I. Scheme of the Test:

(a) The test will be of two hours duration.
(b) All questions will carry equal marks.
(c) The test will be objective type questions with multiple choices of answer.
(d) The medium of the test will be both English & Hindi.
(e) There will be penalty for wrong answers. Every wrong answer will carry a
deduction of one-third of the marks assigned to that question. If no answer is marked
for a question, there will be no penalty for that question.
(f) The test will carry a maximum of 300 marks.

III. Weightage:

Combined RTs and the Interview may carry a 75:25 Weightage for those
candidates short-listed through the Combined RTs and those who qualify in the
interview.

IMPORTANT NOTES:

A. The Candidate must take the Test only at the Test Venue indicated in the e-
Admit Card only. If the Candidate appears at any other Test Venue, his
candidature is liable to be cancelled.

B. As for candidates shortlisted in the Combined RT, the scrutiny would be done
on the basis of documents uploaded by them at the time of filling of Online
Application (ORA) for the subject post. However, candidates may be asked
through e-mail to furnish the deficient documents, if required. Their documents
will be scrutinized and those candidates who fulfill all the eligibility conditions of
the posts shall be called for interview.

C. The Candidates are directed to undertake the Recruitment Test at their own
risk i.e. after verifying that they fulfill the qualifications as prescribed in the
Advertisement, and their admission to the Test is purely ‘provisional’.

INSTRUCTIONS TO CANDIDATES

e-ADMIT CARD:

1. Immediately on downloading of the e-Admit Card, the candidate should check it

very carefully and bring to the notice of the Union Public Service Commission the
discrepancies, if any, without loss of time. Special attention may be paid to the
subject of the Test. Efforts will be made to upload the revised e-Admit Card(s) at
the earliest in case of discrepancies. He/ She must read carefully the Important
Instructions mentioned therein. He/she must bring hard copy(print out) of
his/her e-Admit Card to the TEST Hall to secure Admission. The candidates who
do not have clear photographs on the e-admit card will have to bring two

passport size photographs for appearing in the Recruitment Test with an

undertaking along with photo identity proof viz. Aadhar Card, Driving License,
Passport, Voter I.D. etc.

1.1 The candidate is responsible for the safe custody of the e-Admit Card. In the
event of one’s e-Admit Card being used by any other person for securing
admission to the Test, the onus lies on the candidate to prove that he/she has not
secured the service of an impersonator and the candidature will be cancelled and
he/she will be liable for disciplinary action.

1.2 The candidate must bring the e-Admit Card to the TEST Hall. After entering the
TEST Hall, the candidate must fill the Attendance List as per instructions and sign
the Attendance List which will be produced before him/her by the Invigilator and
then hand over the Attendance List to the Invigilator.

CONDUCT OF THE RECRUITMENT TEST:

2 Seating Plan for the candidates will be displayed at the venue of the TEST on the
day of Recruitment Test. The candidates, before proceeding to the TEST
halls/rooms, are advised to check the exact location of their seats.

2.1 The candidate is required to encode/write the serial number of the OMR Sheet and
Serial Number and Series of Test Booklet issued to him/her in the Attendance lists,
which will be produced before him/her by the Invigilator.

2.2 The candidate is requested to reach the Venue well in advance to undergo
frisking. He/She will be allowed to enter the TEST Hall 60 minutes/ 1 hour before
prescribed time for the commencement of the Test and get seated immediately on
the seat bearing his/her Roll Number.

2.3 The candidate must attempt questions in accordance with the directions given on
the Test Booklet.
2.4 The OMR Sheet will be supplied by the Invigilator of the TEST Hall. The candidate
will not be provided any separate sheet for rough work as blank sheets for rough
work will be appended at the end of the Test Booklet itself.

2.5 The candidate must mark the answers himself/herself with Black Ball point pen by
blackening the appropriate circle. Under no circumstances, the candidate will be
allowed the help of any other person to mark responses.

2.6 The candidate shall neither copy from the papers of any other candidate, nor
permit his/her own papers to be copied. No attempt should be made to obtain
any kind of unauthorized assistance. There should NOT be any other marking on
the OMR sheet.

2.7 No candidate shall go outside the TEST Hall for any purpose, whatsoever, without
prior permission of the Invigilator on duty/Supervisor.

2.8 When going to the toilet the candidate should turn his/her OMR sheet upside
down.

2.9 No candidate shall be permitted to leave TEST Hall till expiry of the allotted time.

2.10 No candidate shall be allowed to go to the toilet during the last 30 minutes of the
Test.

2.11 A signal will be given at the beginning of the TEST; at half time and five minutes
before the closing time. There will also be a final signal at the closing time. The
candidate must not continue to mark or revise his/her answers after the expiry of
the time allotted for the paper.

2.12 On completion of the Recruitment Test, the candidate shall continue to be seated
and wait until OMR Sheet is collected and is allowed to go by the Invigilator. The
candidate should not engage in conversation with any other candidate after the
expiry of the allotted time.

2.13 The candidates should not crowd near or loiter in and around the TEST Hall/Room
after leaving the Hall/Room.

2.14. Silence must be observed at all times in the TEST Hall/Room.

2.15. The candidate must abide by the instructions on the cover of the Test booklet
and on the OMR Sheet and such further instructions as may be given by
Supervisor/Invigilator of the Test. If the candidate fails to do so or indulges in
disorderly or improper conduct, he/she will render himself/herself liable to
expulsion from the Test and/or such other punishment as the Commission may
deem fit to impose.

