AIADMK ELECTION MANIFESTO
1. PREAMBLE
Adopting Perarignar Anna as his political
mentor Puratchi Thalaivar Dr. MGR
established a great political movement in
Anna’s name. He dedicated his entire life to
upgrade the lives of the poor and the
deprived, to herald a life of equality and
dignity for women with access to quality
education, to maintain and sustain
harmony, secularism and social justice in
the social and political spheres. Puratchi
Thalaivar established a strong foundation for
AIADMK to ensure that it stands firmly
rooted in these values and principles.
Following in the footsteps of Puratchi

Thalaivar, Puratchi Thalaivi AMMA continued
her political journey for thirty-six years,
dedicating her political life marked by
selflessness and sacrifice, gave shape and
substance to the foundational ideals of the
Kazhagam and transformed Tamil Nadu as a
frontline State of India in all spheres of
activity.
The AIADMK Party and the Government
established by Puratchi Thalaivi AMMA
continue to tread the path blazoned by
AMMA by protecting the Tamil language, in
lauding the glory and heritage of the Tamil
race, following the noble hallmark of Tamil
Culture of ‘Ondre Kulam, Oruvane Devan’
(Human race is One! So is the Godhead!),

resolutely anchored in the principles of
Social Justice, Secularism underlining and
upholding the norms of State autonomy and
reaching justice to one and all and
eliminating all traces of injustice.

Scoring victories in all the 40
constituencies in Tamil Nadu and
Puducherry in the forthcoming Lok Sabha
Elections, raising the voice for the rights
of Tamil Nadu in the Indian Parliament,
leading Tamil Nadu further in the path of
progress, making all possible contributions
for the development of the Indian Nation,
the All India Anna Dravida Munnetra
Kazhagam offers a solemn assurance to the
people, and places this Manifesto at the feet
of the Tamil People.
2. CONTEXT
All India Anna Dravida Munnetra
Kazhagam (AIADMK) is participating in

the forthcoming 2019 Lok Sabha Elections in
alliance with the Bharatiya Janata Party
(BJP), Paattali Makkal Katchi (PMK), Desiya
Murpokku Dravida Kazhagam (DMDK),
Puthiya Tamilagam (PT), Tamil Maanila
Congress (TMC), Puthiya Needhi Katchi
and All India N.R. Congress. The logic and
relevance of this electoral alliance is built in
the very nomenclature of our Party, namely
All India Anna Dravida Munnetra
Kazhagam (AIADMK). The term All India
underscores the Party’s nationalistic and
patriotic perspective so dear to our dear
and respected leaders Puratchi Thalaivar Dr.
M.G.R and Puratchi Thalaivi AMMA. ‘Anna’
underscores the significance to the Party of

the heritage bequeathed by the great
Dravidian leader Perarignar Anna. He was
the fountainhead of the major elements of
the

Dravidian Movement, i.e., the dignity of
individual, social justice cutting across
castes, creeds and religions, love of Tamil
language, emancipation of depressed
communities and equal rights to the women
of the land. The next term ‘Dravida’
highlights the adherence to the ethnic and
cultural identity of the Dravidian people.
While the pride and involvement in this
ancient culture is an important element, it is
not insular or exclusive in its scope. It
embraces salient elements of essential
humanism and multi-cultural inclusiveness.
‘All human beings are created equal’, a
Thirukkural dictum is the guiding principle of

this Dravidianism. The next term ‘Munnetra
Kazhagam’ (Progressive Federation) is an
important identity marker of our Party. This
term ‘progressive’ has a universal
connotation. It embraces in its sweep all the
essential elements of progressive orientation
in social, cultural and economic spheres.
The core values outlined above
constitute the running thread linking all the
political parties forming a part of this
alliance determined to score decisive
victory in the forthcoming election. This
forms the pith and core of the rationale of
this successful alliance.

1. AGRICULTURE – ANIMAL HUSBANDRY
The first of its kind in India
a) Scheme of free electricity to marginal and small farmers of the

State introduced by the then Hon’ble Chief Minister, Puratchi
Thalaivar Dr. M.G.R.
b) Tamil Nadu Government has created a new Ministry and

Department of Rural Industry in Tamil Nadu under Puratchi
Thalaivar Dr. M.G.R.
c) Under Puratchi Thalaivar Dr. M.G.R was introduced the Unique

Project of ‘Village Mini Buses Scheme with Road Connectivity’
to enable Agro-products of villages to reach the nearby towns
on time and fetch better prices for their produce.
d) Tamil Nadu Government headed by Hon’ble AMMA was

bestowed with ‘Kirishi Karman Award’ for achieving the National
Highest Production in Food Grains for the years 2011-12 and for
the year 2013-14.
e) The Directorate of Agriculture of Tamil Nadu Government

headed by Hon’ble AMMA was bestowed ‘The Best National
Agro Commercial Directorate Award’ for the year 2011 and
2014.
f) The Tamil Nadu Agricultural University has been conferred with

the ‘National Award of Best Paddy Research Center of the
Country in 2015.

g) The Agricultural University of the government was honoured

with ‘National Mahindra Samruthi Award’ for the Technical
Expertise in Preservation of Cereals for the year 2016.
h) ‘Special Commendation Award’ has been accorded to the

