INSTRUCTIONS FOR ASSESSOR

BEFORE THE ASSESSMENT
1. Establish the assessment context and purpose of the assessment
2. Familiarize self with the qualification or units of competence to be assessed

3. Ensure that the Assessment Center complies with the relevant occupational
health and safety requirement as:
 Well lighted and well ventilated assessment room
 Risk areas properly marked
4. Ensure that the following assessment resources are available in the
Assessment Center:
 Complete set of safe and functional equipment and tools
 Complete set of supplies and materials
 Assessor’s guide and rating sheets (Assessment Package)
5. Notify candidates of any resources they have to bring during the assessment
ON THE DAY OF ASSESSMENT
1. Check the attendance of the candidates
 Check the candidates registered number
 Instruct candidates to sign on the attendance sheet
 Check accomplished self assessment guide
 Provide overview of the qualification to be assessed refer to (EOS)
2. Orient the candidates (Time allotment is 15 minutes)
 explain the context and purpose of the assessment and the assessment
process
 explain the Qualification or units of competency to be assessed and the
evidence to be collected
 outline the assessment procedures to be undertaken
 assess the needs of the candidates and establish any allowable
adjustments in the assessment procedure
 seek feedback regarding the candidate’s understanding of the
occupational standard/units of competence being assessed, evidence
requirements and assessment process
 make all necessary announcement just before the start of the
assessment
 specify the do’s and don’ts inside the assessment room
3. Instruct candidates to accomplish the competency assessment agreement
4. Provide the candidates with all materials, tools and equipment required to
complete the tasks. Ensure that all tools should be of the same kind and quality
5. Administer the assessment in accordance with the outcome-based assessment
methodology
 Give specific instructions to the candidates clearly and slowly and provide

each candidate with a copy of the Candidate Instructions Guide and
Worksheets
 Inform each candidate that they have fifteen minutes reading time for
each Level and total hours given under each project to complete
assessment project.
 Make certain that the candidate fully understands what is expected and
knows the time limits allowed to finish each assessment project.
 Stay at the assessment area during the entire duration of the assessment
activity and observe the candidate perform the tasks.
 Inhibit self from providing any assistance during the assessment or
indicate in any way whether the candidate is or not performing the activity
correctly.
 Intervene only for safety reasons
 Implement the evidence gathering process and ensure its validity,
reliability, fairness and flexibility
 Judge the evidence in terms of the four dimensions of competency – task
skills, task management skills, contingency management skills and job/
role environment skills
 Record details of evidence collected and make judgment about the
candidate’s competence based on the evidence and the relevant
standards required of the units of competence
 Make no alterations/erasures in the rating sheets
POST ASSESSMENT
1. Provide feedback on the outcome of the assessment process. This includes
providing the candidate with:
 clear and constructive feedback on the assessment decision
 Give the candidates your feedback on the assessment result.
Feedback should indicate whether the candidate is:
 COMPETENT
 NOT YET COMPETENT
 information on ways of overcoming any identified gaps in competency
revealed by the assessment
 information on reassessment process, if applicable
2. Prepare the necessary assessment reports
 Record the assessment outcome using the prescribed rating sheet
(Observation Checklist)
 Make sure the report or rating sheets are properly signed by you and the
candidate
 Maintain records of the assessment procedures, evidence collected and
assessment outcome
 Endorse assessment results/outcomes to assessment centre manager
 Prepare recommendations for the issuance of national certificate/
certificate of competence

Project Information
Given the necessary equipments, tools, materials, supplies and information the candidate
is expected to perform the following four projects.
Recommended Assessment place: Well equipped computer Lab
Total time allotted: 4:00
Project One: Operating a personal computer, connecting hardware peripherals and
connecting workstations to the internet (60 minutes)

Task 1: Connect hardware peripherals and operate personal computer

A. Connect the peripherals provided (Monitor, system unit, keyboard ,Printer,UPS etc)
B. Startup the computer and create the following directory structure inside my
documents

C. Access system information of one of the computers you are provided with and fill the
table below correctly

Project Information
Given the necessary equipments, tools, materials, supplies and information the candidate
is expected to perform the following four projects.

connection.
Total time allotted: 3:30
Project One: LAN Configuration (45 Minutes)

Task 1: Configure a simple Local Area Network (LAN) which consists of two computers
and a network printer using a Hub.
Note: you need to prepare appropriate cable for your network

Task 2: Configure/add the network printer in both computers

Project two: Access and Use Internet (30 Minutes)

Task 1: Using the internet connection available in your computer

 Open internet browser (Internet Explorer, Firefox Mozilla ,Opera or any other)
 Browse the Ethiopian government portal (www.ethiopia.gov.et), and make it a
default home page.
 Browse and bookmark the website of the Ethiopian Reporter Newspaper and
Ethiopian Airlines.

Task 2: Using a known search engine find and download an audio and video driver for
the Lenovo ThinkPad Notebook (Family: T500) which has a windows Vista
Operating System installed.

Project three: Identifying and Demonstrating Computer Hardware components (60


minutes)

Task 1: Disassemble the PC’s major components (Processor, RAM, Hard Disk, NIC (If
applicable), CD-Rom, and power and data cables)

Task 2: Demonstrate each hardware components function and reassemble the system
unit by installing all system components as required.

Task 3: Test the computers functionality to insure that all components and peripherals are
working correctly.

Task 4: Propose a computer specification for graphic design and multimedia work. The
Specification document that you are expected to produce may contain but are not
limited to the following information:

(Hint: Take the specification of the computer that you are working as a reference.)

Project Four: Design and develop a database. (45 Minutes)


A Garment Company has 100 employees. The company would like to have a report that
contains the Name, Birthday, Salary and Gender of the employee based on their
education level (MA, BSC, Diploma and Certificate). Assume you are working in that
company’s IT Department and expected to design and develop a database according to
the requirement. The database expected to have the following features

 Query on employee with their educational level
 Report of employees categorized by their education
The candidate is expected to design and develop a database which has all the features
and functions stated above using Microsoft Office Access 2007

Task1:- Installation of Server Operating System
a. Connect the necessary peripheral devices of the Server Computer and make ready
for Server Operating System installation.
b. Make ready other two Computers by installing Operating System and necessary
software on them.
c. Install Windows Server 2003 Operating System on the Server Computer
d. Install the necessary drivers for the devices
e. Establish connections among the Server and the Clients
f. Configure the Server as a DNS and Active Directory for the Server Computer using

Task2:- Server Administration and Security Configuration


1. Create Groups of Computer using two group names FINANCE and ADMINISTRATION and
make sure that the Client Computers joined the groups.
2. Create Users and Passwords for the two Groups as follows:
A For FINANCE group, Users (COCUser1 and COCUser2), Password (user1 and
user2) respectively.
B For ADMINISTRATION group, Users (COCUser3 and COCUser4), Password
(user3 and user4) respectively.
3. Create user privileges to change their passwords at first login for Users COCUser3 and
COCUser4.
4. Set the Access limitation time for the FINANCE group users to access the network from
Monday to Friday from 8:00AM to 5:00PM only.