2.16 The candidate will furnish such necessary and correct information as may be
required from him/her in the TEST Hall by the Invigilator/Assistant
Supervisor/Supervisor/other persons so authorized.

HANDLING OF OMR /TEST BOOKLET:

3.1 Write clearly in Black Ball point pen the Centre, Subject, Subject Code, Series of
the Test Booklet and Roll Number in spaces provided in the OMR Sheet. Encode
in Black Ball point pen the Booklet Series, Subject Code and Roll Number in the
circles provided for the purpose in the OMR Sheet.

3.2 The Test Booklet Series is indicated on top right hand corner of the Test Booklet.
Encode clearly test Booklet Series A, B, C or D as the case may be in the box on
top of the OMR Sheet. In case the Booklet Series is not printed on Test
Booklet or OMR Sheet is un-numbered, the matter may be reported
immediately to the invigilator concerned and the Test Booklet/OMR
Sheet may be got replaced.

3.3 The encoding of Test Booklet Series done by each candidate should tally with
encoding of Test Booklet Series made by the invigilator at the appropriate space
provided in the OMR sheet on the left hand margin with reference to series printed
on the cover page of the Test Booklet.

3.4 All the corrections and changes in writing the Roll Number must be initialed by the
candidate as well as by the invigilator and countersigned by the supervisor.

3.5 Immediately after the commencement of the test, the candidate should check that
the Test Booklet supplied to him/her does not have any unprinted or torn or
missing pages or items. If so, he/she should bring it to the notice of the invigilator
and get it replaced by a complete Test Booklet of the same series.

3.6 The candidate must not write his/her name or anything else except the specific
item of information asked for in the OMR Sheet/Test Booklet.
3.7 The candidate must take care to ensure that the OMR Sheet is not folded,
mutilated or torn during handling. There should be no extraneous marking in the
OMR Sheet.

3.8 The candidate should not tamper with or take away the OMR Sheet with him/her.
He/she will be penalised for any attempt to do so.

3.9. The candidates should note that any omission/mistake/discrepancy in encoding

/filling in details in the OMR sheet, especially with regard to Roll Number and Test
Booklet Series Code, will render the OMR sheet liable for rejection.

ITEMS ALLOWED AND NOT ALLOWED IN THE HALL

4 The candidates are advised to bring their own Black Ball point pen. Candidates
must use only Black Ball point pen for marking responses on the OMR sheet.

4.1 Electronic or any other type of calculators, log tables, slide rules, cellular/mobile
phones and such IT gadgets /pagers or any other electronic equipment or device
or any other equipment capable of being used as a communication device are not
allowed inside the premises where the TEST is being conducted. Any infringement
of the above instructions shall entail disciplinary action including ban from future
TESTs.

4.2 Candidates are permitted to take with them after conclusion of the Recruitment
Test, the Test Booklet issued to them.

4.3 Candidates are advised not to bring any valuables/costly items to the TEST Halls,
as safe keeping of the same cannot be assured. Commission will not be
responsible for any loss in this regard.

4.4 Keeping in view the improved situation of Covid-19, the wearing of mask by
candidates and examination functionaries has been made optional. Further, the
instructions/guidelines/protocols issued from time to time by the GOI/State
authorities in respect of Covid-19 disease are to be followed scrupulously.

4.5 Candidates may be asked to remove their masks to check and confirm their
identity at the time of entry in the premises and also at the time of verifying
details of candidates in the Scannable Attendance List by the Invigilators in the
Examination Hall/Room or whenever considered essential by the Examination
functionaries.

4.6 Candidate may carry his/ her own hand sanitizer (small size) in transparent
bottle.

4.7 Candidates to follow COVID-19 norms of ‘Social Distancing’ as well as ‘Personal

Hygiene’ inside the Rooms as well as premises of the venue.

GENERAL INSTRUCTIONS

5 The candidate must note that his/her admission to the Test is strictly
“Provisional”.

5.1 The mere fact that an e-Admit Card has been issued to him/her does not imply
that the candidature has been finally cleared by the Commission or that the
entries made by the candidate in his/her application for the Test have been
accepted by the Commission as true and correct.

5.2 The candidate must note that the Commission takes up the verification of
eligibility conditions i.e. age, educational qualifications, community etc. with
reference to original documents only of those candidates who qualify in the
Recruitment Test. Unless the candidature is formally confirmed by the
Commission, it continues to be “Provisional”.

5.3 The candidate must also note that if subsequent to the issue of e-Admit Card,
ineligibility is detected at any stage before or after the Test or if the conditions
prescribed in the Rules and Instructions given in the advertisement or any
other additional information/documents called for at any stage are not
complied with within the time specified therein, the candidature would be
rejected.

5.4 Travelling and other expenses must be borne by the candidate himself/ herself.
5.5 The Commission does not make arrangements for boarding and lodging of any
candidate.

