Internationalization of higher education in the current era of globalization is one of the

significant works made by universities to enhance the quality of learning, research, and
community service. Through international cooperation, opportunities to collaborate
with global institutions will be created to complement and develop each potential
optimally.

In general, international cooperation in higher education is arranged according to the

principles of equality, reciprocity, and sustainability by considering the rules, interests,
and ethics set by universities and each country. Universitas Indonesia, which envision to
be the world-class research university, views international cooperation as one way to
achieve the goal. The process to develop international cooperation is carried in both
top-down and bottom-up approach. Top-down approach includes proposals and
initiations of cooperation conducted by university leaders to be implemented at the
working unit and faculty level, while bottom-up includes proposals and initiations of
cooperation conducted by study programs or departments. A solid international
cooperation must be carried out within the mechanisms, and procedures set by
Universitas Indonesia.

This handbook is expected to be a reference to initiate and develop international

cooperation within the Universitas Indonesia. Hopefully, the International Office could
contribute to the development and implementation of international cooperation those
provide positive benefits for Universitas Indonesia and its various stakeholders.

I. ABOUT INTERNATIONAL OFFICE
In accordance with the Universitas Indonesia Strategic Plan for the 2020-2024
towards innovative, independent, inclusive, dignified, and excellent university
in Southeast Asia and worldwide, the International Office continues its support
on the empowerment of the internationalization of Universitas Indonesia by
maintaining and strengthening international partnerships.

International Office has been developing its work plan from time to time to
achieve these goals. In general, International Office provides links and becomes
the primary negotiator for international cooperations, as well as international
programs, such as staff and student mobility.

Internationalization has been significant for UI to elevate its position in national,

as well as global level. Therefore, International Office of Universitas Indonesia
consistently works on the development of cooperation with various international
partner, from academic institution to industry, in various sector of
implementation to support UI’s commitment.
II. UI INTERNATIONAL COOPERATION
In accordance with the UI Strategic Plan to encourage UI as pioneer in
education, research and community service development, UI must establish
strategic measures to support its vision becoming State University with Legal
Entity (PTN-BT) which is independent, excellence and competent to solve
problems and challenges at the national and global level, also leading
university in Southeast Asia.

One of the focuses on the UI Strategic Plan is to strengthen international

cooperation. This dimension of international cooperation is relating to both
academic and non-academic aspects. The development of this cooperation
aims to increase the number of foreign students studying at UI and UI students
participating in student exchange programs or joint degrees abroad, as well as
to increase the number of foreign lecturers and researchers who are directly
involved in the learning and research processes at UI, also expand opportunities
for UI lecturers to contribute internationally.

This cooperation is expected to build a network that will increase collaboration,

not limited in teaching, but also in research, innovation, and community
services. Synergistic collaboration with reputable international institution will
improve academic, research, and innovation quality, and become a catalyst
for the creation of quality scientific publication, as UI strengthen its position and
reputation on the world education map and produce competitive graduates
on global level.
III. TYPES OF INTERNATIONAL COOPERATION
In general, international cooperation is divided into 3 types:

IV. REGULATION FOR INTERNATIONAL

COOPERATION IN UNIVERSITAS INDONESIA

A. To organize good and accountable governance within the international

cooperation, UI pays attention to regulations as a legal basis for
collaboration, as follows:

1. The Regulation of the Minister of Education and Culture of the Republic

of Indonesia No. 14 Year 2014 regarding Higher Education Cooperation;
2. The Rector Decree of Universitas Indonesia No. 0037/SK/R/UI/2018
regarding Standard Operating Procedures for Collaboration Submission
and Processing Services at Universitas Indonesia and the Rector
Regulation of Universitas Indonesia No. 020 Year 2016 regarding
Technical Guide and Instruction for Cooperation Management of
Universitas Indonesia;
3. Valid regulations in higher education.

B. In determining international cooperation partners, UI divides the types of

partners into 2 types, as follows:

1. Foreign Universities, required to be registered and accredited by home

country.
2. Foreign Business Entities, including corporate, industry, foundation, non-
governmental organization (NGOs) registered by home country.

C. UI uses and recognizes legal International Cooperation documents, as

follows:

1. MoU (Memorandum of Understanding)

 University-level cooperation document signed by the Rector/Chancellor
and used as a legal umbrella between universities, adjusted to partner
regulation.
2. AoI (Agreement of Implementation/MoA)
A university-level or faculty-level cooperation document signed by
Rector/Chancellor/the Faculty Dean who propose the cooperation. AoI
is a detailed version of MoU cooperation document, containing rights
and responsibilities held by universities/partners within the
implementations of the collaboration.

D. Cooperation Development Schemes, as follows:

1. Government to Government (G to G)
The Indonesian government is actively developing diplomatic relations
or cooperations with various countries, especially in the field of
education. Therefore, UI is actively involved in supporting the
implementation of educational, cultural, and scientific cooperation.
However, the faculty should be circumspect to the regulations when
initiating collaboration with countries in conflict.

2. Bilateral Cooperation (Between Universities)

As one of the best universities in Indonesia, UI is developing
collaborations with international partners. To strengthening this
partnership is one of UI’s strategic priority (see page ... for the list of UI
International Partners).

