall be given the surname of Snow.
Bastards sired and recognized by Northmen shall likewise be known as Snows, independent of where
the child is born and raised.

XXI. As the Shield of the Wall, the Stark of Winterfell is the sworn protector of the Night's Watch and
shall come to its aid against rattleshirts and, with the blessing of the gods, the Others and their minions.
The Stark of Winterfell also reserves the right to relieve any Northman of his oath to the Night's Watch.

XXII. The Royal College of Winterfell is hereby established.

THE GREAT CHARTER

Promulgated by the Prince Regent Lucerys Targaryen and the Lords Paramount sitting in Council at the
Blue Palace of King's Landing, the 344th Year of Aegon's Conquest

I. The King's Small Council shall typically be composed of fifteen (15) councillors, namely: the Lord Hand
(named by the King or his representative), the Lord Deputy Hand (named by the Lord Hand), the Lord
Commander of the Kingsguard (named by the King or his representative), the Master of Dawn (named
by the Lord Commander of the Night's Watch), the King's maester (sent by the Citadel), and a
representative each of the Exchequer, King in the North, Parley, Paramountcies, and the Principality of
Lys. 

II. To the Teyrn of Myr is granted the rank, status, precedence and title of Lord Paramount of Myr, with
dominion over the Myrmarch, Lotyrmarch and Dyrmarch and the Myrish parts of the Kylosmarch. The
boy's Regent, with assistance from the Iron Throne, shall conduct necessary negotiations of territory etc
with local and neighbouring lords at a later date. In case of the extinction of the Prince Aemon's
bloodline succession shall revert to the heirs of King Aerys II, following semi-salic primogeniture and
avoiding personal union with the Iron Throne. 

III. To the Lords Paramount and the King in the North is granted the autonomy to legislate within their
lands, to determine religious and legal and economic policies, to legitimize bastards, to determine their
own laws of succession and modes of government; to punish wrongdoers according to their laws and
customs unimpeded by the Iron Throne or Crownlander institutions. 

IV. That the jus puniendi of the Iron Throne over the Lords Paramount and the King in the North shall be
reserved to crimes perpetrated against the Iron Throne and the institutions of the Crownlands - that is,
treason - to the utter disregard of questions pertaining religion, the punishment of wrongdoing vassals
and so forth.

V. That the foreign policies of the Paramountcies and the North remain subject to the oversight and veto
of the Iron Throne, being vetoed any private dealings with known enemies or rivals of the Iron Throne
and its interests. 

VI. That in times of interregnum, of civil war, of disputed succession and other moments of crisis the
Lords Paramount, an envoy of the Principality of Lys, a representative of the Small Council, a
representative of the Parley and a representative of the Exchequer shall form a legitimate Regency
Council, with plenipotentiary powers until the resolution of the present conflict. The first order of
business shall be to name a Lord or Lady Regent, whose vote shall be the final and deciding one in those
matters put to vote.

VII. That the Lords Paramount and King in the North, their kin and those acting with their own authority,
if tried and found guilty by the Iron Throne, shall possess a right of appeal to the Parley, who shall
review and amend the ruling in accordance with the laws of the Seven Kingdoms, of the respective
Paramountcy and where applicable, of the Crownlands.

VIII. The royal style of the His Grace and Majesty the King shall be augmented to include that of Emperor
of Westeros, in recognition of his undoubted and entire jurisdiction and suzerainty over the Westerosi
land mass and its associated isles and waters.

IX. The Lord Stark of Winterfell shall be given the style of King in the North, the ancient and customary
style of King in the North his domains, together with its associated symbols of rule and government,
without detriment to the Iron Throne's authority or suzerainty, and being inherited by his heirs in
accordance with the laws and customs of House Stark of Winterfell.

X. The Lord Paramount of the Vale shall be tasked with the pacification of the former Free City of Tyrosh
and the abolition of the seditious regime currently in place there, in light of his previous conquest of
that place and the oaths sworn by its people to him, to his son and to the Iron Throne.

XI. The Iron Throne shall be assisted by four great wardens: the Warden of the North, which office shall
abide in the hereditary gift of Stark of Winterfell; the Warden of the East, which office shall abide in the
hereditary gift of Arryn of the Eyrie; the Warden of the West, which office shall abide in the gift of
Lannister of Casterly Rock; and the Warden of the South, which office shall abide in the hereditary gift of
Tyrell of Highgarden, the each of them assisted by as many minor wardens as they deem fit.