IMPORTANT INSTRUCTIONS FOR PwBD CANDIDATES:

6.(i) 42 posts of Labour Enforcement Officer (Central) in Office of the Chief Labour
Commissioner (Central), Ministry of Labour & Employment : Of the forty-two
vacancies, two vacancies are reserved for candidates belonging to category of Persons
with Benchmark Disability (PwBD). *Out of two vacancies reserved for candidates
belonging to category of Persons with Benchmark Disability (PwBD), one vacancy is
reserved for candidates belonging to category of Persons with Benchmark Disability
(PwBD) viz. Deaf and Hard of Hearing with disability i.e. Deaf (D) or Hard of Hearing

(HH) and remaining one vacancy is reserved for candidates belonging to category of
Persons with Benchmark Disability (PwBD) viz. Locomotor Disability including Cerebral
Palsy, Leprosy Cured, Dwarfism, Acid Attack Victims and Muscular Dystrophy with
disability i.e. Both legs affected but not arms (BL) or Both arms affected (BA) or One
leg affected (R or L) (OL) or One arm affected (R or L) (OA) or One leg and One arm
affected (OLA) or Cerebral Palsy (CP) or Leprosy Cured (LC) or Dwarfism (DW) or Acid
Attack Victims (AAV) and Muscular Dystrophy (MDy). The vacancies are also suitable
for candidates belonging to category of Persons with Benchmark Disability (PwBD) viz.
Blindness and Low Vision with disability i.e. Blind (B) or Low Vision (LV), Deaf and
Hard of Hearing with disability i.e. Deaf (D) or Hard of Hearing (HH), Locomotor
Disability including Cerebral Palsy, Leprosy Cured, Dwarfism, Acid Attack Victims and

indicated above including deaf- blindness

Organized Service) consisting of the posts of Assistant Labour Commissioner
(Central)/ Assistant Welfare Commissioner (Central)/ Assistant Labour Welfare
Commissioner (Central)/ Assistant Director, Ministry of Labour & Employment: Of the
twenty-nine vacancies, two vacancies are reserved for candidates belonging to
category of Persons with Benchmark Disability (PwBD). Of the two vacancies reserved
for candidates belonging to category of Persons with Benchmark Disability (PwBD),
one vacancy is reserved for candidates belonging to category of Persons with
Benchmark Disability (PwBD) viz. Deaf and Hard of Hearing with disability i.e. Deaf
(D) or Hard of Hearing (HH) and remaining one vacancy is reserved for candidates
belonging to category of Persons with Benchmark Disability (PwBD) viz. Multiple
disabilities (MD) i.e. at least two disabilities from the categories of the disabilities i.e.
Blindness and Low Vision with disability i.e. Blind (B) or Low Vision (LV), Deaf and
Hard of Hearing with disability i.e. Deaf (D) or Hard of Hearing (HH), Locomotor
Disability including Cerebral Palsy, Leprosy Cured, Dwarfism, Acid Attack Victims and
Muscular Dystrophy with disability i.e. Both legs affected but not arms (BL) or One leg

Dystrophy (MDy).The vacancies are also suitable for candidates belonging to category
of Persons with Benchmark Disability (PwBD) viz. Blindness and Low Vision with
disability i.e. Blind (B) or Low Vision (LV), Deaf and Hard of Hearing with disability i.e.
Deaf (D) or Hard of Hearing (HH), Locomotor Disability including Cerebral Palsy,
Leprosy Cured, Dwarfism, Acid Attack Victims and Muscular Dystrophy with disability

6.1 At this stage, candidates are being admitted to the Recruitment Test based on
the data furnished by the candidates in the Online Recruitment Application (ORA)
system.

6.2 All the candidates, who have claimed themselves as PwBD candidates, are,
therefore, advised to make themselves sure that they belong to the PwBD categories as
mentioned in the Advertisement

6.3 The candidates must note that if subsequent to the issue of e-Admit Cards,
ineligibility is detected at any stage, the candidature would be rejected.

6.4 As regards to Persons with Benchmark Disabilities (PwBD) candidates, the PwBD
candidates in the category of Blindness, Locomotor Disability (both arms affected-BA) and
Cerebral Palsy will be allowed Compensatory Time of twenty minutes per hour in the RT
i.e. 40 minutes apart from allowing the help of scribe, wherever opted for, in their Online
Recruitment Application (ORA). In case of other categories of PwBD, this facility will be
provided subject to furnishing an undertaking for production of a certificate to the effect
that the persons concerned has physical limitation to write from the Chief Medical
Officer/Civil Surgeon/Medical Superintendant of a Government Health Care Institution.

6.5 Facility of scribe for candidates appearing in Recruitment Tests (RTs) to Persons
with Benchmark Disabilities (PwBD):

(i) Candidates must write the papers in their own hand. In no circumstances will they be
allowed the help of a scribe to write the answers for them. However, The Persons with
Benchmark Disabilities in the categories of blindness, locomotor disability (both arm
affected – BA) and cerebral palsy will be eligible for the facility of scribe. In case of other
category of Persons with Benchmark Disabilities as defined under section 2 (r) of the
RPWD Act, 2016, such candidates will be eligible for the facility of scribe on production of
a certificate, to the effect that the person concerned has physical limitation to write, and
scribe is essential to write examination on behalf, from the Chief Medical Officer/Civil
Surgeon/Medical Superintendent of a Government Health Care institution as per proforma
at Annexure-I. Further, for persons with specified disabilities covered under the definition
of Section 2(s) of the RPwD Act, 2016 but not covered under the definition of Section 2(r)
of the said Act, i.e. persons having less than 40% disability and having difficulty in writing
will be eligible to be provided the facility of scribe subject to production of a certificate to
the effect that person concerned has limitation to write and that scribe is essential to
write examination on his/her behalf from the competent medical authority of a
Government healthcare institution as per proforma at Annexure-III.

(ii) The candidates have discretion of opting for their own scribe or request the
Commission for the same. The details of scribe i.e. whether own or the Commission’s and
the details of scribe in case candidates are bringing their own scribe, will be sought at the
time of filling up the application form online as per proforma at Annexure-II. (for
Candidates having 40% disability or more) and Annexure-IV (for Candidates having less
than 40% disability and having difficulty in writing).