Department of Agriculture Government of Tamil Nadu, from
South Asia Foodgrains Organization.
i) The Tamil Nadu Veterinary Medical and Science University has

been conferred with the ‘Best Performance Award’ by National
Agricultural Research Organization for innovation and
implementation of Electronic Media in Under Graduate Courses
during Hon’ble AMMA period.

d) A Unique scheme by way of a Pongal Gift of Rs. 1,000 along with

e) India Today magazine presented 4 Awards to Tamil Nadu

Government for

f) Tamil Nadu has been ranked by Government of India as the

Second Biggest Economy in India for its talented human
resources, strong infrastructure facilities, surplus Power and
sustenance of natural resources.
g) ‘Prestigious Krishi Karman Award’, the highest award given by

Government of India, given 4 times in the past 5 years to Tamil
Nadu Government.
h) ‘Public Affairs Centre’ Bengaluru in their report for 2018 has

ranked Tamil Nadu Government as Second in Good Governance,
on the basis of socio-economic development indicators.
i) Periyakulam Police Station has been selected by Government of

India as the 8th Best Police Station in India.
j) 11 Awards to Tamil Nadu Transport Corporations have been

accorded by Government of India for their best performance.

k) Skoch Platinum Award has been accorded to Tamil Nadu

Government for ‘Solid Waste Management’ for 2017.
l) Government of India Award to Tamil Nadu Water supply and

Drainage Board for Integrated Management Information System’
for 2017-18.
m) Tamil Nadu has been ranked as the first in the country by

Government of India for Effective Implementation of ‘Protect Girl
Children and Educate Girl Children’ Programme for 2017-18.
3. RURAL DEVELOPMENT AND PANCHAYAT RAJ
a) Government of India has awarded Government of Tamil Nadu an
incentive of Rupees 100.90 Crores under Prime Minister Village
Road Schemes, for having efficiently implemented the Tamil
Nadu rural road Schemes for the Years 2016-2017 and 2017-18.
b) Five Awards have been bestowed on Tamil Nadu by Government
of India for effective implementation of Mahatma Gandhi National
Rural Employment Guarantee Programme for the Year 2017-18.
4. MUNCIPALITIES DEVELOPMENT
National and international awards have
been accorded to Coimbatore, Erode,

good governance for the Year 2017-18.

5. CO-OPERATION, FOOD AND CONSUMER PROTECTION
Government of Tamil Nadu has been
bestowed with the ‘Best Practices Award’
and ‘Best e-Governance Award’ by
Government of India for having introduced
‘full End to End Computerization in the
Public Distribution system’ in 2016-2017.
6. INDUSTRY
a) At the national level, the ‘Best Paper Factory for 2016’ Award has
been conferred on Tamil Nadu Newsprint and Papers Ltd.
b) Tamil Nadu has been ranked as first by Government of India,

in regard to ‘number of factories and number of employees’
at All India Level for 2017-18.
c) Tamil Nadu has been ranked as the Second Best State for
industrial investment in 2018 in the Survey conducted by National
Economic Utility Research Bureau.
d) ‘The Government of India Award for Best Infrastructure Facilities

in Non-conventional energy Sector’ was accorded to Government
of Tamil Nadu for 2017-18.

e) Mobilizing Memoranda of Understandings for investments

To enable the socially backward people
of Tamil Nadu to reap the full benefits of
social justice, the Tamil Nadu Government
headed by HON’BLE AMMA INTRODUCED

AND IMPLEMENTED THE HISTORICAL
ACHIEVEMENT OF 69% RESERVATION
POLICY.
9. SC, ST & MINORITIES WELFARE
The Institution Fees and other
maintenance charges for the self financing
colleges payable by SC/ST/Minorities have
been fully borne by Tamil Nadu
Government, thus relieving such poor
students of financial burden.

10. PROTECTION OF THE RIGHTS OF TAMIL NADU ON

INTER-STATE RIVERS :
Government of Tamil Nadu during the
governance of Hon’ble Puratchi Thalaivar Dr.
MGR, Hon’ble Puratchi Thalaivi AMMA and
Hon’ble Thiru. Edappadi K. Palaniswami and
Hon’ble Thiru.
O. Paneerselvam have protected the
interests and rights of Tamil Nadu in general
and the farmers in particular in the spheres
of Cauvery Water Dispute, Mullai Periyar
Dam dispute and Mega Thathu Dam dispute
by resorting to judicial remedies and due
protest on the floor of the Parliament.

11. INFORMATION TECHNOLOGY
Tamil Nadu e-Governance Agency has
been conferred with the ‘Best e-Governance

Agency Award’ at National Level.
12. TOURISM AND CULTURE
a) ‘UNESCO’s Asia Pacific Award of Merit 2017’ for the

renovation and restoration of Sri Ranganathaswami Temple in
Srirangam.
b) ‘Best Swachh Iconic Place Award’ under Swachh Bharat

Mission has been accorded by Government of India to laud the
cleanliness of Arulmigu Meenakshi Sundareswarar Temple of
Madurai.

