EXECUTIVE ORDER NO.

2012-018

PROVIDING STANDARDS FOR THE CONTROL AND ELIMINATION OF


DENGUE IN THE CITY OF NAGA THROUGH THE CREATION OF THE
NAGA CITY ANTI-DENGUE COMMITTEE AND BARANGAY ANTI-
DENGUE TASK FORCES IN THE TWENTY-SEVEN (27) BARANGAYS OF
NAGA CITY:-

WHEREAS, the City of Naga and its component barangays, as local


government units, are mandated under the Local Government Code to promote
health and safety of its constituents by providing measures to prevent and control the
spread of diseases, particularly Dengue, and provide assistance to those afflicted;

WHEREAS, the City Health Office thru its Epidemiology Surveillance Unit
has reported a significant number of dengue cases for the period covering the first
semester of 2012, thereby making Dengue Hemorrhagic Fever as one of the major
health problems in the city;

WHEREAS, following the recommendation of the City Health Office citing


that 25 out of the 27 barangays have already recorded rising number of cases of
dengue, the city through the Sangguniang Panlungsod filed and approved a
resolution last May 22, 2012 declaring state of calamity;

WHEREAS, given the preventability of the disease, it is prudent to provide


for a community-based dengue prevention and control mechanism, and strengthen
existing policies that are already being implemented by the LGU and DOH;

NOW THEREFORE, I, JOHN G. BONGAT, Mayor of the City of Naga,


by virtue of the powers vested in me by law, do hereby order the following:

Section 1. Naga City Anti-Dengue Committee. A Naga City Anti-Dengue


Committee is hereby created. The Committee shall be headed by the City Health
Officer with the SP Committee Chairman on Health, the Liga ng mga Barangay
President, the SK President, the City Social Welfare and Development Officer, the
Public Safety Officer and the Division of City Schools Superintendent, as members.

Section 2. Functions and Responsibilities. Consistent with rules and


guidelines issued by the Department of Health regarding the control and prevention
of dengue, the Committee shall have the following powers and functions:
a. Engage the participation of all households, and the public and private sector
in the drive to abate the number of dengue cases in Naga City;
b. Conduct information and education campaigns on the prevention and control
of dengue;
c. Provide technical and logistical support to twenty-seven (27) Barangay Anti-
dengue Task Forces;
d. Institutionalize an effective recording and reporting system for vector control
and surveillance information;
e. Coordinate with government and private medical institutions relative to
adoption of hospital-based surveillance system for suspected dengue cases;
f. Perform other functions as it may deem necessary in the control, prevention
and elimination of dengue in the City.

Section 3. Barangay Anti-Dengue Task Force. Every barangay in the city


shall constitute its Barangay Anti-Dengue Task Force to be chaired by the Punong
Barangay with the Sangguniang Kabataan Chairman, Sangguniang Barangay
Chairman on Health, the Barangay Midwife, the Heads of School, whether private
or public, operating within the territorial jurisdiction of the barangay, and a
representative from the Rabuz Organization, as members.

Section 4. Responsibilities. The Barangay Anti-Dengue Task Force shall:


a. Ensure that every household and establishment within its jurisdiction shall
i. Dispose, empty, seal, store under roof containers that are usually filled
with rainwater such as discarded tires, bottles, broken appliances,
garbage, paint cans, etc;
ii. Regularly clean containers or replace water in containers that are
usually filled with water by people, such as drums, aquariums, ponds,
fountains, animal feeding bowls and pools;
iii. Keep its respective surroundings and areas of responsibility clean;
iv. Implement other preventive actions that the Department of Health
may provide;
b. Coordinate with the City Health Office in the conduct of fogging operations,
and search and destroy activities;
c. Conduct massive information and education drive in its respective jurisdiction
regarding control, prevention and elimination of dengue;
d. Assist in the surveillance and reporting of dengue cases;
e. Conduct regular clean-up drives and declogging of canals with the assistance
of zone rabuz organizations;
f. Perform other activities incidental and necessary in the control, prevention
and elimination of dengue in their respective barangays.

Section 5. Funding. The City Government shall allocate the amount


necessary to implement the provisions of this Executive Order chargeable against the
account of the City Health Office. The Barangay Governments shall allocate funds to
augment the implementation of the Citywide Dengue Prevention and Contol
Program chargeable against their respective annual budget.
In the event, that a dengue outbreak shall have been declared by the City Health
Office in a barangay, the Sangguniang Barangay thereof may declare its jurisdiction
under a state-of-calamity and may therefore utilize its calamity funds for this
purpose.

Section 6. Effectivity. This Executive Order shall be effective immediately.

Issued this 6th of day August, Two Thousand and Twelve in the City of
Naga, Philippines.
