Operational Characteristics
● Assess and determine the level of service of critical road sections within the LGU
regardless of the type of road (national, provincial, municipal and barangay)
● Level of Service (LOS) is a qualitative measure used to relate the quality of traffic
of service and can be identified through the computation of Volume Capacity
Ratio (VCR).
● VCR can be computed using the Annual Average Daily Traffic Data (AADT) from
the DPWH.
● Use of a letter grade system that provides a common system and set of
definition.