ELECTORAL ASSURANCES
OF
AIADMK

1. ERADICATION OF POVERTY
AMMA NATIONAL POVERTY ERADICATION INITIATIVE

(ANPEI) — DIRECT MONTHLY TRANSFER OF RS. 1,500 TO THE
NEEDY FAMILIES OF INDIA.
Ever since independence many

governments both at the Centre and in the
States had made several attempts to
alleviate poverty in India. These attempts
have met with only limited success. This
problem calls for special and bold initiatives
covering the entire country. A direct transfer
of funds to the targetted population of the
poor and the deprived (people below
poverty line, destitute women, widows
without income, differently-abled, landless
agricultural labourers, rural and urban
manual labourers, destitute senior citizens
etc) is considered by AIADMK as a minimum
and necessary initiative to address this
problem of dehumanizing poverty.

This initiative would reflect the

farsighted and sensitive declaration of the
former President of the Philippines Roman
Magsaysay that “Those who have less in life
should have more in law,” and similar
sentiments evocatively expressed by
Puratchi Thalaivar MGR all his life.
The AIADMK government in Tamil Nadu

had initiated and implemented a special
programme of direct transfer of Rs. 1,000 to
all ration-card holders of Tamil Nadu, and
Rs. 2,000 per family living below poverty
line. The related results are found to be very
promising. These were only one time
initiative. Taking into account the beneficial
impact of these initiatives, AIADMK feels
that institutionalizing this arrangement on
a permanent basis would produce extremely
beneficial results in the realm of poverty
eradication.

Based on the experience already gained

by the AIADMK Government in this regard, a
direct transfer of Rs. 1,500 per month to the
targetted population of the poor and the
deprived (people below poverty line,
destitute women, widows without income,
differently-abled, landless agricultural
labourers, rural and urban manual
labourers, destitute senior citizens etc)
should not be difficult to implement. This is
the need of the hour and a significant step
in the direction of wiping out the misery
suffered by millions of our sisters and
brothers. This would fulfill the fond dreams
of Puratchi Thalaivar Dr. MGR and Puratchi
Thalaivi Amma in upgrading the lives of our
fellow-citizens and opening the doors of

happy and hunger-free life to all.
Many compulsive pessimists had raised

doubts about the financial feasibility of the
SATHUNAVU Scheme introduced by Puratchi
Thalaivar Dr. MGR. All these doubts have
been belied and the scheme has won
universal acclaim and acceptance. AIADMK
is confident that the proposed direct
monthly transfer of Rs. 1,500 per month to
the targetted population of the poor and the
deprived (people below poverty line,
destitute women, widows without income,
differently-abled, landless agricultural
labourers, urban manual labourers,
destitute senior citizens etc) would be
financially feasible and administratively
sustainable taking into account the regularly
growing tax income through the GST, and

by effective management of the tax

collection agencies. The Party will vigorously
pursue this Scheme under the bannerAMMA
NATIONAL POVERTY ERADICATION
INITIATIVE (ANPEI).

2. UPGRADING THE SKILLS OF INDIAN YOUTH FOR NEW

EMPLOYMENT AVENUES LOCALLY AND GLOBALLY —
MGR NATIONAL SKILL - UPGRADATION SCHEME
(MGR NSUS)
While the Indian economy is growing on

various fronts, there is a corresponding
need to upgrade the skills of the youth to
improve their employability to ensure job
opportunities. This calls for a sensitive and
nuanced understanding of the various
factors leading to the skill refinement of the
youth. There is need for lateral thinking to
break new grounds in this area. TESDA
(Technical Education and Skills Development
Authority) of the Philippines provides useful
pointers for action in this direction. This
national nodal agency for appropriate skills
development is geared to impart necessary
skills to the workforce to upgrade it from

unskilled to semi-skilled and skilled levels. It

also channels appropriately skilled personnel
(women and men) to suitable job markets
both locally and globally. AIADMK would
pursue this matter vigorously with the
Central Government to institutionalize a
similar arrangement in India. It is hoped
that this initiative would open new avenues
of both employment and employment-
upgradation. Elements of entrepreneurial
skills would also be incorporated in the
Scheme to promote meaningful self-
employment.
Overseas Indian workers provide the

backbone for generating foreign exchange
income to India. There is scope for the
enhancement of this opportunity. AIADMK
will work for the institution of a nodal

agency to generate data about overseas

employment, the required skill

profiles, match this data with the

beneficiaries of MGR NATIONAL SKILL-
UPGRADATION SCHEME(MGR
NSUS),mobilize the skilled workforce for
employment, facilitate travel documentation
requirements, save them from unscrupulous
mediating elements, etc. This would
complete the circle of skill identification,
upgradation, finding job opportunities and
help the country improve its foreign
exchange earnings.
3. SPECIAL WATER MANAGEMENT SCHEME
Large parts of Tamil Nadu have

traditionally been affected by acute water
scarcity in different parts of the State. In a
few places schemes have been in place to
store excess water for use in dry areas and

to increase ground-water levels. As a major

such initiative Chief Minister Hon’ble
Edappadi K. Palaniswami has recently
inaugurated ‘Athikadavu-Avinasi Scheme’ at
a cost of Rs. 1,652 Crores which would
benefit about 35 lakh people in Western
Tamil Nadu, in Coimbatore, Tiruppur and
Erode districts. It is worth noting that the
Government of Tamil Nadu is meeting the
entire cost of this project.
AIADMK will urge the Government of

India to pursue, obtain, sanction, mobilize
finances and help implement three such
schemes:
I. In Coimbatore district with Noyyal river and the Western Ghats
as the base.
II. In Namakkal district with river Cauvery as its base.
III. Cauvery - Agniyaru - South Vellaru link scheme.