XII. The Warden of the South shall serve the Iron Throne's interests in the protection and policing of the
Dornish march, assisted by three wardens: one to guard the Redwyne strait, one to guard the Torentine
and western passages and a third to guard the Prince's Pass and environs, with this third being named
by the Lord of Nightsong, or in case of the latter's minority or incapacity, the Lord Paramount of the
Stormlands.

XIII. The undersigned solemnly swear to uphold the union of the Seven Kingdoms, the security of the
Iron Throne, the King's peace in all his realms and the peaceful co-existence of all his subjects, religion
and origin regardless. The religious sites and apparatus of the old and new faiths are hereby placed
under the direct protection of the Iron Throne, the King in the North and the Lords Paramount, who
shall strive to preserve their integrity.

Eldarion Stark, the King in the North

---

On the eve of his grandson's rise to the throne and coronation, King Eldarion's reign enters its fifth year
of peace and reconstruction. The sick old man, who had once served as Hand of the King in the decade
that preceded the chaos of the Wasting Sickness (properly named the Decade of the Wolf by Northern
singers), succeeded his father Robb Wintersbane in 350 AC, upon the latter's unfortunate and sudden
demise from a malicious heart attack during a wedding celebration at Winterfell. From early on, Eldarion
had the task to fill in the void left by the King-Who-Rose, the eldest child of Eddard the Dawnbringer
who had reclaimed his ancient crown and valiantly pushed back the mythical Others back to the Lands
of Always Winter and and won his victory in the War of the Wolves, all the while ruling wisely back at
home, adored by his people. It was no easy task that was thrown at that poor earless old man, and he
would certainly do his best, but the Dawnbringer's shadow still hung over the North and fair competition
was impossible. After all, Darry Stark was a feeble man, often too merciful on his foes, and carrying out
the death penalty only when the laws of the lands left him no other choice. When put to the same
standards as his father and grandfather, King Eldarion was vastly outmatched.

However, that is not to say that he ruled incompetently, for even if he wasn't the stuff of songs as his
ancestors were, he was a wise and diligent king who won, if not fear and respect, the friendship of his
people and lords. Naturally, his soft-handed policies often meant that vassals would mostly have free
reign in their lands, except when acting in obvious illegality and malice. Nevertheless, many great things
were accomplished in his short reign. Construction projects which had been sponsored by the then
Prince Eldarion during his father's life were completed, one by one, from the expansion of the Winter
Town to the myriad of forts dotted across the Western shorelines; Frostfall Hall itself nears completion.
A mighty and powerful fleet for the Seaworths was built, for no danger should ever threaten the Sunset
Sea again (not to mention those pesky Ironborn reavers in the Bay of Ice), and House Stark aided in the
reconstruction efforts of the Stony Shore by the new Magnar of Thenn, Horik the Grim, the last of his
line, who was being fostered by Lord Mormont as the invaders landed and wiped out his family. The
College of Winterfell thrived in its study of medicine, optics, ancient lore and black powder, while House
Stark only grew and grew as more children were born by the year.

King Eldarion's greatest feats, though, would come in the reforms he introduced to Northern
management and bureaucracy. Undoubtedly heavily influenced by his wife, the Queen Cassella Tully,
the old steward system at Winterfell was abandoned, in favour of a system eerily similar to the one had
at Riverrun for decades, only perfected for the North. The High Steward of Winterfell was no more,
instead replaced by five different stewards, each one with five sub-stewards to aid in their duties,
commanded by the one and only Lord Sentinel of the North. A role similar to the King's Hand, only
lacking its military qualities and duties, the Sentinel would be his right-hand man, charged with keeping
all of the North wealthy, manage the royal household and keep the treasury afloat. The five stewardly
offices headed by the Sentinel, henceforth, would be:

i) The Master of Hearth and Harvest, beyond a doubt the most important of the stewards, in charge of
keeping an eye on all the harvests throughout the North and ensuring that each town and castle had
enough to survive a long winter. His duties also encompassed the search for new technologies to yield
more harvest and the maintenance of roads and proper inns in the North. 

ii) The Master of Coin and Treasure, in charge of taxation, tributes and general fiscal policy and tariffs. 

iii) The Master of Hunt and Woods, in charge of the maintenance and exploration of the Wolfswood,
the Hornwood, the Karwood and other forests in the North, as well as the game that runs wild in them.
Also responsible for halfbreed control and shipbuilding.

iv) The Master of Guild and Craft, in charge of overseeing trade and relations with the great craftsmen
and guilds, from White Harbour's silversmiths to Winterfell's glassworkers.

v) The High Steward of Winterfell, much diminished in his role, in charge of managing the royal
household, the castle and the Winter Town, including the upkeep of the Winter Wolves and the lands of
Frostfall Hall, as well as other demesne of House Stark.