(iii) The qualification of the Commission’s scribe as well as own scribe will not be more
than the minimum qualification criteria of the examination. However, the qualification of
the scribe should always be matriculate or above.

(iv) The Persons with Benchmark Disabilities in the category of blindness, locomotor
disability (both arms affected-BA) and cerebral palsy will be eligible for Compensatory
Time of twenty minutes per hour of the Recruitment Test (RT). In case of other
categories of Persons with Benchmark Disabilities, such candidates will be eligible for this
facility on production of a certificate, to the effect that the person concerned has physical
limitation to write, from the Chief Medical Officer/Civil Surgeon/Medical Superintendent of
a Government Health Care institution as per proforma at Annexure-I. Further, for persons
with specified disabilities covered under the definition of Section 2(s) of the RPwD Act,
2016 but not covered under the definition of Section 2(r) of the said Act, i.e. persons
having less than 40% disability and having difficulty in writing will be eligible to be
provided compensatory time subject to production of a certificate, to the effect that
person concerned has limitation to write, from the competent medical authority of a
Government healthcare institution as per proforma at Annexure-III.
(v) Facility of Scribe and/or Compensatory time to eligible candidates will be provided, if
desired by them.

सिम्मिलत भत परीक्षण के आधार पर लघु सूचीब िकए गए तथा साक्षात्कार म सफल उम्मीदवार के
िलए सिम्मिलत भत परीक्षण और साक्षात्कार का वेटेज 75:25 होगा।

महत्वपूणर् िटप्पिणयां:

(क) उम्मीदवार उसी परीक्षण-स्थल पर परीक्षण द, िजसका उल्लेख उनके ई-पर्वेश पतर् म िकया गया है। यिद
उम्मीदवार िकसी और परीक्षण-स्थल पर परीक्षण देता है, तो उसकी उम्मीदवारी र की जा सकती है।

(ख) सिम्मिलत भत परीक्षण म लघु-सूचीब िकए गए उम्मीदवार के संबंध म संवीक्षा, संबंिधत पद हेतु
ऑनलाइन आवेदन-पतर् (ओआरए) को भरते समय उनके ारा अपलोड िकए गए दस्तावेज के आधार पर की
जाएगी। तथािप, आवश्यकता पड़ने पर उम्मीदवार को, छू ट गए दस्तावेज को ई-मेल के माध्यम से भेजने के
िलए कहा जाएगा। उनके दस्तावेज की जांच की जाएगी और उक्त पद हेतु पातर्ता की सभी शत को पूरा करने
वाले उम्मीदवार को साक्षात्कार के िलए बुलाया जाएगा।

(ग) उम्मीदवार को िनदेश िदया जाता है िक वे अपनी िजम्मेदारी पर भत परीक्षण द अथार्त् वे इस बात की
पुि कर ल िक वे िवज्ञापन म िनधार्िरत अहर्ता को पूरा कर रहे ह और परीक्षण म उनका पर्वेश पूणर्तया
“अनंितम” है।

उम्मीदवार को अनुदश
े
ई-पर्वेश पतर्:
1. ई-पर्वेश पतर् को डाउनलोड करने के तत्काल बाद उम्मीदवार इसकी ध्यानपूवर्क जांच कर और िवसंगितयां,
यिद कोई ह , पाए जाने पर उन्ह अिवलंब संघ लोक सेवा आयोग के ध्यान म लाएं। परीक्षण के िवषय पर
िवशेष रूप से ध्यान िदया जाना चािहए। िवसंगितय के मामले म पर्यास िकए जाएंगे िक संशोिधत ई-पर्वेश
पतर् यथाशीघर् अपलोड कर िदए जाएं। उम्मीदवार ई-पर्वेश पतर् पर उिल्लिखत महत्वपूणर् अनुदश े को
ध्यानपूवर्क पढ़ ल। परीक्षा हॉल म पर्वेश करने के िलए उम्मीदवार अपने ई-पर्वेश पतर् की मुिदर्त पर्ित (िपर्ंट
आउट) साथ लेकर आएं। िजन उम्मीदवार के ई-पर्वेश-पतर् पर फोटो स्पष्ट नह है, वे भत परीक्षण म पर्वेश
 के िलए अपने साथ पासपोटर् आकार के दो फोटोगर्ाफ और पिरवचन सिहत अपना फोटो पहचान-पतर् जैसे
आधार काडर्, डर्ाइिवंग लाइसस, पासपोटर्, मतदाता पहचान-पतर् आिद साथ लाएं।

1.1 ई-पर्वेश-पतर् की सुरक्षा की िजम्मेदारी उम्मीदवार की है। यिद कोई अन्य व्यक्ित परीक्षा हॉल म पर्वेश करने
के िलए इस ई-पर्वेश-पतर् का इस्तेमाल करता है तब यह पर्मािणत करने का दाियत्व उम्मीदवार का होगा
िक उसने िकसी पर्ितरूपधारक की सेवा नह ली है और उसकी उम्मीदवारी र कर दी जाएगी तथा उसके
िवरू अनुशासिनक कारर् वाई की जाएगी।