The first scheme has the following

essential elements: the excess water
draining from the Western ghats during the
North-east and South-west monsoon
provide the major water source for this
scheme. Linking Madukkarai forest range of
the Vellapathi Nandakarai division and
Mundanthurai, extending this link till
Kovaiputhur, Poluvampatti forest range,
Narasipuram, Thaaliyur is the main feature
of this scheme. Storing water in the check-
dams, ponds and other water bodies along
the route will help the people to augment
large quantities of water for irrigation and
drinking purposes.
During the seasons of heavy rains, large

quantities of water from rivers Cauvery and
Kollidam wastefully flow into the Bay of

Bengal. The subject scheme plans to

eliminate this wastage and provide for
storage and enrichment of water bodies and
ground water in the dry areas of Namakkal
district. The scheme aims to achieve this
objective, particularly during the periods
when considerable quantities of surplus
water become available which would
otherwise end up wastefully in the Bay of
Bengal. On such occasions this scheme will
provide for transporting water to the dry
areas of Namakkal district, from Mohanur
barrage. This scheme will benefit the
farmers of Mohanur, Namakkal,
Puduchathiram and Erumappatti Unions.
The third scheme is the Cauvery -

Agniyaru - South Vellaru link scheme. This
scheme is estimated to cost Rs. 7,000/-
Crores. As per this scheme water will be

taken through open canals from Karur -

Mayanoor check-dam in river Cauvery via.
Agniyaru and South Vellaru till Kundaru in
Virudhunagar District benefiting
Tiruchirappalli, Pudukkottai, Sivaganga,
Ramanathapuram and Virudhunagar
Districts.

Through this schemes water wastage will

be considerably eliminated and will be
utilized for the benefit of people for
irrigation and drinking water purposes.
AIADMK will aggressively pursue the

planning, designing, sanctioning, financing
and the implementation of these two
beneficial schemes with the support of the
Government of India.
4. ECONOMIC POLICY
a) AIADMK will urge the Union Government to implement SPECIAL

SCHEMES TO MITIGATE THE ADVERSE IMPACT OF
RECESSION on Agriculture, Industry and service sectors of the
economy. If these Federal schemes are implemented through the
State Governments, then India can achieve higher growth rate in
future, and can achieve the targets for various sectors.
b) The erratic inflation figures result in increase of price levels

affecting majority of the people. The production costs and other
expenses of Primary Sector (Agriculture), Secondary Sector
(Industry) and Service Sector increase beyond control.

Consequently, many sectors have to run at a loss and are unable

to resort to expansions.
c) AIADMK will urge the Government of India to take into

consideration, the above aspects and direct the RBI, NABARD,
NATIONALISED BANKS AND OTHER BANKS to REDUCE
CONSIDERABLY THE RATE OF INTEREST LEVIED FOR

LOANS LENT TO AGRICULTURE-
INDUSTRY AND SERVICE SECTORS,
BESIDES RELAXING THE STRINGENT
NORMS RELATED TO SUCH LOANS.

d) The frequent and alarming price hikes of Petroleum products by
the oil producing companies, have been augmenting the cost of
all essential commodities, consumer goods and the transport cost
of all commuters, increasing the cost of living of consumers at
large by eating into their incomes.
AIADMK, therefore, will urge that
Government of India to take away the
Price Fixing Power of Consortium of Oil
Producing Companies and that people-
friendly price fixing policy should be
adopted and implemented directly by
Government of India in order to keep
the prices of all commodities under
control.

e) AIADMK will urge Government of India to give up the policy of

bringing in Foreign Direct Investment (FDI) in Retail, in retailers
in order to protect the interests of millions of small and tiny
retailers spread across the nook and corner of the country.
f) With a view to providing due protection to the indigenously
manufactured products and to enable Indian organizations to
effectively compete with international players, Government of
India will be urged to suitable steps to contain IMPORTS and
augment EXPORTS which can help bring down the inflation and
increase the intrinsic value of Indian currency.

5. EDUCATION POLICY
a) AIADMK will urge Government of India to bring Education from

the concurrent list to the State list again.
b) AIADMK will urge Government of India to exempt Tamil Nadu
students for such time till they reach the standard and knowledge
of the Improved New Syllabus, from NEET Examination for
professional courses like MBBS, MS, MD, B.Pharm, M.Pharm,
BSc Agri, MSc Agri, BSc, MSc, Dental, BE, and ME since the
NEET Exams with High Standard of Syllabus, adversely affect the
rural children, children of socially and economically weaker
sections of the people, who constitute more than 85% of the
students, who are forced to write NEET Examinations.
c) The standard of education from school education to higher
education should reach a higher level, adhering to the policy that
a country can economically progress, only if it progresses
educationally. In the present circumstances, opportunity for
higher education for the poor and middle class people is easily
available. But, due to their poor economic conditions they are not
able to actually provide higher education to their children.
At international level, more than 40

nations have been providing free Higher
Education to all their children.

