SCENARIO
At about 9:00AM on December 10, 2021, a regular day, civilians of different
walkthroughs of life loaded and unloaded buses expecting a safe ride toward their
destination.. Filing up the bus traversing the Tagaytay road toward Nuvali the bus full of
passengers with pure intent of living through their ill-free ways of life basked in
complacence clueless about the impending threat at hand by men with shady intention.
Three men armed with pistols boarded the bus and took control causing commotion and
fear inside the bus
At around 9:15AM, Traveling in an unusual pace, the bus caught the attention of
the policemen conducting a checkpoint at Brgy. Lumil, Silang, Cavite, alarmed with the
unusual speed of the upcoming vehicle, they immediately signaled the bus to halt. As
the bus stopped, the policemen immediately saw what was going on inside, the bus was
taken over by armed men, as one was pointing his gun to the driver. Realizing that the
situation poses a threat to the lives of the passengers, the team leader of the first
responders established the Incident Command Post where their post for conducting
check point is located, he then contacted the Chief of Police that a hostage taking
incident took place inside a bus. Receiving the call, the Chief of Police immediately went
to the scene with two teams of mobile patrol, and assumed post as Incident
Commander.
At 9:20AM The incident Commander delegated the team leader of the first
responder as chief of operations section. The chief of operations section then assigned
the two teams of mobile patrol to block the roads, to avoid traffic congestion and reroute
passing vehicles.
At 9:25AM The Incident Commander established the command staff, such as the
Negotiator, Safety Officer, Liaison Officer, and Public information Officer, and also the
other general staff, the Admin, Logistics, and the Intelligence, and conducted briefing to
his respective delegated staff.
At 9:30AM the negotiation team started negotiating with the hostage takers.
Meanwhile, the Operation section requested for two SWAT teams, to conduct assault in
case the negotiating team fails and the situation escalates, which immediately arrived.
Intelligence/Investigation section also started to identify the identity of the perpetrators
and their modus operandi, as well as the passengers and the driver.
After identifying the perpetrators, the passengers and the driver, the Public
Information Officer took charge of the media to inform that all is safe and well.
At 11:00AM, after a long negotiation, the perpetrators finally surrendered, but
even though, to ensure the safety and avoid perpetrators’ change of plans, the SWAT
teams conducted assault and arrest. The hostages was freed and was given medical
attention in case there are injured.
At 11:10 the Incident Commander conducted debriefing. the ICS organization on
scene dissolved. The Incident Commander, the Chief of Police, turned over the scene to
the mobile patrol group to let the vehicles pass through and assist the flow of traffic.