1.2 उम्मीदवार ई-पर्वेश पतर् परीक्षण हॉल म अवश्य लाएं। परीक्षण हॉल म पर्वेश करने के बाद, उम्मीदवार िदए
गए अनुदशे के अनुसार उपिस्थित सूची भर और उसम हस्ताक्षर कर। यह सूची उन्ह िनरीक्षक ारा पर्दान
की जाएगी। हस्ताक्षर करने के बाद उम्मीदवार उपिस्थित सूची, िनरीक्षक को स प द।

भत परीक्षण का आयोजन:

2. उम्मीदवार के बैठने की योजना भत परीक्षण के िदन परीक्षण-स्थल पर पर्दिशर्त की जाएगी। उम्मीदवार को

सलाह दी जाती है िक वे परीक्षा हॉल/कक्ष तक जाने से पहले इस बात की जांच कर ल िक उनके बैठने का स्थान
कहां िनधार्िरत िकया गया है।

2.1 उम्मीदवार को उन्ह पर्दान की गई ओएमआर शीट की कर्म संख्या और परीक्षण पुिस्तका की कर्म संख्या और
शर्ृंखला का अंकन, िनरीक्षक ारा पर्स्तुत की गई उपिस्थित सूची म करना होगा।

2.2 उम्मीदवार से अनुरोध है िक वे िफर्िस्कं ग हेतु, परीक्षण-स्थल पर पयार् समय रहते पहुंच। उम्मीदवार को
परीक्षण पर्ारं भ होने के िनधार्िरत समय से 60 िमनट/1 घंटा पहले परीक्षा भवन म पर्वेश करने की अनुमित पर्दान
की जाएगी। इसके बाद उम्मीदवार अपने अनुकर्मांक के अनुसार िनधार्िरत सीट पर तत्काल बैठ जाएंगे।

2.3 उम्मीदवार परीक्षण पुिस्तका म िदए गए िनदश के अनुसार ही पर्श्न के उ र अंिकत करगे।

2.4 ओएमआर शीट की आपूितर्, परीक्षा हॉल म िनरीक्षक ारा की जाएगी। उम्मीदवार को कच्चे काम के िलए
अलग से कोई शीट पर्दान नह की जाएगी क्य िक कच्चे कायर् के िलए खाली शीट, परीक्षण पुिस्तका के अंत म
संलग्न की गई ह।

2.5 उम्मीदवार काले बॉल पॉइं ट पेन से, उपयुक्त गोले को काला करके , स्वयं उ र का अंकन करगे। िकसी भी
पिरिस्थित म उम्मीदवार को उ र का अंकन करने के िलए िकसी अन्य िक्त की मदद लेने की अनुमित पर्दान
नह की जाएगी।

2.6 उम्मीदवार न तो िकसी अन्य उम्मीदवार के पेपर से नकल करगे, ना ही अपने पेपर से नकल करने की
अनुमित दगे। िकसी भी पर्कार की अनुिचत सहायता पर्ा करने का पर्यास नह िकया जाना चािहए। ओएमआर
शीट पर िकसी और पर्कार का िनशान नह लगाया जाना चािहए।

2.7 कोई भी उम्मीदवार ूटी पर तैनात िनरीक्षक/पयर्वक्ष

े क की पूवर् अनुमित के िबना िकसी भी पर्योजन से
परीक्षण हॉल के बाहर नह जाएगा।
2.8 शौचालय जाते समय उम्मीदवार अपनी ओएमआर शीट को पलट कर रखेगा।

2.9 आबंिटत समय के पूरा होने से पहले िकसी भी उम्मीदवार को परीक्षण हॉल छोड़ने की अनुमित नह दी
जाएगी।

2.10 िकसी भी उम्मीदवार को परीक्षण के अंितम 30 िमनट के दौरान शौचालय जाने की अनुमित पर्दान नह की
जाएगी।

2.11 परीक्षण पर्ारं भ होने के समय तथा इसकी आधी अविध पूरी होने पर और िफर समय समाि से पांच िमनट
पहले िसग्नल िदया जाएगा। परीक्षण का आबंिटत समय समाप्त होने के समय अंितम िसग्नल भी िदया जाएगा।
पेपर के िलए आबंिटत समय समा होने के बाद कोई भी उम्मीदवार अपने उ र का अंकन अथवा उनम
संशोधन नह करे गा।

2.12 भत परीक्षण संप होने के बाद उम्मीदवार तब तक अपनी सीट पर बने रहगे जब तक िक उनकी उ र
पुिस्तका िनरीक्षक ारा ले नह ली जाती और उन्ह बाहर जाने की अनुमित पर्दान नह कर दी जाती। आबंिटत
समय के पूरा होने के बाद उम्मीदवार आपस म बातचीत नह करगे।

2.13 परीक्षा हॉल/कक्ष से बाहर िनकलने के बाद उम्मीदवार परीक्षण हॉल/कक्ष के ठीक बाहर भीड़ नह करगे या
घूमगे-िफरगे नह ।

2.14 परीक्षण हॉल/ कक्ष म पूरे समय शांित बनाए रख।

2.15 उम्मीदवार परीक्षण पुिस्तका के कवर पर तथा ओएमआर शीट म िदए गए अनुदश े के साथ-साथ ऐसे सभी
अनुदशे का अनुपालन करगे, जो पयर्वक्षे क/िनरीक्षक ारा परीक्षण के दौरान िदए जा सकते ह। यिद उम्मीदवार
ऐसा करने म िवफल रहता है अथवा अ वस्था फै लाता है या अनुिचत आचरण करता है, तो उसे परीक्षण से
िनष्कािसत िकया जा सकता है तथा/अथवा आयोग के िववेकानुसार उसके िवरु कोई अन्य कारर् वाई भी की जा
सकती है।