recommendation of Justice Sachar Committee to treat the
Christian - converted SCs/STs, BCs and MBCs and the Muslim-
converted SCs/STs/BCs/MBCs as regular SCs/STs/BCs/MBCs
and provide them with all concessions now provided for the
regular SCs/STs/BCs/MBCs.

c) AIADMK will urge Government of India to undertake and

implement at national level and in all States.
➢ The Girl Child Protection Scheme of Tamil Nadu and
➢ The Cradle Baby Scheme of Tamil Nadu.
d) Since there has been no unanimity among the political parties,
the Bill providing 33% Reservation for Women, though introduced
in Lok Sabha, did not see the light of the day.

e) The Acts and Rules now in force find it difficult to eradicate the
bonded labour system and all forms of human trafficking including
gender cruelties, child labour, ill treatments and prostitution.

the eradication of bonded labour and all forms of human
trafficking.
8. FISHERMEN WELFARE
a) The AIADMK and the Government of Tamil Nadu have been

strongly registering their protest against the brutal killing of
innocent Tamil fishermen by Sri Lankan Navy. Hon’ble Chief
Minister AMMA had brought this to the notice of the Hon’ble
Prime Minister and Government of India many a time in person
and through letters demanding strong measures to stop such
atrocities. The inhuman attack against Tamil fishermen by Sri
Lankan Government continues unabated.

fishermen to develop economically by fetching better price for
their products.
e) AIADMK will urge Government of India to establish the needed

infrastructures for modern communication systems including
wireless communications for the benefit and security of the
fishermen with country boats and mechanized boats.
f) Fishermen are often affected by natural calamities and other
unforeseen accidents resulting in loss of their lives, equipments
and livelihood. Infections and natural calamities that damage the
prawn farms and fish farms affect fisher community badly.
AIADMK, therefore, will urge Government of India to bring in a
FULL SCALE INSURANCE SCHEME for the Lives and
Equipments of Fishermen.
g) AIADMK will urge Government of India to constitute a

CONSULTANCY CENTER for fostering the economic conditions
of coastal and inland fishermen.

h) AIADMK will urge Government of India to grant Rs. 7,000/- per

fisherman during the Gestation Period.
i) AIADMK will urge Government of India to release more funds with

adequate subsidy to State of Tamil Nadu for implementation of
‘CENTRAL SECTOR SCHEME ON BLUE REVOLUTION’ and
Integrated Development and Management of Fisheries, Creation /
Renovation of Fresh Water and Brackish Water Fish Farms
besides replacement of wooden boats by FRP boats.
j) AIADMK will urge Government of India to construct and establish

strong walls and hook-like stone curvatures and jetties in need-
based locations on East coast Ways in order to prevent sea
erosion that affects the livelihood of the people living on the East
Coast.
k) AIADMK will urge Government of India to construct and provide

multi-storied residential buildings for the benefit of the fishermen
of Tamil Nadu.
l) A ban is being implemented on catching CUCUMBER which

contains rich medicinal values and is treated as a healthy food.
Export of SEA CUCUMBER helps Government of India to earn
valuable foreign exchange.
AIADMK, therefore, will urge Government of

b) Introducing a SUBSIDIZED BUSINESS DEVELOPMENT

LOAN SCHEME with low interest rate to the Handloom and
Powerloom Societies.
10. LABOUR WELFARE AND UNEMPLOYMENT
a) AIADMK will urge Government of India to give special

importance to the Primary Sector viz. Agricultural sector, Agro-
based rural industries, Labour intensive industries,
Cottage/Micro/Tiny/ Small Scale and Medium industries which
has significant potential to provide more employment
opportunities to the unemployed youth.
b) AIADMK will urge Government of India for the creation of a

corpus fund for the benefit of Unorganized Workers Welfare
Board.
c) AIADMK will urge Government of India to increase the number of

working days of the labourers under Mahatma Gandhi National

rural Employment Scheme to 200 Days per person.

d) AIADMK will urge Government of India to increase considerably

the number of INDIVIDUALS under Self Employment
Programme and also to increase the quantum of amount provided
to such INDIVIDUALS, under Deendayal Antyodaya Yojana _
National Urban Livelihood Mission.
e) AIADMK will urge Government of India to increase the number of

SELF HELP GROUPS and also to increase the amount provided
to such SELF HELP GROUPS, Deendayal Antyodaya Yojana _
National Urban Livelihood Mission.
11. YOUTH WELFARE
a) AIADMK will impress upon the Central Government to waive the

educational loans got by students from nationalized banks and
other banks.
b) AIADMK will urge Government of India to provide STADIUMS

with modern infrastructure of international standard in all district
headquarters for training the youth to enable them to participate
in global sports and games events.
c) AIADMK will urge Government of India to provide up to a

Maximum of Rs. 2,000 to SSLC, Diploma and Degree Holders,
according to their qualification, till they get a suitable job.

