    RESOLUTION NO. 01
    Series of 2023

    A RESOLUTION ALIGNING THE PROJECTS, PROGRAMS AND ACTIVITIES OF


    THE MUNICIPALITY OF CALBIGA, THROUGH THE LOCAL ANTI-DRUG PLAN
    OF ACTION AS INCORPORATED IN THE PEACE AND ORDER AND PUBLIC
    SAFETY PLAN TO THE BUHAY INGATAN, DROGA’Y AYAWAN PROGRAM OF
    THE DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT

    WHEREAS, Local Government Units are mandated to maintain peace and


    order and public safety within its territorial jurisdiction;

    WHEREAS, the Philippine Development Plan 2023-2025 states that the


    government shall promote a holistic approach to countering the proliferation of illegal
    and dangerous drugs;

    WHEREAS, the said plan further stresses the importance of a whole -of-a
    nation approach in addressing the problem on illegal drugs;

    WHEREAS, in line with the priorities of the current administration to continue


    the campaign against illegal drugs within the framework of law and with respect for
    human rights and with focus on rehabilitation and socio-economic development, the
    DILG, with the Regional Offices and local government units, shall implement the
    Buhay Ingatan, Droga’y Ayawan (BIDA) Program;

    WHEREAS, the BIDA Program seeks to improve the quality of life and
    safeguard the Filipino people from criminality and the ill effects of drugs, in a manner
    that is within the framework of law and with respect to human rights;

    WHEREAS, the DILG Memorandum Circular No. 2023-025 entitled: Guidelines


    for the implementation of the Buhay Ingatan, Droga’y Ayawan (BIDA) Program cites
    the local government units as the frontline implementers of the BIDA Program;

    WHEREAS, the said Memorandum Circular underscores that the LGU through
    the Local Chief Executive, being the Chairperson of the ADAC is expected to
    implement year-round, consistent and sustained programs, projects and activities
    geared toward the operationalization and institutionalization of the BIDA Program;

    WHEREAS, the 2023 Local Anti-Drug Plan of Action (LADPA) of the


    Municipality of Calbiga, as a component of the Peace and Order and Public Safety
    Plan (POPS Plan), contains PPAs that are aligned to the objectives of the BIDA
    Program.
    NOW THERFORE, on the above cited premise, the Municipality of Calbiga
    through its Municipal Anti-Drug Council is one with the Nation in supporting the BIDA
    Program.
    APPROVED and ADOPTED, on motion of Hon. JOEL C. OCASLA, SB
    Member, duly seconded by Reynaldo Nardo, CSO Representative, this 18th day of
    July 2023, the MADAC Meeting held at SB Session Hall, Calbiga, Samar.