2.16 उम्मीदवार, परीक्षा भवन म िनरीक्षक/ सहायक पयर्वेक्षक/ पयर्वेक्षक/ इस पर्योजनाथर् पर्ािधकृ त िकसी अन्य
व्यिक्त ारा मांगी गई आवश्यक और सही सूचनाएं पर्दान करगे।

ओएमआर/परीक्षण पुिस्तका को हडल करने के संबध

ं म अनुदश
े :

3.1 ओएमआर शीट पर िनधार्िरत स्थान पर काले बॉल पॉइं ट पेन से कदर्, िवषय, िवषय कोड, परीक्षण पुिस्तका
की शर्ृंखला तथा अपने अनुकर्मांक का स्पष्ट रूप से अंकन कर। ओएमआर शीट म इस पर्योजनाथर् पर्दान िकए गए
गोल म काले बॉल पॉइं ट पेन से पुिस्तका की शर्ृंखला, िवषय कोड तथा अपने अनुकर्मांक का अंकन कर।

3.2 परीक्षण पुिस्तका की शर्ृंखला, परीक्षण पुिस्तका के ऊपरी िहस्से के दाएं कोने पर दी गई है। ओएमआर शीट के
ऊपरी िहस्से म िदए बॉक्स पर इस बात का स्प रूप से अंकन (एनकोिडंग) कर िक आपकी परीक्षण पुिस्तका की
शर्ृंखला A,B,C या D है। यिद परीक्षण पुिस्तका पर पुिस्तका की शर्ृख
ं ला मुिदर्त नह है, अथवा आपकी ओएमआर
शीट पर संख्या अंिकत नह है तो कृ पया इसकी जानकारी संबिं धत िनरीक्षक को तत्काल पर्दान कर और अपनी
परीक्षण पुिस्तका/ ओएमआर शीट को बदलवाएं।

3.3 पर्त्येक उम्मीदवार ारा परीक्षण पुिस्तका की शर्ृंखला की एनकोिडंग वही होनी चािहए, जो िनरीक्षक ारा
ओएमआर शीट के बाएं कोने म िनधार्िरत स्थान पर की गई हो। यह एनकोिडंग परीक्षण पुिस्तका के कवर पेज पर
मुिदर्त शर्ृंखला के संदभर् म होनी चािहए।

3.4 अनुकर्मांक िलखने म िकसी पर्कार के संशोधन और पिरवतर्न की िस्थित म, उम्मीदवार के साथ-साथ
िनरीक्षक ारा आ क्षर िकए जाने चािहए और यह पयर्वेक्षक ारा पर्ित हस्ताक्षिरत भी होना चािहए।

3.5 परीक्षा पर्ारं भ होने के तत्काल बाद उम्मीदवार को चािहए िक वह उन्ह पर्दान की गई परीक्षण पुिस्तका के
संबंध म यह जांच ल और सुिनि त कर ल िक उसम कोई पृष्ठ अमुिदर्त अथवा फटा हुआ अथवा कोई पृ अथवा
अन्य सामगर्ी गायब नह है और यिद ऐसा हो तो इसकी जानकारी िनरीक्षक को तत्काल पर्दान कर और इसके
स्थान पर उसी शर्ृंखला की पूणर् परीक्षण पुिस्तका पर्ा कर।

3.6 उम्मीदवार मांगी गई सूचना के अितिरक्त ओएमआर शीट/परीक्षण पुिस्तका पर अपना नाम या िकसी पर्कार
की और कोई बात नह िलखेगा।

3.7 उम्मीदवार यह सुिनि त करगे िक हडिलंग के दौरान ओएमआर शीट न मुड़,े न फटे और न ही िकसी अन्य
पर्कार से खराब हो। ओएमआर शीट पर िकसी पर्कार की बाहरी मािकर्ं ग नह होनी चािहए।

3.8 उम्मीदवार को ओएमआर शीट से िकसी पर्कार की छेड़छाड़ नह करनी चािहए या अपने साथ नह ले जाना
चािहए। ऐसा करने पर उसके िवरु दंडात्मक कारर् वाई की जा सकती है।

3.9 उम्मीदवार यह नोट कर िक ओएमआर शीट म िववरण भरने/अंिकत करने के मामले म, िवशेषकर अनुकर्मांक
तथा परीक्षण पुिस्तका शर्ृंखला कोड करने के संदभर् म, िकसी पर्कार की चूक/गलती/िवसंगित की िस्थित म
ओएमआर शीट को अस्वीकृ त िकया जा सकता है।

परीक्षा हॉल म िकस सामान की अनुमित है तथा िकसकी नह है

4. उम्मीदवार को सलाह दी जाती है िक वे अपना काला बॉल प्वाइं ट पेन साथ लाएं। उम्मीदवार, उत्तर
पुिस्तका पर उत्तर का अंकन करने के िलए के वल काले बॉल प्वाइं ट पेन का ही इस्तेमाल कर।

4.1 िजस पिरसर म परीक्षा आयोिजत की जा रही है वहां इलेक्टर्ॉिनक या अन्य िकस्म के कै लकु लेटर, लॉग टेबल,
स्लाइड रूल, सेल्युलर/मोबाइल फोन अथवा ऐसे िकसी अन्य आईटी गैजेट /पेजर या िकसी ऐसे अन्य इलेक्टर्ॉिनक
उपकरण या यंतर् के पर्योग की अनुमित नह होगी िजनका इस्तेमाल संचार उपकरण के रूप म िकया जा सकता
है। उपयुर्क्त अनुदश
े का उल्लंघन िकए जाने पर उम्मीदवार के िवरु अनुशासनात्मक कारर् वाई की जा सकती है
िजसम भिवष्य म आयोिजत िकए जाने वाले परीक्षण पर पर्ितबंध शािमल है।

