THE FILIPINO DREAMS ON EDUCATION

To translate good governance into concrete efforts that improve the quality of economic growth that works for the poor, is to invest in people is high priority, through policies and institution. The Department of Education will present two weeks from the now details of the planned shift to a 12 year basic education system. This program will require all incoming students to enroll into two more years of basic education. Thus K+12 System will basically include the Universal kindergarten, 6 years of elementary, 4 years of junior high school with an additional 2 years for senior high school. Education in the Philippines has been influenced by Western and Eastern ideology and Philosophy from the United States, Spain and neighboring countries. Philippine student enter public school at about age four, starting from nursery up to kindergarten. At about seven years of age, students enter grade school (6-7 years) of age, this followed by high school (4 years). Students then take College Entrance Examination (CEE), after which they enter college or university (3-5 years).Other types of school includes private school, University-preparatory school, International School, laboratory high school and Science High School. The school year in the Philippines starts June and ends March. With a two month summer break from April to May, two weeks semestral brake in October and Christmas and New years Holidays. Philippines the only country in Asia implementing the 10 year basic program. The program aims to uplift the quality of education in the Philippines in order for graduates to be easily employed. The program also aims to meet the standards required for professionals who would want to go abroad. Most importantly, the system aims to fully enhance and develop the students in order for them to be well-prepared especially in emotional and cognitive aspects. Through this, graduates will able to face the pressures of their future workplace. What are K+12 insofar as the expenses are concerned? There are students complaining of the additional years and there are parents who are not in favor of additional expenses, indeed, it is undeniable fact that additional years in the education system will require more budgets not just for the government but from the parents as well. Philippine Constitution has mandated the government to allocate proportion of its budget to education. However, the Philippines still has one of the lowest budget allocations to education among ASEAN countries. In 2005, the Philippines spent about US$ 138 per pupil compared to Singapore US$ 1,582, US$ Japan 3,728, and Thailand

US$ 852. Education in the Philippines has biggest budget among the government expenditure. DepEd budget in 2009 is P 207,300 million or $4,573 in terms of dollars with 30.86% in annual budget. (C/A World Fact Book, Philippines). The national budget cant even provide sufficient funds to maintain the present number of years of basic education. In 2009 we have public debt of $94.27 billion (58.7% of GDP). Our total revenue is $26.84 billion, and having expenses of 33.32 billion. With the assistance of ODA, Economic aid $ 561.7 million. Everyone wants to live at the expense of the state. They forget that the state lives at the expense of everyone. Frederick Bastiat Far from what we dream, assuring the public, that the government will shoulder most of the costs as it involves basic education. Education as a way to equalized opportunity has become a myth, while the rich have a variety of choices offered by private institutions, the poor have to make do with a public education system characterized by dilapidated school facilities, lack of materials and textbook and technological incompetence. (Source: Ibid). Aside from this, the program will need more qualified teachers as well. But despite of this, the Philippines can compete literacy among Asian countries. Whose education system is already K+12, base on ranking literacy around the world of one hundred seventy nine countries. Japan and South Korea rank 20, China rank 68, Thailand 79, Philippines 80, Indonesia 87 and Malaysia is 88. The numbers presented is impressive, with this ranking our education should not have to be institutionalized. We are still competing to the competitiveness at the international level. But there is also a need to look closely and resolve the following important issues: Quality: There was a decline in the quality of the Philippine education, especially at the elementary and secondary levels. For example, the results of standard test conducted among elementary and high school students, as well as College Entrance Examination, were way below the target mean score. Affordability: There is also big disparity in educational achievements across social groups. For example, the socioeconomic ally disadvantaged students have higher dropouts rates, especially in the elementary level. And most of the freshmen students at the tertiary level come from relatively well-off families. Mismatch: There is a large proportion of mismatch between training and actual jobs. This is the major problem at the tertiary level and it is the cause of the existence of a larger group of educated unemployed or underemployment.

Reforms proposed: The government should have an empherical research to our education system. Amend the current system of budgeting for education across regions, which is based on the participation rates and unit costs. This clearly favors the more develop regions. There is a need to provide more allocation to lagging regions to narrow the disparity across regions. Get all the leaders in business and industry to become actively involved in higher education; this is aimed at the addressing the mismatch problem. In addition, carry out a selective admission policy, i.e., installing mechanism to reduce enrollment in oversubscribed courses and promoting enrollment in undersubscribed ones. Develop a rationalized apprenticeship program with heavy inputs from the private sector. Furthermore, transfer the control of technical training to industry groups which are attuned to needs of business and industry. For the teachers, continue to teach with love and love what you teach despites of your own personal triumphs and economic crisis. Always remember that the future of the students depends on you. As for the parents who have been doing their best in pursuing their childs education, still our education is the best for your children. Help your child to become globally competitive and if your child will succeed, you will also succeed. The high unemployment rate among Filipinos today is not due to lack of intelligence or skill due to our education standards required for professionals. But because of the economys failure to generate the same number of jobs as the number of jobseekers that increase yearly. Adding two years to basic education will further increase our budget deficit. We need quality education, not of quantity of years in education. We need more schools, not more years in school.
