1.Political Executive
-Political executive refers to the members of the executive branch (PM,
DPM, cabinet ministers)
-The role of the Prime Minister and Cabinet Minister is policy making
process in Malaysia is important as the policy reflect the political will
government of the day.
-The relationship between the individual cabinet members and the
cabinet as a whole can be part into two different structures such as:
(i) The principle of collective responsibility : All cabinet members must
publicly support decisions made in cabinet regardless of whether they
are privately agreeing with them or vice versa.
(ii) The principal of ministerial autonomy : Cabinet members have
freedom and responsibility to supervise departmental operations and
prepare legislative proposals without cabinet interference.
- In Malaysia, the principle of collective responsibility replicates the
strength of the cabinet members. Each minister can propose any
legislative changes under his/her ministry, however it needs to be
discussed within the cabinet weekly assembly in the Parliament before
it being forwarded to the legislature.
- The role of the Prime Minister and Cabinet Minister is policy making in
Malaysia and it is important because the policy reflects the political will
of the government of the day.
- The Prime Minister usually will propose the bigger context of policy
that will benefit the whole nation. Each respective ministry on the
other may propose the policy that specifically focused in their ministry
or portfolio.
2.Legislature
-The legislature is the most important actor in policy formulation and
fulfils three main tasks which are to provide legitimacy for the political
system, legislate policy and it also acts as a function of control and
supervision. In addition, the Malaysian parliament is the main
institution for the legislature at the federal level. As a bicameral system,
parliament consists of two chambers, the Dewan Rakyat and the Dewan
Negara.
-The Dewan Rakyat consists of Members of Parliament who are elected
by the people during the General Election. Members of Parliament will
represent each parliamentary constituency as a gazette in law while for
the Dewan Negara it is composed of appointed