3. Association
Regional cooperation through membership in the international
associations and international forums.

E. Subjects to be considered in drafting international cooperation documents:

1. Student Exchange Program
● The number of participating students each year must be balanced
between UI and partners;
● Requirements and selection process agreed by both parties;
● Legibility of the sources of education funding;
● Visa, insurances, and accommodations fees;
● PIC/Person in Charge of the program in each party;
● The university or faculty-level of cooperation documents.

2. Joint Degree Program

 ● Must be a combination of two subjects/majors within one study
cluster or between the same study programs. For example: Joint
degree program between the Accounting Study Program UI and the
Accounting Study Program at the University of Queensland,
Australia;
● May be developed in undergraduate and master degree program;
● The included study program must be accredited with minimum of B
according to Indonesian National Accreditation Body;
● Foreign partner universities in the joint degree program must have a
good or excellent accreditation in their home country;
● The study load students must take should be composed of 50% at UI
and 50% at partner universities;
● The detail of the curriculum, copyrights of the journals as the result of
the research, and other fundamental matters must be clearly written
in the draft of the cooperation documents (AoI Joint Degree);
● Output processing of two diplomas both at UI and the partner
universities, students are required to get a Diploma Supplement for
the process of the output and the Joint Degree.

3. Double Degree Program

● Must be a combination of two different subject/major/study
program. For example: Double Degree Program Cooperation
between the Communication Study Program at UI and the
Computer Science Study Program at University of Groningen, the
Netherlands;
● The collaborating Study Programs must have the same minimum 50%
of the total study load;
● The included Study Programs must be accredited with minimum B
according to Indonesian National Accreditation Body;
● Foreign partner universities in the Double Degree Program must have
a good or excellent accreditation in their home country;
● The detail of the curriculum, copyrights of the journals as the result of
the research, and other fundamental matters must be clearly written
in the draft of the cooperation documents (AoI Joint Degree);
● The participating students must have taken 25% of the total credit
load of their first study program at the University A with a minimum
GPA 3.51. If the students have graduated with the requirement
fulfilled, the students can apply for the double degree program at
the University B;
● If the participating students have completed the entire study load II
at the University A, they can study at the University B and take the
required credit load.
 ● Dual Degree graduates can obtain two degrees and two diplomas
issued by the University A and B for the same level of degree but
different study programs. For example: at UI the student will get a
degree Bachelor of Economic (S.E.) while at Curtin University the
student will get a degree Bachelor of Science (B.Sc.);
● Output processing of two diplomas both at UI and partner universities.
Student are required to get a Diploma Supplement.

4. Joint Research
The following aspects must be covered in the agreement
● The ownership of the intellectual property rights must be regulated
clearly.
● Research Funding;
● Duration of the activities/research;
● Details of the activities/research agenda;
● Research benefits for both UI and partners;
● Name of the participants included in the research activities;
● The implementation of the dispute settlement.

F. Minimum Requirements for Cooperation Documents

The cooperation documents, MoU or AoI, is required to include at least the
following components:
1. Official logo of both institutions;
2. The title of the cooperation document;
3. Document number;
4. Name of the institution and the signatory in parallel;
5. Addresses and contact information of both institutions;
6. Multilingual documents must be arranged alongside the English version.

G. Document Requirements for International Cooperation Proposal

The UI faculty is to submit the following document for legal agreement
processing.
1. New Cooperation Document
● Official request letter for new cooperation document
● Draft of the cooperation document referring to UI template
(contact International Cooperation of International Office for
more information)
● Details of activities/Table of Reference (ToR)/Proposal (specifically
for Short Program AoI/Internship/Student Mobility, Joint Degree,
Double Degree, and Joint Research)
2. Renewal of Cooperation Document
● Official request letter for new cooperation document
 ● Draft of the cooperation document referring to UI template
(contact International Cooperation of International Office for
more information)
● Details of activities/Table of Reference (ToR)/Proposal (specifically
for Short Program AoI/Internship/Student Mobility, Joint Degree,
Double Degree, and Joint Research)
3. Amendment/Addendum of Agreement or Cooperation
● Official request letter for amendment in chronological order
● Draft of the amendment/addendum

4. Double/Joint Degree Program Proposal

● Official request letter for double/joint degree program
● Draft of the cooperation document on double/joint degree
program

V. INTERNATIONAL COOPERATION DOCUMENT

In draft making processes of international cooperation document, UI follows

1. Faculty / Partner:
Submits the cooperation proposal in accordance with the agreed
activity by both parties. Faculty / partner is required to submit the
cooperation draft with agreed and clear detail of activity.
2. International Office (IO):
 Provides an initial review of the cooperation draft submitted by the faculty
/ partner, and sends it to the Directorate of Partnership for further review,
along with the Legal Office for the legal perspective.
3. Directorate of Partnership (DKS):
Rereviews the cooperation draft sent by the International Office to be
checked by the legal officers at the Legal Office. Correction /
recommendation will be sent directly to the proposer by the Directorate
of Partnership if the proposer is from UI Internal (unit/faculty), and to the
International Office for further discussion with the international partner.
4. Legislation and Legal Services Office (BLLH):
If the cooperation draft is considered complete by Directorate of
Partnership, the draft will be finalized (approved, legal numbered and
printed) by BLLH.
5. DKS:
The finalized draft will be returned to the Directorate of Partnership to be
signed by UI’s Executives. The final signed document will be returned to
the International Office.
6. IO:
The International Office will send the final document to the faculty or
partner to be signed.
7. Faculty / Partner:
Final document of the agreement will be signed by both parties, and the
original copy will be sent to each party.