4.2 भत परीक्षण समाप्त होने के बाद उम्मीदवार को, उन्ह दी गई परीक्षण पुिस्तका अपने साथ ले जाने की
अनुमित होगी।
4.3 उम्मीदवार को सलाह दी जाती है िक वे कीमती/मूल्यवान सामान परीक्षा भवन म न लाएं क्य िक उनकी
सुरक्षा सुिनि त नह की जा सकती। इस संबंध म हुए नुकसान के िलए आयोग िजम्मेदार नह होगा।

4.4 कोिवड-19 की िस्थित म हुए सुधार को ध्यान म रखते हुए उम्मीदवार तथा परीक्षा पर्िकर्या से जुड़े कािमर्क
को मास्क पहनने का िवकल्प िदया गया है। इसके अितिरक्त, कोिवड-19 के संबंध म भारत सरकार/राज्य
पर्ािधकािरय ारा समय-समय पर जारी अनुदश े /िदशा-िनदश /पर्ोटोकॉल का सावधानीपूवर्क अनुपालन िकया
जाए।

4.5 परीक्षा पिरसर म पर्वेश करते समय और परीक्षा हॉल/कक्ष म िनरीक्षक ारा स्कै नेबल उपिस्थित सूची म
उम्मीदवार के िववरण का सत्यापन करते समय तथा जहां कह भी आवश्यक समझा जाए, पहचान की जांच
एवं पुि हेतु उनका मास्क हटाने के िलए कहा जा सकता है।

4.6 उम्मीदवार को पारदश बोतल म अपने साथ हड सैनीटाइजर (छोटे आकार का) लाने की अनुमित होगी।

4.7 उम्मीदवार को परीक्षा भवन/कक्ष के साथ-साथ परीक्षा-स्थल के पिरसर म, ‘सामािजक दूरी’ और ‘िनजी

5. उम्मीदवार यह नोट कर िक परीक्षण म उनका पर्वेश पूणर्तः “अनंितम” है।

5.1 उम्मीदवार को मातर् ई-पर्वेश पतर् जारी करने का अथर् यह नह है िक उसकी उम्मीदवारी आयोग ारा अंितम
रूप से मान ली गई है अथवा आवेदक ारा परीक्षण हेतु उसके आवेदन पर्पतर् म दजर् की गयी पर्िवष्िटयां आयोग
ारा सत्य और सही रूप म स्वीकार कर ली गई ह।

5.2 उम्मीदवार यह नोट कर िक आयोग मूल दस्तावेज से के वल उन उम्मीदवार की पातर्ता संबंधी शत अथार्त्
आयु, शैक्षिणक योग्यता, समुदाय आिद का सत्यापन करता है, जो भत परीक्षण म अहर्क होते ह। जब तक आयोग
ारा उम्मीदवार की उम्मीदवारी की औपचािरक रूप से पुष्िट नह कर दी जाती है तब तक उसकी उम्मीदवारी
“अनंितम” बनी रहती है।

5.3 उम्मीदवार यह भी नोट कर िक ई-पर्वेश पतर् जारी करने के पश्चात िकसी भी चरण अथवा परीक्षण के पहले
या बाद म िकसी अपातर्ता का पता चलता है या िवज्ञापन म िदए गए िनयम और अनुदश े म िनधार्िरत शत या
मांगी गई अितिरक्त जानकारी/दस्तावेज का िनधार्िरत समय-सीमा के भीतर अनुपालन नह िकया गया है तब
उनकी उम्मीदवारी अस्वीकार कर दी जाएगी।

5.4 यातर्ा संबंधी खचर् या अन्य पर्कार के व्यय का वहन उम्मीदवार स्वयं करगे।

5.5 आयोग िकसी भी उम्मीदवार के ठहरने और खान-पान का इं तजाम नह करता है।

6.1 भत के इस चरण म, उम्मीदवार को ऑनलाइन भत आवेदन (ओआरए) पर्णाली म उनके ारा पर्दान िकए
गए िववरण के आधार पर भत परीक्षण म पर्वेश िदया गया है।

6.2 िजन उम्मीदवार ने यह दावा िकया है िक वे बचमाकर् रूप से िद ांग (पीडब्ल्यूबीडी) शर्ेणी के ह, उन्ह
सलाह दी जाती है िक वे यह सुिनि त कर ल िक वे िवज्ञापन म यथा उिल्लिखत बचमाकर् िद ांगता शर्ेिणय के
अंतगर्त आते ह।

6.3 उम्मीदवार यह अवश्य नोट कर ल िक ई-पर्वेश पतर् जारी िकए जाने के उपरांत िकसी भी समय यिद यह
पाया जाता है िक वे अहर्ता की शत को पूरा नह करते ह, तो उनकी उम्मीदवारी र कर दी जाएगी।