12. JUSTICE TO EELAM TAMILS
The cruel decimation of lakhs of Eelam
Tamils in the final Eelam War, particularly at
Mullivaikkal remains a burden in the
consciousness conscience of Tamils all over
the world.
i) During his visit to New Delhi last year former president of Sri
Lanka Mahinda Rajapakse admitted that it was due to the support
and co-operation from the Congress-DMK led UPA Government
that the Sri Lankan military was victorious in the Eelam War. This
admission vindicates the stance of our leader Puratchi Thalaivi
Amma J Jayalalithaa that the active and clandestine role played
by Mr. Karunanidhi, his family members and few of their friends
led to the defeat of Tamils in the Eelam war and consequently the
massacre of several thousand innocent Tamil civilians and
destruction of their properties. AIADMK will urge the Government
of India to take up the issue with the International Criminal Court
(ICC) in the Hague, Netherlands for the prosecution of all those
individuals involved in the heinous crime against humanity in the
Tamil areas of Sri-Lanka.
ii) AIADMK will urge the Government of India to press the

Sri Lankan Government for due devolution of administrative

power to the Tamil Eelam regions and for providing Constitutional
Guarantee for Eelam Tamils in regard to human rights, property
rights, language rights and religious right.

iii) The AIADMK will insist that Government of India press for
rehabilitation of Eelam Tamils affected by war in the spheres of
employment, agriculture, housing, industries and education.
iv) AIADMK will urge Government of India and the President of India
to give due direction to the Governor of Tamil Nadu FOR
RELEASE OF THE SEVEN TAMIL CONVICTS AS ORDERED
BY THE SUPREME COURT OF INDIA and approved by the
Cabinet of Tamil Nadu Government.
13. RETRIEVAL OF KACHATHEEVU AND

RESTORATION OF FISHING RIGHTS
The policy of AIADMK has been to
retrieve Kachatheevu and restore customary
fishing rights of Tamil Nadu fishermen in
Palk Strait.
In accordance with the Judgment of the
Supreme Court in 1960 in Perubari Case,
the retrieval of Kachatheevu is legally
possible only after an appropriate

Constitutional Amendment with the approval
of Parliament.
Therefore, AIADMK will urge that the
Government of India should take
appropriate exigent legal/ constitutional
measures to redeem Kachatheevu as part of
Indian Territory and restore the rights of
Tamil Nadu fishermen.

14. SECULARISM

Constitution for a Uniform Civil Code that
will adversely affect the religious rights of
minorities of India.
15. LANGUAGE POLICY
a) AIADMK will urge Government of India to implement the globally

ancient and classically rich Tamil language as one of the Official
Languages of our country.
b) Tamil should be declared by government of India as the Official
court Language of the High Courts of Tamil Nadu by proper
legislation.
c) AIADMK will urge Governent of India to stop imposition of Hindi in
the administration of Central government offices in Tamil Nadu
and in certain spheres of the functions of State Government.
d) AIADMK will urge Government of India to stop the imposition of
Hindi in Central schemes being implemented in Tamil Nadu with
Hindi names and implement such Central Schemes in Tamil
Nadu with equivalent Tamil names.

16. DEVOLUTION OF FUNDS TO STATES
a) AIADMK will urge the Union government to devolve 60% of its

tax revenue to the States based on 1971 census.

b) AIADMK will urge GOI to release at the earliest the huge arrears
amounting to Rs. 9,988 Crores due to Tamil Nadu Government
under categories such as
(i) GST arrears

(ii) Sarva Shiksha Abiyan Scheme arrears.
(iii) Rashtriya Madhya Shiksha Abiyan Scheme arrears.
(iv) 13th Finance commission Grants arrears.
(v) Arrears of Local Body Grants of the Finance Commission.
c) Manufacturing Sector and Service Sector are playing major roles

in the economy of the State of Tamil Nadu. The exorbitantly high
rates of GST have very badly affected the common man due to
spiralling prices. It has also put a lot of suffering on the cottage,
tiny and small scale industries besides the trade and commerce.
The State Government, having lost its hold over Sales Tax
revenue due to GST, has been facing huge revenue loss and
financial crunch.
In regard to the devolution of GST
Revenue to the States, THE
CONSTITUTIONAL AMENDMENT ACT OF 101
WAS PASSED IN
2016 FIXING a 14% GST Revenue
Devolution for 5 years from 2016. This has

resulted in huge revenue loss for the State
of Tamil Nadu.
AIADMK, therefore, will urge Govt. of
India TO AMEND AGAIN THE
CONSTITUTION AMENDMENT ACT 101 OF
2016 and thereby

fix a 100% DEVOLUTION OF GST REVENUE
TO THE STATE OF TAMIL NADU FOR 5
YEARS.
d) The States which contribute more tax revenue to the Centre

should be encouragingly rewarded.
e) There are alleged irregularities in Toll collections on National

Highways. The tenure of toll collection is not indicated in any toll
collection check post. The maintenance expenses of
transportation keeps increasing due to frequent revision of
petroleum prices. In toll collection Centers, inordinate time delays
affect the Transportation systems badly.
AIADMK, therefore, will urge GOI to abolish
the Toll Collection System on National
Highways.
17. RIVER LINKAGE POLICY
a) AIADMK will urge Government of India to ensure the monthly

release of Cauvery water through Cauvery Water Management
Authority and Cauvery Water Regulation Commission as
ordered by the Supreme Court.
b) AIADMK will urge that GODHAVARI-CAUVERI RIVERS

