To, Station House Officer, Sushant Lok, Gurugram. Sub:- complaint for investigation and lodging FIR
against Mahira Homes Pvt. Ltd., its Directors, associate companies and authorized signatory for
submitting forged and fabricated plans in respect of license no. licence no. 09 of 2022 (63675 acres) 61
of 2023 (3.40 acres) granted for setting up of affordable group housing colony in sector-88B,
Gurugram. It is to inform that license no. 9 of 2022 dated 31.01.2022 was granted to Blossom
Properties Pvt. Ltd. And others in collaboration with Vatika Ltd. Vide Directorate office Endorsement
no. LC-4527-Asstt. (MS)-2022/2522 dated 31.01.2022 (Annexure-1). 1. Further, the permission for
change of developer in respect of the said license was granted in favour of Mahira Homes Pvt. Ltd.
Vide Directorate office Endorsement no. LC-4527-Asstt. (MS)-2022/8977-85 dated 01.04.2022
(Annexure-2) in accordance with the provision of policy dated 18.0.2015. The building plans in respect
of aforesaid license were approved vide Directorate office memo no. ZP-1547/SD(DK)/2022/12703
Dated 10.05.2022(Annexure-3) 2. The license no. 61 of 2023 dated 27.03.2023 was granted to Bacon
Developers Pvt. Ltd. in collaboration with Mahira Homes Pvt. Ltd to develop the Affordable Group
Housing Colony for an area measuring 3.40 acres in addition to license no. 09 of 2022 dated 31.01.2022
. The building plan of the additional license were considered by the Building Plan Approval Committee
(BPAC) for the total area of the colony i.e 10.075 acres at agenda no. 3 in its meeting held on
11.04.2023, however, these building plans were not sanctioned/released till date. 3. It has come to the
notice of this Department that Mahira Homes Pvt. Ltd had applied for approval of Service Plan
Estimates (SPE) for the Affordable Group Housing Colony mentioning the area as 10.075 acres in
Gurugram Metropolitan Development Authority(GMDA) alongwith its Board Resolution dated
27.10.2022 with plans showing fabricated signatures of BPAC members. These plans have been signed
by an Architect namely Sh. Vimal Bajaj (CA No. 96/19791) and the authorized signatory namely Sh.
Sachin. Moreover, Chief Engineer-II, GMDA, Gurugram vide memo EIC-II-214001/5/2022-Engineer
Projects Infra-1 dated 09.11.2022 (Annexure-4) forward the SPE for an area measuring 10.075 acres to
Director. Town and Country Planning, Haryana, which were received in Directorate office vide dairy
no. 4578 dated 28.02.2023. 4. It is significant to mention that till 09.11.2022, neither the additional
license for area measuring 3.40 acres was granted in addition to license no. 09 of 2022 nor the building
plans for an area measuring 10.075 acres were approved by BPAC of this Department. Thus,
submission of the building plans for an area measuring 10.075 acres with forged signatures and getting
recommendations from GMDA is an act of cheating and fraud committed by Mahira Homes Pvt. Ltd,
with the Department. Even, Chief Engineer, GMDA did not also ascertained the requisite approvals of

building plans for area measuring 10.075 acres before recommending the SPE to this Department as
evident from their above-mentioned letter dated 09.11.2022. 5. Director Taking cognizance of the
above fraudulent act of colonizer, the Director has issued the order bearing endorsement no.
LC-4527/JE(SB)/2023/20856 862 dated 27.06.2023, whereby, Mahira Homes Pvt. Ltd. its Directors
and associate companies have been restrained to grant any license under Act no. 8 of 1975 and related
approvals (Annexure-5). In view of above, I have been directed vide Directorate office endst no.
LC-4527/JE(SB)/2023/20862 dated 27.06.2023 to request to Police Department for investigation and
lodging FIR against the Directors of Mahira Homes Pvt. Ltd., associate companies, authorized
signatory and the Architect for submitting the forged documents as mentioned above under relevant
provisions of IPC. Therefore, please find enclosed herewith relevant documents received from
Directorate and take appropriate necessary action in subject cited matter and send a copy of FIR so that
the Directorate may be apprised accordingly. The details of Annexure attached with this complaint are