For his Sentinel, King Eldarion chose his brother-in-law, the intelligent and administratively-minded
Edrick Manderly, Lord of White Harbour, loyal and brilliant at the same time. It is hoped that the new
stewardly system will greatly increase the efficiency of Northern bureaucracy, but it is simply too soon
after its implementation to get a worthy picture of it yet. Furthermore, the Sentinel has by no means
been the only influence that Queen Cassella had in the North, as the royal court of Winterfell adopts
more southron traditions, in a good balance between North and South that leaves no one but Dolorous
Edd complaining.

Militarily, the Winter Wolves have become a more professional force since the outcome of the War of
the Wolves, learning from their imperial counterpart that fought by their side. Following the war,
Torrhen Karstark retired to live the rest of his life in peace, being replaced by Brandon Stark, the
Younger, King Eldarion's brother. The Grey Prince, as he was called, was a grim and gaunt man, fresh off
fifteen years of service with the Grey Wardens at Hardhome, and his son's death in battle only made him
sterner and harder. Naturally, he has applied many of his learned lessons and experience to the Winter
Wolves, turning it into a more powerful force to be reckoned with than before and serving as one of the
King's main advisers and right-hands.

King Eldarion's body is sick, however, and it is unknown how much pain and hurt this journey south will
inflict on his old injuries. For all he knows, though, this might as well be the last time he sees both of his
daughters and foster sons, so he'll be damn sure to make it worth the effort.

Economy

 House Stark is an ancient and former royal house which has been ruling the North for eight
millenia. Indeed, Winterfell has never been taken in an assault. Uncontested monopolization of
power, lands, titles and incomes have led to the establishment of a sizeable treasury for the
Lords of Winterfell. Their wealth is unparalleled in the North, even outranking the young and
frivolous House Manderly, but it is still mile behind houses such as Lannister, Hightower and
Tyrell, which, if you think about it, isn't all that bad.

 The North, unlike other regions, is entirely dependent on seasonal change, since winter is much
more harsh there than in the south. Such climatic structure reflects on the Northern economy.
During spring, summer and autumn, the peasants work in the fields and gather as much food as
it is possible, storing most of it for winter. When winter does come, however, the smallfolk
migrates from the fields to the major settlements, a social movement which is not present in
other regions. Once the smallfolk reach their destinations, they build themselves cottages and
divert all of their activity into craftsmanship. When winter ends, the smallfolk return to their
fields, but not before selling their goods to merchants, using the gold to purchase seeds for the
spring harvest and other accessories. Therefore, the North's economical output is mainly based
on agriculture, but radically shifts to craftsmanship during the harsh winter years. The principal
migration points are as follows:

o Winterfell: undoubtedly, the capital of the North and seat of House Stark is the one
which attracts the most smallfolk fleeing their fields during winter. The Winter Town
welcomes hundreds of thousands of commoners every season, families who bring all
the food they have and store them in Winterfell's huge granaries. Bran the Builder knew
what he was doing when he planned his castle; Winterfell is built on top of rare hot
springs, which guarantees warmth to the castle and its inhabitants even during the
harshest winter. The glass gardens provide fresh vegetables even when everything is
freezing outside the granite walls and there is much game to be had in the Wolfswood
and the Godswood. Indeed, one could argue that the Starks hold so much power in the
North due to literally being the Kings of Winter. When winter comes, it is the Stark of
Winterfell who determines who lives and who dies. If he shuts his gates to outsiders,
they would freeze and starve to certain death. Therefore, one must always put himself
at the Stark's mercy and judgement in order to survive winter. This is why Winterfell is
the key to the North and why there must always be a Stark in Winterfell, for if there
would not be, the long night would live up to its name.