6.4 बचमाकर् िद ांगता (पीडब्ल्यूबीडी) वाले उम्मीदवार के संबंध म दृि हीन, लोकोमोटर िद ांगता
(दोन हाथ पर्भािवत-बीए) तथा पर्मिस्तष्कीय पक्षाघात की शर्ेणी म आने वाले पीडब्ल्यूबीडी उम्मीदवार को
स्कर्ाइब की सहायता की अनुमित के अलावा परीक्षण के पर्त्येक घंटे म 20 िमनट अथार्त् कु ल 40 िमनट का
पर्ितपूरक समय पर्दान िकया जाएगा, यिद उन्ह ने अपने ऑनलाइन भत आवेदन (ओआरए) म इस िवकल्प का
चयन िकया हो। पीडब्ल्यूबीडी की अन्य शर्ेिणय के मामले म इस सुिवधा का लाभ, सरकारी स्वास्थ्य देख-भाल
संस्था के मुख्य िचिकत्सा अिधकारी/िसिवल सजर्न/ िचिकत्सा अधीक्षक से इस आशय का पर्माण-पतर् िक संबंिधत
िक्त की लेखन क्षमता पर्भािवत है, पर्स्तुत िकए जाने का पिरवचन पर्स्तुत करने के अध्यधीन पर्दान िकया
जाएगा (पर्ोफॉमार् संलग्न है)।

6.5 भत परीक्षण म शािमल होने वाले बचमाकर् िद ांग उम्मीदवार के िलए स्कर्ाइब की सुिवधाः

(i) उम्मीदवार को पर् के उ र स्वयं िलखने ह गे। िकसी भी पिरिस्थित म उन्ह उ र िलखने के िलए स्कर्ाइब
की सहायता लेने की अनुमित नह दी जाएगी। तथािप, दृि हीन, लोकोमोटर िद ांगता (दोन हाथ पर्भािवत-
बीए) और पर्मिस्तष्कीय पक्षाघात शर्ेिणय के अंतगर्त बचमाकर् िद ांगता वाले उम्मीदवार स्कर्ाइब की सुिवधा
पर्ा करने के पातर् ह गे। आरपीडब्ल्यूडी अिधिनयम, 2016 की धारा 2 (आर) के अंतगर्त यथापिरभािषत
बचमाकर् िद ांगता की अन्य शर्ेिणय के उम्मीदवार, अनुबंध-I पर िदए गए पर्पतर् के अनुसार िकसी सरकारी
स्वास्थ्य देखभाल संस्था के मुख्य िचिकत्सा अिधकारी/ िसिवल सजर्न/िचिकत्सा अधीक्षक ारा जारी इस आशय
का पर्माण-पतर् पर्स्तुत िकए जाने पर िक संबंिधत उम्मीदवार की लेखन क्षमता पर्भािवत है तथा उसकी ओर से
परीक्षा म िलखने के िलए स्कर्ाइब की सेवाएं लेना अिनवायर् है, स्कर्ाइब की सुिवधा पर्ा करने के पातर् ह गे।
इसके अितिरक्त, िविश िद ांगता वाले वे िक्त जो आरपीडब्ल्यूडी अिधिनयम, 2016 की धारा 2 (एस)
की पिरभाषा के तहत शािमल ह, परं तु उक्त अिधिनयम की धारा 2 (आर) की पिरभाषा के तहत शािमल नह ह
अथार्त् 40% से कम िद ांगता वाले िक्त तथा िजन्ह िलखने म किठनाई होती है, को अनुबंध - III म िदए
पर्पतर् के अनुसार िकसी सरकारी स्वास्थ्य देखभाल संस्था के सक्षम िचिकत्सा अिधकारी ारा जारी इस आशय
का पर्माण-पतर् पर्स्तुत िकए जाने पर िक संबंिधत उम्मीदवार की लेखन क्षमता पर्भािवत है तथा उसकी ओर से
परीक्षा म िलखने के िलए स्कर्ाइब की सेवाएं लेना अिनवायर् है, ऐसे उम्मीदवार स्कर्ाइब की सुिवधा पर्ा करने
के पातर् ह गे।

(ii) उम्मीदवार अपना स्कर्ाइब लाने या आयोग को इसके िलए अनुरोध करने के संबंध म स्वयं िनणर्य ले
सकते ह। स्कर्ाइब का िववरण अथार्त क्या अपना स्कर्ाइब ला रहे है या आयोग के स्कर्ाइब की सेवाएं लगे और यिद
उम्मीदवार अपना स्कर्ाइब लाना चाहते ह, तो तत्संबंधी िववरण ऑनलाइन आवेदन करते समय अनुबंध- II
(40% या उससे अिधक िद ांगता वाले उम्मीदवार के िलए) तथा अनुबंध- IV (िजन उम्मीदवार की
िद ांगता 40% से कम है और िजन्ह िलखने म किठनाई होती है) के पर्पतर् म मांगा जाएगा।

(iii) आयोग ारा उपलब्ध कराए गए स्कर्ाइब अथवा स्वयं के स्कर्ाइब की योग्यता परीक्षा के िलए िनधार्िरत
न्यूनतम योग्यता मानदंड से अिधक नह होगी। तथािप, स्कर्ाइब की योग्यता सदैव मैिटर्क अथवा इससे अिधक
होनी चािहए।

(iv) दृि हीन, लोकोमोटर िद ांगता (दोन हाथ पर्भािवत – बीए) और पर्मिस्तष्कीय पक्षाघात
शर्ेिणय के अंतगर्त बचमाकर् िद ांगता वाले उम्मीदवार, भत परीक्षण के पर्त्येक घंटे म 20 िमनट
पर्ितपूरक समय पर्ा करने के पातर् ह गे। बचमाकर् िद ांगता की अन्य शर्ेिणय के उम्मीदवार, अनुबध ं –