LINKAGE SCHEME should be implemented by Government of

India immediately for the benefit of farmers at large and for
increasing the rural GDP of Tamil Nadu.
c) AIADMK will urge Government of India for NATIONALIZATION
OF ALL INDIAN RIVER WATERWAYS.

d) AIADMK will urge Government of India to allocate the
NEEDED FUNDS for Schemes to divert and store the excess
water in Cauvery and other rivers during the flood season for
the benefit of water-starved districts of Tamil Nadu.
e) AIADMK will urge GOI to allocate adequate funds under
Prime Minister Krishi Sinsaye Yojana Scheme for Extension of
KALLANAI CANALS & early completion of Modernization
Schemes and Restoration Schemes in order to effectively
improve the Agro Water Management systems of Cauvery
delta basins.
f) AIADMK will urge GOI to accord permission to bring under
national development schemes, the improvement and
restoration of nine Projects in Cauvery delta basins and also to
provide adequate funds to complete such projects.
g) AIADMK will urge GOI to accord sanction and allocate
adequate funds for the modernization of Cauvery delta sub-
basin and bring under the authority of the National
Development Scheme, the Cauvery Surplus Water Sub-Basin,
Vennaru Surplus Water Sub-Basin, Lower Kollidam Surplus
Water Sub-Basin, Noyyal Surplus Water Sub-Basin, Kilbhavani
Scheme, Kattalai High Level Canal Scheme, Rajavaikal
Scheme and Ground Water Recharge Scheme.

h) AIADMK will urge GOI to take necessary immediate actions to

prevent and restrain Kerala Government from illegally
interfering with the endeavour of Tamil Nadu Government to
increase the water level in Mullai Periyar Dam to 152 feet.
i) AIADMK will urge GOI to prevent Kerala Government from
constructing a new dam across Mullai Periyar river.
j) AIADMK will strongly urge that the proposal for the
construction of Mega Thathu Dam in Karnataka is totally given
up by Government of India and by Government of Karnataka in
order to protect the irrigation and drinking water requirements
of Tamil Nadu.
k) The Aanamalai River Scheme and Neeraru-Nallaru Linkage
Schemes are ONGOING MULTI PURPOSE PROJECTS only
AND NOT NEW SCHEMES as wrongly interpreted by Kerala
Government, which stands as a hurdle against the ongoing
projects of Tamil Nadu.

Kalpakkam, Koodankulam and Neyveli should be first
distributed for the exclusive use of Tamil Nadu and only if any

b) Power grids should be created linking all States in order to
transmit the excess power in one State to power- deficit States
without any hurdle.
19. POLLUTION CONTROL AND EFFLUENT TREATMENT

SCHEMES :
a) The dyeing and bleaching units in Tiruppur, Erode, Pallipalayam,

Bhavani, Vellore and Karur discharge lots of polluted effluents.
A proper treatment of effluents has to be done and later let out.
AIADMK will demand that a new scheme
should be implemented with adequate
funds by the Union Government for such
Effluent Treatment Schemes.
b) AIADMK will urge Government of India to evolve and implement

an effective scheme with adequate funds for the prevention of air
/ smoke pollution at the national level.
20. MIGRANTS WELFARE

welfare and rights of Indians who migrate to other countries for
employment. At the same time, efforts should be taken to
protect the democratic, economic and human rights of the
people of Tamil origin living abroad.

Tamils as Envoys to the Countries where Tamils are living in
large numbers.
21. MINORITIES WELFARE

22. DRINKING WATER

India to provide, on top priority basis,
adequate financial allocation for drinking
water infrastructures in Tamil Nadu so as to
alleviate the sufferings of people of all
villages and towns spread across the State,
from acute drinking water scarcity.

execution of the below-mentioned National
Highway Projects in order to develop the
overall economic status of Tamil Nadu.
a) Roads and Bridges work for a distance of 112.35 kilometres at a

cost of 774.28 Crores.
b) Upgradation of FIVE ROADS OF TAMIL NADU into NATIONAL

HIGHWAYS for a distance of 353.36 kilometres.
c) Expansion of National Highway No. 45 for a distance of 18.60

kilometres at a cost of 245 Crores, into EIGHT WAYS SCHEME.
d) Expansion of National Highway No.4 for a distance of 23.90

kilometres at a cost of 235 Crores, into EIGHT WAYS SCHEME.
e) Establishment and implementation of a Modern Bus Stand

Project in Coimbatore Corporation.
24. RAILWAYS
a) AIADMK will urge the Government of India to accord sanction for

CHENNAI METRO RAIL SCHEME PART II for a distance of

all District Head Quarters and bigger municipalities which will
help the growth of rural GDP considerably.
d) AIADMK will urge the Government of India to issue due orders for
the STOPPAGE OF ALL EXPRESS TRAINS in Railway stations
at all important towns in public interest.
25. MODERN AIRPORTS
a) AIADMK will urge the Government of India to expand the airports

in Coimbatore, Tuticorin, Trichy and Salem as modern airports.
b) AIADMK will urge the Government of India to provide Night