o The Dreadfort: like Winterfell, the Dreadfort was also built on top of hot springs, which
made the Boltons into powerful kings for the same reasons as House Stark's success.
The hot springs also guarantee that the Weeping Water does not freeze over winter,
providing the Bolton smallfolk with much needed fish and water during the winter
years.

o White Harbour: life in the city might be harsh, but it is preferable to freezing in your hut.
The Manderlys hold the White Knife and the Bite, where winter is at its smoothest in the
North.

o Barrowton: for those men of the Rills and of the Barrowlands who do not migrate to
Winterfell's safety and warmth, House Dustin's seat is the next best shelter. Holding a
small town and imposing keep, the Dustins have means to take care of additional
people, a gift which made them into the powerful Barrow Kings of old.

 White Harbour, under the domains of House Manderly, is the largest harbour of the North and
the fourth or fifth largest city of Westeros, counting some sixty thousand men. There is much
wealth to be had in the city, from its rich fish market to the magnificent silverwork, granting the
Manderlys much gold, turning them into the second wealthiest high lords in the North.
Furthermore, much of this revenue is directly taxed by House Stark, enough gold to build forty
large warships in a year.

 Other than White Harbour, Barrowton and the seasonal winter towns, the North is a rural
country with its economy entirely based on agriculture, with its main product being wheat and
other grains. Cattle farming is also very important, particularly sheep, which provide the wool
used by much of Westeros, and the vast forests provide much game for hunting, ensuring a
large supply of pelts and hides. The large forests, especially the Wolfswood and the Hornwood,
are a great source of timber for their overlords.

 Since the times of Lord Rickard, Winterfell has been home to Myrish glassworkers. The
monopolization of glass production has led to House Stark becoming one of the wealthiest
houses of the Seven Kingdoms, although there has recently been some competition from Myr
proper.

 The Starks have joined the colonial race late in the game, but whereas the other kingdoms look
south, Lord Eddard's gaze is set in the North. Two expeditions have been sent to explore and
map out the Shivering Sea and the Frozen Shore, the former led by Matthos Seaworth and the
latter by Dale Seaworth.

 House Stark is the distributor of Qartheen stone candles in Westeros, although further plans to
join the Four Kingdoms Trading Company have been frustrated.

 There are currently 33 high lords sworn directly to House Stark, with uncountable lesser lords,
including the mighty Glovers and Tallharts. Of those, House Stark can field the most men, soon
followed by Houses Manderly and Bolton. House Karstark follows with a distant fourth position,
as well as the Umbers, Dustins and Glovers.

 On first glance, the North's huge size makes the Starks an impressive power to be reckoned
with. However, their lands hurt more than help, as they are only sparsely populated. While
there are many levies to be raised, it takes too much time for them to be all gathered at
Winterfell for it to be practical. Therefore, under normal circumstances the Northern host
usually does not count more than twenty thousand men, although the Starks can effortlessly call
to arms at least the double of this number.

 Whereas the land proves to be futile for the recruitment process, the Starks are also blessed by
it. There is only one land way up the North, namely the Causeway in the Kingsroad, which darts
through the bogs-infested Neck and is met by the fortress of Moat Cailin by its end. Ancient
three holdfasts guard the Moat and the old Kings of Winter have always stopped Andal
invasions there, no matter their numbers. Garrisoned with 200 archers, Moat Cailin is
impregnable from the south, unless one manages to convince the Crannogmen to join them.
 Should a land or naval invasion of the North succeed against all odds, it is still impossible to hold
the occupied territory. In the end, the Starks are always right. Winter is coming, and when it
does come, the southerners die.

 The Winter Wolves have been re-established as the standing army of the North. There are
currently seven thousand of them, based out of Winterfell, and commanded by Brandon Stark,
the Grey Prince. Professional soldiery, they are not part of the common rabble.

 In the aftermath of the War for the Dawn, the Umbers have been named Warden of the
Northern Marches, to deal with potential wildling raids coming from the newly settled Gift.

 King Eldarion oversaw the establishment of a complex defence system of the Western
shorelines, namely by building several hundred small forts all along the Wolfswood, the Blue
Hills, the Rills, the Barrowlands and Flint's Finger, manned by the men of the marches, designed
specifically to fight back naval raids and even a full scale invasion. In the aftermath of the War of
the Wolves, the fort system was perfected and received additional funding.