Air Service for Salem Airport.
26. E-GOVERNANCE ADMINISTRATION
AIADMK will urge the Government of India

to implement FULL SCALE

28. KUDI MARAAMATHU SCHEME
India to allot more funds to the State of
Tamil Nadu under NAVAPRA Schemes and
NABARD Schemes and under Direct
Government of India Schemes for carrying
out KUDI MARAAMATHU PROGRAMMES in

Ponds that are existing and newly proposed

29. JUDICIARY
AIADMK will urge GOI for establishing a

Regional Branch of the Supreme Court in
Chennai for the benefit of the people of
Tamil Nadu and South Indian States.
30. REMOVAL OF ARTICLE 356
The AIADMK will continue to press for

the complete removal of Article 356 of the
Constitution which enables dismissal of
elected State Governments, not found in
any other Federal systems.

a) AIADMK will urge the Government of India to come up with a firm

policy to waive the loans obtained by small and medium farmers

MANAGEMENT SCHEMES that will help farmers getting a fair
price for their produce.

f) AIADMK will urge that Government of India should considerably

increase the allocation of the funds needed for Horticulture and
Agriculture Development Projects under the National Agricultural
Development schemes.
g) AIADMK will urge Government of India to allocate through

National Medicinal Plant Directorate more funds for Government
of Tamil Nadu to bring under cultivation various medicinal plants
in minimum 1.5 Lakhs acres.
h) AIADMK will urge Government of India to allocate sufficient funds

to State of Tamil Nadu to introduce and establish Collective /Joint
Sector Farming at all Panchayat Union levels to enable farmers
to increase their income through Horticultural and Agricultural
produces.
i) Taking into account the distressed conditions of the farming

community at large, among whom small and marginal farmers
constitute the majority, the AGRICULTURAL LOANS lent to all
farmers by all nationalized banks and cooperative banks of the
country should be WAIVED by Government of India, which can
give a fillip to the alleviation of the sufferings of rural community
and to increase the rural GDP and economy.

32. SOLAR ENERGY
AIADMK which has been giving special
importance to generate solar energy, will
urge Government of India to allocate
sufficient funds to expand the existing
schemes and to implement new special
schemes for generating solar energy on all
Government lands in the villages and towns
of Tamil Nadu.
33. GAJA CYCLONE COMPENSATION
The Gaja Cyclone has created severe
damages to agricultural assets, trees and

other properties besides loss of lives of
human and cattle in many districts.
Government of India has not come forward
so far to provide even the minimum needed
compensation to Government of Tamil Nadu
in this regard.
AIADMK intensively urges Government
of India to provide, without any more
delay, due compensation and dwelling
houses for the victims of Gaja Cyclone, as
insisted by Government of Tamil Nadu
on many occasions.

34. COOUM RIVER BEAUTIFICATION SCHEME
for allocation of Specific Central Funding
Directly through Clean India Scheme
(Swachh Bharat Abhyan) for cleaning and
improving, beautifying and developing
COOUM RIVER on par with the PLEASURE
TOURIST CENTRE of THAMES RIVER of
LONDON.

to take necessary steps in order to MAKE
OUR NATION – INDIA AS A PERMANENT
MEMBER OF UNITED NATIONS SECURITY
COUNCIL.

36. UNION TERRITORY PUDUCHERRY
a) AIADMK will urge Government of India to accord FULL
STATEHOOD for the Union Territory of Puducherry in order to
fulfill the aspirations of the people of Puducherry.
b) In the Union Territory of Puducherry, a Separate Special
Account System is being maintained from 2007 with the consent
of the Government of India. AIADMK will urge Government of
India to waive the LOAN AMOUNT OF RS. 2,300 CRORES
that has been standing as Dues by Puducherry to Union
Government prior to 2007.

An appeal to the esteemed voters of
Tamil Nadu and Puducherry
All India Anna Dravida Munnetra Kazhagam venerates

Mother India in its heart of hearts. The AIADMK’s heart
resonates in the interest of Tamil people, Tamil language and
Tamil Nadu. AIADMK is a movement established by Puratchi
Thalaivar Dr. MGR to put into practice the norms of social
resurgence advocated by Thanthai Periyar, and the political
awareness, widespread empowerment of the poor
dispossessed and labouring classes as strongly propounded
by Perarignar Anna.
Tamil Nadu has been transformed into one of the premier

States of India, thanks to the golden rule of a quarter century
established and sustained by Puratchi Thalaivar Dr. MGR and
Puratchi Thalaivi AMMA, and the countless achievement and
the benign rule of the Joint Coordinator of the Kazhagam,
Hon’ble Chief Minister Edappadi K. Palaniswami and the Co-
ordinator of Kazhagam, Hon’ble Deputy Chief Minister
O. Pannerselvam.

AIADMK gives a solemn assurance that it will, for ever,

continue to be the frontline valiant soldier in the service of the
Tamil people, holding aloft the principles of social justice,
liberation of women, development of Tamil, secularism,
protection of the socio-economic rights of the poor and the

To safeguard national interest, to establish and sustain

the rights of the Tamil people and for the continued growth of
the Tamils, we earnestly appeal to the people of Tamil Nadu
and Pudhucherry to cast their votes in favour of the candidates

victory for them in all the 40 Lok Sabha constituencies.
